Armenia, Cyprus discuss defense cooperation

YEREVAN, SEPTEMBER 7, ARMENPRESS. Minister of Defense of Armenia Suren Papikyan on September 7 held a phone call with the Minister of Defense of Cyprus Michalis Giorgallas.

Issues related to the security situation around Armenia and Cyprus were discussed, the defense ministry said in a readout.

“The Minister of Defense of the Republic of Armenia introduced to his colleague the current situation on the Armenian-Azerbaijani border. The course of bilateral cooperation in defense field was also discussed.
The ministers commended the current status of cooperation and emphasized their willingness to further expand it,” the defense ministry added in the readout.

The only road connecting Armenia to the enclave of Nagorno-Karabakh – a breakaway region disputed for decades between Armenia and Azerbaijan – has been blocked by Azerbaijan since July. A resident talked to the FRANCE 24 Observers team about the food and water shortage affecting the region.

Mary Asatryan works as an assistant to the Human Rights Defender (Ombudsman) of Nagorno-Karabakh in Stepanakert. For months, she has been documenting her daily life on Instagram, where she posts photos and videos of the queues in front of bakeries, the 20-kilometre journey she makes to fetch water bottles, and the locals helping each other.

At the moment, you cannot buy anything at the stores anymore. The shops are completely empty. What we have left is a limited amount of bread, which is baked and sold at the bakeries. Why? Because there is no fuel left in the country to deliver the bread to the stores. So people have to walk by foot to the bakeries directly and queue there.

The bread queues can reach five or six hours, and most of the time people queue at night because during the day it’s so hot that people can’t stand. But there are, of course, people who queue during the day, but as I work at the office, I cannot afford that.

But I, for example, I’m getting exhausted physically standing in the queue sometimes. So some days I just even give up on bread. Last time I was standing in the queue, there were 500 people registered. So it’s really endless.

Pashinyan Administration sends Rome Statute to parliament for ratification

YEREVAN, SEPTEMBER 1, ARMENPRESS. The Pashinyan Administration has sent the Rome Statute to parliament for ratification, the Prime Minister’s Office said Friday.

The Armenian government re-launched the process of ratifying the Rome Statute in December 2022.

Then, the Pashinyan Administration explained that it seeks to join the Rome Statute because it would allow to hold the government of Azerbaijan to account.

The Constitutional Court of Armenia on March 24 ruled that the Rome Statute – the treaty that established the International Criminal Court (ICC) – complies with the Constitution of Armenia.

Ucom initiates mobile network upgrade

Azerbaijan spreads disinformation, warns Nagorno-Karabakh

YEREVAN, AUGUST 31, ARMENPRESS. The Azerbaijani authorities have once again falsely accused Nagorno-Karabakh’s Defense Army of conducting reinforcement works.

In a statement released Friday, the Nagorno-Karabakh (Artsakh) Defense Ministry said the Azerbaijani side’s accusations are disinformation.

The Azeri side falsely claimed to have thwarted fortification works allegedly conducted by the Nagorno-Karabakh army in the Shushi region Friday morning.




Arayik Harutyunyan resigns as president of Nagorno-Karabakh

The president of Nagorno-Karabakh, Arayik Harutyunyan, has announced his resignation, along with the second most senior official, State Minister Gurgen Nersisyan.

In a statement on Facebook, Harutyunyan suggested that holding on to the post could be an impediment to negotiations with the Azerbaijani government.

‘My biography and Azerbaijan’s attitude towards it artificially create a number of conditions that cause significant problems from the point of view of building our next steps and conducting a flexible policy.’ 

‘In addition, the defeat in the war and the subsequent difficulties in the country have significantly reduced the trust in the authorities, especially the President, which has seriously hindered the further course of proper governance. Therefore, the change must start with me.’

He added that the move was aimed at ensuring ‘internal stability and strong public order’ in Nagorno-Karabakh. 

Harutyunyan wrote that he would formally present his resignation on Friday, adding that Nersisyan would be replaced by Samvel Shahramanyan, the former head of the region’s Security Council.

Just 10 days before his resignation, Harutyunyan signed into law changes that would allow parliament to appoint his successor.

The changes state that during martial law, if a president leaves office early then parliament should appoint a replacement to carry out the remainder of their term. Nagorno-Karabakh has remained under martial law since the Second Nagorno-Karabakh War. Haratunyan’s current term was due to end in 2025.

Parliament is expected to elect the new president within 10 days of the incumbent president’s resignation.

Rumours of Harutyunyan’s possible resignation had circulated in local media in Armenia and Nagorno-Karabakh for days, with the president’s office initially refuting the speculation. 

Harutyunan’s resignation has been a subject of discussion since the end of the Second Nagorno-Karabakh War, with the president initially promising to resign once the situation had ‘normalised’. 

Opinions in Nagorno-Karabakh have been divided, with many viewing new elections in the region as a potential pretext for Baku to launch a military operation. 

After the start of the blockade of Nagorno-Karabakh in December last year, discussions of government changes were pushed into the background. 

His resignation also comes soon after Russian–Armenian billionaire and former state minister Ruben Vardanyan demanded he step down. 

On 21 August, Vardanyan accused Harutyunyan of promising to resign but not keeping his word. Several days earlier, a government militia entered Nagorno-Karabakh’s parliament to express support for Harutyunyan.

Harutyunyan had briefly shared power with Vardanyan, who received extended powers as State Minister between late 2022 and early 2023.

The head of the opposition Justice Party, Davit Galstyan, welcomed Harutyunyan’s resignation on Thursday, telling News.am that a change was needed to remove ‘obligations’ to Armenian Prime Minister Nikol Pashinyan.

‘I was among those who proposed that he resign’, Galstyan said, adding that Pashinyan’s ‘conspiratorial plan will not be implemented’ in Nagorno-Karabakh.‘

When he was elected, Harutyunyan was seen as being close to the Armenian PM, though their relationship later soured.

Both the opposition and government in Nagorno-Karabakh have grown increasingly critical of the Armenian Government since the Second Nagorno-Karabakh War, particularly their decision to recognising the territorial integrity of Azebraijan. 

The changes in political leadership come as the humanitarian situation in Nagorno-Karabakh continues to deteriorate, due to the blockade by Azerbaijan of the Lachin corridor, the sole road connecting Nagorno-Karabakh to Armenia. 

Shortages of food, medicine, and other essential goods continue to be reported. The region has also been deprived of gas and electricity supplies from Armenia, as the cables and pipelines, which pass through Azerbaijan-controlled territories, have been damaged.

Baku Refuses to Meet with OSCE Chairman’s Rep. Calling it ’A Waste of Time’

Azerbaijan on Friday refused to meet with the Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk, who has led the group’s efforts in the region for the past several decades.

Kasprzyk traveled to the Armenian side of the Lachin corridor to inspect the situation on the ground, after which he was scheduled to meet with Azerbaijan.

The APA news agency reported that “official Baku did not see the need for his visit, considered it a waste of time and did not agree.”

Kasprzyk visited the entrance of the Lachin Corridor in the village of Kornidzor in Armenia’s Syunik Province and became acquainted with the situation on the ground, including observing that the convoy trucks carrying humanitarian assistance to Artsakh has been stranded in the village at the foot of the Hakari Bridge.

Kasprzyk told reporters that he’s visiting the entrance of the Lachin Corridor at the instruction of Chairperson-in-Office of the OSCE Bujar Osmani.

“I’ve instructed to visit the adjacent regions of the Lachin Corridor, get acquainted with the situation and report to him. I’ve had many meetings yesterday, and today as you can see I am here, I will return to report on the situation,” Kasprzyk said.

Kasprzyk met with Foreign Minister Ararat Mirzoyan on August 22.

President Ilham Aliyev of Azerbaijan on Thursday refused to meet the foreign minister Hadja Lahbib after she urged Azerbaijan to lift its blockade of Nagorno-Karabakh and recognize Armenia’s borders.

The Azerbaijani government-linked news agency APA cited an unnamed government source as saying that the meeting will not take place because Lahbib made “pro-Armenian statements that are far from reality” in Yerevan.

“The Eurasian Economic Union remains open for new partners. We very well realize that in the current conditions, expansion of partnership with other countries and regional unions is especially needed,” Mishustin said.

Expansion of partnership would allow to create a broad network of trade treaties and a common economic area of equal cooperation around the union, he added.

EU mission confirms monitors were present to ‘shooting incident’ on border

YEREVAN, AUGUST 15, ARMENPRESS. The EU monitoring mission (EUMA) has confirmed that its monitors were present to what it described as a “shooting incident” in their area of responsibility.

“We confirm that EUMA patrol has been present to the shooting incident in our area of responsibility. No EUMA member was harmed,” EUMA said on social media platform X, formerly known as Twitter.

On August 15, the Azerbaijani military opened gunfire at the EU monitors and their vehicle in the direction of Verin Shorzha, in Gegharkunik Province, the Ministry of Defense of Armenia earlier said in a statement.

The EU monitors on patrol came under small arms fire by Azerbaijani Armed Forces, the ministry said.

“On August 15, at around 12:20 p.m., Azerbaijani AF units discharged fire from firearms targeting the EU observers patrolling in the vicinity of Verin Shorzha and their vehicle. There are no casualties,” reads a statement issued by the defense ministry.

The EU monitoring mission (EUMA) initially denied in a statement on social media the Armenian Defense Ministry’s statement on the shooting, but then removed the denial after a video was posted online, before eventually releasing a correcting statement confirming the shooting.

UAE Foreign Minister Abdullah bin Zayed, Armenian counterpart discuss bilateral relations

Abu Dhabi [UAE], August 11 (ANI/WAM): Sheikh Abdullah bin Zayed Al Nahyan, UAE Minister of Foreign Affairs, discussed over the phone with Ararat Mirzoyan, Minister of Foreign Affairs of the Republic of Armenia, bilateral relations and opportunities to strengthen them across all domains.

During the call, the two ministers reviewed efforts aimed at developing and enhancing joint cooperation in all fields.
