AZAD SENT OPEN LETTER TO SECRETARY HILLARY CLINTON ON RAMIL SAFAROV CONTROVERSY

WASHINGTON, DC. September 2, 2012: The Azerbaijani Americans for
Democracy has addressed an open letter to the US Secretary of State
on the issue of the Azerbaijani officer Ramil Safarov. Below is the
full text of the letter:

Dear Madam Secretary,

On August 31, the US State Department issued a statement noting
that it was “extremely troubled by the news that the President of
Azerbaijan pardoned the Azerbaijani army officer Ramil Safarov,” who
killed an Armenian officer Gurgen Margaryan at a NATO sponsored event
in Budapest, Hungary, after the latter insulted the Azerbaijani flag. A
strongly worded statement from the US State Department expressed ~Sdeep
concern~T and underscored that the US is ~Sseeking an explanation~T
from Azerbaijan and ~Salso seeking further details from Hungary”
about the extradition of Safarov to Azerbaijan.

Ilham Aliyev’s government has committed countless transgressions
violating the rights of hundreds of thousands of Azerbaijani
citizens. Scores of people were physically attacked, arrested,
tortured, and some died at the hands of the Aliyev regime. Yet, the
strongest ever US State Department protest to the actions taken by
the dictatorship in Baku seem to be motivated not by the concerns for
rights and freedoms of the people of Azerbaijan, but rather by the
deference to the out-of-proportion influence of the Armenian lobby
on the US foreign policy.

It is difficult to understand the urgency and importance given by
the US State Department to the pardoning of the Azerbaijani soldier
Ramil Safarov.

Safarov’s extradition from Hungary could have been handled by
Azerbaijan with more consideration of diplomatic sensitivities
and without aggrandizing someone sentenced to life for killing an
Armenian officer. However, the practice of extraditing convicted
foreign citizens to their home countries where they receive lenient
terms or pardons is hardly extraordinary. One may recall the case of an
Armenian terrorist Varoujan Garabedian, convicted in France for bombing
Turkish Airlines check-in counter, subsequently freed and extradited
to Armenia. Garabedian was greeted as a national hero by the president
of Armenia and given the rank of an army colonel. The current Armenian
Minister of Defense, Seyran Ohanyan, had led a well-documented massacre
of Azeri civilians by Armenian forces in the town Khodjaly in 1992.

What is extraordinary and puzzling is that the arguably strongest-ever
criticism used by the US leadership against the Azerbaijani authorities
comes in response to the Ramil Safarov incident, rather than the
numerous grave trespasses on democracy and human rights perpetrated
by the Aliyev dictatorship against Azerbaijani citizens. It is
unfortunate that given the gross injustices perpetrated by the Aliyev
regime against its own people over the past two decades, the US State
Department appears to show greater concern for the sensitivities of
Armenia which currently occupies 20 percent of Azerbaijani territories,
having driven out all of its Azeri inhabitants.

It would be highly desirable to see equally strong reactions by
the US administration to fraudulent elections, violent attacks
against peaceful protesters, arrest, torture, beating and murder of
journalists, dissidents and civic activists in Azerbaijan. In many
of those instances, instead of expressions of “deep concern” and
“extreme trouble”, and demands of explanation from the Azerbaijani
government, as it was included in the US State Department~Rs and
National Security Council spokesperson~Rs statements on Safarov case,
the United States responded with much milder statements of concern
and “hopes for improvement”, effectively watering them down by the
assurances of cooperation and alliance with the ruling regime in Baku.

We cannot help but remember the ~Selection victory~T congratulations
delivered on behalf of the US government by the Deputy Secretary of
State Richard Armitage to the Azerbaijani dictator Ilham Aliyev while
the streets of Baku were still reeling from violent suppression of
protests against the wholesale election fraud in October of 2003.

More recently, the nomination of Matthew Bryza to the position of
a US Ambassador to Azerbaijan and his failed Senate confirmation
process revealed a misplaced emphasis in the US approach towards the
Azerbaijani regime. Mr.

Bryza~Rs personal connections to the Azerbaijani regime were
questioned extensively in light of his perceived anti-Armenian bias
and pro-Azerbaijani position on the Karabakh conflict. Solely on those
grounds, two US senators effectively blocked his confirmation. His
credentials on democracy and human rights were never questioned by the
US government or members of the Congress. Ironically, Matthew Bryza~Rs
actions during and after his brief ambassadorship tenure – including
his high-profile job with an oil firm linked to Azerbaijan~Rs State
Oil Company, and his statements supportive of the Aliyev government
and lacking criticism of its human rights record – proved his bias
in favor of the regime in Baku on the issue of democracy, but not on
the Karabakh problem or on the Armenian-Azerbaijani conflict.

The corrupt dynastical Azerbaijani dictatorship led by Ilham Aliyev
can and should, indeed, be heavily criticized and pressured by the
US and other Western governments. However, the issue of democracy and
human rights, and not the Armenian-Azerbaijani relations, is the most
appropriate subject where the strongest language and the heaviest
pressure should be applied.

The current short-sighted foreign policy focus might temporarily
appease the ethnic-Armenian lobby groups, but it certainly does not
serve the US national interests in Azerbaijan and the broader region,
harms the democratic development in that country, damages the US
reputation in the eyes of Azerbaijani people and further complicates
the resolution of the Karabakh problem.

Team Armenia, the winner of two chess Olympiads in 2006 and 2008,
is in the middle of another effort to assure its world supremacy at
the biannual event in Istanbul, Turkey.

After five rounds of the World Chess Olympiad the team (consisting
of GMs Levon Aronian, Sergei Movsesian, Vladimir Akopian, Gabriel
Sargissian and Tigran Petrosian) is in the lead with five wins in as
many matches. The strong team of Ukraine was the latest to be beaten
by Armenia. The other teams defeated by Armenia at the current Olympiad
include Bolivia, Bangladesh, Spain and the Philippines.

Meanwhile, the women’s chess team of Armenia is currently in 32nd
place among 126 teams after three victories and two defeats in the
Olympiad so far.

Meanwhile, the European Youth Chess Championship held in Prague in
late August proved the continuity of chess traditions in Armenia
as 12-year-old Hayk Martirosyan won the title for the second time

“The international community will be sure to punish Azerbaijan,

letter to Armenian President Serzh Sargsyan.

As the Autonomy stressed in the letter, since the murder of Armenian
lieutenant Gurgen Margaryan in 2004, the Autonomy took every effort
to promote fair punishment for Azeri assassin Ramil Safarov.

Following the opening of Azeri embassy in Hungary, the Autonomy always
kept Armenian Diaspora Ministry as well as Austria’s Armenian embassy
aware of Azerbaijan’s anti-Armenian actions.

“We repeatedly requested Armenia’s Diaspora and Foreign Ministries to
open an embassy in Hungary in view of frequent conflicts with Azeri
side in the country. However, our requests were refused, with lack
of staff cited.”

“On August 20, 11 days before Safarov’s extradition to Azerbaijan, the
Autonomy’s deputy chair Nikoghos Hakobyan informed Armenia’s Foreign
Ministry and Austria’s Armenian embassy about extradition plans,
requesting to take steps to prevent the decision. Unfortunately,
all of our efforts proved useless,” the Autonomy said, demanding
explanation as to inactivity of the Armenian side.

“With Azeri lobby gaining the upper hand in Hungary, Armenia’s
diplomatic involvement in the issue would have been crucial,” the
statement said.

YEREVAN. – Armenia’s Ambassador to Iraq, Murad Muradyan, met on August
27 with Iraqi Deputy PM Rose Nuri Shaways.

They discussed the PM’s scheduled visit to Armenia in early September,
and the cooperation domains that present a mutual interest for both
countries, Armenian MFA press service informs.

Shaways noted that he expects his visit to bring a new impetus to
the development of Armenian-Iraqi ties.

On the same day, Ambassador Muradyan also met with Iraq’s other
Deputy PM, Saleh al-Mutlaq, during which they explored the prospects
for developing the interaction between Armenia and Iraq. They also
exchanged views on Iraq’s domestic political situation and regional
matters.

On August 29, Armenia’s ambassador met with Iraqi Deputy FM Lubed
Abawi. The parties discussed the plan for opening an Iraqi embassy
in Armenia and the establishment of a bilateral legal framework.

Highly appreciating the opening of Armenia’s Embassy in Iraq, Abawi
noted that he will personally pursue the opening of an Iraqi embassy
in Armenia’s capital, Yerevan.

L’Arménie a annoncé vendredi qu’elle suspendait ses relations
diplomatiques avec la Hongrie à la suite de l’extradition par Budapest
d’un soldat azerbaïdjanais ayant décapité un officier arménien lors
d’une formation de l’Otan en 2004, soldat qui a ensuite été gracié en
Azerbaïdjan.

“Aujourd’hui, nous suspendons nos relations avec la Hongrie”, a
déclaré le président arménien, Serge Sarkissian, dans un communiqué
publié par le service de presse de la présidence.

“Par leurs actions conjointes, l’Azerbaïdjan et la Hongrie ont ouvert
la voie à ce que ces crimes se répètent. Je ne peux pas le tolérer. La
république d’Arménie ne peut pas le tolérer”, a-t-il indiqué.

Condamné à la perpétuité pour le meurtre d’un officier arménien à
Budapest en 2004, Ramil Safarov, 35 ans, a été extradé vendredi vers
son pays par les autorités hongroises et gracié aussitôt par le
président azerbaïdjanais, Ilham Aliev.

En 2004, Safarov avait décapité l’officier arménien Gourgen Margarian
dans son sommeil, lors d’une formation d’anglais organisée dans une
académie militaire à Budapest par l’Alliance atlantique pour des
soldats originaires des pays de l’ex-URSS.

Le président arménien a qualifié la décision de la Hongrie d’extrader
Safarov de “grave erreur”, soulignant qu’il s’agissait d’un “meurtre
pour des motifs ethniques”.

Par ailleurs, plusieurs Arméniens en colère ont lancé des tomates
vendredi soir sur le btiment de l’ambassade de Hongrie pour protester
contre cette extradition.

L’Arménie et l’Azerbaïdjan se disputent depuis des années le contrôle
du Nagorny Karabakh. Rattachée à l’Azerbaïdjan pendant la période
soviétique, cette région a proclamé son indépendance, non reconnue par
la communauté internationale, après une guerre qui a fait 30.000 morts
et des centaines de milliers de réfugiés entre 1988 et 1994.

Un cessez-le-feu a été signé en 1994, mais Bakou et Erevan n’arrivent
pas à se mettre d’accord sur le statut de la région.

Hungarian Foreign Ministry expressed regret about the Armenia’s
decision to suspend diplomatic relations with their country

Safarov in accordance with the rules and in the spirit of openness.”
This was said in a joint statement of the Ministry of Foreign Affairs
and the Ministry of Justice of Hungary, issued on September 1, APA
reports . The statement noted Hungary acted the transfer in accordance
with Strasbourg Convention on the Transfer of Sentenced Persons of
1983.

“Hungary respects international law and international partners are
doing the same thing”, the statement said.

It is noted that Hungary regrets the decision of Armenia to suspend
the diplomatic relations with their country. “Hungary respects for
Christian Armenia, the Armenian people, their culture and traditions.”

On August 31 Ramil Safarov, who was given a life sentence by a court
in Hungary for the murder of an Armenian citizen, was transferred to
the Azerbaijan and pardoned by President of Azerbaijan Ilham Aliyev.
In connection with this decision, Armenia announced a suspension of
diplomatic relations with Hungary.

TURKISH INITIATIVE: BLUFF OR REAL POLITICS?

Due to the summer vacations’ season, a kind of “dead season” has
reigned in the world of politics. But, as life in general and, in
particular, the political one cannot stand still at all, this calm is
disturbed by some political event or statement attracting certain
attention. The latter, perhaps, can include also the proposal of
Turkish Foreign Minister Ahmed Davutoglu on the organization, in
Istanbul, of negotiations between Armenia and Azerbaijan over the
Nagorno-Karabakh conflict, which he made within the August 23 Summit
of the Council of Turkic-speaking States’ Cooperation held in Bishkek.

Surely, Turkey as a regional power has always played a prominent role
in the South Caucasus. Moreover, after the collapse of the Soviet
Union, which led to serious geopolitical changes and emergence of a
completely new situation, Ankara intensified its foreign policy in
order to strengthen its role as an influential regional player. Let us
remember, in particular, the initiative of Turkish Prime Minister
Erdogan on the creation of an alliance – “Platform of Stability and
Cooperation in the Caucasus”, which, as expected, in addition to
Turkey, would include Russia, Azerbaijan, Armenia, and Georgia. Let’s
recall that it was launched on August 12, 2008, that is, immediately
after the military phase of the crisis in the South Caucasus caused by
the Russian-Georgian war. Frankly, it was already clear that the
Turkish initiative would be dead in its tracks, as deep confrontations
existed between the member-states of the expected alliance (between
Armenia and Azerbaijan, Russia and Georgia), which would hardly allow
enabling the peacekeeping potential of the “Platform” members. Life
has confirmed the validity of such a forecast – today, exactly four
years later, the noted initiative of Ankara has been successfully
forgotten.

How real is the realization of Ankara’s new initiative? Let’s say at
once – in search of an answer to this question it is extremely
difficult to get rid of skepticism. Here is why. Davutoglu’s proposal
cannot be taken seriously, especially because Turkey, by definition,
cannot be an impartial and objective mediator in the Karabakh
settlement process. It is Turkey that in tandem with Azerbaijan
exerted and continues to exert efforts to isolate Armenia, initiating
and implementing regional and international economic projects without
its participation. It is Turkey that still continues to blockade
Armenia and keeps close the border with it, which is qualified as an
element of military operations by international law. It is Turkey that
in the period of Azerbaijan’s armed aggression against the NKR
provided it with military-technical assistance and today, continues to
openly take a pro-Azerbaijani position in the process of the
Nagorno-Karabakh conflict settlement. Moreover, Ankara has never
concealed its alliance with Baku, which is legally documented today.
President Abdullah Gul stated directly: “We always stand for
Azerbaijan. Azerbaijan’s problem is my problem. There cannot be any
other option’.

Let’s note after the President of Turkey that there cannot be any
mediation by Ankara. However, the author of the initiative Davutoglu
is also well aware of it. With the above mentioned luggage of grave
sins (we cannot do without euphemisms – frank crimes), it is unreal to
claim to be a peace-loving dove. What, then, Ankara expects and what
are the true motives of its mediation?

Surely, it is naive to believe that by offering such an initiative,
Turkey was filled with purely pacifist ideas and concern for peace and
stability in the region. Such, if I may say so, diplomatic activity
is, above all, conditioned by own interests. And they are that, first
of all, to demonstrate to the international community its tolerance
and willingness to act as a fair peacemaker, expecting to gain
political dividends from its initiative. Second, it expects to earn
the reputation of a regional leader able to solve international
problems. Third, putting forward, in fact, a claim to the competence
of the OSCE Minsk Group co-chairmanship, under the aegis of which the
Karabakh settlement process is going on, Turkey is again trying to
squeeze into the format of negotiations in order to influence the
process and to achieve the desired outcome for itself and Azerbaijan
in the conflict resolution. Besides, it tries to accuse indirectly the
Minsk Group of the mediation disability, which Ankara and Baku have
repeatedly done, and tries to bring down the tendency of international
support for the self-determination of the people of Nagorno-Karabakh.

Alas, Turkey, with its Bishkek initiative, will inevitably be
disappointed. Authoritative international organizations, including the
United Nations, the Council of Europe, the European Union and others,
pointed directly to the inevitability of the OSCE Minsk Group, the
format of which will not be changed in the nearest future, even if
Ankara and Baku wish this. And Armenia itself will hardly respond
positively to the proposal of the Turkish Minister of Foreign Affairs.
Surely, Turkey also understands this, and hence its initiative on
Ankara’s hypothetical mediation is open bluff, which has nothing to do
with real politics.

Fruitless Eulogy, Or Why Safarov Made It Back to Azerbaijan

The steps and declarations made by Armenian President Serzh Sargsyan
regarding the secret extradition of Azerbaijani army officer Ramil Safarov
from Budapest to Baku, remind me of a eulogy at the gravesite of one that
has already died.

The bluster and bravado exhibited by Sargsyan at an assembly of the foreign
diplomatic corps inYerevan changes nothing on the ground – Ramil Safarov is
back in Azerbaijan and has been pardoned for his heinous crime.

The murderer of Gurgen Margaryan has become a living legend.

Safarov’s safe return to his native country has less to do with any
conspiracy of Hungaryor Budapest’s betrayal of the norms of justice, than it
does with the Armenian government’s near total lack of pro-activity on the
issue.

Baku never attempted to conceal its ambition to get Safarov back. This was
apparent as far back as 2004-2006 when Safarov’s murder trial was taking
place. The ever-growing possibility that Safarov would be extradited had
been raised by NGOs in Armenia and by attorneys for the Margaryan family.
They pointed out that Hungaryand Azerbaijan were taking steps towards closer
commercial and political ties.

All the while, officialYerevan had nothing to say on the unfolding matter
nor did it take specific steps to halt the process we have just witnessed.

In this context, President Sargsyan’s directives are restricted to the
consequences of the incident; the man is attempting to put a brave face on
what has transpired in order to justify the inaction and short comings of
his own administration.

It’s no accident that Sargsyan not only condemns the Hungarian government
for the extradition, justifiably viewing it as the consequence of a
political transaction, but he also severs all diplomatic relations and
contacts with Budapest.

Yes, after what has happened, it is vital to demand an explanation from
Budapest, especially about the secret extradition of the criminal.

But, for the most part,Hungary has done nothing that it can be held
accountable for in terms of international law. It has acted according to
international treaties it has signed on to, especially the 1983 Strasbourg
Convention on the Transfer of Sentenced Persons.

This document permits it to conduct the extradition. It also allows Bakuto
free itself from carrying out the obligations imposed by the Hungarian
court.

All of this was well known in Armenia. This is the main neglected proof that
Hungary could one day take such a step.

So what is Sargsyan now demanding from the international community – mutual
understanding or pressure on Baku? And what will it give other than some
disillusioned steps at face-saving?

No one on the outside is really interested as to what will happen to
Safarov. I mean, no one was all that interested back in February 2004 right
after the murder; not even NATO.

After all, it was at a NATO military exercise that Margaryan was murdered
but the military alliance avoided any political evaluation, and thus, by
encouraging Baku’s anti-Armenian stance and freeing the hands of member
state Hungary, facilitating the despicable transaction between the two some
eight years later.

It was this indifference that paved the way for Aliyev to make such
hysterical anti-Armenian statements at the opening session of Euronest a
few months later inBaku.

To construct your entire tactics only on the assurances of Europeans who
can’t see beyond their noses means that one has not only failed to learn the
lessons of history, but that one has no diplomatic corps to speak of as well
as no national security or administrative network.

Instead,Armenias hould have crafted a comprehensive diplomatic, public
relations and political environment that would have made Hungaryt hink twice
before taking such a step and which would have prevented the United Nations,
NASTO, OSCE and especially the European Union from attempting to close their
eyes.

But it would seem that Armenia’s authorities can only launch such a total PR
campaign and pressure against its own population.

When the issue comes down to inter-governmental relations and
politics,Armeniais transformed into a docile servant.

And we have seen the result.

The cyber attacks between Armenia and Azerbaijan continue after the
news on extradition of Azerbaijani murderer Ramil Safarov broke.

Information security expert Samvel Martirosyan told Tert.am during the
few hours the Armenian hackers broke a server ensuring the work of few
entrainment sites.

Besides they have managed to break the official website of the
Azerbaijani Culture and Tourism Ministry and the website of
Azerbaijani Public TV.

`In general the Armenia side broke 15-20 Azerbaijani websites during
two days and the Azeris about 30 but the qualitative difference is
quite big as among the websites we have broken are the Azeri
president’s, two state websites,’ he said, adding that the websites
have not been restored from yesterday.

`DDoS attacks continue as well. During these attacks the website is
not working and updating,’ he said, adding that reciprocal attack on
media websites has been registered but neither of the Armenian
websites stopped working, while in case of Azerbaijan all the main
media agencies were unable to work.
