Selon le site officiel du Président d’Azerbaïdjan, la déclaration est
celle du Président de l’Azerbaïdjan, Ilham Aliyev dans son discours
inaugural des travaux de rénovation au parc Nubasha de Barda.

` Je n’ai aucun doute sur une solution prochaine à ce problème et sur
le rétablissement de l’intégrité territoriale de l’Azerbaïdjan. La
raison de mon optimisme est bien connue : la réussite du développement
de l’Azerbaïdjan. Dans aucun domaine, que ce soit celui de l’économie,
de la résolution des problèmes sociaux, des moyens militaires, du
renforcement des positions internationales de notre pays,
l’Azerbaïdjan et l’Arménie ne sont comparables ` a déclaré le
Président Aliyev.

Selon le chef de l’état, aujourd’hui, l’Azerbaïdjan avance et
l’Arménie recule et ses dégrade.

Notant que le Haut-Karabagh étant une partie intégrante de
l’Azerbaïdjan doit être dans l’Azerbaïdjan, le Président Ilham Aliyev
a dit qu’aucune autre variante ne peut-être envisagée et que nous
devrions nous battre pour cette variante.

` Les négociations, probablement, seront poursuivies pendant un
certain temps. Je ne l’exclue pas. Mais à la fin de ces discussions,
nous retournerons dans ces terres. ` Je veux bien sûr le faire sans
effusion de sang. Nous devons cependant être prêts à toute
éventualité. Aujourd’hui, nous avons non seulement une économie forte,
nous avons aussi une armée forte, le potentiel militaire et humain, le
sentiment patriotique ` a-t-il noté.

Le Chef de l’état azéri, dans une envolée lyrique, ajoute la solution
des problèmes sociaux au catalogue des réussites du régime. Peut-être
a-t-il oublié les populations chassées par le conflit que
l’Azerbaïdjan a déclenché, et qui attendent toujours dans des
bidonvilles de Bakou (sauf évidemment, celles qui se sont logées dans
les maisons des Arméniens) ? Passant sur le hiatus qui fait du retour
des terres une variante dans le même corps de phrase où il est dit
qu’il n’y en a pas, le Chef de l’état azéri dit au fond que cela n’est
pas négociable. Il s’enfonce deux phrases plus loin, allant jusqu’à
dire qu’il continuera les négociations, à condition qu’à leur issue
les terres soient retournées à l’Azerbaïdjan.

Pas très cohérent…

Il dit ne pas vouloir une nouvelle effusion de sang mais fait tuer
tous les jours des jeunes soldats arméniens sur la ligne de contact.
Ce qui est probable, c’est qu’il ne veut pas la guerre. Il sait les
risques qu’il y a à ouvrir un conflit, pour lui-même et pour son pays.
Mais à trop s’engager verbalement, peut-être sera-t-il forcé de le
faire ?

Christian Maggio impressed for Italy, but explains how he felt on the
floor watching Armenia’s goal go in.

The Napoli winger, who plays as a right-back for the Azzurri, was down
injured after a nasty clash of heads with Davit Manoyan, but the
referee waved play on and Armenia equalised.

`I don’t remember much about that moment,’ confessed Maggio. `I
couldn’t follow what was happening. It was a heavy blow to the head,
but I feel better now.’

Italy went on to win 3-1 with second half goals from Daniele De Rossi
and Pablo Daniel Osvaldo adding to Andrea Pirlo’s penalty.

`In the first half we struggled, but after the break the spaces opened
up and we did well to make the most of them.

`I tried to push down the wing and we are happy, as today we managed
to put into practice some of the things we do in training.’

Armenia gave Italy some trouble in Yeravan, but in the end, the
Azzurri managed to collect all three points.

At times, things certainly looked dicey for Italy in Armenia. Andrea
Barzagli and Leonardo Bonucci were poor, allowing Armenia to slip
behind the defense. Sebastian Giovinco was unimpressive. Henrik
Mkhitaryan was threatening. It was no surprise, really, that the score
was 1-1 at the halftime whistle. But in the end, Italy dug deep and
pulled off a 3-1 win, placing them alone at the top of Group B.

In other unsurprising news, it was Andrea Pirlo who scored the first
for Italy. As the visitors surged forward, a shot hit the arm of
Armenian defender Hrayr Mkoyan. A rather harsh penalty was given,
which Pirlo took calmly, a slow roller that sent Roman Berezovski the
wrong way.

The equalizer came when Armenia took advantage of a clash of heads
between Christian Maggio and Davit Manoyan. There was no whistle, and
the hosts played on, with Mkhitaryan able to slip in behind Barzagli
and slot his shot into the opposite corner.

Armenia came out for the second half determined to take all three
points, but Gigi Buffon had other ideas. He held off the onslaught for
long enough to allow Italy to get back in front. Pirlo was again
involved, curling in a spectacular cross. Daniele De Rossi was waiting
in the box, his diving header hitting the crossbar and dropping in.

Just in case Armenia had any ideas about coming back to collect a
point, Pablo Osvaldo put those thoughts to rest with a header off Roma
teammate De Rossi’s free kick. It may not have been flawless from the
azzurri, but it’s enough to keep them on top and advancing toward
Brazil.

Marchisio: Armenia won’t be easy

Claudio Marchisio has warned his Italy teammates that there are no
easy games in international football ahead of tonight’s Armenia tie.

After a 2-2 draw in Bulgaria and a 2-0 win over Malta, the Azzurri
resume their World Cup qualifying campaign in a tie that the Juventus
man is not underestimating.

`It’s a really important game,’ stated the former Empoli man. `Not
only do we want to get the win, but we want to put in a good
performance too.

`Armenia are a well organised side and we will have to show them the
utmost attention on the field of play. There are no easy games at top
level.’

Italy struggled to impress last month, but the Euro 2012 player is
optimistic that they’ll be sharper in their next two matches.

`We’ve got Armenia this week and Denmark on Tuesday, so we need to be
ready for both matches,’ he continued.

`We’re in good shape though, better than how we were before the
encounters against Bulgaria and Malta.’

David Tonoyan: “The unsettled conflict doesn’t impede implementation
of defense reforms”

Interview of the First Deputy Defense Minister of Armenia to Mediamax

-Mr. Tonoyan, military education is one of the main areas of defense
reforms. What is the main ideology and reforms in this area?

– Indeed, as part of the defense reforms, the issue of military
education is one of the priorities for the Armenian government. The
Armenian Armed forces can’t stay aside from international trends of
military education development. The measures taken in this are aimed
at bringing our military-educational sphere in line with modern
standards and integrate it into international educational system.

The quality standards of the 21st century Armenian officer is
expressed in the main provisions of military-educational concept,
which are gaining and development of intellectual, educational,
professional, strategic self-preparedness, moral training indexes.
Thus, to replenish the Armenian Armed Forces with sensible and
skillful officer staff we should work out and introduce conceptual
approaches to education, training and advanced training for the
officer staff. As a result we are expecting to have officers
corresponding to international standards with theoretical and
practical knowledge and skills enabling to conduct both a modern
all-arms battle and peacekeeping operations. In this context, we pay
much attention to development of officers’ skills on making and
carrying out conscious and independent decisions.

We consider the foremost experience in defense reforms in the armed
forces of a number of countries useful to establish the career
development path of the officers who perfectly hold the military
profession.

Back in 2005, Armenia officially joined the Bologna Process having
aimed at joining the European Space for Higher Education in the end.
It supposes implementation of radical changes in the systems of
secondary, higher and lifelong learning to which the
military-educational system of the Armenian Armed Forces reacts.

– The introduction of professional sergeant staff has been much
spoken about recently. In which phase is the process now and when are
you going to finish it?

– Contract sergeant service formation is one of the key issues of
shifting to contract military service. Strengthening of the fighting
capacity of the Armed Forces and discipline in the army through
uniting the officers’ knowledge with the sergeants’ experience and
skills are two main goals we aim at.

To this end, according to the program of defense reforms, the process
of training contract sergeants launched back in February 2008.

Training courses for contract sergeants are conducted in two phases
within a year – January-May and July-November. During the courses the
Deputy Rifle Platoon Commanders and Rifle Section Leaders are trained.

A number of changes concerning contract sergeants have been made in
the legislation. In particular, according to the amendment introduced
in Law “On Performing Military Service” contract sergeants were
separated from `Private Staff’ becoming a `Warrant Officer Staff’.

Works on development of new educational programs and amendment of the
current ones for the higher level of contract sergeant staff (Company
Sergeant, Staff Sergeant and Battalion Sergeant) are currently
underway.

Introduction of the contract sergeant system is a long-term and
ongoing process. It took decades for even such countries as Great
Britain (which has a 300-year history of sergeant staff) and U.S. (50
years of history of contract sergeant staff) to achieve what they have
now. So, I think it’s still early to speak about the exact date of
completion of the process.

– In late 2011, an international expert group formed under NATO aegis
visited Yerevan to support military-educational reforms in Armenia. As
a result of the visit, it was stated that the program of command and
staff courses for senior officers that will later become the Command
and Staff Academy of the Ministry of Defense should be finally
elaborated. Besides, the plans on establishing a National Defense
University were also spoken about. Which phase of the process we are
in now and when are you going to set up other educational structures?

– We plan to organize the first command and staff course in 2013 which
will become a prototype for establishing the command and staff
military-educational institution scheduled for 2015. Under the decree
of the Minister of Defense of Armenia, a task force has been formed
which coordinates works of organizing the command and staff course.

The task force worked out the draft of state educational criterion for
the qualification of “Master of Military Management” of higher
military education which will be submitted for approval of the
Ministers of Defense and Education and Science. Two educational
programs for command and staff course based on the experience of
various countries as well as proposals of relevant subdivisions of the
Ministry of Defense and General Staff are being elaborated now.

As for the National Defense University, it will help us provide
political education in the defense and security spheres on the
strategic level, re-training and advanced training of senior officer
and command staff of the Armed Forces as well as senior officers of
other ministries involved in handling defense and security issues. It
will be implemented in form of the 2nd university degree, postgraduate
and additional education. It’s a long-term goal which supposes
formation of a serious scientific potential. I believe necessary
conditions for establishing the National Defense University will be
created within next 3 years.

– Minister of Defense Seyran Ohanyan said not so long ago that the
military education will be one of the priority areas in
Armenian-American military cooperation.

-Development of military cooperation with various countries is going
on. Core and some associated areas underlie the cooperation with each
state. It’s military education that’s one of the priority areas in
case of Armenian-American cooperation.

A large group of Armenian officers takes re-training and earns
education in various military and educational institutions of the U.S
on a yearly basis. Besides, a number of specialists from various
subdivisions of the U.S. Armed Forces provide professional and
methodological support within the reforms in military-educational
sphere in Armenia.

As for the special role of the military education in the cooperation
with the U.S. it’s conditioned both by U.S. leading role in the sphere
and readiness to provide assistance and relevant resources to partner
states including Armenia.

– In which countries do Armenian officers take re-trainings? Russian
military universities have long been considered our main “forge” for
our officer staff. What is the situation like today?

– Since 1994 up to now, military-educational institutions of the
Armenian Defense Ministry have been the main “forge” for the officer
staff of the Armenian Armed Forces.

Within annual bilateral military cooperation programs, the
representatives of the Armenian Armed Forces get education and take
professional re-training in military-educational institutions of
Russia, U.S., Germany, China, France, Italy, Lithuania, Greece, Poland
and a number of other countries.

We are going to realize staff training in Kazakhstan as well in 2013.

After the declaration of independence and up to now, we have received
invaluable support from Russia in providing military educaiton for the
Armenian officers. The representatives of the Armenian Armed Forces
get higher military and professional education in various military and
educational institutions operating within the territory of our ally. I
should note that the military-educational system of the Russian Armed
Forces is also being reformed now.

The final aim of our reforms is to make Armenia a much more
self-sufficient country in the military education sphere.

– Can Armenia shift gradually to professional army after the
completion of the reforms or it’s impossible due to the unsettled
conflict?

Relevant geopolitical conditions are needed to shift to professional
army. In case of reaching such conditions, is it possible to shift to
professional army? You fairly noted that we have an unsettled conflict
and in these conditions not a single state except for several
super-powers can afford full shift to the system of contract military
service.

Consequently, we will continue reforming our Armed Forces on the mixed
principle – mandatory and contract – gradually increasing the volumes
of the latter. Besides, the Nagorno-Karabakh conflict will no way
impede or slow down the rates and volumes of defense reforms, just
vice versa. Enhancement of fighting capacity of our Armed Forces was
and still is our main goal and the military and educational reforms
are one of the most important components of success of the process.

A fresh tide of environmental protest is starting in Armenia – this
time against the construction of a hydro-power plant in the Ijevan
preserve. Ecologists say the construction will damage the entire
eco-system of the area and will increase landslides.

The Government had approved the construction on the Paghjur
(Khachaghbyur) river in the northeastern Tavush province of Armenia.

The site for the second hydro-power plant on the same river is below
the Lastiver waterfall.

The Lastiver waterfall and a rare “two-storey” cave there are among
the best natural sights in Armenia. The place is covered with virgin
and dense forests and rich flora, while the Paghjur is famous for
its trout, which is now included in the Red Book of endangered species.

“This is simply genocide against our nature, our amazing nature will
become hell, as landslides already now have increased in our areas. If
they go on with this construction project and the forest is logged,
our villages will one day be buried,” Getahovit resident Artur Avagyan
told ArmeniaNow.

Environmentalists and villagers of the 2,000-strong rural community
say the construction company, Megaenergy Ltd., is acting illegally,
as it has no proper documentation on the allocation of land and
findings of environmental expert examinations.

Land was allotted to the company by the head of the nearby Yenokavan
community only to find later that the actual construction would be
in Getahovit. With a September 14 resolution the Yenokavan mayor
invalidated his previous construction permit.

Meanwhile, construction continues. A group of environmentalists who
were at the site two days ago say they witnessed the destruction of a
large part of the “Arjatkhleni” Reserve. They say about a dozen pieces
of heavy construction machinery, including bulldozers and tractors,
“invaded” the reserve, uprooting rare trees known in Armenian as
“Arjatkhleni” and in English as Turkish hazel (this tree is native
to southeast Europe and southwest Asia).

The company’s CEO Yerem Sargsyan, who first introduced himself to
the protestors as an environmentalist and only then confessed he was
the constructor, gave assurances that “no tree has been cut”. He also
told the green activists to “shut up”.

Teghut Defense Initiative member Artur Grigoryan said sarcastically:
“Yes, they are not cutting trees, they are just uprooting them with
bulldozers.”

Under the design, a three-kilometer-long pipeline is to pass through
a narrow, wooded valley. It will take up to ten meters in width,
which means that about 30,000 square meters of forest area will be
destroyed only because of the construction of this pipe.

“We only need to understand what landslide processes will arise because
of the logging of these hillside trees, this is a crime fraught with
catastrophic consequences,” Trchkan civil initiative group member,
geographer Levon Galstyan told ArmeniaNow.

A positive environmental assessment, done by an affiliate of the
Ministry of Nature Protection emphasizes that trees will not be cut.

(The examination was conducted two months after the launch of the
construction project.)

“What is called examination is just a copy-paste from other documents,
only names are changed. I asked the expert if he knew there was a
dense forest there and if yes, how could he write that no tree would
be cut. He says he was told by the village mayor that there was no
forest. The examiner never visited the place,” says Galstyan.

Deputy head of the Environmental Expertise state non-commercial
organization Henrikh Grigoryan told ArmeniaNow that a proper
examination was conducted in the area. “I’ll once again check, we’ll
clarify things,” he added, however.

Village residents already feel the negative consequences of another
hydropower plant that was constructed on the same river three years
ago. This plant is owned by opposition Free Democrats Party head
Khachatur Kokobelyan’s family. The residents say the river has become
shallow and farmers’ agricultural fields remain without irrigation.

“We don’t have water for months, and soon we’re going to have to
forget about agriculture. If another hydro is built, all villagers
will just leave,” 54-year-old Getahovit resident Stephan Dallakyan
tells ArmeniaNow.

Villagers say they won’t stop their fight and will go on holding
protests near the Government building in Yerevan where Minister of
Nature Protection Aram Harutyunyan received some of them on Thursday.

After hearing the evidence and arguments, the minister ordered
setting up a commission to examine the case. He also suggested that
the building company “temporarily” halt the construction.

However, this appears to be only part of a broader issue as
environmentalists are concerned over government plans to encourage the
construction of small hydropower plants in the country. Permissions for
building as many as 70 such hydropower plants have already been issued
and the total number of such facilities is expected to be around 300.

“As many as 140 small hydropower plants have already been built in
Armenia, and 70 more are under construction. Still, no studies have
been conducted to assess how the construction of these plants will
affect their respective areas, meanwhile that could spell a disaster
for the entire ecosystem,” says Ecolur NGO head Inga Zarafyan.

Environmentalists are convinced that their fight will produce a result
as it happened in the case with Trchkan, another waterfall where a
hydropower plant construction had been planned but was eventually
foiled by environmental protests last year.

Traditional daily reports of the Azerbaijani Defense Ministry regarding
situation in the frontline differ from the usual statements.

“Situation in the line of contact has become more tensed,” Azerbaijani
Defense Ministry claims.

Azerbaijani Armed Forces violated the ceasefire, in the line of contact
with Armenia’s and Nagorno-Karabakh’s armed forces, over 13,780 times
since the beginning of this year.

Twelve Armenian military servicemen were killed and twenty-one
others-including three civilians-were wounded as a result of
Azerbaijan’s ceasefire violations since the beginning of 2012.
