Yerevan/Mediamax/. Within the Treaty on Conventional Armed Forces in
Europe (CFE), an inspection group of the Armenian Defense Ministry
paid a visit to Republic of Turkey on November 26-December 3.

14th mechanized infantry brigade of the 9th army corps of the 3rd
field army of Turkey (Kars) and 5th border regiment of the 1st
motorized infantry brigade were inspected, Mediamax was informed in
the press service of the Armenian Defense Ministry.

The inspection group held briefings with the commanders of the above
mentioned subdivisions on the military goals, exercises and general
issues. During the inspection, geographical coordinates and schemes of
military units were specified, the number of equipment and arms
limited under the treaty (military tanks, infantry fighting vehicles,
artillery) and their presence of the researched objects as well as the
general location and borders of military unites were monitored.

The inspection didn’t register any violations of the provisions of the
Treaty by Turkey.

Edward Nalbandian participated in the Foreign Ministers Council
sitting of Commonwealth of Independent States which took place in
Ashgabat on December 4.

As Armenpress was informed from the press, informational and public
relations department of Armenian MFA, the agenda of the council
consisted from more than 10 issues over the multilateral cooperation
within CIS members as well as the documents which would be on the
discussion during December 5 summit of CIS Head of States.

Foreign Ministers mainly discussed the project of CIS draft declaration
on further development of all-round cooperation. The Council of the
Ministers also referred to some cooperation issues in humanitarian,
environmental, security and anti-terrorism spheres. Some other issues
concerning the project on the preparation for celebration of the 70th
anniversary of the Victory in the Great Patriotic War ‘ (1941-1945)
were also discussed.

Armenian Foreign Minister Edward Nalbandian had a meeting with
Konstantin Grishchenko the Minister of Ukraine, which would take the
presidency of CIS in 2013. Interlocutors discussed the results of the
recent sitting of Armenian-Ukrainian interparliamentary committee as
well as the steps which should be taken for the further development
of the bilateral relations. Ministers Nalbandian and Grishchenko
referred to the agenda of OSCE Foreign Ministers Council meeting
which will take place in Dublin on December 6-7.

A simplified visa regime between Armenia and the European Union will
be implemented soon, European Commission President Jose Manuel Barroso
said this weekend.

YEREVAN, Armenia, Dec. 2 (UPI) — A simplified visa regime between
Armenia and the European Union will be implemented soon, European
Commission President Jose Manuel Barroso said last weekend.

Barroso said following a Saturday meeting with Armenian President
Serzh Sargsyan in Yerevan that visa facilitation and readmission
agreements with the European Union would be finalized this month.

They would come into force by mid-2013 in a move designed to strengthen
Armenia’s economic ties to Europe even as it remains deadlocked in
a semi-frozen conflict with Azerbaijan.

“After constructive — and should I say quick — negotiations, we
will be able to sign the visa facilitation agreement on December
17th, followed at a later date by the signature of the readmission
agreement,” Barroso said.

“Our long-term goal is clear and we will work for it — we want
visa-free travel,” the EU leader declared.

Negotiations on the visa liberalization began in February. Under the
facilitation of movement reforms, lower visa fees for all Armenian
citizens would be implemented and waivers would be issued in certain
categories, such as family members and pensioners.

A maximum processing time of 10 calendar days would be instituted,
as well as simplified supporting document requirements and wider
issuances of multiple-entry visas for business travelers.

The new readmission agreement, meanwhile, provides for reciprocal
obligations on both sides to readmit their nationals as well as
certain third-country nationals who are in “irregular situations”
on the territory of the other party.

The European Union last year launched a “mobility partnership” with
Armenia — a non-legally binding framework for managing movements of
people between the country and 10 EU member states, including Belgium,
Bulgaria, the Czech Republic, France, Germany, Italy, the Netherlands,
Poland, Romania and Sweden.

Barroso also said he was optimistic of completing an economic
association agreement, including a “deep and comprehensive free trade”
deal, with Armenia in time for the European Union’s November 2013
Eastern Partnership Summit in Vilnius.

“Once completed, these negotiations will further strengthen Armenia’s
European perspective,” he asserted.

But the EU leader also cautioned Armenia’s decades-old conflict with
Azerbaijan over the disputed ethnic enclave of Nagorno-Karabakh must
be resolved peacefully if it is to take advantage of its deeper ties
with Europe.

“We believe that only through a stable neighborhood and good relations
amongst the countries in the region will be possible for Armenia to
fully tap the potential of the country and also of its association
agenda with the European Union,” he said.

Barroso recommitted the European Union to the peace process facilitated
by the Organization for Security and Cooperation in Europe and its
Minsk Group, comprised of the United States, France and Russia.

The talks have remained stalled following Baku’s August pardoning of
Azerbaijani military officer Ramil Safarov, who had been convicted
of killing of Armenian serviceman Gurgen Markaryan in Hungary eight
years ago.

The Azeri courts issued a pardon for Safarov after he was extradited
from Hungary, where he had been sentenced to life in prison. He was
greeted by Azerbaijan President Ilham Aliyev as a national hero and
promoted to major after the extradition.

That move upset Armenia and brought condemnation from the United
Nations. Rupert Colville, a spokesman for the U.N. High Commissioner
for Human Rights, said in September Safarov’s attack on Markaryan
was clearly ethnically motivated.

Conference was held in frames of “the Dialogue of Civilizations”
project and on the initiative of the Georgian University after St.

Andrew the First-Called of the Georgian Patriarchate. The conference
aimed to the analysis of the Orthodox and Muslim values and discussion
of the state of various believes in Georgia. The delegation of the
Armenian Diocese of Georgia headed by His Eminence Bishop Vasken
Mirzakhanian partook in the conference.

The Press Office of the Armenian Diocese of Georgia informed
“Armenpress” that the head of the Armenian Diocese of Georgia Bishop
Vasken Mirzakhanian blessed the activity of the conference and wished
prosperity to its participants. He also underscored the spirit of
tolerance, which now exists in the Georgian society for activity of
the representatives of various denominations, which is pleasing God.

The report of the Chairman of the Organization of Armenian Writers of
Tbilisi, historian Yenok Tadevosyan was of a certain importance for the
attendants, which was dedicated to the history of the Diocese of the
Armenian Apostolic Church in Georgia and Armenian community as well.

The official website of Russia’s FC Alania Vladikavkaz reported the
club is interested in two players of Armenia’s national: Davit Manoyan
and Kamo Hovhannisyan.

The NEWS.am Sport correspondent contacted manager Valery Gazzaev to
confirm the reports.

“Yes, we are following the players. We are currently holding talks
with FC Pyunik. I would be happy if we reach agreement with the club.

Soon they would join Alania and would be beneficial for the team,”
he said.

should implement GMP European standards of pharmaceutical manufacturing
from January 1, 2013. The implementation of those standards in
accordance with the decision of the Government will support the
quality and security of the pharmaceutical manufacturing.

In a conversation with “Armenpress” the Head of the Staff of the
Ministry of Healthcare of the Republic of Armenia Suren Krmoyan
stated that this will support the citizens to trust the national
pharmaceutical manufacturing.

The consumer will buy qualitative medicine for much lower prices

Krmoyan stated: “If the given company has GMP certificate than it means
that it is manufacturing medicines of the same quality as Austrian,
German or French pharmaceutical manufacturers.” According to him
the implementation of those standards is the new mark for quality,
which will support the increase of the size of the production and
export of the national medicines to foreign countries.

In addition Krmoyan said: “In this respect the European countries
will know you as a qualitative manufacturer. Presently the consumers
underestimate our manufacturers.”

Three local companies are close to get the certificates first

Three of the local companies are “Arpimed”, “Liqvor”, and “Pharmatech”,
which will submit the applications for the aforesaid certificate first.

Among other things Krmoyan noted: “We have made our observations in the
manufacturing circles and invited an international expert to conduct
audit and find out all those problems, which occurred in the stage of
preparation.” According to him not all companies will manage to get
the certificates right on January 1, notwithstanding the abovementioned
three organizations will submit applications before the others.

“One should completely forget about saying that Serzh Sargsyan has
fulfilled his promise,” Vahagn Khachatryan, the Armenian National
Congress (ANC) member said this when reminded him that
President of the Republic of Armenia Serzh Sargsyan had promised in
his election program, “Normalization of the economy should not impede
formation and development of business, on the contrary, it should
contribute to ensuring equal conditions, supporting development and
reducing risks.”

Then V. Khachatryan went into detail: “The president has failed to
fulfill that task. One doesn’t just make promises; one should create
conditions for an atmosphere of competition. Whereas in our country,
there is no competition not only in the economy, but also in the
other fields. The Republican Party of Armenia (RPA) easily restored
one party’s monopoly of the Soviet times, but in a worse way. There
was a communist party, a state property and the state’s monopoly
at that time. The Republican Party easily established one party’s
monopoly led by the RPA, but it has private monopoly in all fields,
which has led to the lack of competition. Reasons are political,
since if there is competition, a middle class will be formed, which
is economically independent, and one won’t be able to bribe those
people with five thousand drams during elections. That is also the
reason why poverty gradually increases.”

Economist Tatul Manaseryan doesn’t agree with this opinion and thinks
that one shouldn’t go to extremes. He stated: “There are rather
serious problems with business competition, and those are problems
that cannot be solved overnight, as many countries’ experience shows.

Let us note that there is certain progress, since it is hard to imagine
that inspections could be conducted in any oligarch’s enterprises in
the past, and abuse of office could be revealed there.

This is progress. However, one shouldn’t be satisfied by that,
since normalizing circulation of documentation is very important to
prevent monopolies and abuse of power in the market and to be able
to create equal conditions of competition. This is the reason that
some representatives of big businesses don’t give bonds to small and
medium enterprises, which will allow closing the circle.”

TURQUIE : Poursuite du harcèlement judiciaire contre Pinar Selek,
après que la Haute Cour criminelle d’Istanbul ait infirmé sa
décision d’acquittement et ait demandé sa condamnation

Paris-Genève, le 27 novembre 2012. L’Observatoire pour la protection
des défenseurs des droits de l’homme, un programme conjoint de la
Fédération internationale des ligues des droits de l’homme (FIDH) et
de l’Organisation mondiale contre la torture (OMCT), est consterné par
la décision prise par la 12ème chambre de la Haute cour criminelle
d’Istanbul de revenir sur l’acquittement de Pinar Selek. Le calvaire
judiciaire auquel cette militante est confrontée depuis 14 ans
pourrait ainsi se poursuivre encore pendant plusieurs années.

Le 22 novembre 2012, la 12ème chambre de la Haute Cour criminelle
d’Istanbul a décidé de modifier sa dernière décision d’acquitter
Mme Pinar Selek, écrivaine et sociologue qui défend activement les
droits des communautés marginalisées en Turquie, prise dans le cadre
d’une procédure pénale en cours depuis 1998. De plus, le président
du tribunal, qui siégeait sur cette affaire pour la première fois,
le président de la formation étant en congé maladie, a requis la
condamnation de Pinar Selek a une peine de prison a vie avant de fixer
une nouvelle date d’audience au 13 décembre 2012 afin d’entendre
les observations de l’accusée. Selon les avocats de la défense,
cette décision est sans précédent dans l’histoire judiciaire de
la Turquie.

L’Observatoire rappelle qu’en 1998, Pinar Selek a été tour a
tour accusée sans preuves de soutenir le Parti des travailleurs du
Kurdistan (PKK), puis d’avoir fait exploser une bombe dans le bazar
égyptien d’Istanbul, le 9 juillet de la même année. Sur la base de
ces accusations, elle a été emprisonnée, torturée et maltraitée
pendant deux ans, avant d’être provisoirement libérée en 2000.

Les expertises judiciaires ont largement confirmé l’absence de
bombe et attribué l’explosion a une fuite de gaz ; de plus, l’autre
prévenu qui l’avait incriminée au cours d’un interrogatoire s’est
rétracté pendant le procès. De ce fait, la 12ème chambre de la
Haute Cour criminelle d’Istanbul l’a acquittée a trois reprises : en
2006, 2008, et pour la dernière fois le 9 février 2011. Néanmoins,
le procureur ayant fait appel a chaque fois, la Cour de Cassation a
annulé les deux premières décisions d’acquittement. Ã~@ ce jour,
la dernière décision prise en 2011 par la 12ème chambre de la
Haute Cour criminelle d’Istanbul n’a pas encore été examinée par
la Cour de Cassation, et bénéficie donc de l’autorité de la chose
jugée. Ainsi, en modifiant l’un de ces propres arrêts, la 12e chambre
de la Haute Cour criminelle d’Istanbul a commis un abus de pouvoir, en
violation des articles 223, 287 et 307/3 du Code de procédure pénale.

En conséquence, ce harcèlement judiciaire pourrait se poursuivre
pendant plusieurs années, et ce malgré l’absence de preuves
incriminant Pinar Selek. L’Observatoire rappelle que, du fait de ce
harcèlement judiciaire et sous la menace d’une nouvelle arrestation
arbitraire, sa vie et son travail en Turquie ont été gravement
bouleversés.

” Non seulement la décision de la cour viole la loi turque, en ce
qu’elle méprise ouvertement l’autorité de ses propres décisions qui
ont force de la chose jugée, mais elle viole également le droit a
un procès équitable ainsi que le droit a la liberté d’expression,
consacrés par la Convention européenne des droits de l’Homme et le
Pacte international relatif aux droits civils et politiques (PIDCP),
ratifiés par la Turquie. Les délais interminables pour que justice
soit rendue équivalent a un déni de justice ! ”, a dénoncé
Souhayr Belhassen, Présidente de la FIDH.

” Il s’agit d’un harcèlement judiciaire sans précédent. Si la
Cour confirme cette décision, nous pourrons en conclure qu’il n’y
a plus aucune sécurité juridique en Turquie ”, a ajouté Gerald
Staberock, Secrétaire général de l’OMCT. ” Nous condamnons
fermement cette décision, et appelons les autorités judiciaires
turques a la réexaminer immédiatement ”, a-t-il conclu.

Plus généralement, l’Observatoire appelle une fois de plus les
autorités turques a mettre un terme immédiatement et sans conditions
au harcèlement incessant qui vise Pinar Selek depuis plus de 14 ans,
en ce que son unique objectif semble être de la sanctionner pour
son exercice légitime de la liberté d’opinion et d’expression.

A l’issue de leurs entretiens a Stepanakert, Erevan et Bakou, les
trois co-presidents du Groupe de Minsk ont diffuse une declaration,
relevant que lors de leur deplacement au HK, ils se sont rendus dans
les regions de Zanguelan et de Djebraïl [sous le contrôle des forces
armees armeniennes] afin d’evaluer la situation dans ces territoires
depuis leur dernière visite en octobre 2010. Les copresidents
relèvent avoir discute avec les deux Presidents des resultats de
leurs entretiens separes avec les Ministres des AE des deux pays en
août et en septembre, ainsi que des idees relatives a la poursuite
du processus de paix. ” Les parties ont convenu de poursuivre les
travaux au niveau des Ministres des AE “, lit-on dans leur declaration,
ce qui conduit le quotidien Azg a penser qu’aucun nouveau sommet au
niveau des deux Presidents n’aura lieu dans un avenir proche. Selon
les informations de Joxovurd, le President Sarkissian aurait refuse
une proposition des mediateurs d’organiser une rencontre des deux
Presidents a Paris en decembre prochain, la qualifiant d'” insensee “.

Un nouveau sommet presidentiel n’est envisageable, selon ce quotidien,
que d’ici 6 mois, une fois les elections presidentielles en Armenie
