The New South Wales resolution on recognizing Nagorno-Karabakh
(Artsakh) marks the start of a process which will have a remarkable
continuation, according to Ruben Hakobyan, the head of the opposition
Heritage party faction in parliament.

`Nagorno-Karabakh’s recognition by the Australian state is, as a
matter of fact, the beginning of the recognition [process] whose
continuation we will witness soon,’ he told Tert.am, noting that the
Armenian Genocide recognition too, was a step-by-step process
pioneered by states which were relatively free from superpowers’
influence.

`I am happy to note that Uruguay was the first to recognize the
Armenian Genocide in the 1960s; then came the South American states
which were relatively free from superpowers’ geographic and political
influence. Australia, in this case, is beyond such influence too, so
the next [countries] to recognize Nagorno-Karabakh will be probably in
South America, etc,’ he said, hailing FM Edward Nalbandyan’s visits to
the those states.

`I think this is the goal behind the visits,’ he said. `In short, the
ice broke, so we will soon witness the negotiation process.’

Hakobyan stressed the role of Diaspora organizations, particularly the
Armenian national committees, in the international recognition of
Nagorno-Karabakh.

With the resolution passed unanimously on the 25th of October, the
Legislative Council of the New South West Parliament recognized the
independence of Nagorno-Karabakh and the right of its people to
self-determination. It also called upon the Australian Government to
recognize Karabakh and strengthen the relationship with the country
and its citizens.

Commenting on the Australian largest state’s move, the Heritage
lawmaker reiterated his stance which requires the Armenian authorities
to recognize Karabakh`We keep insisting that Armenia must recognize
Karabakh. That will speed up the process launched,’ he explained.

Tenth plenary session of the Armenia-EU Association Agreement talks
was convened in Brussels on Friday.

As a result, the parties recorded that the primary parts of the
objectives and common principles of the future agreement as well as
the cooperation issues are agreed upon.

At present, the Agreement’s 28 sections, which refer to economic,
financial, and domain-based cooperation, are closed provisionally.

The parties noted that the talks on the establishment of the
Armenia-EU Deep and Comprehensive Free Trade Zone, which is an
integral part of the Association Agreement, are proceeding with
success. Also, they made arrangement on forming an Association Agenda.

Next plenary session of the Armenia-EU Association Agreement talks is
scheduled for the latter half of December.

YEREVAN. – President Serzh Sargsyan paid a visit to Armenia’s City of
Dilijan on Saturday.

Sargsyan inspected the ongoing reconstruction activities at the
12.8-km section of the interstate motorway that runs through Dilijan,
the President’s Press Office informs.

The reconstruction had begun on July 28. The President was informed
that asphalting is finished completely and the road is at the final
phase of its completion.

The Transport and Communication Ministry representatives assure that
the highway’s aforesaid section will be put into service on November
10, that is, more than one month ahead of schedule.

A delegation of the Council of Coordination of Armenian Organizations
of France (CCAF), headed by its co-chairs Mourad Papazian and Ara
Toranian had a meeting with the delegation of the France-Armenia
Friendship Group of the French Senate, represented by its President
Philippe Kaltenbach and Senators Luc Carvounas, Hervé Marseille and
Bernard Piras.

The discussion focused on the future of the bill criminalizing the
denial of the Armenian Genocide and the official visit of the
President of Armenia to France.

Recalling the commitment of the French President to submit a new bill
criminalizing the Genocide denial, the CCAF delegation stressed the
importance of adopting it as soon as possible. The Co-Chairs reminded
that a similar motion was voted by the National Assembly in 2006 and
voted again by both Houses of Parliament less than a year ago.

Philippe Kaltenbach said the group wants to see a new bill submitted
before 24 April, 2013, Nouvelles d’Armenia reported.

PanARMENIAN.Net – The Municipal Council in the southern Bulgarian city
of Yambol has cancelled a declaration recognizing the Armenian
Genocide two years after adopting it, Focus news agency reported.

20 municipal councilors voted in favor of the cancellation, eight were
against and two abstained from voting. The proposal to cancel the
declaration was tabled by seven councilors at the request of several
organizations whose projects with Turkey had not been implemented
because of the declaration, said the councilors.

According to them, the declaration `has a negative effect on the
partnership relations of the municipality of Yambol, and most of all
of business organizations, with similar organizations in Turkey.’

The declaration recognizing Armenian Genocide was adopted on October
28, 2010 with 28 votes in favor.

in the USA presidential elections is more advantageous for Armenia.
Politician Levon Shirinyan expressed his opinion during the meeting
with journalists on October 27. According to him the victory of the
republicans will bring to a regional tension. `Unlike the republicans,
democrats do not consider Russia as there geographic rival and they
are not as aggressive towards Iran as the republicans’ Armenpress
quoted Shirimyan as saying.

Shirimyan believes that in case of reelection, Obama will try to find
a common ground with Iran, he is also sure that USA is not going
recognize the fact of Armenian Genocide in near future. `USA doesn’t
want to lose the lever on Turkey by recognizing the Genocide’
underlined the politician.

The coming presidential elections of the United States of America are
going to be held on November 6, 2012. The main candidates for the post
of Commander-in-Chief are Mitt Romney and Barack Obama.

Zara Mkheyan. Selon cette dernière Irina Allegrova chantera à Erévan
ses meilleurs succès. Irina Allegrova continuera sa tournée d’adieu en
Russie, dans les pays de la C.E.I.et en Europe. Avant son concert en
Arménie, la chanteuse se sera rendue au aux Etats-Unis et au Canada
avec des prestations à Toronto, Miami, Chicago et Los Angeles.

Irina Allegrova est née à Rostov sur le Don (Russie). Son père, le
régisseur et acteur Alexandre Sarkissov avait opté pour le changement
de son patronyme en Allegrova. Mais Irina Allegrova ne cachait pas son
origine arménienne. Lors du concert pan-arménien « Dashir 2010 » Ã
Moscou, elle était montée sur scène pour chanter « Ð?ÑмениÑ?, Ñ? веÑнÑ?Ñ?Ñ?
к Ñ?ебе » (Arménie, je reviendrai vers toi) pour marquer son amour de
l’Arménie et ses racines arméniennes. En 2012 elle avait également
participé Ã l’Armenia Music Awards. Pour le concert d’Erévan, Irina
Allegrova sera accompagné de son orchestre et danseurs. Un évènement
attendu par des milliers de fans de la célèbre chanteuse.

Lors d’une conférence de presse accordée le 25 octobre à Stepanakert,
Movses Hagopian, le ministre de la Défense de la République du Haut
Karabagh a affirmé que « depuis le début de l’année, les Azéris ont
tenté de s’infiltrer à 7 reprises sur le territoire de la République
du Haut Karabagh. Ils furent à chaque fois repoussés en laissant des
pertes humaines ». Il dit également que depuis le 1er janvier
l’Azerbaïdjan a violé à près de 12 000 reprises le régime du
cessez-le-feu. L’an dernier à la même période ce nombre était de 9
519. Les forces arméniennes ont répliqué à chaque fois qu’il était
nécessaire de répondre à ces tirs. « L’ennemi essaie de mettre la
tension le long de la ligne frontalière afin de causer des dommages au
sein des forces du Haut Karabagh, augmenter le moral des troupes
azéries et occuper des positions plus favorables sur le terrain (…)
mais ces tentatives furent vaines » dit Movses Hagopian. « De notre
côté nous avons sécurisé nos positions ». De plus le ministre de la
Défense du Haut Karabagh affirme « nos soldats sont déterminés et très
bien préparés à faire face à ces agressions ».

Am 24. April 1915 besiegelte die nationalistische Jungtürken-Regierung
des Osmanischen Reichs das Schicksal der Armenier in Anatolien.

Mehr als 600 hoch angesehene Persönlichkeiten und Intellektuelle
wurden damals bei einer Razzia in Konstantinopel verhaftet. Die
Türkei, die im Ersten Weltkrieg Partei für Deutschland und
Österreich-Ungarn ergriffen hatte, beschuldigte die Armenier, mit
Russland gegen sie zu paktieren. Mehr als eine Million Armenier fielen
zwischen 1915 und 1916 Verschleppungen und Massakern zum Opfer.
