Armenia’s Statistical Service reports 9.5% growth in the country’s
agricultural sector in 2012 as compared with 2011.

At his meeting with journalist on Thursday, Armenia’s Minister of
Agriculture Sergo Karapetyan said the growth was possible due to
government assistance programs. Under the major programs, Armenia’s
farms were provided with nitrogen fertilizers and diesel fuel.

“The gross agricultural produce totaled AMD 840.5bn. This January we
recorded 2.1% growth as compared with last January. Last year they
were provided with up to 37,000 tons of nitrogen fertilizers and
25,000 tons of diesel fuel,” Mr Karapetyan said.

Armenia’s government plans to provide 31.4 thousand tons of nitrogen
fertilizers to Armenia’s agricultural sector this year.

“This is serious aid to farms. We will continue issuing loans. Banks
grant loans to at an annual interest rate of 14%. But they grant
agricultural loans at an annual interest rate of 10%,” Mr Karapetyan
said.

Moreover, socially vulnerable families can apply for loans at an
annual interest rate of 8%.

“More than 43,000 farms have received loans exceeding AMD 32bn,”
Mr Karapetyan said. An AMD 7.5bn lending program has been approved
for this spring.

Mr Karapetyan also singled out a program of supplying seeds to farms.

The doors of the university were not closed for the students wishing
to participate to the student strike.

Today assured YSY staff’s head Alik Gharibian and claimed that those
who are boycotting already 4 days are not the students of YSU.

“I guarantee that the university has never been used for political
purposes “, – said Alik Gharibian.

However, Mr. Gharibian today did not deny that at the central entrance
of YSU has been a quarrel with insulting between the boycotters and
the other part of the students that criticize the strike.

Regarding to the expression of the rector’s assistant Gevorg Melkonyan
“Bring the army, bring the boys from Akhalkalak( who are famous for
their pugnacity)” Alik Gharibian mentioned:

“We will try to draw corresponding conclusions and take actions”,-
added Mr. Gharibian.

Yesterday, the presidential candidate, the president of the “Heritage”
party Raffi Hovhannisyan filed a lawsuit to the RA Administrative Court
against the Central Election Commission, challenging the latter’s
inaction. The case was signed by the Judge of Administrative Court
Judge Karen Avetisyan.

Raffi Hovannisyan requests that CEC be obliged to “include the price
of the 1.600 election headquarters of the presidential candidate Serzh
Sargsyan and the price of the posters spotted on them in the campaign
cost” and announce the registration of the candidate invalid upon
the No. 60-A decision of CEC. Raffi Hovannisyan applied to CEC with
this claim, asking CEC to apply to court for the revocation of Serzh
Sargsyan candidacy. Based on the decision of February 25, CEC rejected
Raffi Hovhannisyan’s application. The CEC noted that those cases of
the Electoral Code when the election committee applies to the court
without warning the candidate about that, concern exclusively those
cases that can have a significant impact on the election results. CEC
also said that the person who presented the application did not present
the legal justification or reasons to substantiate the impact of the
presented facts on the election outcome.

Thousands Calling for Serzh Sargsyan to Resign

Freedom Square in Yerevan was overflowing with people at today’s rally
in support of Raffi Hovannisian and his ongoing struggle to reject the
official vote results of the February 18 presidential election.

Speakers included Jirayr Sefilyan and Nikol Pashinyan, Andreas
Ghoukasyan and Zarouhie Postanjyan.

Raffi Hovannisian invited Serzh Sargsyan to Freedom Square on March 5
and to face the people who had voted him out of office.

Hovannisian called on Serzh Sargsyan, Prime Minister Tigran Sargsyan
and Yerevan Mayor Taron Karapetyan to submit their resignations
publicly for the lies and fraud they have perpetrated during their
terms of office.

He called on them to display their morality and Christian spirit to
give an accounting to the people for the error of their ways.

Hovannisian said he would consult with his lawyers and decide whether
or not to petition the Central Electoral Commission to declare the
February 18 election null and void.

He asked the crowd when the next rally should be held, March 5 or
March 8. The people answered March 8; the day when they demand to see
Serzh Sargsyan at Freedom Square and account for his misdeeds in front
of the people.

Jirayr Sefilyan told the crowd that a real opportunity had arisen to
`build the Armenia of our dreams.’ He warned the crowd that the past
mistakes of the opposition must not be repeated.

Sefilyan, an Artsakh military commander, said that the regime’s ploy
to use `national security’ as a pretext to halt the current unfolding
struggle will no longer be swallowed.

`We cannot wait another five years,’ declared Sefilyan. `In 2008, the
regime succeeded in dividing the people. This time we are united as
one, Armenia, Artsakh and the diaspora.’

Sefilyan said that no of the leaders of the past who betrayed the will
of the people would be allowed on the platform at Freedom Square.

Andreas Ghoukasyan, the presidential candidate who went on hunger
strike, gave a fiery speech lambasting the current regime. He called
for unity of purpose as well.

`Today, 10 million Armenians around the world are watching what
happens in Freedom Square to see if the people are ready to take the
struggle for freedom and justice till the end,’ said Ghoukasyan.

He then asked the crowd, `Are you ready?’ To which the crowd
thunderously responded, `Yes’

Ghoukasyan said that the people must demand the resignation of all
ruling Republican Party officials from regional and municipal posts.

He also called for the people to organize and proposed the formation
of citizens’ council to represent the people’s will parallel to
existing government structures.

As Nikol Pashinyan, the firebrand political activist, approached the
microphone he was welcomed with chants of `Nikol, Nikol’

He noted that on March 1, 2008, the Kocharian/Sargsyan clique occupied
Yerevan, the capital of Armenia, with tanks and the army.

Pashinyan said that today, the people have launched a struggle to
build a new Armenia on behalf of those who died five years ago.

He said that the people have united in a sacred cause and that the
regime’s attempt to pit one region against the other is doomed to
failure.

`Our struggle is for the unity of all Armenians, that the rule of law
covers each and every citizen of the country. The hour of unity,
brotherhood and victory is upon us,’ declared Pashinyan.

Pashinyan said the goal of the people and the pan-national struggle
embodied by Raffi Hovannisian, the elected president of the people, is
a simple one -irreversible victory.

`Victory of nothing,’ exclaimed Pashinyan.

He proposed that on April 9, inauguration day, the people fill
Republic Square and conduct a popular inauguration of Raffi
Hovannisian as the next president of Armenia.

Pashinyan said that faced with such an outpouring of the people’s
will, Serzh Sargsyan will be forced to admit defeat and that he isn’t
the choice of the people.

Heritage party leader Raffi Hovannisian said today in the Liberty
Square that `at the cost of his life by the end of April 9 the
Armenian people will celebrate our victory.’

He said with love, with greeting and with a smile he will send letters
to Serzh Sargsyan, Tigran Sargsyan and Taron Margaryan inviting them
to the square and declaring their resignation.

`All the state institutions in Armenia belong to Armenian people, and
if three of them invite me to their office I will go there as these
offices belong to Armenian people,’ he said.

He asked people to be successive. `We must be successive, strong and
united,’ he said.

Hovannisian again reminded that they are gathering on March 5 at 2.00
pm in the Liberty square, before it they are going to Yerablur to pay
tribute to Commander Vazgen Sargsyan, on his birthday.

Professor Sugata Mitra didn’t invent student-driven learning. But he
is championing field research and a compelling case that there has
never been a time in history when the SOLE (self-organized learning
environment) model is so vital to children’s learning. Self-organized
learning complements traditional education systems. In fact,
self-guided learning is already gaining traction in pockets around the
world, including in Armenia where teenagers are leading their own
structured learning projects and field studies thanks to
Internet-connected after-school programs, and a slightly younger
generation of mentors playing the role of Professor Mitra’s “granny
network.” The program in Armenia and other places around the world
prioritizes curiosity and skills acquisition, not assessment.

I deeply admire Dr. Sugata’s work, his structured approach to SOLE,
and his willingness to turn research into results with the support of
TED. We have enough academic dissertations about the future of
learning when action is what is most needed. Hopefully now
child-driven, self-guided learning will gain serious attention from
the general public and resources to begin the learning system
revolution in earnest — one that will prepare a new generation of
minds to collaborate, problem-solve and succeed in the fast moving New
Machine age.

China’s leader Chairman Mao once said “a single spark can combust
into a mighty flame
(æ=98=9Fæ=98=9Fä¹=8Bç=81«ï¼=8Cå=8F¯ä»¥ç=87=8Eå=8E=9F).” Sugata’s talk
lit a flame at TED ’13, perhaps creating a wild fire that leads to the
reinvention of the world’s education system. With the right attention
from government policy makers, business leaders, and most importantly,
parents, the dawn of student-driven learning may be upon us.

You see, the flaw in our education system is not only limited to
learning among children, but in fact, extends to across age groups,
from young professionals to retirees. The fundamental questions we
must ask ourselves are these: When is the student a better teacher,
and the teacher a better student? What is important to learn and why?
How do we learn and who should take responsibility for setting up
these systems?

For example, we assume adults should educate children, but perhaps
it’s time to give children some authority, and even official
recognition to teach adults, particularly in areas of the Internet,
science, arts and other subjects.

And retirees could be brought into a new kind of education system to
mentor children to teach themselves, modeling optimism, endurance, and
patience. From a technology standpoint, I see a future where new
learning formats leverage gaming and cloud-based competition to help
children create their own experiential learning journeys, connected to
their peers around the world.

Professor Mitra’s SOLE model is not the ultimate solution to our
children’s learning needs, but it sets a clear direction for us to
rethink our education system and redefine the concept of education
itself. n Chinese, education is æ=95=99è=82² which directly
translated means “Teach and Foster”; however, learning is å-¦ä¹ which
directly translated is “learn and repeat practicing.” I appreciate
the ancient wisdom here.

Our school systems have been focused on teaching knowledge and
skills, but not on fostering important behavioral qualities that allow
learning such as attitude, mindset, receptivity to new ideas and
persistence. Who should be responsible for this part of education?
Ideally this should be the parent’s responsibility. The question is:
Who is giving parents that knowledge?

The SOLE model might not be the best way to equip our children with
mindset qualities that allow “repeat practicing” which requires
patience and focus. This is particularly important today with kids’
attention spans becoming shorter (due to a variety of factors in our
modern, highly stimulated society).

If we see a learned person as the result of our education system,
children become the “customer” and teachers become the “providers” of
this business we call education. Logically, the process is then
structured to maximize the ability of the customer to acquire new
skills, which naturally would then embrace self-organized learning
concepts. We need tomorrow’s education system to become an ecosystem
where the role of student and teacher is continually redefined
depending on the situation and learning need. This too is a mindset
change. Are we ready?

With the 2013 TED Prize going toward igniting a student-directed
learning movement, I believe impact extends from existing school
systems, especially in poor regions where access to high-quality
learning is in short supply, to online learning environments where the
cloud is the classroom. We should consider SOLE an addition to
existing education, at least in the short term, as we reinvent the
best learning experiences and observe results.

For SOLE to work, an unprecedented level of collaboration is required
from educational content publishers, technology companies, teachers,
parents, governments, and business. We need to ready ourselves for the
baton to be passed from Professor Mitra to leaders in learning
everywhere who have the influence and experience to architect
education for the New Machine age. The question is who will lead this
revolution? Perhaps our children will!

Prosecutor says Armenian private was shot ‘accidentally’

A military prosecutor demanded up to two years, six months for a
suspect who he accused of “accidentally” shooting Sevag Þahin Balýkçý
during his military service as a private, while the family and lawyers
suspect Balýkçý being an ethnic Armenian might have been the motive
for the fatal shooting, Today’s Zaman reported.

Pvt. Balýkçý was killed on April 24, 2011, the date of commemoration
of the Armenian Genocide. Officers and other privates in his unit,
which is stationed in Batman province, testified that Balýkçý was shot
accidentally while “joking around” with a close friend, Kývanç
Aðaoðlu, who allegedly fired the lethal shot. They were serving at the
Kozluk Gümüþgörü Gendarmerie Station at the time of the alleged
murder. However, a witness changed his testimony during the trial.

During a hearing at Diyarbakýr Second Air Forces Command Military
Court on Feb. 28, the prosecutor demanded two to six years for Aðaoðlu
and from two years, six months to two years for noncommissioned
officer Sadrettin Ersöz.

Aðaoðlu, who has been released on bail, attended the hearing.
Balýkçý’s parents Garabet and Ani Balýkçý, his sister Lerna Özder and
the family lawyers were also present. The other suspect, Ersöz, also
attended the trial.

Hakan Tekkanat, a witness who also was serving in the military at the
time of the murder, had earlier testified that Ersöz gathered all the
privates in the unit after the shooting and talked to them about the
shooting, saying Aðaoðlu was innocent and the shooting was an
accident. Ersöz denied the allegations that he tried to manipulate the
soldiers in any way, but he admits that he gathered the unit. “My
purpose was not to manipulate the testimony of the other soldier or
protect Aðaoðlu. I was just carrying out orders. I convened the unit
to find out information about the incident.”

The Balýkçý family on Thursday said they wanted the truth to come out.
“Everything is left to people’s conscience. We want to find out how
our son died. Sevag will not come back, but we want the truth to come
out. We want to know the truth,” Garabet Balýkçý said.

Cem Halavurt, a lawyer representing the Balýkçý family, said documents
regarding the incident and testimony from witnesses presented serious
contradictions. “The witnesses are being manipulated. This is why the
incident can’t be fully understood. There is serious negligence here,
and apart from Sadrettin E., all the commanders in charge of the
station have a responsibility.” Halavurt also petitioned the court to
expand the investigation, a request that was turned down by the court.

After the military prosecutor presented his statement on the case, the
court was adjourned until May 26.

Speaking about his opponents before the election, Serzh Sargsyan said
one cannot be a president without a team and platform. First one needs
a team, win local elections, then think about the post of president.

Local self-government support is the platform of the ruling party
which uses it to win national elections. On February 18 electoral
fraud was easy because the communities `belong’ to the RPA.

Although, it did not help Serzh Sargsyan. In many towns Raffi
Hovannisian won, nevertheless, 100% voting was ensured in other
communities.

In May local elections will be held. So far the opposition forces did
not make efforts in that direction. This time there will be a real
fight for communities. The Heritage and the ARF have already stated
likely to run in the local election. Raffi Hovannisian is visiting the
regions to figure out their chance in the local elections and
potential candidates.

The focus will certainly be on the election of the council of Yerevan
where half of the population of Armenia lives. Those in Yerevan will
vote for the opposition, especially if electoral lists include civic
activists who fight for the city and already have several victories.

The technology of `bottom up’ change of government may have a good
result. The ruling system has powerful leverages but is not almighty
while those at the top of the system are people with their weaknesses
and honor. They will feel that pressure does not abate and grows, they
may also retreat.

The government defeated the movement of 2008 because it focused on
Freedom Square. Now the movements spreads all over Armenia which
causes complications not only for the Armenian government but also
CSTO rapid reaction forces which Putin can’t wait to use.

Where will these forces be deployed if the Armenian opposition decides
to run in the local elections?

Amnesty International issued a statement urging Armenia’s authorities
to investigation voter fraud and intimidation during the presidential
elections.

`Today, as thousands of Armenian citizens are gathering at the Freedom
square in Yerevan to protest against election fraud, Amnesty
International is calling the Armenian authorities to investigate
election related human rights violations,’ the statement reads.

`International intergovernmental observers’ generally positive
assessment of Armenia’s 18 February Presidential Election and the
preceding campaign season should not be interpreted by Yerevan as to
ignore reports of human rights violations related to elections,’ the
Amnesty International said.

Amnesty International calls on the relevant authorities to carry out
prompt and impartial investigations into all allegations of rights
violations during the elections and hold those responsible to account.
The authorities must also guarantee the safety of participants at
post-election protests and public meetings.

YEREVAN, MARCH 2, ARMENPRESS. The Armenian-Azerbaijani virtual
struggle reaches its ultimate point in the end of February. As reports
“Armenpress” during the March 2 press conference information security
expert Samvel Martirosyan mentioned that this year the population
paid less attention to information security because of local political
events.

“It’s already the second year that the Azerbaijanis are making great
efforts in information struggle in respect to Khojaly. It’s a top
topic for them,” Martirosyan said. He stated that there are dozens of
Azerbaijani sites spreading misleading information about the military
operation of liberation of Khojaly.

“Last year it was the 20th anniversary of Khojalu and Azerbaijan
implemented a greater sum at the state level and the funding of
anti-Armenian campaign was much greater,” said the information
security expert. The Azerbaijanis realize anti-Armenian campaigns in
various ways; they publish advertisements and make active usage of the
virtual domain.
