Member of Parliament Alexander Arzumanyan, Heritage, ex-foreign
minister of Armenia, asked the prime minister yesterday about the
Russian Compatriots immigration program.

Arzumanyan said 26,000 citizens of Armenia have joined this program.

1500 have already left for Russia. We’re fighting proselytism instead
we can see Russia hunting on people, said Alexander Arzumanyan.

Tigran Sargsyan said this issue has already been discussed with their
Russian counterparts during the intergovernmental commission session.

Presenting the official position of Armenia regarding this issue,
Tigran Sargsyan said they don’t approve that program in its current
form and content and have never approved provision those kinds of
services in Armenia.

YEREVAN, OCTOBER 4, ARMENPRESS: The Prime Minister of the Republic of
Armenia Tigran Sargsyan hosted the members of the Parliamentary Group
Swiss-Armenia of the Federal Assembly of the Swiss Confederation. The
meeting was attended also by the Ambassador Extraordinary and
Plenipotentiary of Switzerland to Armenia Konstantin Obolenski.

As Armenpress was reported by the Information and PR Department of the
Government of Armenia, greeting the guests at the Government, Tigran
Sargsyan stated: “We highlight the development of the Armenian-Swiss
relations in different fields, including economy. The Parliamentary
Group of the two countries provides the opportunity to discuss the
issues related to the implementation of the Swiss-Armenian joint
programs, which is quite important”, – said the Prime Minister of
the Republic of Armenia.

Tigran Sargsyan stated that 40 companies with Swiss capital currently
function in Armenia, which number does not correspond to the potential
of the bilateral cooperation.

In this context the interlocutors considered interesting the bilateral
cooperation in the fields of finances and tourism and discussed the
issues related to the possible organization of the direct flights
between Armenia and Switzerland.

The Head of the Armenian Government stated about the importance of
the possible establishment of relations with the Swiss tourism tour
operators in the context of presenting the attractiveness of the
tourism in Armenia in the international arena.

The Swiss deputies reported that their aim was to make the relations
with Armenia closer, activate and expand the bilateral ties and foster
the international recognition of the Armenian Genocide.

In his turn the Prime Minister of Armenia stated that the Armenian
nation highly evaluates the adoption of the bill on recognition of
the Armenian Genocide by the Swiss National Council.

In response to the question of the guests Tigran Sargsyan touched
upon the regulation of the Armenian-Turkish relations and reminded
that Turkey did not fulfill its political obligations and did not
validate the protocols on the regulation of the bilateral relations.

According to the Prime Minister of Armenia Tigran Sargsyan, Turkey
hampers the regulation process of the relations with Armenia and if
Turkey validates the protocols, Armenia will do the same.

At the meeting the interlocutors discussed as well the European
integration process of Armenia and the reforms implemented in our
country.

BOHJALIAN TO BE HONORED WITH ARTS AND LETTERS AWARD AT ANCA-WR BANQUET

GLENDALE – Chris Bohjalian, a critically-acclaimed New York Times
bestselling author, will be honored with the ANCA-Western Region Arts
and Letters Award at its Annual Banquet on October 28 at the Beverly
Hilton in Beverly Hills, California. Bohjalian’s latest book, The
Sandcastle Girls, was launched in Los Angeles this summer at a
luncheon organized by the ANCA-WR and went on to debut at #7 on the
New York Times bestseller list. It also appeared on the Publishers’

Regnum Analytical Agency which is a handy tool of the Russian policy
has published a strange interview with a certain Gayaneh Novikova
who is introduced as the head of the Center for Strategic Analysis
(Yerevan, Armenia), an invited researcher of Davis Center for Russian
and Eurasian Studies, Harvard University, Cambridge, Massachusetts.

In Yerevan Gayaneh Novikova is known as a successful receiver of
foreign grants and a political scientist at the level of a village
librarian. However, her linkage with Harvard University under any
sign is a convenient circumstance to hold an interview – “The crawling
process of recognition of Nagorno-Karabakh and elections in Armenia”
– and apparently this is what interested Regnum.

This U.S.-Yerevan political scientist says the recognition of NKR is
a foolish idea and is not supported by anyone in Armenia. Why does
this idea appeal to Regnum when its head Modest Kolerov has introduced
himself as a keen supporter of the recognition of NKR?

First of all, the name of a U.S.-Yerevan political scientist is highly
important as a representative of the position of the United States
with a Yerevan accent. In other words, one can indirectly suppose
that the United States is against the recognition of NKR.

Second, it is necessary to detract attention from Russia’s real
position for whom the recognition is absolutely unacceptable.

In fact, Russia views Karabakh as something temporary which has no
right to lasting existence in political geography. Vast circumstances
of blunt betrayal of Russian policy are related to Nagorno-Karabakh,
including punitive military campaigns, repression, lack of a hint
to recognize NKR and finally large-scale arms supply to Azerbaijan
which describes the Russian political and regional face. But the
most important thing that embarrasses Russia is the emergence of
the Karabakh movement and Nagorno-Karabakh Republic as something
unacceptable, contradicting Russian interests because it happened in
spite of Russia.

No doubt, in regard to the Budapest act Russia attentively followed
Armenia’s “feeble efforts” to leave the talks and recognize the
independence of NKR. The recognition of the second Armenian state is
the beginning of the end of Russia’s military and political presence in
the South Caucasus, at least in accordance with the Russian “strategic”
thought, mostly formed under the influence of possible phobias.

The Armenian political scientists, with rare exceptions, are
empirical commentators who are against the recognition of NKR
because it contradicts the thinking and perception of their masters
and sponsors on their interests. It is not clear what the meaning
of opinion and position of political analyst is who gets a salary
from the Russian embassy. Nevertheless, this and a lot more happens
degrading our country.

In fact, there is a fifth column in Armenia which is a group of people
who introduce themselves as political scientists, resemble homeless
dogs without names and guaranteed piece of bread. Some, homeless dogs
calling themselves political scientists are the last partners of
Russia in Armenia if we take into consideration that the so-called
oligarchs have already started escaping from under the Russian
roof. The Americans and Russians have already refused the services
of the Armenian experts. Only the Russian miserable feeder is left.

STEPANAKERT, October 4. /ARKA/. The state budget of Nagorno-Karabakh
Republic replenished with 18618,9 million drams in January-September
2012 from tax, duty and social liability revenues, according to the
State Taxing Service of NKR.

The source states that it is 2% higher from what was projected.

The analogical index in 2011 was outpaced by 11.2% or 1870,8 million
drams.

Tax and duty revenues totaled 13458,3 million drams against the
anticipated 13250 million drams ( growth by 1.6%).

The analogical index of 2011 was outpaced by 11.3% % or 1365,6
million drams.

“Social liability revenues totaled in nearly 5160,6 million drams, the
anticipated index is higher by 150.6 million drams, and the analogical
index in 2011- by nearly 505.2 million drams,” the source states. ($1 –
407.09 drams).

Since Fatih Sultan Mohammed occupied Constantinople in 1453, the
Ottoman rulers have been destroying and desecrating churches, castles,
architectural monuments of Hittites, Armenians, Assyrians, Greeks and
other nationalities who had been the indigenous people of Asia Minor,
occupied and ruled through blood and sword.

Now, all of a sudden, the destroyers of all these cultures presume
to be landlords, claiming treasures originated in Asia Minor to be
returned to the present government of Turkey. Those artifacts and
treasures which have been preserved in the Metropolitan Museum of
Art, the Getty Museum, the Louvre and Pergamon Museum have been
saved from the Turks themselves, becoming part of the legacy of
human civilization. Had they been left in the hands of the Turks,
they would have been doomed to suffer the same fate as the 2,000
Armenian churches, monasteries and architectural monuments which
were systematically destroyed and rendered into ashes. After 200,000
Armenians escaped from Van in 1915, the Turkish Army burned tens
of thousands of illuminated manuscripts and Bibles on the island
monastery of Leem in Lake Akhtamar.

All that barbarism was tolerated and permitted by the Western powers
because of political expediency, fueling the arrogance of the Turks,
in turn, to get back at the West, which had saved antiquities from
Turkish-Ottoman plundering hands in the first place.

The latest example was the destruction of thousands of khachkars in
Jugha, Nakhichevan, now an exclave ruled by Azerbaijan, by the Azeri
Turks in broad daylight; not one finger was raised by the United
Nations Educational, Scientific and Cultural Organization (UNESCO) or
other agencies or governments despite protests by Armenia’s government.

Also, in a cynical condescension towards small nations, the British
Museum and other museums stubbornly keep mislabeling Kutahya tiles
or the head of Diana (Anahid, “The Satala Aphrodite,”) as Seljuk art
or any other label in the name of academic propriety, rather than
ascribing it to the Armenian talents and skills which are the true
creators of those treasures.

As late as this year, UNESCO refused to label Armenian architectural
monuments in Europe their true name during an exhibition, giving in
to Turkish threats. That policy today has opened up the major museums
in the West to Turkish threats and lawsuits.

In a front-page article on October 1, the New York Times covers
Turkish arrogance under the title “Turkey Demands Return of Art,
Alarming World’s Museums.” Museum curators consider Turkey’s newfound
aggressiveness “cultural blackmail.”

At issue are many art treasures originating in the countries occupied
by Ottoman rulers. Mr. Murat Suslu, director-general of cultural
heritage and museums, says, “we only want back what is rightfully
ours.”

“The Turks are engaging in polemics and nasty politics,” answers
Hermann Parzinger, president of the Prussian Cultural Heritage

Foundation, which oversees the Pergamon in Berlin. “They should be
careful about making moral claims when their museums are full of
looted treasures.”

One example of such looted treasures is a sarcophagus named after
Alexander the Great, which was discovered in Sidon, Lebanon, in 1887,
and is now in Istanbul’s Archeological Museum. According to Mr. Suslu
the sarcophagus was legally Turkey’s because it had been excavated
on territory that belonged to Turkey at the time.

With the same warped logic, Turkey can claim all the Armenian churches
and art treasures in Jerusalem, because at one time Jerusalem was
under Ottoman rule.

There are no firm international laws that govern the ownership of art
treasures originating from different parts of the world which are now
preserved in museums in the West. There is a UNESCO convention that
allows museums to acquire objects that were outside their countries
of origin before 1970.

Turkey wants its cake and to eat it. Although it has ratified the
convention in 1981, it still cites a 1906 Ottoman law to claim any
object removed after that date as its own.

Since Turkey selectively wishes to use its Ottoman heritage, than it
has to recognize the Ottoman Genocide against the Armenians, which
not only destroyed millions of human lives but also the cultural
heritage of that subject nation.

Turkey, using its double standard, has been successfully suing Western
museums and retrieving major pieces of art for its own museums.

For example, in 2011, the Museum of Fine Arts in Boston returned the
top half of an 1,800-year-old statute, “Weary Herakles,” which is an
example of Greek cultural heritage.

Throughout history, the Turks have not been known as creators in
the fields of art and culture; they are rather known as destroyers
of culture, valuing militarism and brute force. But since they have
realized belatedly that art and culture have some monetary value in
the form of tourism in their country, they are aggressively going
after treasures originating in the land they presently occupy.

This is a dangerous precedent. If it is not stopped in its track,
the Turks may go after all Armenian treasures around the world,
claiming by the same logic and citing the Ottoman law that those
works had originated in territories under Ottoman rule.

Especially in Turkey’s case, UNESCO and the UN have to declare the
universal ownership of treasures created by Armenians and other
nationalities but occupied or looted by the Turks. Turkey must be
held accountable for the destruction of Armenian cultural monuments on
its occupied soil which to this day are kept in ruins. Those ancient
churches and monuments that belong to the Armenians must be declared
part of human civilization and thus warrant some protection from
further damage.

Otherwise, looters and plunderers will present themselves as owners
of a cultural heritage, which does not belong to them and which has
been abused by them for centuries.

The irony is that the looters have become landlords under the
tolerant gaze of the civilized world which is delinquent in its duty
of preserving universal treasures of humanity.

Transit of the Russian gas to Armenia via the territory of Georgia
that was suspended on October 1 was resumed at 9:05am on October 4,
ArmRusgasprom CJSC reports.

The Gas and Transport Company of Georgia completed the repair at the
North-Caucasus -South Caucasus gas main. The population was supplied
with gas from the Abovyan underground gasholder in the period of
repair.

ArmRusgasprom cjsc is the sole importer of gas to Armenia. Gazprom
ojsc, Russia, hold the 80% stake in the company, with the remaining
20% belonging to the Government of Armenia. Armenia imports gas also
from Iran in exchange for electric power.

A chief official of Armenia’s Vanadzor municipality, Lori province,
has been arrested charged with bribery on October 3.

Samvel Mnatsakanyan, chief specialist of municipality’s illegal
construction legalization and management department, has been caught
in his office while taking $1,100 bribe.

The prepared materials have been sent to chief investigation department
of the police.

Earlier a woman has applied to the police saying Mnatsakanyan demanded
$300 bribe for privatization of a garage registered on her mother’s
name as an illegal institution.

YEREVAN, OVTOBER 3, ARMENPRESS: The news of the final results of
Armenian “Junior Eurovision 2012” to be false have been examined by
Armenian Television Companies. Compass band is the winner in a result
of the votes of the judges and SMS voting. Ruben Tumanyan noted that
the details concerning the final result are in the clarifying stage.

“Gohar Gasparyan, the head of Armenian delegation to “Eurovision”
is in Geneva and will return only next week. As she have all the
information needed, only after her return we would be able to examine
the situation and present the results” noted Tumanyan.

According to the regulations of the contest, only children aged
10-15 can participate in the creation of the song. On Sep 30 JESC 2012
Armenian Final took place live on First Channel of Armenia and 17 songs
took part in the contest. Compass band with the song “Sweetie baby”
won the final by SMS and professional jury voting with 50/50 ratio. On
1st of December the 10th Junior Eurovision will be held in Amsterdam,
the capital of The Netherlands with the slogan “Break the Ice”.
