YEREVAN.- Armenian Foreign Minister Edward Nalbandian called “not too
accurate” a remark made by UK Ambassador Katherine Leach on upcoming
election.

“I believe it is not too accurate to give assessment prior to the
elections in the level of ambassador. But, it is up to her. If she
decided to make such statements, it is better to think about public
response and the mood formed as a result of such steps,” he told
reporters on Thursday.

UK Ambassador to Armenia Katherine Leach has recently commented on the
upcoming presidential vote on her blog. She noted it is disappointing
that three of the key non-government parties in parliament are neither
putting up a candidate of their own nor backing any other. Ambassador
also touched upon the voter list.

YEREVAN. – Armenian President Serzh Sargsyan’s visit to France became
an important milestone for the strengthening of Armenian-French
friendly ties in 2012, the Armenian MFA 2012 Report states.

Sargsyan paid an official visit to Franca and a trip to Belgium in
the year past.

Armenia’s National Assembly Speaker Hovik Abrahamyan was in the
Czech Republic on an official visit. In addition, the parliamentary
delegations paid mutual visits.

Premier Tigran Sargsyan paid working visits to Belgium and Germany.

Foreign Minister Edward Nalbandian visited several European countries.

In their turn, leaders and senior officials from a number of European
countries and organizations paid visits to Armenia.

Within the framework of international conferences and other
multilateral forums, FM Nalbandian met with his colleagues from
several countries of Europe.

Political consultations were held between the MFAs of Armenia and
numerous European states.

Lithuanian Minister of National Defense, Rasa Juknevièienë, and
Italian defense minister, Admiral Giampaolo di Paola, visited Armenia’s
capital city Yerevan in July and in October respectively.

Also, Yerevan hosted sessions of the Armenian-Cypriot Intergovernmental
Commission and the Armenian-German Intergovernmental Commission.

The Czech Republic opened its diplomatic representation in Armenia.

The recent announcement of the Armenian Public Television [H1] that
the country’s entry for the 2013 Eurovision Song Contest would be
decided in a national final turns out to have been resulted by a
misunderstanding as on Tuesday H1 already knew that Armenian rock
singer Gor Sujyan will represent at Armenia at the song contest.

Sujyan, the vocalist of the Dorians band, was offered to participate
at the song contest by Alexan Harutyunyan, Chairman of the Armenian
Public Television and Radio Company Council.

Gor is convinced that he will perform a good song at the biggest pop
music contest in Europe. As the singer says ‘he is not going to Sweden
to win, he is going to sing a good song.’

The song for the contest will be chosen in a national final to be
broadcast live on March 2. Gor Sujyan will sing all the songs, and
in the end, the winning entry will be chosen by a combined vote of
the Public Television and an expert jury.

Sujyan was expected to go to Eurovision last year, but Armenia
cancelled its participation in the Baku-hosted show.

This year the Eurovision Song Contest will be held in Malmo, Sweden,
in May.

Armenia’s Small And Medium-Sized Businesses Could Receive Close To $

ARMENIA’S SMALL AND MEDIUM-SIZED BUSINESSES COULD RECEIVE CLOSE TO $17,198,400 ASSISTANCE – MINISTER

YEREVAN. – The Government of Armenia will continue assisting the
country’s small and medium-sized businesses in 2013 by providing
technical and financial support, Economy Minister Tigran Davtyan said
during a press conference on Thursday.

Specifically, the state budget will allocate 150 million drams
(approx. $368,537) to the Small and Medium Entrepreneurship
Development National Center; 778 million drams (approx. $1,911,480)
have accumulated at the Small and Medium-Sized Enterprise Fund, and
the Universal Credit Organization’s fund is close to six billion drams
(approx. $14,741,490).

As per Davtyan, small and medium-sized businesses in Armenia have
received assistance worth 97.8 billion (approx. $240,286,348) drams in
recent years, and the loans that are provided with the Government’s
assistance are more favorable as compared to those which the market
allocates.

A Moral And Political Dilemma

A MORAL AND POLITICAL DILEMMA

Upon the nomination of Republican Sen. Chuck Hagel as the next
secretary of defense, a political firestorm broke out involving gays,
the Israeli lobby in Washington and the Armenians. The nominee being a
straight talker has offended the above groups, and perhaps many others
throughout his political career. Now, as he faces the uphill battle
for his confirmation before the Armed Services Committee and later
the full Senate, he has to answer all those groups in a satisfactory
manner to win the confirmation.

On the other hand the nominee for the position of secretary of state,
former presidential candidate and current senator, John Kerry, does
not anticipate hurdles.

Before we draw our battle lines, we need to postulate the offenses
of which the Republican maverick Hagel is accused.

First, the gays have an axe to grind with Mr. Hagel who had remarked
in 1998 that James Hormel, a philanthropist and later, an ambassador to
Luxembourg, was “openly, aggressively gay,” the inference being that he
was not a suitable candidate for an ambasadorial post in that country.

Next in line is the Jewish lobby with the “neo-cons” in the background
because of Hagel’s remark that “the Jewish lobby in the United States
intimidates a lot of people.”

Now all the political weapons in the arsenal of the Israeli lobbyists
are directed against Mr. Hagel, calling him anti-Israel, anti-Semitic,
soft on Israel’s enemies and so on. A crusade has already been mounted
against him. There is a Kaf kaesque irony in standing up to deny
the obvious, just for the sake of political expediency. And indeed,
Hagel has tried to accommodate his critics in an interview given on
January 7, 2013, to the Lincoln Journal Star where he stated that
his record demonstrates his “unequivocal, total support for Israel
[…] There is not one shred of evidence that I’m anti-Israel, not
one vote that matters hurt Israel.”

This kind of categorical denial, to save his career, only confirms
rather than denies his earlier statement that the “Jewish lobby
intimidates a lot of people.”

Mr. Hagel tried to come clean with the gay community stating that
he had demonstrated “insensitivity” towards gays, meaning that his
views have evolved since over the issue.

These are powerful interest groups in America which any aspirant
for a political position can ignore at his or her own risk. In order
for any campaign to succeed, it must be aligned with the interests of
other powerful groups. This time around, Armenians are in good company,
because not only have they been handling the firing line but also many
human rights groups and prominent Jewish leaders have joined the fray.

Hagel’s statements are unfortunate and abominably wrong. “What happened
in 1915 happened in 1915,” Hagel said during a 2005 trip to Armenia
when he was serving in the senate. “As a United States senator,
I think the better way to deal with this is to leave it open to
historians and others to decide what happened and why.”

This is a vintage Genocide-denial recipe concocted in Ankara and
delivered hot to Mr. Hagel. The former senator compounded his
insensitivity by voting against the Armenian Genocide bill in the
Senate.

Now, as a result, a powerful ally has rushed to the rescue of the
Armenians: “What Chuck Hagel said in his press conference in Armenia
in 2005 regarding the Genocide of the Armenians by Turks is shameful,”
said Walter Reich, a former director of the US Holocaust Memorial
Museum. “In his forthcoming confirmation hearings, senators should
confront him with what he said and should expect him to address
it. It is a disgrace and a disservice to the memory of the victims
to say that their murder should be forgotten in the service of the
peace process, as if a real peace process is possible if one hides
or ignores or mischaracterizes what actually happened,” Reich said

It is better said than any Armenian could have formulated it. It is
a very happy coincidence that Jewish leaders have taken up our cause,
of course not without self-interest. But that’s the nature of politics
and we can only be thankful to them for articulating so forcefully
the Cause of the Armenian Genocide.

Now comes the moment of truth; Mr. Hagel has apologized to the Jewish
and gay lobbies, he has yet to make a statement about his scathing
remarks on the Armenian Genocide. We can easily extrapolate the reason
why he has been silent so far on the Armenian issue, after so much
outcry. The answer is simple; those lobbies are powerful enough that
every politician has to reckon with. What clout do the Armenians wield
in the US and the Caucasus region? The answer to that question alone
will determine Mr. Hagel’s actions and behavior.

Armenian lobbying groups are not entirely in harmony – the scandal
about the Genocide Museum is the hallmark of our weakness. Besides,
large contingents of Armenians have been voting with their pocket
books, with little or no regard about this country’s problems and
exigencies in Armenia. President Obama won the election for his second
term by empowering a coalition of Latinos, blacks, gays, immigrants
and the dispossessed, while Tea Party zealots and unelected neo-cons
took for granted that they owned the country.Where were the Armenians
in the election shuffle? Some were trapped in “single issue syndrome,”
others were out of sync with the political currents and crying needs
of Armenia and the Genocide recognition. This situation can only teach
one lesson; unless we mobilize the masses for political action, Mr.

Hagel, and for that matter, any other politicians will never oblige.

On the other side of the equation is Turkey’s growing political
clout in the world scene and Azerbaijan’s dangerous escalation of
militarization, while Armenia’s work force abandons the country in
droves and Diasporan armchair politicians have only criticism to
direct at their homeland, without any actual input. But there is a
silver lining in Chuck Hagel’s nomination yet that cannot be viewed
as an isolated issue. It has to be analyzed within the context of
broader political developments.

When the first President George Bush was elected, he promised a
“gentler, kinder America.” But all we witnessed was a series of wars
and bloodbaths around the world, especially with the election of the
younger Bush, who became a hostage to the neo-con cabal, and fell into
the trap which President Eisenhower had warned against: the takeover
of the country by the military-industrial complex. Economic collapse,
insecurity and instability around the world became the standard and
pessimism reigned.

President Obama was elected with the promise of improving the economy,
overhauling the healthcare system and winding down the senseless wars
abroad. His opponent, Mitt. Romney, was promising $15 billion more to
the Army, which did not know what to do with it. That was, of course,
in line with the neo-con policies of supplying cannon fodder for the
growing military-industrial complex.

Chuck Hagel was chosen first as a Republican, to deflect criticism
against the administration when it takes up the task of sizing down
the Armed Forces, to become leaner yet more efficient and affordable.

In his inaugural speech, President Obama stated: “We, the people,
still believe that enduring security and lasting peace do not require
perpetual war […] We are also the heirs of those who won peace and
not just the war, who turned sworn enemies into the surest friends.”

These statements introduce monumental strategic changes to the
White House world views. Mr. Hagel fits in the perspective of the
president’s policies. Plus, as Bill Keller stated in his op-ed piece
in the January 20 issue of the New York Times, Obama’s foreign and
defense policies are directed from the White House.

President Obama seems to have subscribed to Moshe Dayan’s statement,
“If you want to make peace, you don’t talk to your friends; you talk
to your enemies.”

If this peaceful policy is implemented, we can see a relaxation in
the intensifying Cold War with Russia over the plans to use Turkish
territory to install new missile systems aimed at Moscow. We can also
anticipate further diplomacy with Iran, rather than threats whose
fallout could be disastrous for Armenia.

Currently Washington has taken a neutral position between Japan and
China over the dispute of coastal islands.

Since Mr. Hagel is amenable to develop his views, and since he can only
implement the president’s policies, we may expect some light at the
end of the tunnel. The secretary of defense can no longer be a loose
canon; he has to implement the president’s policies. While it is true
that Mr. Obama still hesitates to use the word “genocide” with regard
to Armenian history, his views thus far are closer to the historical
truth uttered by any US president, with the exception of Ronald Reagan.

Hagel’s nomination still remains a moral and political dilemma until
he makes good on our expectations.

YEREVAN. – Processes which took place last year, assured again that
strategy taken by Armenia on settling Artsakh [Nagorno-Karabakh]
peace process, are not only admissible but also approved by the
international society, Armenian MFA report reads.

During the meeting between the Armenian and Azerbaijani presidents
in January 2012 in Sochi a statement was accepted on accelerating the
process of achieving agreement on the Basic Principles and to continue
talks on the establishment of mechanism for investigating incidents
on the line of the contact as well as take steps on building trust.

The joint statement released by the heads of the states of the OSCE
Minsk Group on settling the Artsakh issue, emphasized in particular
the necessity of settling the conflict exclusively peacefully.

At the same time, Azerbaijan violated during the past year the
agreements on Basic Principles, steps on trust building, ceasefire
regime, and establishment of mechanism on investigating the incidents
on the line of the contact, through its hostile and militaristic
statements, destructive steps and rude provocations on the line of
the contact with Artsakh and Armenia, by becoming a reason for human
deaths. In addition, negotiation process has been severely damaged by
the release and glorification of Azeri killer Ramil Safarov, who axed
an Armenian officer during NATO Partnership for Peace event in Hungary.

In 2012, the U.S. Rhode Island and Massachusetts, as well as
Australia’s New South Wales states recognized Arstakh’s independence.

TBILISI. – The Armenian-Georgian diocese of the Armenian Apostolic
Church conducted a joint praying for the released political prisoner
Vahagn Chakhalyan on Thursday, the diocese informs Armenian
News-NEWS.am adding the spiritual leader of the diocese Vazgen
Mirzakhanyan has estimated high Georgian new authorities’ fair and
human manifestations.

All Armenian Catholicos Karekin II also sent his blessing on his
release.

“My fight has always been for justice, we are obliged to be loyal
to our church, language and devoted to our people and to transfer
those ideas to next generations,” Chakhalyan, who also met with the

Attacks, that have taken place in recent years, and which are making
Istanbul Armenians terrified, continue to be ignored by the Turkish
authorities. This subject was again mentioned by the Istanbul Armenian
newspaper Agos in the article “Turkey is silent – attacks continue.”

The correspondent of Agos writes:

The attacks on elderly Armenian women in Samatya were added by another
one. They do not find any trace of the murder of Maritza Kucuk and
attacks on elderly Armenian women continue, in the evening of January
22, at about 5p.m., 80-year-old Sultan Haykar was attacked. An Armenian
woman was beaten at the time she was entering into the building. The
assailant was dressed in black and was wearing a mask.

The women’s screams were heard by the neighbors and they came to her
help, the assailant escaped. Eyewitnesses claim that on the corner
2 people were “following” the actions of the attacker.

Responses to the brutal murder on December 28, of Samata Maritza,
who lived alone in Kucuk, are still ongoing. Before she was killed,
she was also tortured.

After the latest attack, members of the union rights movement in Turkey
“Say no to racism and nationalism” and other public organizations
visited the police of Aksaray, talked for an hour with the officials
in the police, and then spoke at the press conference.

Chairman of the Istanbul branch of the Union of Human Rights in
Turkey Umit Efen said that they are concerned, as occuring one after
another attacks are similar to specially organized and carried out
actions on the ground of hate. He recalled the style of the attacks:
they occur against the elderly, defenseless Armenians.

Speaker of the “Say no to racism and nationalism” movement Cengiz
Algan stressed his concern that the attacks on the Armenian women
have been organized. He said that they have demanded a meeting with
the governor of Istanbul Hussein Avni Mutlu to discuss the mentioned
incidents and take preventive measures.

Post-Soviet Security Group To Open Academy In Armenia

YEREVAN, January 24 (RIA Novosti) – Armenia’s government on Thursday
agreed to establish an academy of a Russian-led collective security
organization in the capital Yerevan, the government press service said.

In a letter to the Armenian president, the general secretary of the
Collective Security Treaty Organization (CSTO) has proposed that a CSTO
Academy be opened in Yerevan, to be co-founded by the CSTO Institute,
its Yerevan branch, and the Russian Foreign Ministry’s A.M.

Gorchakov Public Diplomacy Support Foundation.

The project is designed, among other things, to promote “favorable
public opinion about the CSTO through the efforts of scholars,
political scientists, experts, and young political and public
activists from the member states,” the Armenian government said in
a press release.

The academy project has been approved by Armenian, Russian and Kazakh
foreign ministers, as well as the head of the Armenian National
Security Council.

The CSTO’s current members are Russia, Armenia, Belarus, Kazakhstan,
Kyrgyzstan, and Tajikistan.

In December, Uzbekistan officially suspended its CSTO.
