AZERBAIJAN ENCOURAGES HATRED AND FASCISM TOWARDS ARMENIANS – LETTER

The acting foreign minister of the Nagorno-Karabakh (NKR) Republic,
Vassily Atajanyan, has addressed a letter to OSCE Chairman-in-Office,
Ireland’s Minister for Foreign Affairs Eamon Gilmore.

He has expressed concerns over the extradition and pardon of Ramil
Safarov, criticizing the Azerbaijani authorities for failing to meet
any commitment.

His full letter is below:

“I state with regret that the official Baku again undertakes actions
to undermine the Nagorno-Karabakh conflict settlement peace process.

The extradition to Azerbaijan and the subsequent presidential decree of
pardon for Ramil Safarov, who was convicted and sentenced to life in
prison in Hungary for the murder of a man asleep, is another proof of
the fact that Azerbaijan implements and encourages the policy of hatred
and fascism towards Armenians at a state level, which is a continuation
of the Armenian pogroms and slaughter in Sumgait, Baku, Kirovabad,
Maragha and many other towns and villages populated by Armenians.

Azerbaijan has once more demonstrated that it is not going to meet
any commitments, including international ones, and its primary goal
is perpetration of another genocide against the Nagorno-Karabakh
Republic (Artsakh) and annihilation of its population. Thereupon, the
correctness of the path chosen by the people of Nagorno Karabakh on
building an independent, democratic and powerful state is reconfirmed”.

The OSCE and its separate members will condemn Azerbaijan and will
undertake corresponding measures aimed at putting a constraint on that
country to abandon the destructive policy and the ideology of Nazism.

For our part, we reconfirm our commitment to the peace settlement
of the Azerbaijani-Karabakh conflict and at the same time state that
we are able to defend our country and in case of encroachment on its
freedom and independence we will be able to rebuff the aggressor”

PROTEST RALLIES IN FRONT OF HUNGARIAN DIPLOMATIC REPRESENTATIONS IN GREECE (PHOTOS)

Protest rallies were conducted on September 5 in front of Hungarian
diplomatic representations in Greece’s capital Athens and town of
Thessaloniki against the decision of the Hungarian authorities to
extradite murderer of the Armenian officer to Azerbaijan.

According to Armenian Azat or paper, the rallies have been organized by
the Greek branches of Armenian Revolutionary Federation-Dashnaktsutyun
and Ramkavar Liberal party.

In Thessaloniki the Armenians gathered in front of Holy Mother Mary
Armenian church and moved to the building of the Hungarian consulate.

A representative of the diplomatic representation received the
Armenian delegation and promised to hand the letter of the protestors
to the consul.

On the same day a rally was organized in Athens headed by 22 young
people arrived in Greece from Nagorno Karabakh.

The demonstrators stopped in front of Hungary’s embassy where advisor
to the ambassador received a three-member delegation. The embassy’s
official took the letter of the protestors and promised to convey it
to relevant Hungarian bodies. Members of the delegation also expressed
their discontent over extradition of murderer of the Armenian officer
to Azerbaijan.

Ministre des Affaires etrangères suite a l’affaire Safarov qui a
suscite une vive emotion au sein de la communaute armenienne. Voici
le texte de sa question ecrite.

Madame Valerie Boyer attire l’attention de M. le Ministre des
Affaires Etrangères sur les relations diplomatiques qu’entretient
la France avec l’Azerbaïdjan au regard des evenements recents qui
ont provoque une vive emotion non seulement auprès de la communaute
armenienne mais egalement dans l’ensemble des pays occidentaux. Le 31
août 2012, l’Azerbaïdjan obtenait l’extradition de Hongrie de Ramil
Safarov condamne a une peine de prison a perpetuite pour le meurtre
particulièrement barbare de l’officier armenien Gourguen Markarian.

Alors qu’il avait ete garanti a la Hongrie que Ramil Safarov purgerait
sa peine en Azerbaïdjan, c’est en heros qu’il a ete accueilli dans son
pays. Immediatement gracie par le President Aliev, promu au rang de
major, dote d’une maison et paye de son salaire pour les huit annees
passees en Hongrie, le criminel Safarov a en realite ete remercie et
glorifie par l’Azerbaïdjan pour avoir assassine un armenien.

L’Azerbaïdjan a une nouvelle fois demontre que ses intentions a l’egard
de la Republique d’Armenie ne sont pas a l’apaisement mais bien a la
provocation. Dans ce contexte, elle le remercie de bien vouloir lui
faire connaître les intentions du gouvernement quant a l’avenir de
ses relations diplomatiques avec l’Azerbaïdjan et particulièrement en
ce qui concerne l’accueil sur notre territoire de dignitaires azeris
tels que le Ministre des Affaires etrangères Elmar Mamedyarov invite
par la diplomatie francaise le 3 septembre 2012, soit quelques jours
après le retour triomphal de Ramil Safarov dans son pays.

22 RESSORTISSANTS AZERBAIDJANAIS POURSUIVIS POUR ESPIONNAGE AU PROFIT DE L’IRAN

Vingt-deux ressortissants azerbaïdjanais ont ete juges mardi sur des
accusations de collaboration secrète avec la Garde revolutionnaire
iranienne, ont rapporte les medias locaux.

Le procès a debute a huis clos au tribunal des crimes graves dans la
capitale azerbaïdjanaise de Bakou, où les suspects sont accuses en
vertu du code penal du pays de ” trahison grave ” et ” acquisition
illegale, transfert et possession d’armes a feu et munitions “.

Tous ont ete arretes plus tôt cette annee lors des operations
effectuees par le ministère de la Securite nationale.

Le 14 mars 2012, le ministère de la securite nationale a declare dans
un communique que les autorites ont arrete 22 personnes qui ont ete
recrutes par la Garde revolutionnaire iranienne et ” se sont engage
a l’espionnage contre l’Azerbaïdjan “.

Le groupe a commence ses operations dans le pays en 1999 et tous les
membres ont acquis des armes pour commettre des attentats terroristes
contre des diplomates et hommes d’affaires etrangers, a declare
le communique.

Les agents de securite ont saisi des armes et d’explosifs lorsque
les suspects ont ete arretes.

Selon le droit penal azerbaïdjanais, la sanction pour ” trahison grave
” peut aller d’un emprisonnement de 10 ans a une condamnation a vie.

LE PRESIDENT ARMENIEN DEMANDE D’ARRETER DE BROLER DES DRAPEAUX HONGROIS

Le president armenien a demande mardi aux citoyens de son pays
de cesser de brûler des drapeaux hongrois pour protester contre
l’extradition de l’assassin azeri d’un soldat armenien.

” Je tiens a m’adresser a notre societe, en particulier aux jeunes,
et leur demande de s’abstenir de brûler des drapeaux hongrois, parce
que le drapeau de la Hongrie n’est pas le drapeau du parti au pouvoir,
et non pas le symbole du premier ministre ” a declare le president
Serge Sarkissian.

” Une personne ou un parti ne doivent pas devenir un motif de
l’hostilite envers tous les Hongrois. Bien sûr, nous devons exprimer
notre protestation, mais cela ne doit pas nous amener a nous trahir
nous-memes et nos valeurs ” a-t-il ajoute.

L’UE PREOCCUPEE PAR LES TENSIONS EN GEORGIE AVANT LES ELECTIONS

L’Union europeenne a exprime lundi sa preoccupation face a la montee
des tensions en Georgie a l’approche des elections legislatives du
1er octobre, une echeance qu’elle considère comme une etape cruciale
dans l’evolution democratique du jeune Etat.

La chef de la diplomatie europeenne, Catherine Ashton, et le
commissaire charge de l’elargissement, Stefan Fule, appellent “a
la fois le gouvernement et l’opposition a assurer l’emergence d’un
environnement pacifique et propice” pour la campagne electorale. “Nous
sommes preoccupes par la montee de la polarisation et de la tension
dans ce contexte – les elections doivent etre consacrees aux programmes
politiques et aux idees”, precisent-ils dans un communique.

“La loi electorale doit etre respectee, et appliquee dans un sens
qui conforte la confiance dans l’equite du processus electoral et du
respect de la loi”, ajoutent-ils.

Les elections du 1er octobre vont principalement opposer le parti
au pouvoir, le Mouvement national unifie du president Mikheïl
Saakachvili, et la coalition d’opposition “Reve georgien” dirigee
par le milliardaire Bidzina Ivanichvili.

Les tensions ont notamment ete exacerbees par la condamnation debut
août de M. Ivaichvili, l’homme le plus riche du pays, a une amende
de 12,3 millions de dollars (10 millions d’euros) pour infraction a
la loi electorale.

Dans leur communique, Mme Ashton et M. Fule soulignent que “ces
elections seront cruciales quant a la poursuite de l’evolution
democratique de la Georgie” et qu’elles “fixeront la base de la
qualite et de l’intensite de nos relations a l’avenir”.

“La Georgie est un partenaire important pour l’Union europeenne”,
indiquent-ils, en reaffirmant leur determination “a renforcer les
relations très dynamiques” entre Tbilissi et Bruxelles.

Les deux dirigeants reitèrent par ailleurs “le fort soutien de l’UE
a l’integrite territoriale de la Georgie”, quelques jours après des
affrontements entre la police et un groupe arme venu de Russie qui
ont fait 14 morts.

Les legislatives seront suivies par une election presidentielle en
2013, soit une decennie après l’arrivee au pouvoir du pro-occidental
Mikheïl Saakachvili, reelu en janvier 2008.

ARMAVIA ANNULE SES VOLS VERS LA SYRIE

Citant des menaces de la part des rebelles syriens, la compagnie
aerienne Armavia a suspendu lundi ses vols reguliers entre Erevan et
Alep qui ont permis a des centaines d’armeniens de fuir la Syrie ces
recentes semaines.

La porte-parole d’Armavia, Nana Avetisova, a dit au service armenien
de RFE/RL (Azatutyun.am) que la compagnie prend très au serieux les
menaces de l’opposition l’Armee Libre de Syrie d’abattre les avions
entrant dans le pays.

Nana Avetisova a dit qu’Armavia a ete incapable d’entrer en contact
avec les autorites de l’aviation du côte syrien pour evaluer les
risques sur la securite. Elle a dit qu’elle espère maintenant recevoir
des informations appropriees et le conseil du Ministère armenine des
Affaires Etrangères.

Le porte-parole du Ministère des Affaires Etrangères, Tigran Balayan, a
dit au service armenien de RFE/RL (Azatutyun.am) que les fonctionnaires
du ministère examinent maintenant la question.

Armavia figure jusqu’a present parmi les rares compagnies aeriennes
etrangères survolant la Syrie.

En attendant, le nombre de morts parmi les armeniens de syrie a
continue a monter. Selon le Diocèse de Syrie de l’Eglise Apostolique
Armenienne, une femme, Lusaber Yakubian, a ete tue et trois autres
armeniens blesses dans l’explosion d’une bombe a Damas.

Une douzaine d’armeniens de syrie ont ete tues dans le pays depuis
le debut du soulèvement contre le President Bashar Al-Assad il y a
17 mois.

Baku, Fineko/abc.az. The head of Azerbaijani representation in Euronest
Parliamentary Assembly, Elhan Suleymanov, applied to the leaders of the
Assembly with expression of the position of the Azerbaijani delegation
to the Euronest-PA, with regard to the issue of Ramil Safarov.

“Firstly, whereas this case may have raised some emotional reactions,
it is obvious that from a legal point of view – being confirmed by
all international authorities – the transfer of Ramil Safarov by
Hungary to Azerbaijan was carried out under the “European Convention
on the Transfer of Sentenced Persons”, to which both countries are
signatories.

Secondly, Article 12 of the above-mentioned European Convention
allows explicitly any member country to grant pardon, amnesty or
commutation of the sentence in accordance with its Constitution or
national legislation (in casu, the Constitution of the Republic of
Azerbaijan, Article 109.22).

Thus, the transfer procedure as well as the subsequent pardon is in
full conformity with the European Convention and all international
legal standards,” Suleymanov writes.

He also emphasized that whereas the Azerbaijani lieutenant Ramil
Safarov spent eight years in prison, not one single Armenian was
ever prosecuted for killing thousands of Azerbaijani civilians since
twenty years.

“The international community never condemned this Armenian violence
and even remained totally indifferent to any Azerbaijani complaint
in this regard.

The debate on the Ramil Safarov case launched currently by Armenia in
the international area has the only goal to consolidate the illegal
Armenian presence in the occupied territories and to reject the demand
of international organizations (UN, PACE, EP, OSCE, etc) to withdraw
their armed forces unconditionally from these territories. We note with
regret that the incident of Ramil Safarov and the continuous killing
of Azerbaijani civilians by Armenians are the results of the non-
implementation by Armenia of the resolutions of the above mentioned
international organizations,” Suleymanov stated.

DECISION TO SUSPEND RELATIONS WITH HUNGARY NOT TO AFFECT ARMENIA-EU TALKS

The decision to suspend diplomatic relations with Hungary will not
affect the negotiations of Armenia with the European Union over the
Association Agreement, Anca Paduraru – spokesman of the EU Commissioner
for Enlargement and Neighbourhood Policy Stefan Fule told Mediamax.

On August 31, Armenia ceased diplomatic relations with Hungary, after
Azerbaijani President Ilham Aliyev pardoned Ramil Safarov extradited
to Azerbaijan.

Ramil Safarov was convicted in Hungary to life imprisonment for the
murder in 2004 of an Armenian officer, with whom he underwent in
Budapest training of the NATO “Partnership for Peace” program.

Azerbaijani officer Ramil Safarov, who was convicted in Hungary,
returned on Friday to Azerbaijan. The same day, under an order of
the head of state, he was pardoned.

Ramil Safarov was born on August 25, 1977 in the Jabrail region
of Azerbaijan. Safarov 34, who participated in NATO exercises in
2004 in Hungary, was charged with the murder of Armenian officer
Gurgen Margaryan, who insulted the Azerbaijani flag. As the result
of the verdict by the Budapest court, Safarov was sentenced to life
imprisonment without the right of pardon during 30 years.

Turkey was not involved in any phase of recent tension between
Azerbaijan and Armenia, Foreign Ministry spokesman Selcuk Unal said
on Wednesday.

Ramil Safarov who killed Armenian soldier Gurgen Markarian at a
military academy in Budapest in 2004 was sentenced to life imprisonment
and then he was transferred from Hungary to Azerbaijan.

Later he was given an official pardon by President Ilham Aliyev after
returning to his country.

Unal said that reactions by Armenian diaspora in the United States
over the issue were directed towards Turkey, stating that Turkey was
not involved in any phase of it. Some malicious circles tried to make
Turkey a target and it was another defamation campaign against Turkey,
he added.
