The Joint-Stock Company "ArmenTel" (Armenia, 100 percent affiliated
company of the Open Society " Vympel-communications " (Vympelcom)
was received with the sanction of the Commission on regulation of
public services of Armenia on use of radio frequencies 1920-1935 MHz
and 2110-2125 MHz for rendering services of cellular communication
of the third generation (3G) in the territory of the country. It is
spoken about in the report of Vympelcom.

The decision on granting 3G-radio frequencies to ArmenTel was accepted
the Commission on regulation of public services of Armenia on October,
1st, 2007. For reception of the corresponding sanction the company
has directed the application on September, 25th.

We shall remind that ArmenTel owns License #60 giving to the company
the right to rendering 3G-services in the territory of Armenia.

The Joint-Stock Company "ArmenTel" renders services of fixed and
cellular telecommunication in standard GSM-900 and CDMA. The user’s
base of the operator makes nearby 600 thousand users of the fixed
communication and 400 thousand cellular subscribers. Vympelcom owns
100% of shares of ArmenTel.

Vympelcom is the second-largest cellular operator in Russia and the
CIS, it – serves more then 56mln subscribers. Its largest shareholders
are Telenor (29.9% of voting shares) and the Alpha-groups (44%),
other shares are in the free reference at the New York share stock
exchange. The company has let out 51281022 ordinary and 6426600
preference shares, all preference shares belong to "Alpha".

The Net profit of Vympelcom on US GAAP in II quarter of 2007 has made
$359.273mln that is 84.3% above the parameter of the similar period
of the last year at $194.946mln. Proceeds have increased up 53.1%
to $1.717mlrd from $1.122mlrd. OIBDA parameter has grown up 59.7%
to $896.758mln from $561.555mln, OIBDA margin have increased up to
52.2% from 50.1%.

The Open Society "Vympelcom" borrows the 17 place in the "Leading
enterprises of Russia" rating on the results of 2005, presented by
the rating agency AK&M in September, 2006.

Vazgen Manukian To Run For Presidency

The National Democratic Union (AZhM) will put up its candidate for
the 2008 presidential election. The board recommended AZhM leader
Vazgen Manukian for the presidential election and instructed the
party administration to organize and implement nomination.

In reply to the question, whether the AZhM is capable of winning
the election, Vazgen Manukian pointed out two important factors,
enthusiasm and finances.

The AZhM meeting was attended by Arshak Sadoyan, the leader of the
Alliance of National Democrats (AZhD).

"We shall support a united candidate, be it Vazgen Manukian or
someone else, in case the question of nomination is settled," the
AZhD leader said.

The board instructed the party leader and administration to carry
on political negotiations on shaping a united political opposition,
"not ruling out continuation of negotiations until the first round
of the presidential election."

DUSHANBE, October 6 (RIA Novosti) – Next year Armenia will hold a
rotating presidency in the Collective Security Treaty Organization
(CSTO), the president of Kyrgyzstan, which currently chairs the CSTO,
said Saturday.

"Next session [of CSTO] will be held under Armenia’s chairmanship,"
Kurmanbek Bakiyev said at the CSTO summit in Tajikistan’s capital
of Dushanbe.

The next summit of the regional security organization will be held in
Moscow in May or June 2008 together with the summit of the Eurasian
Economic Community (Eurasec), Bakiyev added.

Earlier in the day the leaders of CSTO member states signed more than
20 documents. The documents stipulate the formation of a coordinate
council on illegal migration and extraordinary situations, a legal
basis of peacekeeping activities, and military and technical aid.

In particular, the CSTO countries will be able to buy Russian weapons
and military equipment on Russian domestic market prices, Russian
President Vladimir Putin said.

"Significant concrete results were reached [at the CSTO summit], mainly
in the sphere of military and technical supplies. We have agreed on
and finally adopted a list of documents allowing the CSTO states to
buy Russian weapons and military equipment on Russian domestic prices
for their armies as well as for special services," Putin said.

Meanwhile, Tajik President Emomali Rakhmon called on the organization
to play a more active role in strengthening the peace process in
Afghanistan.

"We [the leaders] have discussed the reinvigoration of our efforts in
regard to the Afghanistan issue so that the CSTO could considerably
contribute to the peace process in this country," Rakhmon said adding
that the CSTO turned into an effective and internationally acknowledged
organization since it was formed 15 years ago.

Tajikistan has an acute problem with the narcotics trade, due to
the constant flow of illegal drugs from neighboring Afghanistan,
which supplies over 90% of the world’s heroin.

Heroin production in Afghanistan has increased 20-fold since the
Taliban was toppled by allied forces in December 2001. Tajikistan
is now a transit country for Afghan narcotics bound for Russian and
European markets.

The CSTO comprises Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia,
Tajikistan and Uzbekistan. This year the organization will mark a
15th anniversary.

Draft military doctrine of Azerbaijan does not even mention the
Commonwealth

CENTRAL THESES OF THE DRAFT MILITARY DOCTRINE OF AZERBAIJAN; Central
theses off the draft Military Doctrine of Azerbaijan.

The document which President Ilham Aliyev endorsed the National
Security Concept this May included the order to the appropriate
structures to draw the Military Doctrine. Central theses of this
future document are known now, courtesy of the Doctrine Military
Research Center that shared the scoop with Voyenno-Promyshlenny
Kurier.

Defensive as it is by nature, the Military Doctrine of Azerbaijan
nevertheless stands for readiness to fight for the sake of national
interests and allies. No foreign state is branded as an enemy in the
document. What countries promote the policies that jeopardize
military security of Azerbaijan are branded as hostile.

The doctrine will consist of two parts. "Military Political
Principles" defines and estimates the military-political situation in
the region. The document emphasizes that the development and
prospects of the existing military-political situation are
characterized by "sophisticated means, forms, and methods of combat
struggle".

List of direct threats to the military security of Azerbaijan include
regional wars, the appearance of regional centers of power and their
strengthening, the deterioration of ethnic and religious extremism,
the activization of separatism, the spread of local wars and armed
conflicts, the regional arms race, the proliferation of nuclear and
other weapons of mass destruction, and the worsening of information
wars.

The document emphasizes that the Armenian occupation of Azerbaijani
territories is the worst threat to Azerbaijan itself and regional
security. Territorial claims to Azerbaijan, meddling in domestic
affairs of the country, attempts to ignore interests of Azerbaijan in
coping with international security problems, existence of conflicts
near the borders of Azerbaijan and its allies are listed by the
document as principal external threats to Azerbaijan. Baku also
intends to put on the same list the establishment of army groups
capable of ruining the regional parity, the expansion of military
blocs and alliances that may jeopardize the security of Azerbaijan,
armed aggression, information wars waged to damage the military
security of the country, encroachment on the rights and legitimate
interests of citizens of Azerbaijan abroad, and (of course)
international terrorism.

The list of internal threats on the other hand includes attempts to
topple the constitutional regime by violence; efforts on the part of
extremist, religious, separatist, and terrorist organizations to
disrupt domestic stability in Azerbaijan; any activity aimed to
paralyze the state and its power structures; attacks on economic and
military sites and objects of the national information
infrastructure; the establishment of illegal armed formations;
illegal proliferation on the territory of the country of weapons,
munitions, high explosives, and other means that may be used in
terrorist acts; organized crime; terrorism; smuggling; and other
unlawful activities.

Authors of the draft Military Doctrine believe that the military
security of Azerbaijan is the first priority the state must
concentrate on and that neutralization of military threats to
Azerbaijan will facilitate the military security of the state. The
maintenance of military security is viewed from the standpoint of
developing a democratic rule-of-law state, promotion of socioeconomic
reforms, furtherance of principles of equal international cooperation
based on the policy of neighborliness and mutual benefits.

Some provisions of the document point out that Azerbaijan promotes
its defense policy together with Turkey, furthers military
cooperation with Turkey, and attaches unparalleled importance to the
collective security within the framework of NATO and GUAM. Any
country whose policy does not encroach on the national interests of
Azerbaijan may become its partner. The document emphasizes the
importance of integrating into Euro-Atlantic structures in the name
of military security. No mention is ever made of the Commonwealth.

The document allows for war preparations on the part of Azerbaijan
whenever it decides that an armed aggression against it may launched.
National economy or its individual sectors and enterprises may be put
on a war footing in this event. Azerbaijan in the meantime is
expected to do whatever it takes to prevent other countries from
siding up with the aggressor.

The draft Military Doctrine emphasizes that the national military
organization includes the Armed Forces, other troops, military
formations, industrial sites and research complexes involved in
military security programs. Military organization of the state should
develop in the manner best suited to promote the national interests
and military security of Azerbaijan. Moreover, the adoption of NATO
standards in the Armed Forces of Azerbaijan is proclaimed as a means
of furthering military security and its efficiency.

The Azerbaijan Armed Forces are mostly staffed with conscripts. The
transition to contract service is planned for the near future. To
accomplish that, Azerbaijan is expected to improve the socioeconomic
situation in the country, improve the financial standing of the
military, and (what counts) make Armenian territorial aggression
against Azerbaijan history. The document proceeds to announce that
the nature of aggression against military security calls for the
establishment of mobile forces and strategic resources.

The introduction of democratic control over the army and law
enforcement agencies and the advancement of military-political
partnership with NATO and the European Union are regarded as elements
of military security.

The maintenance of military security in the time of peace comes down
to the evaluation of potential aggressions, the facilitation of
reforms in the Armed Forces, the transition to contract service, and
the modernization of military hardware. The draft Military Doctrine
even proceeds to call military hardware repairs and modernization,
the strengthening of military discipline, and the improvement of
information security of the Armed Forces are priorities with the
Azerbaijani state. The document emphasizes the necessity of the state
policy that will up the prestige of military service.

The document appraises the General Staff of the Azerbaijani Armed
Forces as the principal body that runs the Armed Forces. Other
documents are to be drawn for the introduction of the strategic and
tactical plans of cooperation between the branches of the military.

Part Two, "Military Strategic Principles" reiterates Azerbaijan’s
right to deploy the Armed Forces and other troops when it is
attacked. As a matter of fact, all of that may be deployed against
anti-constitution actions domestically. Emphasizing the importance of
the national military-industrial complex, the draft Military Doctrine
calls for the lowering of dependance on foreign countries for weapons
and military hardware.

The document points out that deployment of "non-regional" forces on
the territory of Azerbaijan, including the Caspian Sea, is
undesirable.

EMEL To Collaborate With Matenadaran Over Digitalization Of Manuscri

EMEL TO COLLABORATE WITH MATENADARAN OVER DIGITALIZATION OF MANUSCRIPTS

The Early Manuscripts Electronic Library will collaborate with
the Institute of Ancient Manuscripts of Armenia, Matenadaran, over
digitalization of palimpsests. News Armenia learned from the press
service of the Academy that this agreement was reached in a meeting
of the president of the Academy of Science Radik Martirosyan and the
director of Matenadaran Hrachia Tamrazyan with the representatives
of EMEL David Cooper and Michael Phelps.

EMEL proposes using the modern subtle encoding system for
digitalization of the originals of palimpsests.

The representatives of the organization introduced the possibilities
of this system and their experience of cooperation, namely with
the library of St. Catherine Monastery (Sinai) and the University of
Aristotle (Thessalonica). The scholars also informed that the scanning
of Archimedes’ palimpsest discovered several works by Archimedes
unknown to science.

The scholars aim to use spectral analysis of ultraviolet and infrared
rays to cut the cost of digitalization.

The rights to the palimpsests are reserved to the Republic of Armenia.

EMEL is ready to start collaboration from mid-2008. For the time
being, it will be studying the type of the parchment or paper, age,
the composition of ink used on separate pages from Matenadaran.

The organization is also ready to train the Armenian specialists who
will be operating the equipment.

ArmInfo. "Orinats Yerkir" party still confirms its intention to run
in the forthcoming presidential election in Armenia by its candidate,
the party leader Artur Baghdasaryan, members of the "Orinats Yerkir"
faction Artashes Avoyan said at today’s press-conference in "Urbat"
club.

He recalled that the session of the party’s Board, held on September
29-30 resolved to nominate A. Baghdasaryan as a candidate for the
presidential election. However, the final decision on this matter
will be taken at the session of "Orinats Yerkir" scheduled for early
November, he said added.

Asked by Arminfo correspondent whom the "Orinats Yerkir" will support
in case if a second round is necessary to reveal the election winner,
Artashes Avoyan replied: "I can say that we shall unambiguously
support a candidate from the opposition. Supporting of the power
candidate is ruled out".

There’s no place for hate in Scituate, but selectmen are having doubts
about the town’s association with the Anti-Defamation League (ADL).

Selectman John Danehey asked his fellow board members last week if
they would support a motion to break its ties with the league, citing
the organization’s reluctance to acknowledge the Armenian genocide
as an official act of genocide.

"My understanding is they saw it as being tantamount to genocide,"
Danehey told selectmen.

>From 1915 to 1917, more than 1 million Armenians in the Ottoman Empire
were killed under the rule of the Ottoman Turks in what became known
as the Armenian genocide. According to a BBC News report in 2006,
21 countries worldwide have recognized the killings as genocide.

Danehey, whose wife and children are part-Armenian, said he has trouble
standing behind the ADL if it chooses not to acknowledge the genocide,
and asked for support from his fellow selectmen to remove the town
of Scituate from the league’s "No Place for Hate" program.

"It’s insulting," Danehey said. "They should be more open-minded."

Other selectmen shared Danehey’s frustration and spoke in support of
the potential for leaving the program.

"I just don’t see the logic," Selectman Paul Reidy said.

According to the ADL charter, the goal of the League is to "secure
justice and fair treatment to all citizens alike and to put an end
forever to unjust and unfair discrimination against and ridicule of
any sect or body of citizens."

Selectmen said they would bring the issue up for discussion at their
meeting Oct. 9. If selectmen choose to support Danehey’s motion to
sever ties with the league, Scituate would be the fourth town in
the state to break away from the ADL, following Newton, Watertown
and Belmont.

Dutch CDA Party Rebukes Armenian Genocide Deniers

DUTCH CDA PARTY REBUKES ARMENIAN GENOCIDE DENIERS

The Christian-Democrat party in the Netherlands, the CDA (Christian
Democrat Appel), has announced that Mr. Osman Elmaci has been turned
down from having a seat in the European Parliament due to his attitude
toward and his remarks denying the Armenian Genocide.

Mr. Elmaci, who had already been ousted from the last legislative
elections for the same reasons, was the number three person behind the
current MEP Joop Post, who has resigned. He was to become a Member of
the European Parliament after the withdrawal of Mr. Bartho Pronk’s
candidacy. CDA leaders, already having a past record of principled
stance against genocide denial, vetoed this possibility.

Mr. Post will finally be replaced by Mr. Cornelis Visseur.

"We congratulate the CDA party for this courageous and visionary
political decision. Denial – under the pretext of ‘freedom of
expression’ – can only serve to perpetuate the racial hatred from
which it derives," declared Laurent Leylekian, Executive Director of
the European Armenian Federation.

The European Armenian Federation is actively working to make denialist
hatred a pan-European crime, as proposed in the framework decision on
racism and xenophobia recently adopted by the European Council. The
Federation notes that bills aimed at making the denial of the Armenian
Genocide a crime are under consideration in Belgium, France, and the
Netherlands. In the Netherlands, the project was initiated by Christen
Unie, a founding member of the government coalition. In Switzerland,
Dogu Perincek, a well-known denier of the Armenian Genocide has
already been condemned.

The Federation also notes that the rapporteur of the current resolution
on EU-Turkey relations, Mrs. Oomen-Ruijten – who is also a member of
the CDA party – has attempted to evade the Armenian Genocide issue
in that resolution.

"Avoiding the genocide issue in this resolution is as serious as
the open denial of Mr. Elmaci. In fact, it constitutes a form of
denial that is more perverse and now more prevalent, that is denial
by omission," added Leylekian.

"We call on the CDA party to treat Mrs. Oomen-Ruijten’s case with
the same moral demands it made with Mr. Elmaci, i.e. by charging her
to comply with her own party line in the combat against any form of
denial," concluded Leylekian.

ArmenTel Relinquishes Control Of Armenian Communications Monopoly

YEREVAN. Oct 1 (Interfax)- CJSC ArmenTel, a wholly owned subsidiary
of Russia’s VimpelCom (RTS: VIMP), relinquished its total monopoly of
communications services from October 1, 2007, in line with a decision
by the Armenian public services regulation commission, the commission
told Interfax.

The commission’s decision to introduce the appropriate amendments
to the company’s license was approved August 24 and came into force
as of October 1. Therefore, Armenia’s communications market has been
fully liberalized.

ArmenTel, for example, relinquished its monopoly of major and
minor telecommunications services including local, intercity and
international services. It also no longer holds the monopoly for
telephone line leases, international transit and satellite services,
public mobile services, the transmission of electoral data by Internet
(IP telephony) and broadband video.

ArmenTel gave its consent to relinquish its monopoly on the Armenian
communication market. This market monopoly, which was instituted at
the end of 1997, was initially meant to last to 2013.

ArmenTel’s general director Oleg Bliznyuk earlier said: "Starting from
October 1, ArmenTel will become a fully commercial company that will
be exonerated from several social commitments. Any projects related
to investment will be primarily considered from the point of view of
return on capital," he said.

Currently, CJSC Armentel operates on the Armenian cellular market.

Its owners are VimpelCom and CJSC K-Telecom (trademark Vivacell);
an 80% stake of the later was acquired by Mobile TeleSystems (RTS:
MTSS) in the middle of September of this year.

Armenian-Greek cooperation program to begin next year

Today Prime Minister Serge Sargsyan received Greece’s ambassador in
Armenia, Madame Panayota Mavromikhali, who is now concluding her time
as diplomat in Armenia.

According to the government news service, Sargsyan expressed the wish
that the friendly ties between the two countries can serve as the
foundation of further improving relations. He noted that certain
progress has been made, such as in the field of trade, but that there
is still room for improvement, adding that in spite of transport
restrictions, economic cooperation can be raised to a new, higher
level.

Mavromikhali noted that during her stay in Armenia she tried, as much
as was possible, to strengthen relations between the two
countries. The diplomat informed the prime minister that a 40-year
cooperation program is now being put together in Greece, which is
scheduled to begin working in 2008.

The diplomat said she is leaving Armenia with good impressions, and
that in whatever position she occupies in the future, she will promote
Armenian-Greek relations.
