Dr. Rubina Peroomian with her new book

GLENDALE-The Armenian National Committee of America-Western Region
announced Tuesday that it will be honoring Dr. Rubina Peroomian with
its Lifetime Achievement Award at its 2012 Annual Banquet on October
28. Dr. Peroomian, a renowned scholar on the Armenian Genocide,
is currently a research associate at the University of California,
Los Angeles, where she received her doctorate degree from the Near
Eastern Languages and Cultures Department.

The Lifetime Achievement Award of the ANCA-Western Region is bestowed
upon individuals who have dedicated their lives to the advancement
of the Armenian Cause in their field. Past honorees have included Dr.

Richard Hovannissian, a world renowned historian and scholar, and Ken
Khachigian, “the Lion of California GOP politics” and speechwriter
for President Ronald Reagan, the last president to accurately refer
to the Armenian Genocide.

“We are extremely proud to be honoring such a highly esteemed member
of our community at our marquee event. Dr. Peroomian is an epitome
of devotion to the Armenian Cause, and her life’s work embodies the
spirit, shared by the ANCA, of pursuing justice through education,”
said Western Region Co-Chair Nora Hovsepian.

Dr. Peroomian has published several books and has contributed myriad
articles, essays, and entries, to scholarly collections, books,
journals, and encyclopedias, in both Armenian and English. Her
schoolbooks on the Armenian Cause are used as the main texts for
schoolchildren in a majority of Armenian high schools in the United
States and throughout the Diaspora. Furthermore, she has developed
an age-appropriate Armenian Genocide curriculum for pupils from
grades K-12.

Her publications are buttressed by her vast number of presentations at
international symposia and conferences at the world’s top universities,
international organizations, and government agencies.

She has also made many public appearances as the keynote speaker of
Genocide commemorations worldwide.

Her accolades extend beyond formal education and into policymaking,
as well, where she has served on the Writing and Advisory Committee
of Assembly Bill 1273, which created a human rights and genocide
model curriculum for K-12 social science and history courses for the
State of California Department of Education. Dr. Peroomian has also
maintained a fruitful collaboration with the Ministry of Education
of the Republic of Armenia which uses her Armenian Genocide study
guide on their website.

“I am moved to be receiving this honor from the ANCA,an organization
with which I have worked closely and which I respect immensely,”
said Dr. Peroomian. “I thank the ANCA for acknowledging my academic
endeavors in the study of Armenian Genocide literature as well as my
contribution in effective teaching of the Armenian Question and its
history. It is my hope that in receiving this award, I can impress
upon a new generation of scholars the importance of continuing this
invaluable work as a powerful tool, an armament, if you will, in our
national struggle for the just solution of our Cause.”

Azerbaijani President Ilham Aliyev met with French President Francois
Hollande at the Elysee Presidential Palace in Paris yesterday as
rival groups held demonstrations.

The Nagorno-Karabakh conflict and the extradition of Azeri officer
Ramil Safarov are expected to be on the agenda at the meeting.

Representatives of Turkish and Azerbaijani organizations in France
rallied outside the Armenian Embassy in Paris. The protest was held
in response to earlier reports of a demonstration in front of the
Azerbaijani Embassy. The Armenian community in France also held a
large-scale protest against Aliyev’s visit, accusing him of carrying
out a “genocidal policy” manifested by the latest act of pardoning
and promoting Safarov, who killed his Armenian counterpart at a NATO
conference in 2004.

The pardon has inflamed tensions between Armenia and Azerbaijan,
which are locked in an unresolved conflict over Nagorno-Karabakh.

Ramil Safarov, an army officer sentenced to life imprisonment by
a Hungarian court for the 2004 murder with an ax of an Armenian
serviceman in Budapest, was pardoned Aug. 31 by Azeri President Ilham
Aliyev after being transferred to his home country to serve out his
sentence there, Blikk said.

Azerbaijan violated the ceasefire regime along the contact line with
Karabakh forces about 300 times from September 9 to 15, the Karabakh
Defense Army reported.

More than 1,500 automatic gun shots were fired in that period, it said.

The report also said that the Karabakh Defense Army “ensured the
security along the entire contact line.”

The parliament of the self-proclaimed Nagorno-Karabakh republic has
given its consent to President Bako Saakian to appoint Ara Arutyunian
prime minister.

The parliamentarians voted for leaving Arutyunian prime minister
unanimously in a secret ballot at an extraordinary meeting on Friday.

Saakian was reelected president of Nagorno-Karabakh in elections on
July 19.

The Nagorno-Karabakh constitution stipulates that, once receiving such
consent from the parliament, a president is supposed to appoint a prime
minister within three days and other government members proposed by
the prime minister within the next 20 days.

Azerbaijan’s President Ilkham Aliev arrived for a working visit in
France on Monday. French President Francois Hollande will meet him
on Tuesday.

According to the French president’s entourage, the sides will
discuss the state of bilateral relations and prospects of economic
cooperation. They will also exchange views on the Nagorno-Karabakh
conflict. Hollande who won the French presidential elections in May
is going to meet Aliev for the first time.

France is a co-chairman of the OSCE Minsk Group which is in charge
of a peaceful settlement of the Nagorno-Karabakh conflict between
Armenia and Azerbaijan. France’s aim is to bring the position of
the parties closer. Representatives of the OSCE Minsk Group met the
foreign ministers of Armenia and Azerbaijan early in September to
discuss the situation in several Armenian-Azerbaijan border regions
in the light of ceasefire violations registered in recent months.

Paris is one of the main European buyers of energy resources from the
Caspian region. Trade turnover between France and Azerbaijan reached
about 1.5 billion euros after the Baku-Tbilisi-Ceyhan oil pipeline and
the Baku-Tbilisi-Erzurum gas pipeline began operation in 2005-2006. A
source at the Elysee Palace said on Monday that the French side
was interested in balanced exchanges and expansion of the presence
of French enterprises in Azerbaijan. The talk is about banking,
deliveries of hi-tech equipment, communications and the construction
industry. Ilkham Aliev is expected to meet French entrepreneurs.

Aliev will visit a new pavilion of Islamic culture at the Louvre
Museum and will attend a ceremony of opening a cultural bureau at
Azerbaijan’s embassy in Paris.

YEREVAN, September 18. /ARKA/. Armenia has resumed recycling garbage,
Karine Danielyan, head of the Stable Human Development Association
NGO and a former environment minister, said Tuesday in Novosti
International Press Center during a Yerevan-Moscow-Astana-Chisinau-Kyiv
televised conference focused on the CIS environmental agenda.

She said some companies in Armenia collect and recycle some kinds
of wastes.

“Grand Holding Concern collects and recycles a great deal of paper,
while other companies, including Cleanland, bring together plastic
bottles in some towns,” she said.

Danielyan also said that an organization engaged in collection of
out-of-date electrical devices has appeared in Armenia.

She singled out the lack of a separate dump for industrial wastes in
Armenia and improper conditions for sorting and recycling garbage in
large dumps among problems.

YEREVAN, September 18. / ARKA /. The first charter flight with
humanitarian aid for Syrian Armenians will be made in all likelihood
at the end of September, Vahan Hovhanesian, a senior member of the
Armenian Revolutionary Federation (ARF) said today.

He said the humanitarian aid was collected by ARF and some other
Armenian NGOs which are now in talks with both parties to the conflict
in Syria to ensure the safe landing of the aircraft. According to him,
although most of Armenians in Syria are well off people, the community
has also low-income members, whose situation is deteriorating day
after day.

“Today the duty of Armenia and its citizens is to consolidate all
forces and make Armenians who have chosen to stay in Syria feel we
are thinking of them,» he said.

A former MP from ARF, Lilit Galstyan, said that the Armenian Diaspora
of Syria feels the shortage of food and medicines. According to the
Armenian ministry of Diaspora, there are about 2,000 Armenians from
Syria in Armenia.

National Competitiveness Foundation of Armenia together with NKR
representatives of Armenian tour companies are to present Armenia
and Artsakh at annual TopResa 2012 tour exhibition on September 18-21.

It was peculiar that in the history of international exhibition for
the first time Armenia and Karabakh will be presented under a joint
pavilion.

Lurer.com’s France sources inform, that this night Azeris clashed
the joint pavilion and tore Armenia’s and Artsakh’s flag, the map of
Armenia and Artsakh and information booklets.

There were also security workers in the area, but they failed to
restrain Azeris.

In the morning Armenia’s delegation invited the appropriate
organization, which restored the pavilion, but the organizers of
the exhibition demand from the Armenia’s side that there weren’t any
exhibits that would remind NKR, as it can rise the anger of Azeris
