July 15 with the airplane implementing Tehran-Yerevan flight and
the Day of Mourning announced in Armenia a Register of Mourning will
open from 14:00-16:00 in the Armenian Foreign Ministry, reported the

YEREVAN, JULY 16, ARMENPRESS: Armenian National Assembly Speaker Hovik
Abrahamyan sent a message of condolence on the occasion of the crash
of Tehran-Yerevan airplane. The public relations department of NA told
Armenpress that the message runs as follows: "Dear Compatriots, I felt
a great grief hearing of the disastrous crash of the plane implementing
Tehran-Yerevan flight, which resulted to a great number of victims.

At this hard moment I express condolence and moral support to all
the families and relatives in touch with that tragedy. I sympathize
to the relatives of the crew and passengers killed in the result of
the plane crash.

Peace to the souls of victims of this accident!"

NA Speaker Hovik Abrahamyan also sent a message of condolence to the
Speaker of the Parliament of the Islamic Republic of Iran Ali Larijani.

On July 15 President Serzh Sargsyan signed a decree on declaring July
16 a Day of Mourning in the Republic of Armenia connected with the
human losses, including Armenian citizens as a result of the crash
of the Tehran-Yerevan plane, President’s Press Office reported.

/PanARMENIAN.Net/ Armenian President Serzh Sargsyan met Tuesday with
Director-General of the OPEC Fund for International Development,
Suleiman Jasir Al-Herbish and the delegation led by him, the RA
leader’s press office reported.

The OPEC Fund for International Development has been assisting Armenia
since 2004. Two credit programs amounting to $15 million has been
implemented so far. The programs mostly aimed at poverty reduction,
rural areas development and restoration of infrastructure.

In December 2007, a $14-million agreement was signed to intensify
rural areas development.

Given the activities of the OPEC Fund for International Development
in Armenia, President Sargsyan awarded Suleiman Jasir Al-Herbish with
Anania Shirakatsi order.

rendering assistance to the relatives of those killed in Tu-154 crash
in Iran today.

Arminfo. Armenian National Competitive Ability Council and Garaventa
Doppelmayr Swiss company have signed a contract on construction of
the ropeway to Tatev monastery at 6,8 mln EUR.

The contract was signed in Yerevan. Construction of the ropeway
is one of the components of the three-year programme "Rebirth and
reconstruction of Tatev" started in February 2009. Construction of the
ropeway 5,7 km long will be finished over a year. The fund of Ruben
and Veronika Vardanyan’s Friends, which created the Tatev Foundation,
as well as ARGA fund, will finance the programme.

Foundation,ARGA. CJSC ‘Ameriabank’ will also take part in the programme
as a serving bank and financial consultant.

As vice-president of Garaventa Doppelmayr company Peter Bauman
said, the length of the ropeway is one of the difficulties of its
construction, but in general there is no doubt the programme will be
fulfilled. ‘We are going to offer Armenia modern ropeway which meets
all international standards as comfortable and safe’, – he said.

As Armenian Economy Minister Nerses Yeritsyan said, the project is
one of the most successful samples of cooperation of the government
and private sector. ‘This project may turn the Tatev monastery into
the site of tourism according to our programmes’, – the minister said.

ArmInfo. On July 11, President Serzh Sargsyan received Deputy Secretary
of State James Steinberg and his delegation comprising Assistant
Secretary of State Phillip Gordon, US Ambassador to Armenia Maria
Yovanovitch, and other officials.

According to the presidential press service, welcoming the high guest,
the President of Armenia said: "Armenia attaches great importance
to further development of her relations with the United States and
views your visit in that very context."

The President of Armenia expressed gratitude to the Government of
the United States for the multifaceted assistance provided to our
country from the very first days of independence. Speaking about the
prospects for the development of the Armenian- American relations,
the two sides underlined mutual desire and readiness to advance with
cooperation in different areas.

Serzh Sargsyan hailed special attitude toward the Armenian community
of the United States. Both sides agreed that the Armenian-Americans
are a strong bridge connecting the two countries.

The two sides exchanged views on the issues pertaining to regional
security, Armenian- Turkish relations, and the NK peace process. The
high representative of the US Administration conveyed to President
Sargsyan a message from the Secretary of State, Hillary Clinton.

Armenian MinFin forecasts foreign state debt to increase to 38% of GDP
within 10 yrs

Armenia’s foreign state debt in the next 10 to 11 years could increase
from 13-14% of GDP to 37-38% of GDP, the country’s Finance Minister
Tigran Davtyan, said at a press conference on Friday.

Davtyan said that the total foreign liabilities of the Armenian
government could increase to 30% of GDP within 11 years. Including the
debts incurred by the Central Bank, this figure could grow to 38% of
GDP.

"We have never incurred so much debt. Over 20 years total foreign
loans came to $1.6 billion but for this year a total of $1 billion in
foreign borrowing is set for ratification," Davtyan said.

He added that all schedules and appraisals indicate that by 2025
Armenia will not have problems with managing its external debt.

"According to all forecasts, we will not hit the critical debt
threshold of 50% of GDP," Davtyan added.

The Armenian MinFin said that foreign debt in 2008 increased by 8.8%
to reach $1.577 billion by December 31, 2008. This includes $1.425
billion in government debt and $151.9 million in liabilities for the
CB.

The Azerbaijani and Armenian presidents’ Moscow meeting will help in
reaching the finish line of the Nagorno-Karabakh conflict settlement,
the Russian Co-Chair of the OSCE Minsk Group, Yuriy Merzlyakov, said
at a news conference in Baku on July 10.

The next meeting of the Armenian and Azerbaijani Presidents, Serzh
Sargsyan and Ilham Aliyev, is scheduled to be held in Moscow in
mid-July during the informal international horse races for the Russian
President’s Prize. The last time Aliyev and Sargsyan met was in
St. Petersburg on June 4.

"Our visit to the region was devoted to organizing the presidents’
meeting in Moscow and during the preparation we have continued to
exchange views on a number of the outstanding basic principles for the
settlement of the conflict," said Merzlyakov.

"And we are satisfied with the meeting with the presidents. The
conversation was very constructive and I felt the presidents’ positive
mood for the upcoming meeting," said the diplomat.

"We hope to conclude negotiations on at least on two issues to resolve
the conflict, and then open a new debate on the topic which has been
discussed only in general terms so far," the French Co-Chair, Bernard
Fassier said.

The diplomat expressed his hope that if they could achieve both
presidents’ approval on the basic principles by late 2009, then it
will be possible to continue the work and transform it into a treaty
next year.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding
districts. Azerbaijan and Armenia signed a ceasefire agreement in
1994. The co-chairs of the OSCE Minsk Group – Russia, France, and the
U.S. – are currently holding the peace negotiations.

Yerevan festival to screen Iranian films

Iranian feature-length and short films are set to be screened at the
6th edition of the Yerevan International Film Festival in Armenia.

Ramtin Lavvafipour’s award-winning Calm Down and Count to Seven will
participate in the event’s International Competition section, while
Maryam Esmikhani’s Wind Blows from Wherever It Wants will be screened
at the festival’s Golden Apricot MasterSchool of Cinema.

The annual event will also screen Varuj Karim Massihi’s Hesitation and
Robert Safarian’s Tehran in Photographs in its Armenian Panorama
section.

The festival will open on July 12, 2009, with French filmmaker Laurent
Tuel’s Inside Ring and will run until July 19.

Many Iranian films have been screened at the Yerevan International
Film Festival since it was established in the Armenian capital in
2004.

The 5th edition of the festival granted its lifetime achievements
award to world-renowned Iranian filmmaker Dariush Mehrjui in 2008.
