YEREVAN, OCTOBER 9, ARMENPRESS: Azerbaijan continues to express
its concerns pertain to the opening of Airport in the Capital of
Nagorno Karabakh. Azerbaijani Foreign Affairs Ministry spokesman Elman
Abdullayev came forth with a statement regarding this issue, Armenpress
reports citing 1news.az. This time Azerbaijani FMA spokesman expressed
his dissatisfaction concerning the foreign companies’ activities,
particularly dwelling on French Tales Company.

Stating that the company must immediately cease its activities in
the airport, spokesman even threatened ” Otherwise Azerbaijan will
apply equivalent measures against the company” .

Once again trying to raise a big fuss Foreign Ministry representative
stated as though Armenia has further goals to use the airport for
military purposes. Rumors referring to Stepanakert Airport do not cease
lately. Reportedly Azerbaijani mass media is busy with speculating
their traditional disinformation. Azerbaijani APA agency based on
its , so calling diplomatic sources , issued a statement, as if there
is an internal agreement between Turkey and Azerbaijan, according to
which Turkey will close the airspace for Armenia if Armenians launch
flights to Nagorno-Karabakh. While it is obvious Azerbaijani mass
media’s regular groundless statement may not correspond to reality:
Turkey despite its friendly attitude towards Azerbaijan will hardly
take such a step.

leading hostile and destructive politics towards Armenia ” Ruben
Melkonyan Vice-Dean of the Faculty of Oriental Studies YSU told in
the briefing with Armenpress. “Turkey completely retards from 21st

Le ministère turc des Affaires etrangères a mis en garde l’Armenie
qui a decide d’ouvrir l’aeroport de Stepanakert [Hankendi dans le
communique].

Un communique du ministère a qualifie cette decision de ” provocation

” La decision de lancer des vols de test dans l’aeroport de Hankendi
est une provocation evidente qui risque de mettre en peril le processus
de negociation visant a trouver une solution au desaccord sur le

L’ancien Ministre de l’Environnement Vartan Ayvazian a reaffirme
qu’il n’avait pas exige de pourcentage d’une societe d’extraction
americaine et a indique qu’il a ete injustement condamne a une amende
par une cour federale americaine.

Dans une decision datant de juillet, la Cour general du Sud de New-York
a ordonne a Ayvazian de payer 37,5 millions de $ a la societe Global
Gold company de dommages compensatoires pour la perte d’une de ses
licences d’exploitation en Armenie.

Le Ministère armenien de la Protection de l’Environnement avait retire
en 2006 une licence pour exploiter le depôt d’or d’Hankavan dans la
province centrale du Kotayk.

Global Gold company pretend qu’elle a ete penalise pour avoir refuser
de payer 3 millions de $ de pourcentage exige par Ayvazian.

La cour de New-York a ordonne a Ayvazian d’indemniser Global Gold
company parce qu’il etait de facto le proprietaire de SHA, une societe
obscure qui a vendu la propriete d’Hankavan a la societe americaine en
2003. Dans cet accord de prise de contrôle, la societe SHA a garanti
que Global Gold company n’aura aucun ennui pour extrayre l’or et
d’autres metaux.

En repondant sur Facebook aux auditeurs de RFE/RL, Ayvazian a pretendu
que ni lui ni n’importe quel membre de sa famille n’a possede SHA. Il a
dit qu’il discutera bientôt des revendications de Global Gold company
devant la cour de New-York. Il a refuse de donner des details.

Le verdict de la cour americain est entre en vigueur le 10 août et
n’est plus suceptible d’un appel.

Selon Global Gold company, la societe SHA appartenait formellement
a trois individus proches d’Ayvazian et de ses parents.

Ayvazian a admis que des membres de famille possèdent plusieurs
societes qui disposent de licences du gouvernement afin d’effectuer
des recherches dans des secteurs a travers le pays. Des investisseurs
chinois ont paye 24 millions de $ pour acheter 35 pour cent des parts
d’une de ces societes l’annee dernière.

” Pourquoi la famille d’Ayvazian n’aurait-elle pas le permis
d’effectuer de telles explorations ? ” a dit l’ex-ministre. ” Par la
meme logique nous pourrions etre prive du droit de respirer “.

Azerbaijan’s essential role has been highlighted at the conference
of the UK Conservatives Party

Baku – APA. The European Azerbaijan Society (TEAS) has organized Baku
to Birmingham reception at the Hyatt Regency, Birmingham, during the
annual Conservative Party Conference on October 7. TEAS told APA that
the importance of partnership relations between Azerbaijan and the
UK was underlined at the event.

Demand for the event was so strong that hotel staff insisted on turning
away some delegates. Speaking to an audience of over 150 Conservatives,
Leon Cook, Director of Communications, TEAS, said: “The UK is still the
largest contributor of foreign domestic investment (FDI) to Azerbaijan,
and we want to see much more engagement from the Foreign Office and
Members of Parliament with this strategically important country and
region. 2012 has seen Azerbaijan elected as a non-permanent member to
the UN Security Council, the hosting of the Eurovision Song Contest,
and the FIFA U-17 Women’s World Cup is currently being played there.”

Laura Sandys, MP for Thanet South, Parliamentary Private Secretary
to Greg Barker, Minister for Energy and Climate Change; and member
of the Energy and Climate Change Select Committee; and a founding
member of the Conservative Women’s Muslim Group, first became aware
of Azerbaijan’s extensive energy resources when she visited the
Baku-Tbilisi-Ceyhan (BTC) oil pipeline. Opened in 2006, this conveys
Azerbaijani oil to from the Caspian Sea to the Turkish coast. She
continued: “Azerbaijan is an important partner, not just to UK, but
to the west as a whole. Azerbaijan and the Caspian basin will play
a crucial role in ensuring energy security.” Ms Sandys went on to
recognize how Azerbaijan is a friend to the west in a geopolitically
challenging environment, and emphasized the importance of bilateral
trade between Azerbaijan and the UK.

Christopher Pincher, MP for Tamworth; member of the Energy and Climate
Change Select Committee; and Chair, All-Party Parliamentary Group for
Azerbaijan, continued: “Azerbaijan is vital to ensure European energy
security, and construction of the Southern Corridor is necessary to
diversify supply routes away from Russia. However, there is much
more to Azerbaijan than the energy sector. Tourism in the country
is developing, and there are plenty of opportunities for hiking and
skiing. Baku now boasts some excellent new hotels, and there are
already around 5000 British expats working in the country.

“Senior cabinet members should visit Azerbaijan to demonstrate our
high regard for relations with Baku. In particular, I believe that
a visit to the country by William Hague, Foreign Secretary, would be
very beneficial.

“We should also remember that Azerbaijan’s success has occurred despite
the forceful occupation of Nagorno-Karabakh and the seven surrounding
regions by neighboring Armenia. This has caused 875,000 citizens to
become internally displaced persons (IDPs) and refugees, and remains a
major concern for the Azerbaijani people. It is necessary for swift,
peaceful, resolution to be achieved through diplomatic means, and

Turkey’s stance on Syria not related to economic accounts

Turkish Prime Minister Recep Tayyip Erdogan said on Tuesday that
Turkey’s stance regarding Syria was not related to economic or
political accounts.

The ruling Justice and Development (AK) Party chairman Erdogan
responded to criticisms on Turkish government’s policy about Syria
during his speech at the his party’s parliamentary group meeting.

Erdogan said that Turkey could not remain indifferent to what has
happened in its neighboring country.

The number of Syrians who fled violence in their country and who were
staying in camps in Turkey was almost 100,000, he said, adding that
Turkey would keep exerting efforts for Syrian people.

Turkey did not have eye on land or sovereignty of any country, he said,
stating that Turkey was exerting efforts to save Syrian people from
chaos and cruelty.

Turkey always supported Iran in its nuclear programme

Despite numerous sanctions and pressure on Iran by the U.S. and the
EU, Turkey has always supported the country’s position in its nuclear
program, TRT Haber TV channel quotes Turkish Prime Minister Recep
Tayyip Erdogan as saying.

According to Erdogan, Turkey’s relations with other countries do
not depend on religious affiliation. Thus, Sunni Turkey has always
supported the Shiite Iran, Erdogan said.

“Despite the West’s persuasion to change our position on Iran, Turkey
continues to support Tehran’s nuclear program,” Erdogan said.

The U.S. and other Western countries accuse Iran of developing nuclear
weapons under cover of peaceful nuclear energy program. Tehran denies
the charges, saying its nuclear program is exclusively peaceful.

Turkey to always support Azerbaijan in Nagorno-Karabakh conflict

Turkey has and will always support Azerbaijan in the Nagorno-Karabakh
conflict, Turkish Prime Minister Recep Tayyip Erdogan said on Tuesday,
TRT Haber channel reported.

“Turkey supported Azerbaijan after the unjust seizure of Azerbaijani
lands by Armenia. We will always support Azerbaijan,” Erdogan said.

He also noted that Turkey fought against injustice, no matter in
which country it is throughout the history.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

SCOTLAND’s teenagers took an adult-sized stride towards the elite
round of the 2013 European Under-19 Championship with this accomplished
victory over Armenia.

The top two teams from this qualifying group, which also includes
Romania and Switzerland, guarantee themselves the right to contest a
place in next summer’s continental finals in Lithuania and four goals
in 19 second-half minutes were enough to put Ricky Sbragia’s side on
to easy street. With the other two sides playing out a 1-1 draw at
the Falkirk Stadium, victory for Scotland against Romania tomorrow
night would see them get their work done early.

Chelsea’s Islam Feruz led the line in Sbragia’s 4-2-3-1 shape,
and while he did not score for his adopted country, his coach was
effusive in his praise of the former Celtic player.

“I thought Islam was outstanding tonight and this was probably the
best game he has played for us,” said Sbragia. “He had good movement,
good body strength, and I really wish he had got a goal because he
deserved it. But the team won and he made a great goal for Kennedy. I
was really pleased for him.”

This age group in Scotland is bursting with potential -Aberdeen’s
Ryan Fraser, the SPL young player of the month, didn’t even make
it on to the field -and Sbragia had the rare privilege of fielding
players with first-team experience at both Celtic and Rangers. They
didn’t disappoint. The side was captained expertly by Fraser’s namesake
Marcus of Celtic, the opening goal came from a free kick from Parkhead
left-back Joseph Chalmers which would have done Charlie Mulgrew proud,
while Barrie McKay and Lewis MacLeod, the two teenage tearaways who
have kept their heads above water in Rangers’ third division travails
this season, netted a fine goal each.

Matthew Kennedy, a winger who did enough at Kilmarnock to impress David
Moyes at Everton, completed the scoring after Feruz had outrageously
wriggled past three defenders on the right-hand touchline.

Scotland have never played Armenia at full level, but they had met
at this age group almost exactly three years ago (the Scots winning
6-1 in Austria) and before long Feruz was terrorising their back
four. On another day, he might have had four goals in the first
half. His flashy finish as he ran on to a pass from John Herron
was too close to goalkeeper Gevorg Harutyunyan, then fired into the
sidenetting from a dangerous McKay centre. The Somali-born youngster
then swivelled to fire an drive off the underside of the crossbar
before stinging Harutyunyan’s palms once more on the turn.

There were a few hairy moments at the other end too. “I wasn’t happy
at half-time, because we were too deep, too open as a team,” said
Sbragia. “If we had played the way we did in the first half against

Armenian Progressive Politics Conference Sees Highs, Lows

Following successful presentations in San Francisco and New York,
a conference tackling Armenian progressivism and politics on the
occasion of the Republic of Armenia’s 21st year of independence
took an unexpected stumble in Los Angeles because of what organizers
described as a security issue that threatened the well being of one
of the panelists.

This claim however is being rebutted by both conference participants
and audience members who allege that a small fraction of the political
sponsor backpedaled, giving contradictory and confusing statements
about security issues, causing other panelists and attendees to walk
out and hold their panels at an ad-hoc location nearby.

After reaching Los Angeles on Friday, Oct.5, Armenians and Progressive
Politics (APP) conference panelist Mamikon Hovsepyan, an LGBT rights
activist and president of Yerevan-based NGO, PINK Armenia, was told
that threats were made against him and given private security as
a precautionary measure. By Saturday however, the situation had
taken an unexpected turn as the panelists said they were told by
two members of the host organization, the Armenian Revolutionary
Federation’s Western Region, that Hovsepyan would not be allowed to
speak. The conference was organized by the ARF Central Committee –
Eastern Region and co-sponsored by the Armenian Society of Columbia
University and the ARF Western Region.

Given the South Caucasus country’s challenges with LGBT issues and
discriminations faced by its gay community, Hovsepyan has been no
stranger to resistance. Speaking via Skype to Ianyanmag however,
the panelist said that the evening’s circumstances raised suspicions
among them as organizers were not able to offer any clear and concrete
reasons about the security threat and overall situation.

“The whole thing wasn’t very well explained, it was very secretive,
we were not aware of all the details,” said panelist and co-founder
of the Women’s Resource Center Lara Aharonian. “They were keeping us
in the dark, saying ‘listen to us, we know what’s best for
you.'” Hovsepyan agreed.

“It was not clear for me, one was saying it was for my security,
another for their security, I couldn’t understand whose security was
the most important,” said Hovsepyan.

Kirk Wallace, programs manager in Yerevan for the Armenian
Environmental Network said the group was trying to understand and get
to the reason why Hovsepyan would not be allowed to speak, without
much success.

“At this point, there were two of them, one of them was saying it was
for Mamikon’s safety, the other was saying ‘no it’s not about that,
it’s about security in general.’ One of them blamed problems with
translations. We asked, ‘Is Mamikon in danger inside?’ They said no.

They said ‘We cannot give you details. We had a security issue.’

It became clear to the panelists that the worry about Hovsepyan
presenting was in fact an internal issue among a few who were part of
the sponsoring organizations, rather than an external issue, they said.

“There were so many inconsistencies and no details of the threat,
we believe they wanted to make sure we didn’t get these details,”
said Wallace.

In a show of support for Hovsepyan, the other panelists, which
included Wallace, Aharonian as well as Arpine Galafyan, president
of the Institute for Democracy and Human Rights in Armenia and Sona
Ayvazyan, project director of Transparency International, Armenia,
gathered their material and continued their presentations at Mexican
restaurant “Los Burritos” down the street. A good portion of the
audience followed, said Wallace.

The restaurant accommodated the group, which numbered around 30 people
and the presentations continued at the alternative location. A few
of the organizers, who the panelists identified as being different
from the two ARF members they said did not allow Hovsepyan to speak,
stopped by and apologized to the group, inviting them to speak on
KPFK 90.7 FM radio station, they said.

The panelists said they were willing to forget about the incident
until an editorial appeared on Asbarez, published by the Western USA
Central Committee of the ARF about the events was posted, which they
described as a distortion of the truth.

The piece, posted on Sunday, Oct. 7 pointed out that an “unfortunate
security issue which could have threatened the well-being of one of
the panelists as well as the safety of attending audience” led the
committee to cancel one of the presentations, while offering the
presentation paper to be read by another panelist.

Though the piece does not provide detail about the cancellation,
Hovsepyan and his fellow panelists say it was his presentation and
Galafyan was designated to present it in his absence.

“This decision and ensuing offer caused some of the other panelists
to overreact unequivocally and to refrain from making their own
presentations, denying the attendees from hearing much anticipated
discussion,” the editorial went on to say, causing a few attendees
to take to Facebook and express their frustrations about the posted
statements. Some criticized the organizers for not securing the
location of the conference with the help of law enforcement while
allowing Hovsepyan to continue speaking.

Claims that the ARF set out to silence Hovsepyan are being challenged,
however.

Vache Thomassian, a member of the organizing committee of the
conference said that the organizers were fully aware of the work
Hovsepyan, Aharonian and Galafyan were involved in, which is exactly
why they were chosen as panelists after thoughtful deliberation,
in order to help address the diaspora’s often criticized disconnect
from Armenia’s current reality.

“The panel topics chosen for this conference and the speakers chosen
to discuss the topics were purposefully bold, unabashed figures that
do not shy away from controversy, and are not afraid to share their
critical opinions. That was the entire point,” he said, adding that
it was disheartening to hear criticism that the ARF tried to silence
Hovsepyan or sidestep the issue of LGBT rights.

“If that were truly the intention, the opportunity would never have
been provided in the first place, the posters would not have been
printed and the plane tickets would not have been purchased. It’s
simply illogical to be an entity that extends an invitation with an
ulterior motive of quieting a speaker. Critical thought, debate,
and constructive discourse are always good things that should be
encouraged.”

Thomassian said the security risk against one of the panelists
was terrible, but also stressed that it was not fair to label the
entire Los Angeles Armenian community or the ARF as homophobic or
not progressive.

“I sincerely hope that the narrow and disparaging narrative
that some people want to portray does not negate the important
foundational work that has taken place to begin to educate our
diasporan communities about social struggles taking place in the
homeland be they environmental, human rights, women’s empowerment,
gay rights or anti-corruption.”

Despite the incident or perhaps because of it, the panelists regarded
the conference an overall success, saying that three city tour did a
fine job of raising awareness of issues that regular Armenians face
in the South Caucasus.

Maro Matossian, a supporter of APP and the director of the Women’s
Support Center NGO in Armenia praised the efforts of organization,
which began as an initiative of the ARF and was first held in 2006,
leading the way for issues like domestic violence, environmental
problems and corruption to be discussed at a community level in the
diaspora for the first time, in an effort to bridge the information
and idealogical gap between it and citizens in Armenia.

“As a long supporter of APP, I see the value in it, and how it brought
progressives together,” she said, adding that she wanted to express
her support for future conferences like it. “It included speakers
that do not share any Dashnak (ARF) views and in that respect, it is
progressive and very inclusive.”

Wallace said the incidents in L.A. perhaps helped human rights and
social justice issues in Armenia gain more traction with its diaspora.

“You know what they say, there’s no such thing as bad publicity,”
he said. “The audience was small, so what they did was help spread
the issue and now everybody’s talking about it.”

They also stressed that those who they encountered issues with at the
conference remain a very small fraction within the Western region of
the ARF and do no represent the political party as a whole.

Speculation about the underlying reasons for the incident remains high,
with some pointing to Hovsepyan’s use of ARF member of Parliament
Arstvik Minasyan’s statements and photo in his presentation in New
York as a reason for the breakdown in L.A. The member of parliament
was accused of encouraging hate crimes against LGBT people during
the bombing and defacing of a gay-friendly bar in Yerevan earlier
this year.

The conference, which intended to examine the “21-year trajectory of
Armenia’s statehood, economy, and society,” also included speakers
such as Chris Hedges, Pulitzer Prize-winning journalist, Sarah Leah,
director of the Middle East and North Africa division of Human
Rights Watch.

Hovsepyan’s PINK Armenia, dedicated to promoting sex education as
well as fighting against discrimination based on sexual orientation
in Armenia was honored by the Hrant Dink Foundation in September for
their efforts in the country.

The details surrounding the security issue still remain unclear.

Democratic Union/Christian-Social Union Coalition adopted a special
document concerning Nagorno Karabakh at the conference “Deutschlantag”
held in Berlin on October 5-7.

European Azerbaijani Society told APA that the document reads that
Armenia that restored its independence after the collapse of the USSR,
occupied Nagorno Karabakh region and other surrounding districts from
Azerbaijan. Though UN and other international organizations adopted
several document on the liberation of the territory of Azerbaijan,
Armenia didn’t implemented them.

“Junge Union” has passed the following decisions:

1. The organization demands the joint efforts made towards the
settlements of Nagorno Karabkh conflict should be increased by OSCE,
EU and CIS countries.

2. The Armenian government must withdraw its troops form Nagorno
Karabakh and other the occupied territory of Azerbaijan. Nagorno
Karabakh is an inseparable part of Azerbaijan.

3. The territorial integrity and inviolability of the borders of the
Republic of Azerbaijan, as well as the security of the people living
in the region must be restored as much as possible.

The chairman of European Azerbaijani Society Tale Heydarov made a
speech at the conference. Heydarov said that the main aim of the
European Azerbaijani Society was to hold discussion towards the
settlement of Nagorno Karabakh conflict and to give fair advice.

Note that, the youth organization “Junge Union” unites 130 thousands
people and is the largest youth organization of Europe.
