Russia has been accused by Western diplomats of reneging on a pledge
to stop supplying arms to the Syrian regime.

The assurances made over a month ago were presented by British
officials as a sign that the Kremlin was distancing itself from
President Bashar al-Assad and his ruling coterie, The Independent
writes.

The flow of arms has, however, continued unhindered with the Russians
stressing that there was no United Nations prohibition on supplies and
it was simply fulfilling its contractual obligations. As well as air-
and naval-defence systems, the Kremlin may now be preparing to send
Yak-130 jets which can be fitted with missiles to carry out ground
attacks, according to American and European officials.

Russia’s state arms agency holds a $550m contract to supply 36 of the
Yaks, which are trainers but can also be used on combat missions. Last
year, a Russian-operated ship carrying helicopter gunships and
air-defence missiles was forced to turn back to Russia, after its
British insurers withdrew coverage. The aircraft were subsequently
sent through a different shipping company.

While the Assad regime continues to receive weapons, from Iran as
well as Russia, a British attempt to provide military aid to the
Syrian rebels failed at a European Union meeting in Brussels.

There was agreement, instead, on an amendment which would allow
more “non-lethal” assistance to the opposition. But the outcome
of the meeting in Brussels made it very clear that David Cameron’s
Government had been isolated in its efforts to strengthen militarily
the moderate revolutionary factions, who have been increasingly
sidelined by jihadist groups receiving arms and money from backers
in the Gulf states.

Russia has insisted that it is within its rights to keep arming
the regime as there are no UN resolutions prohibiting this. Anatoly
Isaikin, the director of Rosoboronexport, said: “In the absence of
[UN] sanctions, we are continuing to fulfil our contract obligations.

We are mostly shipping air-defence systems and repair equipment
intended for various branches of the military.”

However, it is the Syrian regime’s air defences, overhauled and
upgraded with Russian help, which have been a powerful deterrent
against the West declaring a “no-fly zone” of the type which, after
it became a bombing campaign, brought down Muammar Gaddafi in Libya.

Western officials also claim that Moscow has refused to provide full
details of the contractual obligations they have to fulfil and there
is also evidence that the regime is getting further Russian arms
through third parties.

Critics point to the British proposal on arming the rebels as an
example of lack of clarity in the Western approach. The move had been
opposed from the outset by Germany and Scandinavian countries as well
as by Baroness Ashton, the British head of EU foreign affairs. “There
is no shortage of arms in Syria,” said Jean Asselborn, the Luxembourger
Foreign Minister.

The French, who had backed the UK position, have become more lukewarm
since the troops they sent to Mali found Western arms supplied
to Libyan rebels in the jihadist arsenal. Yesterday, the Hollande
government seemed satisfied with the agreement on non-lethal aid.

“Technical assistance and protection of civilians will be easier,”
said Foreign Minister Laurent Fabius.

The Russians, on the other hand, insist that their opposition to UN
resolutions against the Assad regime, bitterly criticised by the US
and Britain, has not stopped the building of growing links with the
Syrian opposition.

Member of the Sardarapat initiative group and member of
Preparliament secretariat Tigran Khzmalyan, who was yesterday in
the Freedom Square where Raffi Hovhannisian convened open air news
conference-demonstration, told Tert.am that he went to the event
to express his support not to Raffi Hovhannisian personally but
the struggle.

“The struggle exists in various points. Raffi understands it quite
well or he should understand that the votes he received, the majority,
are not his, but these are the votes against the regime. The most
important thing now is that Raffi and the others do not disperse
these votes. This is what the ruling system wants,” he stressed.

Tigran Khzmalyan noted that he is ready to stand not by Raffi
Hovhannisian’s side but by the side of the people. “The people want
to change the situation while Raffi alone cannot do anything. We need
not a leader but alternative system. We are struggling against the
system and not Serzh Sargsyan while a system is necessary to struggle
against the system,” he said noting that he does not think all should
run under one flag. “Just the opposite separate people come and create
alternative authorities, parliament, court and not a regular party,”
he said.

dans le centre d’Erevan, a constate une journaliste de l’AFP.

“Je suis le president elu de l’Armenie. Je serai heureux de rencontrer
Serge Sarkissian et de discuter avec lui du transfert du pouvoir”,
a declare Raffi Hovannissian, ex-ministre des Affaires etrangères.

“Je ne laisserai pas les autorites voler ma victoire. L’election
n’etait pas honnete et le resultat officiel ne reflète pas la volonte
du peuple”, a-t-il lance.

Plusieurs centaines de ses partisans se sont reunis mardi a Erevan
pour denoncer des elections frauduleuses selon eux.

D’après des resultats complets diffuses par la Commission electorale
centrale, Serge Sarkissian, 59 ans, a obtenu 58,64% des suffrages
contre 36,75% pour Raffi Hovannissian, 54 ans.

The protection of the Armenian voters’ preferences is the duty of the
political forces, a senior representative of the opposition Armenian
Revolutionary Federation-Dashnaksutyun (ARF-D) has in a Facebook post.

“People again lack trust in the voting results announced,” says Kiro
Manoyan, Director of the ARF-D Bureau International Secretariat.

“The people proved their obedience yet another time. They have cast
their ballot, so it is the political forces’ duty to protect them,”
adds the politician.

Sargsyan Set For Victory As Armenian Presidential Elections Kick Off

Polling stations opened for Armenia’s presidential elections on
February 18, with voters expected to re-elect incumbent President
Serzh Sargsyan with a wide margin.

A poll carried out by Gallup International on February 2-5 found that
68% of respondents would vote for Sargsyan. Heritage Party chairman
Raffi Hovannisian was in second place with 24% of the vote, followed
by Hayrikyan in third place.

A second term for Sargsyan has been expected from the start of the
campaigning on January 21, and the resulting lacklustre competition
has been notable only for an assassination attempt on candidate
Paruyr Hayrikyan. Another of the runners, Andrias Gukasian, spent
the campaign on hunger strike in support of his accusations against
Sarkisian of widespread vote-buying.

Claims of election fraud against the president are nothing new. The
start of Sargsyan’s first term in February 2008 was marred by mass
protest as opposition leaders claimed that the vote was rigged.

Violent clashes between demonstrators and police resulted in 10 deaths,
and a month-long state of emergency followed.

Sargsyan also came under pressure when the international economic
crisis hit Armenia in 2009. Heavily dependent on metals exports and
remittance payments, the economy contracted by almost 15% during the
year. However, since it has remained in recovery mode, despite the
double dip globally, with GDP growing by 3.9% in 2012, according to
the International Monetary Fund. It forecast a slight increase to 4%
in 2013.

Sargsyan has also built bridges with political opponents during his
time in office, starting a dialogue between the ruling Republican
Party of Armenia (HHK) and the opposition Armenian National Congress
(ANC) coalition, led by his former opponent in the 2008 elections,
Levon Ter-Petrossian. Alongside Gagik Tsarukian, who leads former
HHK coalition partner Prosperous Armenia, Ter-Petrossian declined to
stand in the latest election.

HHK increased its majority in the May 2012 parliamentary elections,
allowing it to form a majority without Prosperous Armenia. Presuming
his return to the presidential office, Sargsyan will now have a strong
mandate to make changes in his second term.

Foreign policy initiatives are likely to be front and centre, according
to Richard Giragosian, director of the Yerevan-based Regional Studies
Center. “We should expect a bold move in terms of foreign policy
similar to the protocols between Armenia and Turkey after the February
2008 election. Sargsyan will feel emboldened by his new mandate to
actually carry forth domestic reforms and perhaps again try making
a move toward Turkey or Azerbaijan,” Giragosian told bne in January.

While a repeat of the protests and violence following the 2008
elections are not expected – Sargsyan has promised the most fair and
open elections in Armenia to date – observers suggest concern persists,
albeit over more subtle leveraging of voters this time around.

A report from the Organisation for Security and Cooperation in
Europe/Office for Democratic Institutions and Human Rights (OSCE/ODIHR)
observers issued on February 7, notes: “While the state authorities
have declared their intention to conduct elections in line with OSCE
commitments, the distinction between campaign activities and state
functions appears to be blurred…”

“The official campaign period, which started on 21 January and ends
at midnight on 16 February, has thus far been characterized by low-key
activities. The campaign of incumbent President Serzh Sargsyan is the
most visible. The overall campaign environment is partly influenced
by the decision of several parliamentary parties to not nominate
candidates,” the report adds.

mentions. Election results excluding citizens believe that CEC does
not implement its competences.

“This institution is responsible for everybody, it is a state
institution which organizes the free and fair elections and the
government as a whole should not have contact with it. However, in
fact, they are reproducing the authorities”, – said Karen Harutyunyan.

The civic action of the sit-down strikers at CEC has one objective:

“The regime must understand that our community is alert, keeps his
focus on the situation and is ready to keep it under control”, – said
Saro Saroyan. The CEC did not notice the citizens sitting down their
windows.”Perhaps they have just read the posters from the windows

YEREVAN.- Presidential candidate Raffi Hovannisian promised to protect
the votes of electorate at the expense of his life.

Speaking during an open air news conference in Liberty Square,
Hovannisian said Armenian people’s votes have been stolen and the
results rigged for already 20 years.

“It is time for us to launch struggle and get victory at the request of
the Armenian people. The sad tradition must come to an end,” he said.

At the same time, he explained that the fight will be carried out by
all constitutional means, adding that all the concrete steps will be
developed in the course of wide discussions.

As one of the most interesting scenarios, he pointed at early
parliamentary elections “in which the Armenian society and, we all
together, will get inevitable victory.”

conference is over. Hovannisian bid farewell till 5 pm tomorrow.

Square A. Martirosyan said “As Raffi says; it is possible”.
