YEREVAN, 19.03.08. DE FACTO. By the decree of the Nagorno-Karabakh
Republic President Bako Sahakian signed on March 18, the State
Committee for Coordination of Housing Programs has been established
in the NKR.

The Republic PM Ara Harutyunian has been appointed the Committee
Chair, the Central Department of Information under the NKR President
reports. The Committee includes: Minister of Social Security Narine
Azatian (the Committee Deputy Chair), Minister of Defense Movses
Hakopian, Minister of Finance Spartac Tevossian, Minister of Urban
Development Alexander Mamunts, deputy head of the President’s
administration Boris Alaverdian, Advisor to President Vitaly
Balasanian, the head of the permanent parliamentary commission
for social issues Arpat Avanesian, the head of the Department for
migration, refugees and migrants under the government Kamo Martirosian,
the Stepanakert mayor and heads of regional administrations.

According to the decree, within a month the State Committee for
Coordination of Housing Programs is to submit its regulations for
the government’s approval.

The adoption of the Baku-initiated resolution on the situation in
Nagorno Karabakh by the UN General Assembly was a great success and
at the same time has become a lesson for the OSCE Minsk Group.

The due announcement was made by MP Ganira Pashayeva.

She said the main point of this lesson became the fact that Azerbaijan
will not make any concessions in the issues regarding the occupied
lands, regardless of the position of the OSCE Minsk Group.

According to the deputy, the adoption of the resolution shows that
Azerbaijan is capable to putting the document, disapproved by the OSCE
Minsk Group, for discussion on a high level and to attain its adoption.

She said this became a signal for the Minsk group to be more unbiased
in its activity.

"In line with the resolution, they will have to report to the General
Assembly and present the results of their mediation. Moreover, due
to the position during voting, the OSCE Minsk Group co-chairs will
have to rehabilitate before the Azerbaijani community", she said.

According to Pashayeva, the position of Iran which always recognized
territorial integrity of Azerbaijan, is no less frustrating.

"Putting resolution for voting in the US General Assembly, can be
called a test of sincerity, proposed by Azerbaijan. Owing to it,
we were able to see, which country is sincere to us. It can be said
that Minsk Group co-chairing countries, as well as Iran, Egypt, and
such Turkic states as Kyrgyzstan, Kazakhstan, Turkmenistan did not
pass the test on sincerity, proposed by Azerbaijan", she said.

Touching upon the position of Turkic states, the deputy noted that
except for Turkey and Uzbekistan, others abstained for voting while
Azerbaijan supports them in all issues.

"Azerbaijan supports Kazakhstan in the Council of Europe. Azerbaijan
supported Kazakhstan in the issue of chairmanship in the OSCE in
2009. However, their position on the issue important for Azerbaijan
can be assessed negatively, as there can be nothing more important
for our country", the parliamentarian noted.

Moreover, she stressed disappointment with the position of a number
of countries in this issue, including Romania, Poland and some other
countries, including Baltic states and Israel, which have always been
Azerbaijan’s strategic partners.

She said despite that the resolution is a successful and important
document for the resolution of Nagorno Karabakh conflict, as this
issue has been introduced to the agenda of further discussions of
the UN General Assembly.

"I think the countries which did not support principles of
international law and Azerbaijan’s fair position have time to think
over it and undertake due steps next time during such voting.

However, the voting on the resolution helped Azerbaijan to define its
position on the issues of other countries. Azerbaijan will further
be able to vote in the United Nations like other countries did on
our resolution", she said.

/PanARMENIAN.Net/ The UN General Assembly’s resolution "on immediate
withdrawal of Armenian forces from the occupied territories
of Azerbaijan" will undermine the peaceful process, said Armen
Martirosyan, Armenia’s permanent representative in the UN.

"Impartial and responsible mediators found that the document doesn’t
contribute to peaceful talks.

Furthermore, it conflicts with the fundamental international norms
and is an attempt to sabotage the peaceful process," Armen Martirosyan
said, RIA Novosti reports.

With 39 votes in favor, 7 against and 100 abstentions, the UN General
Assembly adopted a text that also called for "continued respect and
support for the sovereignty and territorial integrity of the Republic
of Azerbaijan."

The document was pushed through the vote owing to support of the
Organization of Islamic Conference represented by Pakistan’s envoy
Munir Akram.

UN General Assembly’s resolutions are non-binding.

YEREVAN, March 14. /ARKA/. As per the law "About stock companies"
Armenia’s Government assigned the country’s Ministry of Energy
and "ArmRosgasprom" closed joint stock company (CJSC) to submit a
proposal to the Board and approve increasing the authorized capital of
"ArmRosgasprom" CJSC through an additional issue of shares and their
placement in favor of Armenia.

The government also assigned the ministries of energy, finances and
economy, as well as the municipality of Yerevan to submit proposals
on payments for "ArmRosgasprom" shares additionally issued and placed
for the state.

The payments are to be made not in money, but in estimated heating
facilities and their servicing areas that are at the balance of
"Yerevan Municipality Administration" state company.

The additional issue of "ArmRosgasprom" shares is to be effected to
replenish the company’s authorized stock with 95.5bln Drams (about
$309.4mln).

On February 15 2008 Armenia’s Public Services Regulatory Commission
permitted "Gasprom" open joint stock company to purchase 19mln
additional ordinary nominal shares of "ArmRosgasprom" with 5,026.5Drams
nominal value each. The General Director of "ArmRosgasprom" Karen
Karapetian made a statement that the Government of Armenia, being one
of the stockholders of the company, has right to apply for obtaining
shares within the additional issue.

"ArmRosgasprom" enjoys the monopoly for supply and distribution of the
Russian natural gas on the domestic market of Armenia. The company was
established in 1997. Its capital is $580mln currently. The shareholders
are "Gasprom" open joint stock company (57.59%), Armenia’s Ministry
of Energy (34.7%) and "Itera" oil and gas company (7.71%).

TURKISH "AKSION" PERIODICAL ENCOURAGED BY LEVON TER-PETROSIAN’S RETURN TO POLITICS

Some of the Turkey’ circles are encouraged by Levon Ter-Petrosian’s
return to politics. Some of the leading Turkish newspapers consider
his return to be a proper occasion most likely in the issues of
restoring the diplomatic relations with Armenia, in ceasing the
international recognition of the Armenian genocide, as well as in
the pro-Turkish-Azeri settlement of Nagorno Karabakh conflict.

By the end of the presidential elections in Armenia, the Turkish
newspapers not only accepted the victory of RA PM Serge Sarkisian,
but also expressed hope that the newly elected president will find
new approaches for the settlement of the Nagorno Karabakh conflict
and for restoration of diplomatic relations with Turkey.

The current change of attitude toward Serge Sarkisian is conditioned by
several factor. Firstly, by the February 21 congratulatory message of
Turkish President Abdullah Gyul to newly elected RA president Serge
Sarkisian. Another important reason for the change of attitude is
Turkish PM Erdoghan’s and his party’s unfavourable attitude to the
Turkish "grey wolves" and Zionist circles who are in friendly and
close relations with Levon Ter-Petrosian and his family.

Anyway, "Aksion"Turkish weekly again touched upon the post-electoral
political developments in Armenia and came to noteworthy conclusions.

According to the weekly, Armenia was at a loss after the February
19 presidential elections. The supporters of Levon ter-Petrosian who
didn’t accept the victory of Serge Sargisan flooded the streets. The
newspaper enumerates the loses and the distractions in the streets
of Yerevan, as well as the number of wounded and dead. It also points
out the recent clashes at the Armenian-Azeri border and the deaths of
many soldiers from both sides. The weekly draws the attention to the
accusations of Serge Sarkisian’s government, according to which they
want to concentrate the attention of the society from inner issues
to the external ones.

Even though Levon Ter-Petrosian failed to win the elections, it is
expected that Sarsgian will contribute to improvement of Armenia’s
relations with Turkey and Azerbaijan. Hasan Kanbolat, expert at the
Eurasian strategic center, also shares this opinion, adding that
Sarsgian is more committed to reconciliation in the Nagorno Karabakh
conflict than his opponents from LTP’s team.

The loser in the presidential elections Levon Ter-Petrosian also began
commenting on the recent events. In his article for "The Washington
Press" LTP conditions the tolerance of the West to the disorder in
Armenia by several reasons. According to him, the most important
is that "the leaders of Karabakh origin(Kocharian and Sarkisian)
are able to settle the Nagorno Karabakh conflict. LTP also accuses
the international observers failing to properly carry out their duties.

YEREVAN, March 13. /ARKA/. Migration reforms contribute to
reorganization of the state system, RA President Robert Kocharian
said during the March 12 working meeting.

The purpose of the reforms is to form a unitary system of migration
services, according to the President.

RA Deputy Premier Hovik Abrahamian, ministers of foreign affairs,
finance and economy, justice, as well as Police Chief, Director of
the RA National Security Service and other competent authorities
discussed the issue of passports with biometric data.

RA President’s Assistant Gevorg Mheryan put forward the proposal of
implementing a system of electronic IDs and passports with biometric
data.

According to him, these passports are meant for the exit from the
country, and the IDs will be used while traveling inside the country.

The international experience has shown that new system will help
to provide a secure and straightforward way to safeguard personal
identities from misuse, as well as to simplify the process of getting
visas to EU member-countries.

The participants to the meeting agreed to establish a migration
department, the activities of which will be based on the principles
of public service.

They also discussed the implementation of an electronic management
system.

President Kocharian charged all the competent agencies to carry out
the reforms according to schedule.

Nagorno-Karabakh Incident Heightens Armenia-Azerbaijan Tensions

On March 4, Azerbaijan’s breakaway enclave of Nagorno-Karabakh became
a scene of one of the most controversial attacks there since a May
1994 ceasefire, which established a no war, no peace situation in
the region.

The conflict started in 1988, when the predominantly Armenian
population of Nagorno-Karabakh stated its intention to secede from
Azerbaijan. The resulting war caused severe casualties and massive
population displacement on both sides. Azerbaijan lost control over
the majority of Nagorno-Karabakh’s territory and the adjacent seven
regions. Although the Nagorno-Karabakh republic currently enjoys
de-facto independence, no country has recognized it as an independent
entity.

Despite decade-long efforts to resolve the conflict, Azerbaijan and
Armenia have so far failed to agree on essential points. Since 1992,
bilateral negotiations have been brokered by the so-called Minsk Group
of the Organization for Security and Cooperation in Europe (OSCE). The
Minsk Group is co-chaired by Russia, the United States, and France.

On March 4, Armenian Foreign Minister Vardan Oskanian accused
Azerbaijan of using armored troops to launch a series of strikes
from the northeastern part of Nagorno-Karabakh. The attacks are
said to have killed 12 and injured 15 Armenian soldiers; Azerbaijan
has reported the loss of four soldiers. Oskanian told the press in
Armenian capital, Yerevan, that Azerbaijani authorities timed the
attacks so as to take advantage of the current political instability
in Armenia. In recent weeks, Yerevan has been the scene of crowded
opposition rallies demanding the recount of votes cast in Armenia’s
Feb. 20 presidential election. The police opened fire at protestors
and used batons to attack their tents on the Liberty Square in central
Yerevan. Pursued by the police, angry mobs have reportedly burned
and looted office buildings and shopping malls in the downtown. On
March 3, the incumbent Armenian president Robert Kocharian announced
a three-week state of emergency.

According to the Central Election Committee, Armenia’s current Prime
Minister Serge Sarkissian garnered 52 percent of the votes, followed
by former president Levon Ter-Petrossian, who received 21 percent.

The opposition claims that Ter-Petrossian’s votes have been
significantly under-reported and that he has, in fact, surpassed
Sarkissian. While opposition observers reported numerous instances of
ballot-stuffing, monitors from the European Union said the elections
had, for the most part, met international standards.

Azerbaijani authorities have strongly denied the allegation that
Azerbaijan initiated the attacks, and blamed the incident on Armenia.

"The Armenian leadership is trying to distract the attention of its
public and of the international community from its internal political
problems. . . . Armenia uses Azerbaijan as an external enemy," said
Khazar Ibrahim, director of the Azerbaijan Foreign Ministry’s press
service, in a March 5 interview with the Russian daily Kommersant.

The spokesman for the Ministry of Defense, Eldar Sabiroglu, told the
press in Baku that the Azerbaijani army had successfully thwarted
the Armenian provocation.

The political crisis in Armenia has left Azerbaijani commentators
questioning how, if at all, the deepening animosity between
Armenia’s two major political clans will affect the talks related to
Nagorno-Karabakh’s status. The hardliner Kocharian, who represents the
Karabakh clan, ascended to the presidency by exploiting the hawkish
sentiments in the Armenian political establishment. He insisted that
Azerbaijan must recognize Nagorno-Karabakh’s independence if it wants
to re-establish control over its seven regions. This view is supported
by Serge Sarkissian, who fought for Nagorno-Karabakh’s independence
from Azerbaijan in 1989-1993.

Kocharian’s predecessor Ter-Petrossian, who is associated with the
Yerevan clan, advocated for liberating Azerbaijan’s occupied regions
first and determining Nagorno-Karabakh’s status at a subsequent
referendum in which both the Azerbaijani and Armenian communities
of the breakaway territory would participate. Ter-Petrossian had
to stand down in 1998 after his cabinet refused to back this plan,
which was also favored by Azerbaijan.

Lately, observers have noted that growing numbers of Karabakh clan
representatives in the Armenian government have increasingly annoyed
the Yerevan clan.

The March 4 incident was "an attempt by Armenia’s current leadership
to consolidate the society in which tension between representatives
of the [two clans] has further intensified after the armed forces
brutally suppressed opposition protests," claimed Azerbaijani
political commentator Rasim Musabekov in a March 5 interview with
Day.az. Musabekov said that the border shootings were part of
Armenia’s long-pursued plan to seize the northeastern section of
Nagorno-Karabakh — currently controlled by Azerbaijan — in order to
have full control of the breakaway territory. A military victory such
as this would provide much-needed support to Kocharian and Sarkissian,
whose credibility has been undermined during the recent events. At
the same time, Musabekov expressed certainty that this brief violation
of the ceasefire would not resume the war.

In the meantime, Minsk Group officials hope to host talks between the
two countries in the near future. Negotiations over Nagorno-Karabakh
can continue after the situation in Armenia is clarified, said
Matthew Bryza, the U.S. co-chairman of the Minsk Group, during a
March 5 press briefing in Baku.

MOSCOW, March 12 (RIA Novosti) – Russia must reserve the right to use
nuclear weapons to protect Collective Security Treaty Organization
(CSTO) members in case of an imminent threat, a Russian political
analyst said on Wednesday.

The CSTO is a post-Soviet security group comprising Russia, Armenia,
Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

"It is necessary to extend part of Russia’s nuclear doctrine, which
covers the use of tactical nuclear weapons, to all members of the CSTO
treaty as a deterrence guarantee," said Leonid Ivashov, the head of
the Moscow-based Academy of Geopolitical Sciences.

He said the existing treaty was too vague about the assistance,
including military, which each CSTO country must provide to an ally
in case of a clear and imminent threat of military aggression.

"Article 4 of the treaty must be revised and contain a concrete
definition of such assistance, clearly described in military-strategic
terms," Ivashov said during a round-table meeting in Moscow.

The Treaty on Collective Security was signed in Tashkent, Uzbekistan
on 15 May 1992. The CSTO was established on 18 September 2003
in accordance with a decision of the heads of member states on
transforming the treaty into an international regional organization.

Article 4 of the current treaty stipulates that: "If an act of
aggression is committed against any of the member states, all other
member states will render it necessary assistance, including military,
and provide support with the means at their disposal by exercising the
right to collective defense in line with Article 51 of the UN Charter".

The Russian leadership has already reaffirmed its commitment to
building and maintaining a strong nuclear deterrent, while strongly
criticizing the proposed deployment of the U.S. missile shield in
Central Europe, and further eastward expansion of NATO.
