YEREVAN, JANUARY 29, ARMENPRESS: CSTO Secretary General Nikolay
Bordyuzha do not take seriously Azerbaijani statements regarding
threats to use its airspace to destroy civil aircrafts. Nikolay
Bordyuzha stated in the briefing with the journalists launched on
January 29 he takes Azerbaijan as a civilized state, Armenpress
reports.

“We do know examples of hitting civil aircraft in the history;
definitely we do know the counter response by international community.

I do not think any state would intend to take such a step, so I do
not take that information for granted. Secretary General Nikolay
Bordyuzha has one assessment regarding that news calling it either
unsuccessful comment or lame joke.

According to Azerbaijani APA agency Azerbaijani Government has
made amendment in “Rule on the use of the airspace of Azerbaijan
Republic”. These rules enable chance to Azerbaijan Republic illegally
destroy the planes entered the territory of the country.Some experts
connect that decision with the operation of Stepankert airport.

Les procureurs militaires ont rapporte jeudi une autre forte diminution
du nombre de decès de soldats armeniens hors combat, en l’attribuant
a une repression contre les exactions dans l’armee.

Le procureur militaire en chef, Gevorg Kostanian, a declare que le
nombre total de meurtres et d’autres incidents qui ont cause des decès
de soldat a diminue de moitie en 2012. Gevorg Kostanian a fait etat de
20 crimes, mais n’a pas precise le nombre de decès qui en ont resulte.

Selon les donnees officielles, 26 soldats se sont suicides, ont ete
tues par des militaires et sont morts de maladies ou d’accidents
divers en 2011, soit une baisse de 43 cas signales en 2010.

Gevorg Kostanian dit que la tendance a la baisse est le resultat des
” efforts systematiques ” par le Ministère armenien de la Defense et
les procureurs militaires pour lutter contre le bizutage et autres
abus dans les rangs de l’armee.

L’armee et le ministre de la Defense Seyran Ohanian en particulier
ont promis un durcissement de la repression de telles pratiques qui
ont acquis une plus grande resonance publique en 2010. Des dizaines
de militaires ont ete arretes, licencies ou retrogrades depuis lors.

Cependant, les activistes civiques de surveillance de crimes dans
l’armee ont affirme que les autorites militaires n’en font toujours
pas suffisamment. En particulier, ils sont accuses d’avoir depeint
des meurtres comme des suicides.

Artur Sakunts, un militant des droits humains, a affirme que le nombre
de morts dans l’armee a en fait augmente l’annee dernière. ” Il y a
un ecart important [avec les chiffres officiels] parce les organes
de l’Etat ont nettement tendance a couvrir les nombreux crimes et
donnent une image beaucoup plus attrayante ” a declare Artur Sakunts
au service armenien de RFE / RL (Azatutyun.am).

fevrier 2013. Le candidat de l’opposition a de nouveau allegue que les
fonctionnaires et d’autres employes du secteur public sont contraints
par les autorites armeniennes de voter pour Serge Sarkissian. ”
Je ne veux pas que cela se produise. Son engagement, ses discours,
ses promesses au peuple ne seront pas tenus, car Serge Sarkissian
a recours a un système frauduleux. Le conte de fees au sujet des
elections legitimes est termine. Mais cela ne veut pas dire que je

Sarkissian insiste depuis le debut de sa campagne sur le fait
que l’election sera la plus democratique de l’histoire du pays. Le
ministre de l’Education, Armen Ashotian, un membre dirigeant du Parti
republicain de Sarkissian, a affirme jeudi que Hovannisian, lui-meme,
avait enfreint la loi lors d’un meeting a l’Universite pedagogique
d’Etat d’Erevan. Hovannisian a rejete cette allegation. Arman Melikian,
un autre candidat de l’opposition, a affirme que les autorites ont
commence a collecter des donnees personnelles des personnes s’engageant
a voter pour le president sortant. ” Le maire d’Erevan a deja charge
les chefs des differents departements de recueillir les donnees des
personnes employees dans la fonction publique et les membres de leur
famille, a declare Melikian aux journalistes. C’est certainement une
forme de pression sur les citoyens. ” Melikian, qui a obtenu moins de
1% des voix lors du dernier scrutin presidentiel, a declare plus tôt
cette semaine qu’il suspendait sa campagne electorale, car il estime
que les autorites ont l’intention de truquer le scrutin.

Last week was busy for all the countries of the South Caucasus, but
the most dynamic political process continues to develop in Georgia,
despite the fact that neighboring Armenia has entered the home stretch
of the 2013 presidential campaign.

The main intrigue in modern Georgian politics is the confrontation
between Mikhail Saakashvili and Bidzina Ivanishvili, which appears
literally in all areas, from Tbilisi to Davos. Each far-reaching
statement by the leader of “Georgian Dream” meets a tough rebuke from
the current President of Georgia. And, above all, this concerns the
subject of Russia.

In his speech at the Davos forum, Ivanishvili confirmed that European
integration is a top priority of his country. However, not this
declaration but the first meeting between Ivanishvili and Medvedev
in the Davos area caused so much attention of the international media.

However, handshake and exchange of greetings can hardly be called a
real meeting. But on the other hand, there is also information that
the first full meeting between the delegations of Russia and Georgia
will be held at the PACE in April 2013.

While Ivanishvili tasted “Russian breakfast” at the Davos forum,
Mikhail Saakashvili addressed the Parliamentary Assembly of the Council
of Europe. It must be said that once again the Georgian leader’s
speech turned into a show. In a relatively short period of time the
Georgian president could mention a list of all the successes of the
“Rose Revolution”, which, of course, were achieved only because of
his responsive government.

Of course, the Russian delegation spoiled this holiday by its
self-promotion, reminding about the prison scandal and other failures
of Georgian democracy. But we should keep in mind that the PACE
tribune, which discussed the report “The war between Georgia and
Russia” is not a friendly platform for the Russian position. Therefore
many MPs still see the situation in South Ossetia and Abkhazia in the
light of the Georgian estimates, more precisely, with the amendment
to the current internal political conflict in Georgia and through
the prism of personal assessments of the Georgian president. But has
anybody said that after the presidential election Mikheil Saakashvili
will leave the big politics completely?

As for neighboring Armenia, on January 21 the campaign for the election
of the president was officially launched. Unlike previous elections,
there is no intrigue. No one doubts the victory of Serzh Sargsyan. No
one doubts that he will get more than 70% of the votes, far ahead of
all other candidates for the presidency.

The lack of real suspense and competition is felt by the Armenian
population, which, according to some projections, can partly ignore
the vote. Visual propaganda in Yerevan and other cities of Armenia
is limited to a minimum; these are mostly billboards depicting the
incumbent president. The reason is clear: any election campaign is
quite expensive , and many candidates simply do not have the means
for its implementation in the full format,.

According to some local experts, non-participation in the election
campaign of the main oligarch Gagik Tsarukyan negatively affects the
actual course of the campaign. People still feel that a real chance to
form a bipartisan model that could finally emerge, if in the second
round Tsarukyan and acting head of state had competed, is not used,
but no one doubts the victory of Serzh Sargsyan without the use of
administrative resources.

Great attention in Armenia was caused by the visit of Bidzina
Ivanishvili, who said that Georgia will make every effort to restore
the rail link “Abkhazia – Georgia – Armenia”. However, these words of
the Prime Minister of Georgia were disavowed by Mikhail Saakashvili,
who said that the Prime Minister did not take into account the
geopolitical interests of the country, and the issue of transport
links can be resolved only after the de-occupation of Abkhazia. But,
despite this rivalry, Armenia is optimistic about the prospects for
further improvement of relations with Georgia.

At the same time, the forces for the expansion of the European
integration field became active. At the very least, their information
activity in Armenia greatly exceeds the few resources that seek
to bring objective information about the possibilities of Eurasian
integration to the people of the Republic.

As for the situation in Azerbaijan, the electoral campaign slowly
but surely begins. Azerbaijani opposition has not been able to agree
on a single candidate, and it is already clear that the elections,
in addition to the candidate of the Public Chamber, will be attended
by several candidates.

One of them is known. This is Isa Gambar. It is also obvious that
the Public Chamber will take advantage of current trends in its new
actions – for instance, actions of public protest against corruption
and the bullying in the army.

However, we should keep in mind that a large part of the protesters
are not direct opposition supporters and do not use any political
slogans. Therefore, one gets the feeling that the leaders of the
opposition are trying to score points, artificially attributing to
themselves rallies that took place on very different grounds.

This fact suggests that the main contender for the presidency,
incumbent President Ilham Aliyev, can hardly face serious competition
from “systemic opposition”, and the main task of the government of
Azerbaijan will be localizing natural protests, such as those that
took place in Baku in protest against the bullying in the army.

The Azerbaijani leadership exhibits a high level of activity in the
international area. In particular, Ilham Aliyev addressed the Davos
Economic Forum, inviting investors to invest in the non-energy sector
of Azerbaijan, especially in the field of information technology and
services. In Davos President of Azerbaijan gave an interview to CNN,
where he responded to a reporter’s question about a possible connection
of BP with “Rosneft”, allegedly in order to put pressure on Azerbaijan
in the energy sector.

Response of the President of Azerbaijan has been designed in a
diplomatic way. At least, according to Aliyev, it is unlikely that BP,
working in Azerbaijan, will simultaneously implement some missions
with other participants of the energy market.

As for the discussion of the report on Azerbaijan in PACE, then,
first, the parliamentarians have made just two alternative reports,
and this already shows the ambiguity of the estimates by the European
structures in this key South Caucasian republic. Secondly, the report
by Strasser, which caused a lot of discussions, provoked a heated
debate in which the head of the Committee for CIS Affairs Leonid
Slutsky took part and commented on the assessment of the report in
an extremely negative light.

However, it can be assumed that the closer the time of the elections
in Azerbaijan is, the more powerful the pressure on the leadership
of the country by certain international organizations will be.

AZERBAIJAN, ARMENIA HOLD TALKS OVER DISPUTED NAGORNO-KARABAKH

(Reuters) – Officials from Azerbaijan and Armenia met in Paris on
Monday for talks over the disputed territory of Nagorno-Karabakh,
which was the cause of a war that killed about 30,000 people in the
early 1990s.

The conflict between ethnic Azeris and Armenians erupted in 1991 over
the area, a mountainous enclave within Azerbaijan but with a majority
Armenian population, which Armenian-backed forces seized along with
seven surrounding Azeri districts.

A truce was signed in 1994, but there was no peace treaty. Violence
still flares sporadically along the ceasefire line and Azerbaijan’s
border with Armenia – underlining the risk of a conflict in the South
Caucasus, where Turkey, Russia and Iran have interests.

The enclave of about 160,000 people has run its own affairs with heavy
Armenian military and financial backing since the war. Oil-producing
Azerbaijan often threatens to take it back by force, though it says
it favors diplomacy.

The one-day talks held in the French capital between Azerbaijani
Foreign Minister Elmar Mammadyarov and his Armenian counterpart
Edward Nalbandian was a new effort to advance the peace process,
said a statement from Russia, France and the United States.

The three countries, known as the Minsk Group, have led years of
mediation under the auspices of the Organisation for Security and
Co-operation in Europe.

“The foreign ministers reiterated their support for a peaceful
settlement and their determination to continue negotiations … (They)
agreed to a further discussion of the peace process in the coming
weeks,” the Minsk Group said.

An Azerbaijani diplomatic source in Paris said he did not think talks
were moving closer to a resolution, although his country remained
committed to negotiations.

“We are trying to find a solution to this impasse with a large autonomy
for the Armenians, but it (Nagorno-Karabakh) has to stay in Azerbaijan
territory,” the source said. “We don’t want war even if we are ready
for it.”

There have been several rounds of talks between the neighbors since
1994, and the foreign ministers of both countries met in Paris last
October.

In the same month, Armenian President Serzh Sarksyan accused Azerbaijan
of accumulating a “horrendous quantity” of arms in preparation for
a resumption of fighting, but said he wanted a negotiated settlement
to the conflict.

Last August, Azeri President Ilham Aliyev pardoned and freed a soldier
convicted of killing an Armenian soldier with an axe in Budapest,
drawing furious protests from Armenia.

Sarksyan said the pardon showed Nagorno-Karabakh could not be part
of Azerbaijan.

Armenia has a security agreement with Russia, while Azerbaijan has
one with Turkey.

The Army in Reality civil initiative blames Armenian authorities for
inability to eradicate the tragic incidents in the Armenian Armed
Forces. The statement of the initiative says that the Armenian army
is marking its 21st anniversary with new human victims and serious
violations of human rights.

“While the commander-in-chief is conducting his election campaign,
his army continues seeing criminal indifference, violence, tortures and
deaths. We condemn the passiveness and inability of the authorities to
remove all these problems and to change the image of the army. The
delay of measures is fraught with new victims and losses”, the
document says.

To recall, according to preliminary data, a senior sergeant of a
military unit of the Armenian Armed Forces Artak Galstyan died of
a chest wound on the combat position on January 26 around 11:40 pm
after junior sergeant Yuri Gareginyan had fired at him from his gun.

Investigation is underway, the press service of the Armenian Defense
Ministry reported.

Today is the 8th day of a hunger strike of the Presidential candidate
Andrias Ghukasyan in front of the National Academy of Sciences.

In a talk with the ‘Factinfo’ Andrias Ghukasyan said he is not in
the need of medical care, but the doctors of emergency visit him
twice a day, both in the morning and evening, measure his pressure,
which is in the normal limits.

“Surely fluctuations happen, but I consider them to be normal” said
Ghukasyan, adding that his health condition is stable and even though
he feels weaker, it is normal in his condition.

“In my opinion, the fact that the ruling party that used compulsion
during the previous elections and continues to do that is participating
in the elections, concerns all the candidates and I am sure that all
candidate understand that my actions are for the benefit of all the
candidates and society. By not allowing that power to participate,
we give citizens opportunity of free elections” said Ghukasyan and
named the support of the other candidate to the “End fake elections”
slogan natural.

As for the campaign, the candidate said that he does not participate
in the campaign because participation will mean the recognition of
the rights and equality of the ruling party.

“In the complaint that the state did not assure the conditions for
the elections, I declared a hunger strike, and I do not think that
I should compete with an improper candidate, with such competition I
legalize my participation in the elections sharing the responsibilities
of that candidate for all his prior violations. And as the issue is
a principal one for me, from the first day I decided to announce a
hunger strike refusing to participate in the elections as my request
was not satisfied’ said Ghukasyan.

As for the free broadcasting, Ghukasyan said that he has decided
to provide free broadcasting time to the citizens. “This is not a
campaign, this is the mean for the community’s voice to be heard, in
general the politicians speak and give promises and as the community
is disappointed with the promises which never become a reality,
I preferred the community to talk and the politicians to listen”
added the candidate.

industry factories’ hostels living in extremely hard social conditions.

The families there have to live in partially collapsed building and
are not considered homeless as a result of disastrous earthquake and
consequently are not subjected to apartment compensation by the state.

The families living there are deprived of elementary
communal-livelihood conditions.

Today the employers of the NGO visited the Srapyans’ family having
four children and with the money provided by Australian-Armenian
philanthropist Aram Mikayelyan bought firewood for them.

The Armenian Armed Forces are coming up today with the peace achieved
during these 21 years, military expert Davit Jamalyan told the
reporters on Monday.

He said during these years they managed to solve the most complicated
issue they are facing – maintaining the peace.

Referring to current issues, Jamalyan stressed that the staff of the
commanders of the units have been filled with professionals.

“A special attention was paid to the issue during the past two years.

The minister has awarded and encouraged the unit commanders. Many of
the units are headed by professionals and the works are still under
way,” he said.

The other issue is the reinforcement of contract-based sergeant
institute. He stressed that the soldier’s profession should be made
attractive in Armenia.

“It is a very complicated issue especially taking into consideration
the social issues. But here as well we have certain achievement. There
are special training classes. In few years we will have sergeant
staff with high level of preparedness,” he stressed.

Jamalyan reminded that last year the Armenian Armed Forces unharmed
few subversive groups sent by the enemy.

“The majority of our military staff are being filled by the local
residents, knowing very well the territory, not fearing of the enemy,
which is very important. In case something happens in Nagorno-Karabakh
the Commander of the Nagorno-Karabakh Defense Army is there within
minutes,” the military expert said.
