Russian expert Stanislav Tarasov interpreted the statement of the
American diplomat on inexpediency of continuation of the Karabakh
talks as the effort of the United States to oust Russia and Iran from
the region.

Ostensibly, during the UN General Assembly on September 18 the
United States will try to end the OSCE Minks Group. The talks over
the Karabakh issue may go on under the aegis of the United Nations
but there may be no format at all because the United States does not
want other countries to limit them in the region, as Russia so far.

Is Armenia ready for such developments? It is absolutely obvious that
the Minsk Group will be destroyed, the United States and Russia will
be involved in an open fight for influence on Armenia and the region.

Russia understands this and this was the cause of the tough and
impulsive interview of the Russian ambassador Vyacheslav Kovalenko
who reproached Armenia for Moscow’s assistance to Armenia. In fact,
this comment sounds like blackmail. Russia warns that it may apply
economic sanctions to Armenia. It is not ruled out that soon the
price of gas, as well as train tickets will go up and so on.

Are Armenia and the West ready for such developments? Is the West
ready to offset possible actions by Russia?

Yesterday guests started arriving in Yerevan from Europe. During
the meeting with the EU Special Envoy Philip Lefort, Prime Minister
Sargsyan expressed hope that by the end of the next year Armenia and
the EU will sign an agreement on free trade. The minister of defense
Seiran Ohanyan assured the German general visiting Armenia that our
country will continue participation in the mission to Afghanistan.

It is clear that Russia will not be viewing from aside how smoothly
Armenia diversifies its economic and defense cooperation. But Russia
must understand that Kovalenko’s comments and such approach in general
may boost a negative attitude to Russia. Nobody likes to be reproached
and there is no need to reproach the Armenians for ingratitude. The
problem of Armenians is excessive gratefulness. We take ordinary
business for support or friendship.

Everyone in Armenia knows about the positive and negative role of
Russia in the Armenian economy but Moscow must understand that Armenia
cannot always be friends with Russia out of gratefulness or fear of
blackmail. Russia needs to change its imperialistic tone and shift
to partnership which Armenia will approve.

Hungary’s extradition and Azerbaijani President Ilham Aliyev’s pardon

Harutyunyan, head of Noravank foundation, told a news conference
in Yerevan.

According to the expert, the negotiation process should be maintained,
with the new realities taken into account. Karabakh talks, he believes,
may not resume soon.

The latest developments do not increase the probability of war because
history shows that the society one of whose members is an axe-killer
cannot be a good warrior, he concluded.

Kasprzyk, who has arrived in Stepanakert for the monitoring of the line
of contact between the armed forces of Nagorno Karabakh and Azerbaijan.

The issues related to the current situation in the region, the
prospects of the negotiation process on the settlement of the Karabakh
conflict were discussed at the meeting.

The parties emphasized the necessity of maintaining the ceasefire
regime and stability in the region.

YEREVAN, SEPTEMBER 11, ARMENPRESS: On September 11 several Syrian
Armenians appeared to be under fire and died on the secondary road
leading from the Aleppo Airport to Aleppo city. As Armenpress was
informed by the Press Secretary of the Armenian Ministry of Foreign
Affairs Tigran Balayan, the names of the Armenian victims are as
follows: Harut Sulavyan, Arsen Pepejyan, Hrach Pepejyan and Mesrop
Achemyan. According to Balayan, another 10 Armenians were wounded.

More than 20,000 people, including more than 10 Armenians, died in
the collisions between the opposition and government forces, which
have lasted about 18 months. Many Syrians abandon their country and
appear in other countries as refugees. The representatives of the
local Armenian community also leave the country. The applications from
Syrians to obtain a refugee status or get a shelter in Armenia are
discussed in accelerated regime, at least in 10 days. The Migration
Agency got applications from 41 families to get a lodgment in Armenia,
76 people as a whole, 27 of which have already been provided with
temporary shelters.

Le parti au pouvoir du president Mikheïl Saakachvili a organise
samedi d’importants rassemblements dans plusieurs villes de Georgie,
a l’approche des legislatives durant lesquelles il va devoir affronter
la coalition d’opposition d’un milliardaire.

Des milliers de personnes se sont reunies pour ecouter les discours du
president Saakachvili dans les villes de Zougdidi, Ozourgeti, Batoumi
et Koutaïssi. Nombre d’entre eux agitaient des drapeaux georgiens
et portaient des tee-shirts du parti au pouvoir, où il etait ecrit
“J’aime la Georgie”.

“L’opposition n’a aucune chance de remporter ces elections”, a declare
le president a Koutaïssi.

Les legislatives du 1er octobre vont principalement opposer le
Mouvement national unifie du president et la coalition d’opposition
“Reve georgien” dirigee par le milliardaire Bidzina Ivanichvili.

Il s’agit de la campagne electorale la plus difficile pour le parti
du president depuis son arrivee au pouvoir dans cette ex-republique
sovietique a la faveur de la “Revolution des roses” en 2003.

Durant son discours, M. Saakachvili, qui considère que M. Ivanichvili
veut mettre en place un système corrompu en Georgie comme avant 2003,
a d’ailleurs accuse son adversaire de ne pas etre patriotique.

“Ceux qui veulent que notre pays retourne vers le passe n’aiment pas
la Georgie”, a-t-il lance.

M. Saakachvili etait accompagnee de sa femme neerlandaise, Sandra
Roelofs, qui a egalement pris la parole devant la foule.

“Derrière vos visages souriants se trouvent encore beaucoup de
problèmes. Nous allons de l’avant, a grands pas, mais il faut encore
faire davantage, et il n’y a aucun doute que nous allons le faire”,
a-t-elle declare, s’exprimant en georgien.

Le parti au pouvoir et la coalition d’opposition ont tous deux promis
de reduire le chômage, la pauvrete et de relancer l’agriculture dans
cette pauvre republique du Caucase du Sud.

Les rassemblements de samedi apparaissent comme une demonstration de
force pour le parti au pouvoir après que M. Ivanichvili a organise
des evènements similaires a travers le pays ces derniers mois.

Selon des sondages, le parti du president est actuellement en tete
pour les legislatives.

Les ministères armeniens de l’agriculture et de l’energie et des
ressources naturelles ont signe un memorandum de comprehension
pour aider a la production d’engrais dans l’usine chimique de
Vanadzor-Khimprom.

Parlant aux journalistes après la ceremonie de signature le ministre
de l’agriculture Sergo Karapetian, a dit que tous les deux ministères
soutiendront l’usine.

” Aujourd’hui nous importons tous les engrais employes par nos
fermiers. C’est pourquoi il est très important pour nous d’organiser
une production locale d’engrais chimiques ” a dit Sergo Karapetian.

Le ministre a dit dans la première phase l’usine produira des engrais
nitriques et du sulfate d’ammonium et dans l’avenir elle pourra
commencer a produire aussi des engrais de phosphate.

Sargsyan hosted Philippe Lefort, representative of EU dealing with
issues on crisis in South Caucasus and Georgia on September 11.

Interlocutors referred to Nagorno-Karabakh settlement issue, Armenian
integration and regional issues. As Armenpress was informed by the
Public and Media Relations department of Armenian Republic, Prime
Minister Sargsyan mentioned that Armenia was interested in peaceful
solution of Nagorno-Karabakh settlement issue. ,, OSCE Minsk group
representatives can prove that Armenia works in that direction,
what we can not say about Azerbaijan” said the head of the government.

Referring to the question, how EU can help in solving the settlement
issue Tigran Sargsyan highlighted ,, First of all, EU can note in a
special document that the settlement must be solved only in peaceful
way and in case one of the sides violates that principle the latter
would be punished by international sanctions”.

Prime Minister believes if one of the sides of the settlement thinks
that the issue can be solved with the help of armed forces then it
disrupts the negotiation process and prepare people for a war. ,,
Azerbaijani President Ilham Aliyev prepare his society to a war and
follow fascist policy. And the fact that he has pardoned a man,
who killed a human, just for being Armenian, proves it. European
community has no right to stay silent” declared Tigran Sargsyan.

Philippe Lefort has noted that EU supports the efforts of OSCE Minsk
group to solve Nagorno-Karabakh settlement issue peacefully. He has
also reminded that EU condemns the actions of Azerbaijan. He has also
highlighted that EU evaluates it’s the cooperation with Armenia and
is willing to deepen and strengthen relations in future.

Prime Minister thanked EU for the support of the improvement which
are mad in country.

Un policier a ete tue tue mardi dans un attentat suicide qui a vise
un commissariat de la peripherie d’Istanbul, a rapporte l’agence de
presse Anatolie.

L’attaque, menee par un kamikaze selon les chaînes de television
turques, a eu lieu dans le quartier populaire de Gazi, un bastion
historique des organisations kurdes et d’extreme gauche, et a egalement
fait plusieurs blesses graves, selon les televisions locales.

Au moins cinq blesses se trouvaient dans un etat critique, a precise
la chaîne NTV, precisant qu’un perimètre de securite avait ete etabli
et que de nombreuses ambulances avaient ete depechees sur les lieux.

Les blesses ont ete transportes vers un hôpital proche du lieu de
l’explosion, où des appels ont ete lances a la population pour des
dons de sang, a constate un photographe de l’AFP.

L’attaque n’a pas immediatement ete revendiquee. Elle intervient
cependant dans un contexte d’intensification des combats depuis le
debut de l’ete entre les forces de securite et les rebelles kurdes du
Parti des travailleurs du Kurdistan (PKK) dans le sud-est anatolien
peuple en majorite de Kurdes.

Le PKK, considere comme une organisation terroriste par de nombreux
pays, a souvent eu recours a des attentats suicide dans les metropoles
turques.

Un attentat a la bombe devant un poste de police de Gaziantep
(sud-est) le mois dernier a coûte la vie a dix personnes, dont des
enfants. Les autorites ont accuse le PKK mais celui-ci a rejete
toute responsabilite.

En novembre 2010, un attentat suicide survenu place Taksim, en plein
centre d’Istanbul, avait fait 32 blesses.

PanARMENIAN.Net – A delegation of Armenian officials is touring Kansas
this week to study systems for responding to emergencies and natural
disasters, according to AP.

Kansas and Armenia signed a civilian and military partnership
agreement in 2003. This week’s visit is being hosted by the Kansas
National Guard.

On Wednesday, Sept 12, the delegation will tour the Shawnee County
Emergency Communications Center in Topeka and the police 911 call
center in Kansas City, Kan.

During their visit, the Armenians will also meet with staff of the
Kansas Joint Forces Headquarters to learn more about the National
Guard’s role in responding to emergencies.

YEREVAN. – Armenia’s residents have used 3.2 times more vodka and 40
percent less wine, and brandy consumption level has remained the same
in January-July 2012, as compared with the same time period last year,
Armenian Wine Makers’ Union President Avag Harutyunyan stated during
a press conference on Tuesday.

In his words, this increase in vodka consumption is unprecedented in
Armenia, and, on the one hand, this shows that the quality of vodka
has improved, yet, on the other hand, the quality of life has dropped
and therefore people prefer cheaper drinks.

Harutyunyan also informed that Armenia produced 5.3 million liters of
brandy in the first six months of this year, and this is 54 percent
more than in January-June 2011. Also, this volume surpasses the
pre-economic crisis volume in 2008 by 20 percent.

In addition, 2.2 million liters of wine were produced during the same
time period, and this is approximately 20 percent more than the volume
in 2008, but 33 percent less than the volume in January-June 2011.
