Using its lobby Azerbaijan is trying to make Nagorno Karabakh issue
a target of discussions in the parliaments of different countries,
chairman of Foreign Relations Standing Committee Artak Zakaryan told
the reporters on Friday.

The ruling party MP said Armenia’s diplomatic forces are trying to
combat it.

“Parliaments of different countries voice readiness to be subjected
to misinformation. Recently Czech Republic’s parliament has adopted
a document relating to Khojaly cases. It is a bad precedent and the
main concern is that parliaments of different countries become arena
for discussions,” he said.

Zakaryan said the Armenian diplomatic forces must be able to work
in these parliaments and explain that the discussions in third,
fourth countries will negatively affect the attempts to smoothen the
existing disputes.

“It is the continuation of caviar diplomacy that is gradually
coming forth. The matter of concern is not the misinformation
spread by Azerbaijan. It is strange that our partners, friends, the
parliaments of loyal countries allow their parliaments become a stage
for diplomatic wars,” he said.

Asked how the Armenian side responds to the events, Artak Zakaryan
said he has already sent a letter to his Czech Republic counterpart
and added that in reality Armenia carries out a large-scale work.

“This work must not necessarily be seen. Only in one out of its ten
initiatives Azerbaijan manages to reach success, in other nine cases
Armenia makes them fail. Our diplomatic missions manage to raise
certain issues connected with Sumgait. We will try to present the
whole reality,” he said.

PALLONE COMMEMORATES AZERBAIJANI POGROMS IN SUMGAIT

Congressional Armenian Caucus Co-Chairman Frank Pallone (D-NJ)
commemorated the 25th anniversary of the Azerbaijani pogroms against
the Armenian population of the Azerbaijani city of Sumgait, and
condemned the ongoing atmosphere of violence and intimidation being
fostered by the government of President Ilham Aliyev, reported the
Armenian National Committee of America (ANCA).

“The history of the past quarter century has been one of Artsakh’s
enduring democratic triumph over relentless Azerbaijani government
aggression, blockades, intolerance, and war. We look to American
leaders, revolutionary heirs to the world’s greatest independence
movement, to help support and sustain the proud victory of a free
people against foreign tyranny, against massacres, outright war,
economic blockade, ongoing sniper attacks, and, now, a Baku-led
international campaign to demonize each and every Armenian on the
planet,” said ANCA Executive Director Aram Hamparian. “We join
with Armenians in New Jersey and across the nation in thanking
Congressman Pallone for continuing to raise his voices in support
of a peaceful, democratic, secure, and sustainable resolution that
will end Azerbaijani threats against the free citizens of the Nagorno
Karabakh Republic.”

In remarks submitted to the Congressional Record, Representative
Pallone reminded his colleagues, “it was on the evening of February
27, 1988, that hundreds of Armenians were brutally murdered, some
burned alive and others thrown from windows.” Pallone went on to
explain that the Sumgait pogroms were the beginning of decades of
violence, fomented by successive Azerbaijani government leaders. “For
more than two decades, authorities in Azerbaijan have attempted to
ignore and cover up these crimes and have instead fostered hatred
toward the Armenian people. In an affront to basic senses of justice,
the Azerbaijani government recently pardoned Azerbaijani military
officer, Ramil Safarov who was sentenced to life in prison in Hungary
for murdering an Armenian military officer during a NATO-sponsored
training program in 2004. I continue to be outraged by this promotion
of violence against innocent Armenians,” stated the New Jersey
legislator. Rep. Pallone went on to urge the immediate reincarceration

PETITION URGES BRITISH MUSEUM TO STOP MISREPRESENTATION OF ARMENIAN HERITAGE

Petition posted on change.org calls on the British Museum to stop
misrepresentation of Armenian Armenian Heritage as “Ancient Turkey.”

The full text of the petition is provided below:

“The British Museum is misinforming visitors about the artifacts
found within room 54, claiming they originated from Ancient Turkey and
Ancient Anatolia. This is absolutely ridiculous and beyond inaccurate
because there is no such thing as Ancient Turkey or Ancient Anatolia!

This is a discrimination of Armenian heritage and shall not be
tolerated. They refer to artifacts dated from 5500-300 BC from Kingdom
of Ararat, known as “Urartu”, present day Armenia, as “eastern Turkey.”

They are trying to validate their point by stating that “most
visitors use modern geographical references to decide which parts of
the collection they wish to see.” As an educational institution they
should be educating their visitors about the origins of the art and
the culture it was created by, not manipulating them to “decide which
parts of the museum they wish to see.”

Other museums around the world, such as the Metropolitan Museum,
acknowledge and respect the Armenian culture by properly naming
their collections. Why is the British Museum trying to change history
by giving the Ottoman Empire credit for art they never created? By
deceiving visitors the British Museum is losing credibility as an
institution that conserves historical importance.”

The petition has been signed by 6,387; 1,113 signatures are needed.

Ghazaryan is over; she used her right and refused to give testimony.

According to the press release of the Foundation, today at 14:00 Salpi
Ghazaryan was invited to the National Security Service assigned to the
RA Government for questioning.

It should be remembered that the Investigation Department of the
National Security Service is examining the case of the legalization of
illicit income in which the defendant is the member of the RA National
Assembly, the founder of the `Civilitas’ Foundation Vardan Oskanyan.

Implausibly high voter turnout in some polling stations raises

OSCE/ODIHR has issued a post-election interim report on March 2 for
the February 19-26 period.

The OSCE/ODIHR will also issue a comprehensive final report, including
recommendations, approximately two months after the completion of the
electoral process.

On 25 February, the CEC announced the final election results with Mr.
Sargsyan as the elected president. The results protocol was signed by
all seven CEC members.

The report says an OSCE/ODIHR EOM analysis of final results as
published by the CEC shows a close correlation between the voter
turnout and the number of votes for the incumbent, with PECs with
above-average turnout also having a higher share of votes for Mr.
Sargsyan. Out of the 1,988 polling stations, 1,746 have 300 or more
registered voters. In 144 of those, voter turnout exceeded 80 per
cent, which seems implausibly high; the incumbent received above 80
per cent of the votes cast in 115 of these stations. In 198 out of the
303 stations where turnout was between 70 and 80 per cent, the
incumbent received more than 70 per cent of the votes. Among 249
stations where turnout was below 50 per cent, Mr. Sargsyan received
more than 50 per cent in 40, and Mr. Hovannisyan received more than 50
per cent in 155. The tendency of higher results for the incumbent
observed at the majority of stations with high turnout raises concerns
regarding the confidence over the integrity of the electoral process.

The OSCE/ODIHR EOM was informed by the CEC of 8 formal complaints
registered by election commissions on election day, and of over 80
registered after the election, mostly requesting recounts or
invalidation of a total of 140 PEC results. Requests for invalidation
of the results in 73 polling stations were considered inadmissible
because they had been filed after the legal deadline; for 47 of the
stations, they were rejected as unsubstantiated. Complaints on
election day cited grave irregularities such as ballot box stuffing,
multiple voting, voting by unauthorized persons, interference and
pressure by executive officials. All complaints filed by observers
were considered inadmissible as they have no right to file complaints
which do not concern direct hindrance of their rights as observers.
Complaints filed by candidate proxies were also considered
inadmissible on the grounds that they were not present in the polling
stations. The information on complaints provided by the CEC to the EOM
was at times conflicting and incomplete.

Some 40 cases of irregularities were registered by observers and
candidate proxies in PEC journals.

silence. We have to give tribute to the victims of the events of March
1. Similar opinion was expressed by the leader of “Heritage” party
Raffi Hovannisian at a press conference, convened at the Liberty
Square.

Referring to the results of the elections held on February 18, Raffi
Hovannisian again said that they were shameful elections, and the
results were falsified.

He also noted that the people should be prepared for a long and heavy fighting.

To note that from the Liberty Square citizens will move to the
monument of Myasnikyan to pay tribute to the victims of March 1.

specialists stated that my health condition deteriorates causing
health complications..

I will recover in any case. And if I am not back again once your
children will harass you and you will not be able find the answer, why
so united you betrayed the only one who brought you victory.

Look at your behavior today and you will understand what actions were
taking your fathers and grandfathers that Armenians, which were 2-3
percent of the world nowadays are not even 0.2 percent and that only
10 percent of our historic homeland is left for us… And think if
mankind needs such weak-willed, wicked and dreg beings like you.

Now I am no able event to pray to Lord, to sing my favorite prayer of
Yekmalean. Now even prayers seem alien and useless.

Lord, you said to love your neighbor, but you have also told not to
throw your pearls before swine.I am lost. How can I find a way? Can I
consider them neighbors?

Man psychotic when he hit cop; Toronto officer rammed with snow plow, died

TORONTO

A man on trial for killing a Toronto police officer was psychotic at
the time he rammed into the sergeant with a stolen snow plow and may
be schizophrenic, court heard Thursday.

Richard Kachkar, 44, appears to have been suffering for several years
from a “low-grade” mental illness with periodic spikes, such as in
2006 when he woke up in the middle of the night screaming that he was
possessed by the devil and slapped his wife, a psychiatrist testified.

There was also a “very serious” exacerbation in the months before
Kachkar killed Sgt. Ryan Russell in January 2011, forensic
psychiatrist Dr. Philip Klassen testified.

“I formed the opinion that, from a purely psychiatric perspective, I
felt that, on the balance of probabilities, he was not able to
appreciate the nature and quality of his actions or their rightness or
wrongness,” Klassen said.

Kachkar’s symptoms do not fit neatly into any one category, Klassen
said, noting if he had to offer a diagnosis it would be either an
unspecified psychotic disorder or possibly schizophrenia. Klassen
added that he thought Kachkar was exaggerating his reported amnesia
surrounding the death of Russell.

Kachkar has pleaded not guilty to first-degree murder, and his lawyers
are urging the jury to find him not criminally responsible – a finding
that means he had a mental disorder and couldn’t appreciate what he
was doing.

The judge has told the jury that there is “no doubt” Kachkar was
driving the stolen plow on Jan. 12, 2011, when it hit and killed the
35-year-old officer, but what is at issue is Kachkar’s mental state.

Friends have said that, in the days before Russell’s death, Kachkar
was behaving strangely, sleeping with his arms crossed like a mummy
and talking about “white Jesus” and cameras being everywhere.

As he drove the stolen snow plow wildly around the streets of Toronto
that morning for two hours he was yelling about the Taliban, Chinese
technology, Russian Facebook and paramedics putting microchips in his
body, his trial has heard.

Russell was killed after he got out of his cruiser to try to stop the
snow plow, which was driving into oncoming traffic and crashing into
other vehicles.

Klassen spent more than 10 hours interviewing Kachkar, spoke to his
estranged wife and daughter, and looked over voluminous other
materials in preparing his report.

He described Kachkar as a man whose “grandiose” business schemes
involved at various times the Kardashian sisters, a bakery for dogs
and a Russian submarine.

Among Kachkar’s possessions were pages of handwritten notes of plans
for architecture, banking, commerce and information technology
business ventures with the tabloid-fodder Kardashian family.

Klassen said when he asked Kachkar about the notes he “normalized” the
plans, talking about their shared Armenian heritage.

“He stated that, well, the Kardashian family is Armenian but they need
help, and he suggested that his talents could cover the various areas
that you’ve seen and that he in turn could help them,” Klassen
testified.

Based on his research, Klassen was also able to paint a picture of
Kachkar’s early life – growing up in Edmonton with three sisters and
hard-working immigrant parents – as unremarkable and middle-class.

In his 20s Kachkar went to study architecture in Armenia, where he met
his wife, though it seems their main reason for getting married was
that she conceived, Klassen said.

They moved back to Canada, where he studied computerized design in
British Columbia, then drifted around from job to job below his
education level, Klassen said.

When his father died in 2004 Kachkar inherited $100,000 and tried to
use the money flipping real estate in the United States, but he
ultimately lost the properties to unpaid taxes after he didn’t get a
work visa and couldn’t renovate them, Klassen said.

Kachkar took his son’s education money to buy a building in St.
Catharines, Ont., where he was living until his arrest.

He was described by family as intrusive, controlling, argumentative
and demanding, and police were called on a few occasions for incidents
of pushing and shoving, Klassen said.

Kachkar and his wife separated around 2006, when she reported to
social workers that she was worried about him because she thought he
was mentally ill, Klassen said.
