of the Genocide.

The events in city of Kostanai started at noon with procession of
Armenian youth towards the church.

Paulo and Vittorio Taviani’s The Lark Farm film was screened.

The day ended in a traditional torch procession. Maksim Dallakyan,
head of Armenian Youth of Kazakhstan initiative group told
PanARMENIAN.Net more young people joined the event as compared to last
year.

ArmInfo. Turkish President Abdullah Gul criticized U.S. President
Barack Obama’s statement on the Armenian Genocide. As Turkish mass
media report, Gul expressed discontent as Obama failed to mention
"slain Turks during 1915 incidents".

"There are some parts in the Obama’s statement that I disagree. There
hundreds of thousands Turks and Muslims who lost their lives in
1915. Therefore he should have shared the pain of everybody who lost
their lives," Gul was quoted as saying by the state- run Anatolian
Agency. The Turkish opposition also expressed its displeasure with
Obama’s statement.

The leader of Nationalist Movement Party, or MHP, Devlet Bahceli, also
said Saturday that the statement is "harsh and unacceptable". To note,
Turkish organizations of the USA welcomed the US president’s
statement.

This expiration date was visible a mile away — President Obama breaks
his campaign promise to the Armenian-American community to declare
the massacre of Armenians in 1915 an act of "genocide."

In a January 2008 letter to the Armenian Reporter, Mr. Obama said he
shared "with Armenian Americans — so many of whom are descended from
genocide survivors — a principled commitment to commemorating and
ending genocide. That starts with acknowledging the tragic instances
of genocide in world history."

In 2006, Mr. Obama noted, "I criticized the secretary of State for the
firing of U.S. Ambassador to Armenia, John Evans, after he properly
used the term ‘genocide’ to describe Turkey’s slaughter of thousands
of Armenians starting in 1915. I shared with secretary Rice my firmly
held conviction that the Armenian Genocide is not an allegation, a
personal opinion, or a point of view, but rather a widely documented
fact supported by an overwhelming body of historical evidence."

Asserted Mr. Obama, back then: "The facts are undeniable. An official
policy that calls on diplomats to distort the historical facts is an
untenable policy."

Mr. Obama also stated unequivocally that "as President I will recognize
the Armenian Genocide."

Today Obama’s statement on the anniversary avoided the g-word.

As with the flip-flops on Colombian trade and NAFTA, I prefer Obama’s
new position to his old. But it is rather breathtaking to watch Obama
win votes by loudly and repeatedly pledging "I will do X" and then
turn around and do the precise opposite of "X."

September last year, Turkey’s president Abdullah Gul breaks the ice
becoming the first Turkish head of state to visit Armenia – invited
by his counterpart Serge Sarkisian to watch Turkey take on Armenia
in a football match.

Gul’s visit sparked contrasting reactions among Armenians. For some,
it remained impossible to forget the country’s bitter dispute over
the deaths of 1.5 million ethnic Armenians killed by the Ottoman
Empire during the first world war. However, others hailed the visit.

When questioned, one bystander said: "I don’t care at all who
wins. What is important is the arrival of the Turkish president,
the first time in our history. It will help resolve the political
problems, and it may bring fruits in the future."

The town of Igdir in Turkey next to the Armenian border is overshadowed
not only by Mount Ararat but also by History. There, a monument
stands as a reminder of those Turks killed by Armenians during and
after the first world war.

Goksel Gulbeyi, president of the association that refutes the Armenian
genocide, said: "In Igdir there are still living witnesses who tell
their descendants about the killings by Armenians here. There are
people here who still feel resentment."

For some the possibility of recognising the deaths of more than a
million Armenians between 1915-17 as genocide remains out of the
question. They oppose any opening of the border with Armenia.

That was closed in 1993 when Turkey supported its historical ally
Azerbaijan after fighting broke out with Armenian-backed seperatists
in the volitile Azerbaijani region of Nagorno-Karabakh.

But in the Turkish town of Kars, there are hopes the border with
Armenia will open. The head of the town’s Chamber of Commerce, Ali
Guvensoy, says he wants an end to the age-old dispute.

"We want peace. I went to Armenia and I was received very well. We
show them hospitality when they come here. I think it would be good
for our economy and trade."

But Turkey’s prime minister Recep Tayyip Erdogan remains cautious,
having pledged in front of parliament to defuse tensions in Nargorno
Karabakh before concluding any deal with Armenia.

One cannot begin to understand today’s Armenian Diaspora without
addressing the Armenian massacres and genocide that took place
towards the end of the 19th century and the beginning of the 20th
century. While an Armenian Diaspora existed well before the genocide
of 1915, a considerable number of Armenians scattered across the
world today are descendents of genocide survivors. In this sense,
we can say that the current diaspora exists in large part as a
direct result of the genocide. If we were to brand the Armenian
Diaspora with a general definition, the one offered by Brent Edwards
Hayes is fairly accurate. He writes: "An origin in the scattering and
uprooting of communities, a history of traumatic and forced departure,
and also the sense of a real or imagined relationship to a ‘homeland,’
mediated through dynamics of collective memory and politics of return."

The genocide is why I am here in Canada, via the Middle East; it
is why I carry a traumatic reality in my veins; it is why I dream
of current-day Armenia, but also of the village in present-day
Turkey where my grandfather was born and then forcefully displaced;
and lastly, it is why I will not accept anything short of a proper
apology and just restitution.

While the days of Armenians being stuck in a state of victimhood
are long gone, their proactive stance and the political winds are
becoming favourable for change-for humanity to realize and recognize
that an orchestrated annihilation executed almost a century ago cannot
simply vanish in the annals of world history. And there is no doubt
that the Armenian Diaspora is the important force that always has
and will continue to bring the issue to the forefront until just
restitution is achieved.

With spring comes change and renewal, and things are on the move these
days on the global political front. The United States of America has
an African-American president who embodies change, and somewhere in the
playground of world politics there is a so-called "diplomacy dialogue"
taking place between Turkey and Armenians.

Yes, I emphasize Armenians and not Armenia alone, because Armenia and
the diaspora are a package deal. We should not dissociate what comes
together, even though they differ in more ways than one. When the
diaspora is mobilized around genocide recognition and advocates for
justice for all of humanity in the effort to put an end to the cycle
of genocides with such ardour and selflessness, we cannot imagine that
Armenia will take diplomatic steps that could potentially disregard or
dismiss this work, this individual and collective sacrifice diasporans
have made in pushing for genocide recognition and fighting against
the powerful Turkish denial machine.

Perhaps it is easy for me to say so in the cushiness of North America,
while Armenia is located next to Turkey and suffers direct consequences
of a closed border with both its eastern and western neighbours. I
wonder, will Armenia consult and collaborate with the diaspora,
which is being actively countered by millions of "denial dollars"?

Politics is a game that does not always take matters of principle and
basic human dignity into account. What if questions of human justice
and dignity were sidelined in the name of what appears to be another
"clever" round of realpolitik, stripped of moral considerations
that survivors and their descendents deserve and expect? Justice
and coercion cannot go hand in hand. I am not a politician, nor a
political scientist. And to those individuals who are quick to dismiss
emotional testimonies and accounts as non-rational or as having no
place in the Armenian Genocide debate, I am the granddaughter of a
survivor, a scattered bead among thousands; I am considered a "bad"
bead, and rightfully so, because Armenians in the diaspora denounce
Turkey’s persistent denial.

Looking a genocide survivor in the eyes is a painful experience; for
you know that not only has an official apology yet to be made for the
hell he went through, but that this hell is still vehemently denied.

I carry my grandfather’s blood in me. Today, his bones that once
absorbed the Anatolian sun now freeze in one of Montreal’s snowy
cemeteries (via Tomarza, Kayseri, Turkey, to Allepo, to Beirut, to
Marseille, to Pasadena, and finally to Montreal). I carry the angst
he astonishingly never showed nor expressed, though he lived with it
and endured genocide on his skin as a lone survivor from his family.

Politicians, diplomats, and army generals will do what they want,
but I can only hope that at this important juncture, Armenia, which
is the primary player engaged in diplomatic talks, will not let
the Armenians of Armenia down-nor, by the same token, the diaspora,
humanity at large, and most of all, those who perished by the hands
of the Young Turk government. Genocide cannot be negotiated.

And the struggle goes on and so does the desire to heal…

Armenian Assembly Commends Yerevan Government for its Bold Initiatives

No Linkage to U.S. President’s April 24 Statement

Washington, DC- Under the auspices of the Swiss government, the
Armenian and Turkish governments issued a joint announcement regarding
normalization of relations late on April 22, reported the Armenian
Assembly of America (Assembly).

"I commend the leadership of President Serzh Sargsyan and Foreign
Minister Edward Nalbandian in taking bold steps that led to this
promising juncture in Armenian-Turkish relations," stated Armenian
Assembly Chairman Hirair Hovnanian. "This process was not easy and
undoubtedly there will be more hard work in the days and months ahead.
We stand with those who are working to secure a solid foundation for the
future of Armenia and for stability in the region," added Hovnanian.
The Armenian Assembly awaits further details to make a thorough
assessment.

The United States welcomed the joint statement by noting that "it has
long been and remains the position of the United States that
normalization should take place without preconditions and within a
reasonable timeframe." The Assembly supports efforts by Armenia and
Turkey to normalize relations without preconditions.

While there has been speculation that Turkey would only agree to a
framework proposal if President Barack Obama reneged on his pledge to
recognize the Armenian Genocide, we are confident that President Obama
has not changed his views as he made clear while in Turkey earlier this
month. Affirmation of the Armenian Genocide should not be held hostage
to normalization of relations. The Armenian government is fully aware of
these sensitivities and we anticipate informed and vigorous public
debates with the involvement of civil societies.

This development builds upon earlier civil society initiatives and the
undaunted spirit of individuals, such as the late Hrant Dink, who set an
example by his moral leadership and served as a bridge between Armenians
and Turks. Experience has demonstrated that the road of reconciling
Turkey with its genocidal legacy will be difficult, but there is an
irreversible trend within Turkish civil society to come to terms with
its past.

Tree Planting On Earth Day

On 22 April environmental events dedicated to the Day of Earth will be
launched by the initiative of Protection of Wild Nature and Cultural
Values of Armenia foundation. The events will last till 2 May and
it will start with "Green Generation" campaign, the foundation
reports. Tree planting and garbage cleaning will be organized in
different communities of Armenia, pan-Armenian photographic competition
and big fete dedicated to Day of Earth will take place in Yerevan. The
first tree in the frames of the project will be planted in Gyumri
and another bigger tree planting will take place in Yerevan, near the
church of St. Grigor Lusavorich. "Green Generation" Armenia project is
supported by the Embassy of the United States of America to Armenia,
VivaCell-MTS and the Municipality of Yerevan.

Today a parliamentary delegation headed by the President of the
National Assembly of Armenia, Hovik Abrahamyan, will leave for the
Republic of Poland on an official visit.

In Warsaw the Armenian delegation is expected to meet with the
President of Senate, Bogdan Borusewicz, and the President of Sejm,
Bronislav Komorovski. The delegation will lay a wreath at the Memorial
to the Unknown Soldier.

The delegation includes the head of staff of the National Assembly,
Gegham Gharibjanyan, head of the ARF Dashnaktsutyun faction Vahan
Hovhannisyan, Chairman of the NA Sanding Committee on Territorial
Administration and Local Self-Government Issues, Hovhannes Margaryan,
Chairman of the NA Standing Committee on Human Rights Defense and
Public Issues, Mkhitar Manatsakanyan, MPs Alexan Petrosyan, Vardan
Khachatryan, and other officials.

The delegation will return to Yerevan on April 23.

"It is not secret that a number of researchers are paying other people
to write dissertations for them, today every official or member of
the parliament wants to be a scientist".

-How do you evaluate last year activity of Azerbaijan National Academy
of Sciences (ANAS) having 9000 employees?

-Last year was very important for ANAS. Several significant orders
were issued on the development of science in 2008. I would like
to note especially President Ilham Aliyev’s order on "Development
strategy of Azerbaijani science in 2009-2015". State commission was
established to carry out this strategy. The strategy has already
been prepared and presented to president. This is an all-round
document. Plan of measures have been prepared to carry out this
strategy. Last year AZN 1 million was allocated from the President’s
Reserve Fund for launching expeditions. AZN 1 million was allocated to
restore things and buy new materials for the Museum of History, AZN
5 million was allocated to repair Shamakhy Astrophysical Observatory
and buy new equipment. Salaries of ANAS employees were increased by
25 percent. These orders show the president’s special attention to
the science.

-When will reforms start in ANAS?

-The strategy envisages monitoring of scientific-research institutions
network. This will make available to determine what structural changes
will be made in ANAS. The strategy also envisages qualification of
scientific employees and improvement of logistics. If the strategy
and plan of measures are approved, we will immediately start
reforms. Present scientific situation should be studied first of
all. The activity of every scientific-research institution should be
assessed. The efficiency of scientific-research institutions should
be examined. Several normative legal documents should also be adopted
in connection with the reforms. These documents will be prepared soon,
because the reforms require adoption of new laws.

-The reforms also envisage staff reduction …

-Yes, they do. But we consider that reduction can not be made just for
the sake of reduction. It should be grounded, because we do not have
mechanisms to carry out staff reduction. Attestation of scientists
does not make it available. It is possible to change the post as a
result of attestation. It is impossible to dismiss as a result of
the attestation. It requires new legal documents so that we can have
legal grounds to carry out reduction. On the other hand, we should
determine for ourselves how many scientific employees there must be in
the country. According to UNESCO recommendations, developed countries
should be 50 scientists per 10 000 people. There are 20 scientists per
10 000 people in Azerbaijan. If we reduce the staff, we will reduce
this figure. How much is it expedient, if we want to establish a
developed state? If we want to be an educated and developed nation,
we should protect science and create all conditions for scientists.

-How much is the average monthly salary of the scientists working
in ANAS?

-The average monthly salary of scientists is less than AZN 150. I
think this is unbearable.

-Do you think scientists can live and engage in normal scientific
activity on this salary?

-A scientist can neither live nor work efficiently on this
salary. That’s why, scientists are obliged to work and earn money in
another place. They are obliged to do it. If scientists had normal
salaries and working conditions, they would not have worked in other
places. Some scientists teach in other places, some tutor. Sometimes
we are reproached that employees are not at work from 9.00 till
18.00. If they sit in the academy all day long, they can not support
their families. I think it will change gradually. Salaries are
increased year after year. Our international coope5ration is now
saving ANAS from this situation. Due to this cooperation, we can
get extra allocations. Scientists can get extra salary due to these
grants. By participating in joint programs, they can get extra salary,
go abroad and carry out scientific research work. Last year about 600
scientific employees were sent abroad to attend various scientific
conferences. Before, we had no such opportunities.

-"Brain drain" tendency accelerated in Azerbaijan some years ago. What
is the level of this problem now?

-This tendency has reduced. There are very few brain drainers
now. There is no problem of "brain drain" in Azerbaijan now. On the
contrary, we stimulate young scientists to go abroad, of course on
condition that they will return. We want them to work in the leading
scientific centers and gain experience.

-But the process of juvenation is not felt in ANAS. How many young
scientists have come to the academy recently?

-The interest of the youth in science has not passed yet. There
is great competition during the admission to the post-graduate
courses. Sometimes five or six apply for one vacancy. We want to
involve young scientists to work, but we have very few vacancies. We do
not have vacancies to provide young scientists with work. It would be
very good if we could pension off old scientists and recruit younger
scientific employees. But we can not pension off old scientists,
because their pension is very little. If their pensions were equal
to 80 percent of the salaries, most scientists would have retired on
a pension themselves. Unfortunately, the number of old scientists in
the academy is not little.

-How old is the oldest scientist of the academy?

-The oldest member of the academy is 96. Directors of some institutes
are 80 years old. This is not pleasant. It would be better to involve
younger scientists to the academy. But because of the above-mentioned
reasons, the old do not retire on pension. Generally, there is ageing
process in the academy. 20 years ago candidates of sciences were
35-40 years old, now this figure reached 50. Doctors of science are
60-70 years old.

– Is the spring census considered to be implemented in the new
strategy?

– Yes. There are certain measures to be taken in the new strategy. We
have to take measures for rejuvenation of the Academy, but at first we
have to secure the social protection of the scientists. I think that
the scientists, who take the administrative posts, should be at most
65-70. This issue can also be approached individually. If the scientist
has scientific achievements and a great school, let him to work.

-You had to ask the President to resolve the housing problem of the
young scientists.

-It is our most painful problem. It is a problem of not only the young,
but aged scientists as well. We don’t know how to resolve it. We
have only residential hostel. It is almost out of control. We can’t
to accommodate the young scientists there and can’t move anyone from
it. Therefore the condition is hard. The issue should be resolved by
any way.

-Are you satisfied with the activity of Azerbaijani scientists against
the Armenian propaganda on a world scale?

-It needs to be more active in this field. The Institute of History
holds large campaign via Internet. The Human Rights Institute and the
Institute of Philosophy and Political-Legal Researches are also active.

-The Academy’s most strategic institutes like the Institute of History,
Archeology and Ethnography, the Institute of Oriental Studies have
no their websites so far.

-It is not normal when the institutes have no websites. The institutes
of natural sciences have their websites. I am demanding all institutes
to launch their websites. It is impossible to provide normal activity
without the website.

-How are the researches of 26 Baku Commissars? Does the Academy of
Sciences have new findings?

-The researches are going on. The Institute of History will publish
soon several articles on this issue. Very interesting facts, telegrams
and correspondences were found. A TV program is prepared about the
researches. I don’t make detailed reports on this.

-Were those, whose bodies were not found in the Sahil Park, identified
or not?

– It’s exact that Shaumyan’s body was not in Sahil Park mass grave. Two
others have not been identified yet.

-The results of Academy’s work related to the mass grave in Guba
are also under the threat. The last year torrents removed one of
undermines. Can the Academy ask the relevant organizations to build
museum in the mass grave area?

-The Academy asked them and made its proposals for several times. The
Academy resolved all issues depended on it. Unfortunately there is
still no museum in the mass grave are we found. It will be better
to take measures to save the mass grave. Even I am proposing to
launch a criminal case on the facts found there. The issue should be
investigated more deeply and be evaluated.

-What is your opinion about the call-up of masters to the military
service?

– I have univocal opinion. I am against the call-up of masters. They
should have deferment right. They have to draw duty after graduation
from the Master’s program and post-graduate studies program.

-What resources are allocated from the state budget to the science? Are
you satisfied with these resources?

–There is a big growth in the volume of state budget allocations
for the sciences as against the previous years, but it is not
satisfactory yet. The development of sciences has its rules. If the
scientific allocations are less than 2% of GDP, the science will have
no impact on the economy. In our country, these resources are 0.2%
of GDP. If we want to make the science more useful for the economy,
we have to provide it with relevant budget. This figure exceeded 2%
in the European countries. We can’t develop the science up to the
necessary level with such funding.

-How do you think, what spheres are most-developed and what are the
less-developed in the Academy?

-The Earth sciences are always strong. The sphere of informatics is
also not lagging behind. We have great achievements in the sphere of
linguistics, literary studies and philosophy. The spheres, which need
in the strong scientific basis and equipments, are lagging behind. We
have a lot of talented scientists in the fields of Chemistry and
Physics. If we have strong material and technical basis, we can conduct
the high-level researches. It is encouraging fact that the Academy
is funded for two years in succession to purchase the laboratory
equipments. Two million AZN was allocated last year. We have already
purchased these equipments and will bring it this summer. This year
we received 10 million AZN for the equipments.

-Sometimes the people complain about the activity of High Attestation
Commission and delaying of granting the scientific degrees. What is
the Academy’s president thinking about that?

-Sometimes we blame the High Attestation Commission, but the research
works are evaluated at first by the defend councils. The councils allow
the weak researchers to defend their works and then we are blaming
the High Attestation Commission. The leading scientists are working
at the Academy, but due to some reasons most of the defend councils
are subordinated to the universities. These issues concern us. The
Academy’s scientists prepared 18 Doctor’s and 127 PhD dissertations
last year. One of the problems is that the number of dissertations is
delayed at the High Attestation Commission and they are delaying this
process artificially. May be they have their own polices and they think
that the country can’t have so many doctors and it need to reduce their
number. One of the concerned issues is that the most of dissertations
are related to the spheres of economy, legal studies and literature,
but not the exact sciences. One of the reasons is that it is possible
to defend the dissertation in those fields without researches. It is
not secret that the number of researchers are asking other people to
write dissertations and paying them for that. Today every official
or member of the parliament wants to be a scientist. They are not
able to conduct research works and therefore they are paying for
dissertations increasing the number of works submitted to the High
Attestation Commission.

Chances of opening borders between Armenia and Turkey are very high
despite some hindrances, said head of the OSCE Yerevan office Sergey
Kapinos.

Armenia and Turkey do not maintain diplomat relations, while the
Armenian-Turkish border has been closed since 1993 by initiative of
official Ankara.

"There are some obstacles and problems, the process is inambiguous
but chances are high", said Kapinos Friday during a report at the
scientific and practical conference "World financial and economic
crisis: genesis and prospects".

At the same time he voiced hope that existing problems will be removed
and this will encourage the Armenian economy.
