Armenia will host World Chess Academy – FIDE President

TSAKHKADZOR. – At present, investors from Moscow are meeting with
Armenian capital city Yerevan mayor and we will launch, here this
spring, construction of the World Chess Academy, World Chess
Federation (FIDE) President Kirsan Ilyumzhinov stated in Armenia’s
City of Tsakhkadzor, where session of the FIDE Presidential Board is
convened, NEWS.am Sport reporter informed.

`I first came to Armenia in the 1980s, and second time, in 1996; it
was my first [World Chess] Olympiad as FIDE President. It was a
difficult period here at the time; there were tanks in the city, but
we were playing chess.

[But] seventeen years later, [and] aside for the fact that you have
[achieved] great progress in chess, everyone says how great changes
have taken place in your country. It is not a coincidence that you won
the Olympiad gold three times in the past six years; this was normal.
I see that, owing to your president, [and] aside from chess, you have
[achieved] progress in all other domains, too.

Businessmen likewise came [to Armenia] with us, [and] they are
discussing industrial and investment projects here. The investors that
came with us have brought along a $100-million offer,’ Kirsan
Ilyumzhinov said in particular.

BREAKING NEWS: BAKU ADOPTS LAW TO SHOOT DOWN CIVILIAN AIRCRAFT

BAKU, YEREVAN (Combined Sources)-Azerbaijan’s cabinet on Friday
issued document on use of airspace, which allows official Baku
to shoot down civilian aircraft deemed to violate Azeri airspace,
reported APA news agency.

The document, the use of which is obviously intended to thwart plans to
open the airport in Stepanakert, allow the government of Azerbaijan
to declare certain areas “banned zones and limited zones,” hence
allowing the government to randomly shoot down aircraft it deems in
violation of Azeri airspace.

“If the aircraft does not obey orders to land and there is no exact
information about innocent passengers onboard, the legislation permits
the government to shoot down the aircraft,” reported APA.

Armenia fired back by saying that its Air Force will ensure the safety
of Stepanakert Airport.

Armenia’s Defense Minister Seyran Ohanian told reporters Friday
“The Armenian Air Force will run the operation and flights of civil
aircraft,” and will be ready to defend and ensure the safety of
flights.

Stepanakert airport was built in 1974 and was mostly used to
accommodate flights from Yerevan and Baku. In 1992 the airport ceased
operations. In 2008 work began on the construction of a new passenger
terminal resembling stretched wings of an eagle. In the course of
this period the runway was also expanded, by leveling several adjacent
hills and completely modernized the facility.

Since official Stepanakert’s announcement of its intention to open
the newly rebuilt Stepanakert airport, Baku has threatened to down
civilian planes. International mediators have urged a diplomatic
solution to the issue.

Baku’s cabinet decision Friday signals that Azerbaijan and its
authorities are unwilling to work under international norms and are
determined to cause harm to civilians at their random discretion.

On a lighter note, the Artsakh Public Television and the Voice of
Artsakh Musical Society have produced a skit, which was entirely shot
at the Stepanakert airport.

After airing the segment, the television station was flooded with
calls from viewers who wanted to know whether the airport has, in fact,
become operational.

Yerevan/Mediamax/. Armenian Defense Minister Seyran Ohanyan said
today that N 102 Russian military base located in the territory of
Armenia will bear equal responsibility for Armenia’s safety.

Seyran Ohanyan said in his meeting with journalists today that the
provision was highlighted in the agreement signed between the Armenian
and Russian Defense Ministers in August 2012, Mediamax reports.

“N102 military base plays its role today taking into account the
claims of Armenia’s neighboring countries”, added the Armenian
Defense Minister.

Touching upon the failure of the negotiations on Gabala radar station
between Azerbaijan and Russia, Seyran Ohanyan said that “it’s the
internal affair of each country”.

The Minister also added that Armenia wasn’t against building of a
Russian radar station in its territory.

In the Caucasus, culinary nationalism is an extension of the region’s
long-simmering disputes.

There is perhaps nothing more closely bound up with one’s national
identity than food. Specific local dishes are often seen as the
embodiment of various cultures and many nations promote their food as
a celebration of national identity. Sometimes, however, a country’s
cuisine can also be used to highlight national rivalries.

Czechs, for example, sometimes affectionately (some would say
condescendingly) refer to their Slovak cousins as “Halusky” after the
typical gnocchi dish that comprises part of their national cuisine.

Similarly, the English often disparagingly call their French neighbors
“Frogs” because of the Gallic penchant for eating the legs of said
amphibians.

Culinary flashpoints can also arise when neighboring nations all lay
claim to the same regional dish. For instance, the Scots, English, and
the Irish often bicker about whose fried breakfast is the original and
the best of the species.

In the volatile Caucasus region, though, it seems that such food
fights have now been taken to a whole new level. As Eurasianet.org
reports, many Armenians are up in arms about a recent UNESCO decision
to add the Anatolian stew “Keshkek” to its Intangible Cultural
Heritage List on behalf of Turkey. They claim that “Keshkek” is
actually an Armenian meal, which they call “Harissa.”

Now a group of ethnographers from Turkey’s eastern neighbor are
actually compiling information on the dish to appeal the ruling by the
UN’s cultural agency.

According to the News.am website, Sedrak Mamulyan, the chairman of the
“Development and Preservation of Armenian Culinary Traditions”
organization, is intent on demonstrating that “the utensils, methods,
and ingredients used for making…Harissa have a pure Armenian origin
and it is a purely Armenian dish.” The same organization has also
attacked Georgia for commandeering “Khash.” It insists that this tasty
beef soup is in fact an Armenian national dish.

Armenia, meanwhile, has itself come under fire from Azerbaijan, which
has accused its neighbor and regional nemesis of “cuisine plagiarism.”

Baku’s National Security Ministry has even set up a National Cuisine
Center to reinforce its claim to the nation’s cuisine and, in
particular, to help counter any Armenian efforts to appropriate what
it feels are Azerbaijani dishes.

The “Tolma” dish, which consists of meatballs wrapped in grape leaves,
seems to be a particular bone of contention between the two countries,
especially since Azerbaijani President Ilham Aliyev publicly announced
last year that it was an Azeri national dish.

This provoked a furious response in Armenia and various initiatives
have been launched to help save the country’s national dishes from
“occupants.” This even includes holding an annual Tolma Festival to
reinforce the idea that it is a typically Armenian food.

Whatever the upshot of these culinary claims and counterclaims, it
sadly doesn’t seem like these regional rivals will be sitting down to
break bread with each other anytime soon.

YEREVAN.- Armenia’s Ministry of Transport and Communications announced
launch of “Southern Armenia Railway” and “High Speed Road ” projects.

The project estimated at $3 billion will be implemented by a Rasia
FZE company registered in the United Arab Emirates.

“China and Russia will cooperate with Armenia to develop strategically
important railway which is a key part that North-South Transport
Corridor lacks,” the statement said.

The agreement will be in effect for 30 after the construction is
completed. Trilateral memorandum of understanding was signed by
Transport Ministry, Rasia FZE and South Caucasus Railways CJCS during
a ceremony on Friday.

Director of Noravank scientific-educational foundation says after
coming to power Georgian Prime Minister Bidzina Ivanishvili has been
demonstrating a more realistic policy which is sharply perceived by
Azerbaijan and Turkey.

“The 21st Century Centre, an Ankara-based think tank, believes that
the process will lead to Georgia’s entering into alliance with Armenia
and Russian,” said Gagik Harutyunyan.

The expert thinks that the improvement of relations between Georgia,
Russia and Armenia will create serious obstacles for Azerbaijan and
Turkey in implementing their plans in the region.

“If the Georgian-Abkhazian railway opens, it will strategically
change the situation in the region. In this case we are dealing with
an adequate person [Ivanishvili] who has a serious approach to the
issue,” he said.

While Gagik Harutyunyan stresses that Bidzina Ivanishvili longs to
better Armenian-Georgian relations, he does not expect major changes
for Georgian Armenians during his tenure of office.

At the same time, Mr Harutyunyan says Armenian-Georgian relations
will be identified after the presidential election in Georgia.

delegation of the Republic of Armenia ministry of finance headed by
deputy minister Vardan Aramyan.

A number of issues related to the cooperation between the two Armenian
states in the field of finance were discussed at the meeting. Special
attention was paid to pensions reforms.

The President noted that the pensions system is among the most
significant components of social security related to a number of
economic, moral and ethical factors.

Bako Sahakyan emphasized that the implementation of reforms in the
system itself requires a balanced and systematic approach.

The Head of State underlined the importance of studying international
experience and the cooperation with the Republic of Armenia in this
process, Central Information Department of the Office of the NKR

By order of Armenian president Serzh Sargsyan, the Minister of
Transportation and Communications Gagik Beglaryan announced the launch
of “The Southern Railway of Armenia” and “The Southern High-Speed
Railway of Armenia” projects, valued at $3 billion, the company Rasia
said, ARKA agency reported.

The signing ceremony was attended by senior government officials,
ambassadors, representatives of investment and sovereign wealth funds
as well as corporate leaders from Armenia, China, Russia, the United
Arab Emirates and Iran.

In addition, “South Caucasus Railways”, the Ministry of Transport
and Communications of the Republic of Armenia and Rasia signed a
tripartite Memorandum of Understanding on regional cooperation aimed
at the development of The Southern Railway of Armenia.

It is assumed that the Southern Railway of Armenia will be a
single-track electrified railway 316 km long, extending from the
area of Ghawar, located next to Lake Sevan, to the southern border of
Armenia near the town of Meghri where the line will be connected with
the existing main Armenian railway system. The Southern high-speed
railway of Armenia will have a length of 110 km and will run from
Sisian to the southern border of Armenia near the town of Meghri.

A patriotic initiative cherishing the memory of Armenian national hero
Garegin Njdeh has issued a statement condemning the recent postings
online ridiculing the great Armenian statesman, political thinker
and fedayee based on the trailer of a movie about him.

The group called “Garegin Njdeh” describes it is a “cheap” campaign
by anti-nationalists and reminds that it is due to Njdeh that Armenia
has independent statehood today.

“It is baffling how a group of young Armenians can get pleasure out
of mocking at the image of a film character [representing Njdeh],
thereby giving a great present to our enemies,” said the group in the
statement, referring to videos that have been appearing on YouTube and
online social networking sites, in which different cartoon and other
characters imitate a scene from the movie (where Njdeh’s character
says in Russian “I am Garegin Njdeh”).

The movie by director Hrach Keshishyan telling about the most
remarkable periods of Garegin Njdeh’s life is due to be premiered
on a big screen in Armenia at the end of this month. The trailer of
the movie with a reported budget of $7 million (its cast includes
a number of well-known Armenian and Russian actors and actresses)
has been on Armenia TV for several weeks now.

YEREVAN.- Armenia’s air defense will ensure security of civilian
flights from Yerevan to Stepanakert, Armenian Defense Minister said.

Asked about Baku’s threats to down the civilian planes, Minister
Seyran Ohanyan said Armenian air defense forces will not tolerate it.

Ohanyan told reporters there is still a threat of hostilities, but
the analysis of the current situation shows there is little likelihood
of a new war.

Prospects for reopening of Stepanakert airport provoke hysteria
in Azerbaijan. Baku constantly voices threats to down the planes
heading to Stepanakert. Such threats contradict international civilian
aviation laws.
