ARARAT. – Ford vehicle ran-over a 15-year-old girl on Ararat-Vosketap
road on Friday. The girl is hospitalized and an investigation is
underway, press service of the Armenian Police informs Armenian
News-NEWS.am. On the same day another accident occurred as BMW crashed
with ZIL vehicle on Aygavan-Vanashen road. As a result, the ZIL driver
is hospitalized. Still another road accident occurred on that day on
the bridge linking Gai and Myasnikyan avenues in Yerevan. Volkswagen
and Nissan vehicles crashed. As a result, both drivers and the
passenger of Nissan were injured and hospitalized. An investigation is
underway.

Standing Committee head on Foreign Affairs Artak Zakarian responded
to the letter sent by Hungarian prestigious ATV News Channel atv.hu
internet site News Channel . Armenpress presents the interview:

First of all, please comment us, what is your opinion on Hungarian
Foreign Minister’s latest letter, where he argues, that the transfer
of Ramil Sahib Safarov to Azerbaijan was not aimed against Armenia and
it CANNOT be considered as an insult to the Armenian people. In this
letter he added that the transfer of Safarov was ”in line with
effective international regulations”and Hungary’s practice in similar
cases. Martonyi insisted that the transaction had been ”purely of a
legal nature.

”Honourable Mr. Molnar, I would like thank you for the interview
request on such a sensitive topic not only in Hungary and Armenia, but
matter of concern for the whole international community. Unfortunately
what happened on the last day of the summer as a result of a disgceful
secret deal of authorities of Hungarian and Azerbaijani authorities,
you see yourself what kind of unpleasant surprise was made for the
civilised world. In democratic countries you can never meet such a
hoorible glorification a murderer. From the legal point of view the
trasnfer might be in accordance of international regulations, but
Hungarian authorities had also a responsibility not to do that under
their promises to Armenia. As it was revelaed later, Prime Minister
Orban – the troublemaker knew in advance that Safarov was going to be
released and glorified. And what he got? Condemning statments,
criticisim of international community and one prove that he is not a
reliable partner, his step caused anger not only in Armenia and
Hungary, but all over the world, he caused suspension of relations
with Armenia, a country sons of which fought and lost their lives for
Hungary. Martonyi’s statnce could not be different from PM’s one. But
the reality is different.

His comments seem to contradict the PM’s stance, though, since Viktor
Orban said this week (on Tuesday) that he himself had made the
decision to hand over the Azeri axe murderer to his native Azerbaijan,
and the ensuring events had NOT been UNexpected. Orban told a press
conference that `nothing happened after our decision we did NOT
expect.’

That is what I’m saying. PM Orban admitted he knew what was going
to happen and, never the less, they did it, and are sharing their part
of responsability. The worst thing is that Hungarian government
violated and trampled the decision of judicial power by setting a
brutal murderer free.

Also, the Armenian lobby is one of the most powerful lobbies in the
United States. There are Hungarian experts who say, this can affect
and affect seriously the American-Hungarian relations, since the
Armenians are more active in the US. Do you think, or do you see it a
real possibility, that they would start a campaign against Hungary to
revenge the Safarov case?
Under Prime Minister Orban, Hungary had and has serious problems with
the civilized world, its own allies, and this step is another one that
is witnessing the unadequate behavior of PM Orban the troublemaker As
for the the Hungarian – American relations, I’m not in a position to
comment on them, but certainly the strong condemning messages form
President Obama and State department that came up on the same day are
speaking for theirselves. By this step Hungarian Government had
contitributed to the destructive efforts of Azerbaijani authorities,
aimed at the harming and impeding the efforts of OSCE Minsk Group
Co-chair countries (US, Russia and France) on the peaceful resolution
of conflict between Azerbaijan and Nagorno-Karabakh. And this
destructive approach must have consequences for these who initiated
and perpetrated it.
And the last, but probably the most important question: by the
comments of our MFA and PM it seems Hungary is `not prepared’ to
apologize the Armenian people. Do you believe the conflict between our
two nations can quit down without a formal apology from our side?

For centuries Armenian people had warmest feelings towards Hungary
and its people, which give a shelter became second home for number of
my compatriots, who fleed form the Genocide in the beginning of 20th
century, as I told earlier number of Armenians were prominent figures
in Hungary, and now Armenian Diaspora is contributing to the
development of Hungary. After this outrageous act, Armenian Embassy
received thousand support and regret letters from Hungarians, and we
appreciate that very much. I believe that sooner or later we will
reestablish full fledge relations, but better sooner than later, but
for this we expect concrete steps from the Hungarian Government in
order to rebuild trust, which was lost after shameful step Hungarian
PM. Apology could be one of those steps.

Do you have any new legal, political steps in your mind to confront
Budapest’s decision?

We are considering several ways of legal actions, and after careful
examination, I guess Armenian side will initiate them.

YEREVAN. – The Council of Europe is not the arena where the Artsakh
[Nagorno-Karabakh] peace process should be discussed, Prosperous
Armenia parliament group secretary, member of the Armenian delegation
to PACE Naira Zohrabyan told Armenian News-NEWS.am. She commented on
the negative assessment by the PACE head Jean-Claude Mignon on the
establishment of sub-commission on Karabakh. `The PACE head has come
to a very reasonable conclusion. I absolutely agree with him.
Moreover, the sub-commission ever since it was established (2005) has
never justified itself. And in case of attempts of continuation, the
Azerbaijani side may make destructive influence on the peace talks,’
Zohrabyan stressed. According to her, all the attempts by Azerbaijan
to shift the discussion from the OSCE Minsk Group into another format,
including UN or Council of Europe, should meet a very serious
counter-action. `I very much hope that this is the final assessments
by Mignon and on Oct. 1 when the PACE fall session launches,
Azerbaijani delegation will not try to influence on the PACE,’ she
added. The PACE head had expressed a thought during the meeting with
the Armenian Speaker Hovik Abrahamyan that the Karabakh sub-commission
does not justify itself.

YEREVAN. – The equestrian sports fans in Armenia will now have the
opportunity to place bets on the horses and jockeys competing in and
outside Armenia, National Equestrian Federation of Armenia (FEA)
President Hayrapet Hayrapetyan told NEWS.am Sport.

Separately, the French PMU (Pari Mutuel Urbain) bookmaking agency’s
partner PMA (Pari Mutuel Armenia) agency of Armenia and FEA signed a
memorandum on cooperation on Saturday, whereby a horse racing betting
system will be established in Armenia.

`PMU expressed a wish to establish a horse racing betting system in
Armenia. Three percent of the overall proceeds from the bets will be
allocated for organizing horse races in Armenia, and ten percent of
the proceeds from the races in Armenia will be allocated to the
National Equestrian Federation of Armenia.

This memorandum will become a contract no later than January 2013.
This is the first phase for the development of the sport [in Armenia].
As a result, we will have horses, financial investments [to], and
development of equestrian sports [in the country],’ Hayrapet
Hayrapetyan stated.

the NKR ministry of foreign affairs and introduced to the staff the
newly appointed minister Karen Mirzoyan.

The Head of State characterized Karen Mirzoyan as a career and
experienced diplomat.

According to the President the appointment of Karen Mirzoyan will give
a new quality to the activities of the foreign ministry. Bako Sahakyan
thanked former acting minister Vassily Atajanyan for his work.

Issues related to the main directions of the country’s foreign policy
and the organizing the ministry’s works were touched upon during the
meeting too.

Karabakh glorious landscape and its story, reports Armenpress citing
NY Times. The author of the article wrote: ”Standing on a limestone
ridge in the foothills of the Lesser Caucasus Mountains, I surveyed
the landscape that lay before me. To the west, illuminated by a
late-day sun and with ever more craggy peaks as a backdrop, was
Vankasar Mountain, capped by a solitary, ancient church. To the east,
yellow grassland and scrub stretched to the horizon. And then there
was the ghost city of Agdam, its thousands of ruined buildings
representing the last exchanges of a late 20th-century. Southern
Caucasus region of Nagorno-Karabakh expecting a land of extremes.
Nagorno-Karabakh, is an ethnically Armenian enclave. Its tumultuous
recent history would affect any traveler, no doubt, but for me, the
experience of visiting this place had a personal dimension. My
grandmother had fled Anatolia as a girl, escaping an Armenian genocide
at the hands of the crumbling Ottoman Empire. To come to
Nagorno-Karabakh, a place where Armenians have asserted their right to
live , generated mixed emotions, to say the least. Though I had
become interested in the region because of my ethnic heritage, once I
started digging into the history of Nagorno-Karabakh, I wanted to
experience what was said to be a breathtaking landscape filled with
ancient monasteries, mountainous tableaus and hard-working people
trying to rebuild. So last spring I went there, accompanied by my
girlfriend. I didn’t expect luxury hotels, haute cuisine or
air-conditioned buses, and I didn’t find them. Instead, we stayed at
local homes where running water might not be guaranteed. In exchange
for the lack of amenities, I was hoping not just to understand more
about this little-known area, but also to understand more about my own
background.”

The ANC party celebrated the 21th anniversary of Armenia’s
independence near Saryan statue. Almost all ANC representatives were
present at the mini-meeting with ANC leader Levon Ter-Petrosyan
delivering a speech.
`We have a state and independence and as an honor of our generation,
we can say that we have built that independence. I once again say I do
not like the official holidays, especially when they are organized so
properly and the authorities deliver speeches, which are void.’, noted
Ter-Petrossian pointing out 5 problems which Armenia faces nowadays.
`These are Armenian-Turkish relations, the Karabakh issue, removal of
blockades, eradication of corruption and legality approval. Solve
these problems, and see what state Armenia would become.’ Former
president also noted that these problems need to be differentiated
into two parts: the first three, unfortunately, do not depend on
Armenia solely, and the conduct of Armenia’s government. But the other

YEREVAN. – Armenia’s Ministry of Emergency Situations (MES) received a
call, on Saturday at 11:27am, informing that the rooftop of the
headquarters of the country’s ruling Republican Party (RPA) is on
fire.

Four fire and rescue squads, one fire engine with an automatic ladder,
and a Crisis Management Center rapid reaction team were dispatched to
the scene, MES press service informs.

Additional information will be provided later on.

To note, the RPA Headquarters” roof was ablaze on May 22 as well,
and, subsequently, the building was under renovation.

Your Holiness,
Dear President of the Nagorno Karabakh Republic,
Dear retired President of the Nagorno Karabakh Republic,
My Fellow Citizens,
Distinguished Guests,

I extend my congratulations on the occasion of Independence Day.

The Republic of Armenia is twenty-one years old. In this period of
time, we have passed through various crises and ordeals, and did so
with dignity, never losing our human and political posture; never
losing our bearings and never betraying our goals, the path we had
once chosen, or our ideals.

Despite the losses and mistakes, in the past years we have registered
impressive achievements. Irreversible changes have taken place in
Armenia – both in the state and in social areas, also in the people’s
mentality and mindset.

The last twenty-one years have not only affirmed the vitality of the
Armenian statehood, but also its abilities to solve problems in the
most complicated circumstances. We have been able to develop our
economy with scarce resources, still under blockade. We have been able
to restrain the Azerbaijani appetite that engorges day by day. We have
been able to form our democratic institutions that by all means still
need to be strengthened. Developing economy, safeguarding security and
deepening democracy are not one-off actions. They demand our daily
work, which must be done with thoughtfulness and tenacity.

Dear Compatriots,

The millennia-long march of Armenians goes on in a new historic era.
Yes, these are challenging times, but have they ever been any
different for us? Hardly so.

Nowadays, almost every country has its own challenges. Naturally, they
differ from region to region, from country to country. We too are
taking our share of testing. Experience gained through the years of
independence is sometimes bitter, sometimes sweet, but always
valuable. That very experience tells us that there are solutions to
the problems, and we are finding them. We already know where to look
for these solutions, and that is already one half of the task.

The peaceful settlement of the Artsakh problem continues to top the
list of our foreign policy challenges. As difficult as it is, we still
shall explore avenues for continuing negotiations aimed at the
resolution of the Nagorno Karabakh issue. If efforts of the Minsk
Group Co-Chairs have not yet yielded positive results, it’s neither
their fault, nor, moreover, is it the result of that format’s
deficiency, as our neighbors often try to present. This is the fault
of those who regularly torpedo the process and the logic of peaceful
negotiations. The most recent provocation was that same disgusting
acquittal of the murderer and his glorification. We, as well as the
international community, have explicitly and unequivocally expressed
our position on that matter. I admit that under such circumstances, it
is difficult to incline our people to reconciliation and thus even
pave the way to peace, but I also know that that is the only right
thing to do. To prepare the people for peace does not mean to be
unprepared for war and self-defense. It means not to poison people’s
minds and souls with inhumane ideas and xenophobia, not to turn into
zombies young people who have their lives to live and have a country
to enrich. For me, appropriate moral and spiritual bearing of the
children growing in Armenia is more precious than anything else.
Stealthy murder is for cowards, while our, parents’ mission is to
raise free, well-educated and brave children. It does not matter how
difficult the times are, we can not betray ourselves.

In a nutshell, the past years can be characterized as years of
loyalty: loyalty to our people’s choice, to liberty and democracy,
loyalty to our allies and partners, loyalty to our values and goals,
to our ideas and principles. Thanks to it, we have accomplished a lot
and will accomplish much more. We will do that because we have chosen
to join the family of civilized nations and not the quagmire of
xenophobia. We will do that because we have sufficient political will
and have created necessary conditions by our work.

Dear Compatriots,

I once again congratulate us all on the 21st anniversary of Armenia’s
independence. This is a great holiday in our country; this is a great
holiday for the Armenians all over the world. On this festive day, our
hearts and prayers are with our brethren in Syria: our country by the
limited means it possesses is trying to support fellow Armenians in
hardship.

Year by year, day by day we are creating a qualitatively new state.
There have been different Armenian states in different historical
stages, but each of them was unique and had its own, unique way of
development. The twenty-one year old Republic of Armenia is also
unique. We are moving through uncharted waters; probably not as fast
as we would wish to, but nevertheless steadfastly and, most
importantly, in the right direction.

The Republic of Armenia is the embodiment of the dreams of all its
citizens and Armenians world-wide, which is also the promise of making
that dreams come true!

Long live the Republic of Armenia!
Glory to the Armenian nation!
