Awqaf Minister Talaat Afifi stressed that all heavenly religions urge
believers for peaceful coexistence and solidarity.

Afifi made the remark during his meeting Thursday 14/03/2013 with
Armenian ambassador in Cairo Armen Melkonian along with the bishop of
Armenian Catholic Church.

During the meeting, Afifi stressed that Islam came for the best
interest of the human being, reiterating that the divine religions
prohibit aggression against people.

The Armenian ambassador, for his part, highlighted the strong
relations binding the two countries, saying that Egypt was at the
forefront of countries which recognized the independence of Armenia in
1915.

The co-chairmen of the Organization for Security and Co-operation in
Europe (OSCE) Minsk Group will again visit the Nagorno-Karabakh
conflict zone in early April, Azerbaijan’s Foreign Minister Elmar
Mammadyarov said at a press briefing on Friday.

Addressing the prospects for the next meeting of the Azeri and
Armenian presidents, Mammadyarov said that the agenda of such a
meeting should be clarified first.

The minister also disagreed with a broadly discussed proposal to
review the current composition of the OSCE Minsk Group, which today
includes Russia, the United States and France.

“First and foremost, I would not call the co-chair countries
pro-Armenian because each of these countries pursues a policy in line
with its interests. Besides, all three countries are permanent members
of the UN Security Council, have been playing a key role in the
international arena, and could make a positive contribution to the
settlement of the Karabakh conflict,” he said.

Opposition letter urges European party to review stance on Armenian election

Yerevan, 14 March: International secretary of the Heritage party
Stepan Safaryan sent a letter to President of the European People’s
Party (EPP) Wilfried Martens.

It should be noted that Armenian President Serzh Sargsyan will take
part in the EPP Summit in Brussels today.

Stepan Safaryan’s letter reads this:

“Dear Sir:

“As you know, on 18 February a presidential election took place in
Armenia. It was contested primarily by the leaders of two parties –
the ruling Republican Party and the opposition Heritage Party – both
observer members of the EPP.

“Before the campaign you had conveyed your warm wishes to both
candidates, and expressed your hope for the conduct of a free, fair,
and democratic election. Despite the incumbent’s numerous promises,
the election was anything but free and fair. In fact its results were
systematically falsified, as the incumbent Republican candidate tried
to steal victory by a process of serial ballot-stuffing,
ballot-stealing, and multiple-voting. It remains something of a
miracle that, despite the incumbent’s vast abuse of state resources
throughout the campaign, [Heritage leader] Raffi Hovhannisyan earned
the majority of actual votes – not only in every major city, but also
in most areas throughout the republic.

“The attached file includes an analysis of the official election
results produced by the independent organization Policy Forum Armenia
(whose findings have been affirmed by several statisticians throughout
the world, including Frederik Sjoberg of Columbia University), the
Interim Report from ODIHR, and a testimonial letter from one of the
distinguished OSCE observers himself. These documents speak for
themselves and complement a vast body of evidence, both testimonial
and captured directly on video, of the fraud that took place on 18
February. This is proof not merely of incidental violations here and
there with no clear effect on the outcome, but rather of a deliberate,
professional disenfranchisement of the Armenian citizen’s democratic
will.

“In short: Raffi Hovhannisyan earned a vast majority of votes in
nearly every precinct where average voter turnout was registered,
while Serzh Sargsyan received nearly or more than 100 per cent of
actual votes everywhere with impossible voter turnouts of 80-99 per
cent

“As the de facto president Serzh Sargsyan travels to foreign countries
and receives congratulations on his false victory, Raffi Hovhannisyan
– the candidate overwhelmingly elected by the Armenian people – has
begun a hunger strike to demand recognition of the true election
results. He has also been open to the possibility of a second round
run-off.

“Mr Martens: Armenia has no future without democracy and free
elections, without a legitimate president, without compliance with
international standards and its own Constitution. The Armenian people
simply can no longer afford to live under a ruler they did not elect.
Their disenfranchisement has nearly robbed them of all faith in their
nationhood. We urge you to reconsider, in correspondence with the
EPP’s very own values and standards, your decision to congratulate the
incumbent.

“We hope that the EPP will recognize the legitimate vote of the
Armenian nation and will not contribute to the deepening of the
political crisis which has developed in Armenia. Rather, it must
become a true champion of democracy – not of this or that political
party, but of the Armenian people, who made their rightful decision
with definitive hope and courage on 18 February.

“If your presidential determination – which flies in the face of
European benchmarks of the rule of law, civil liberty, and democratic
justice – becomes the official institutional policy of the entire EPP
family, we shall be compelled to re-evaluate our membership in our
great organization that has, most regrettably, deviated from the
fundamental precepts, values, and commitments which we seemed to
share, and which were the foundations of our application.”

with the journalists on March 16 emphasizing that many are mistaken

Julio Iglesias arrived in Armenia with two-day visit. He is

Turkey’s ambassador to Azerbaijan, Alper Coþkun, has stated that
the commencement of direct flights between the Turkish city of Van
and the Armenian capital of Yerevan set to happen on April 3 are not
indicative of any change in Turkey’s Armenia policy despite the fact
that it has been interpreted as a thawing in the perennially tense
Turkish-Armenian relationship.

“The Turkish president [Abdullah Gul], parliamentary speaker [Cemil
Cicek] and several other state officials have always made their
attitudes to Turkey’s ties with Armenia clearly. The flight from
Yerevan to Turkey has to do with trade between private companies
on both sides and, as such, the issue should be interpreted in this
light,” Coþkun said.

The chairman of the Armenian Union of the Industrialists and
Entrepreneurs, Arsen Ghazaryan, has said in remarks to the Armenian
ARKA news agency that the flights are expected to boost regional
tourism and bolster economic ties.

The Turkish ambassador in Baku also emphasized that there has not been
any change in Ankara’s policy on the settlement of the Nagorno-Karabakh
conflict, adding, “There is no other country in the world that extends
so much support to Azerbaijan in the Nagorno-Karabakh conflict that
it keeps its border with Armenia closed.” He urged the media to not
mislead the public as Turkey has not made even a small change to its
policy in this regard.

For years now Armenia and Turkey have had no diplomatic ties,
and Turkey closed its border with Armenia in 1993 during the
Nagorno-Karabakh war in an act of solidarity with Azerbaijan, a
country with which it has an ethnic bond. The war resulted in the
deaths of some 30,000 Armenians and Azerbaijanis. Ankara has set as
a precondition for the normalization of bilateral relations with
Armenia the Armenian withdrawal from the Nagorno-Karabakh region,
which is still under occupation by Yerevan.

Armenia has occupied the mountainous enclave since 1992 and refuses
to withdraw its armed forces. The issue has been one of the major
sources of regional instability and threatens peace in the volatile
region with constant bickering between Baku and Yerevan.

Despite reconciliation efforts, Ankara and Yerevan have failed to
reach a compromise and the border remains closed.

ARMENIA: CONSTITUTIONAL COURT REFUSES TO INVALIDATE ELECTIONS

It was an expected decision and, so, in a way, is the hunger strike
by former presidential candidate Raffi Hovhannisian — now nearly
five days and counting — that accompanies it.

Armenia’s Constitutional Court, a body not particularly known for
robust independence from the government’s executive branch, ruled in
the early evening of March 14 that there are no grounds to support
Hovhannisian’s request that the country’s February 18 presidential
elections be declared invalid.

The court will not publish its full decision until March 18.

With Serzh Sargsyan already congratulated by foreign governments
and making official visits as Armenia’s president-elect, outsiders
might get the impression that the train has already left the station,
and Hovhannisian missed it.

How a hunger strike will change things is unclear.

Hovhannisian has tried the hunger-strike route before, stoically
sitting in Liberty Square for 15 days in 2011 “to bring power back
to the people.” The measure brought no tangible result other than to
make the full-figured politician much slimmer.

As the pro-opposition A1Plus.am news site laconically commented in
a blooper, “Note that R. Hovhannisyan is on hunger-strike already
4 years.”

This time round, he seems content to sit under a canopy on a bench
in Liberty Square, with a scarf in the colors of the Armenian flag
around his neck, and books and paintings on red-blue-orange blankets
spread out alongside him.

The American-born politician is expected to comment on the Court’s
ruling and announce any plans for the future at a 5pm rally today
in Yerevan.

When asked if he would lead his supporters to storm Sargsyan’s
residence — given his current bench-sitting, a curious contrast —
Hovhannisian responded that the “people will not do anything without
me, nor I without them.”

Does that mean more hunger strikes? Fellow former presidential
candidate Andrias Ghukasian certainly thinks so. Already an experienced
hunger striker himself, the 42-year-old Ghukasian, whose appeal to
the Constitutional Court was also rejected, said that he might join
Hovhannisian’s starvation cause since “I don’t see any other way to
save the life of Raffi Hovannisian.”

As of March 15, a total of five fellow strikers reportedly have
signed on; the latest, Iranian-Armenian writer Violet Grigoryan,
News.am announced.

Hovhannisian apparently has set his eyes on April 9, the date of
Sargsyan’s inauguration, as the make-or-break date for his protest
campaign, declaring that it will occur “over my dead body.” But, apart
from the growling of stomachs, little action appears to be going on.

As one Yerevan-based blogger noted on March 10 of Hovhannisian’s
Barevolution, “it’s still not clear where they’re going with this.”

Armenia is on the 81th place out of 182 countries in, and Azerbaijan
is on 118th. Georgia is a leader in the region, and is on the 45th
place, these are the Data of the rating of the “Net Index”, which is
a project of the American company “Ookla Inc.”. Rating is designed
to study the quality of the Internet around the world.

According to the index the average speed of the internet in Armenia,
is 6.53 Mbit/s, in Azerbaijan it is 3.79 and in Georgia is 12.3.

In this ranking Armenia is adjacent to such states like San Marino,
Italy, Serbia, while Azerbaijan to Angola, South Africa and Bahrain.

The world leaders of Internet quality are Hong Kong, Singapore,
Lithuania, Andorra, and Taiwan, the rating closes Bolivia, Algeria,
Benin and Uzbekistan.

ELECTIONS DEVASTATE ARMENIA “FROM SEA TO SEA”

February 18 presidential elections left a deep mark in our reality,
bright display of which is that still ongoing in the political life
of the country.

Since ancient times, many Armenian citizens have chosen a migration
path, this fact is not a secret, especially as statistics and not
just every time prove this reality.

In the first two months of the year for air path (“Zvartnots” airport
in Yerevan and “Shirak” in Gyumri) 96192 people came to Armenia,
and 115221 left. Compared to the same period last year the number of
emigrants in January-February 2013 was increased by 2.455 people. Here
are the official figures published by the General Directorate of
Civil Aviation.

Of course, this is a serious threat for the country in general, and
for national security. What do we have, at that time the incumbent
President of Armenia Serzh Sargsyan during his election campaign
disparaged expressed concerning the fact of farmer’s sons’ emigration.

“Am I too blame that your sons have emigrated?”-That was still
presidential candidate’s review.

And Sargsyan was reelected, and during this time, it turns out,
people run away, by air or by land, it is not important. This rate of
emigration after simple mathematical calculation leads to the clear
conclusion that one “perfect” day there will be no more people in
Armenia “from sea to sea”, and the government will led emptiness,
not even feeling guilt.

All this, of course, can be attributed only to the presidential
elections, and, in particular, with the election results, and if
to add all of this reduced fertility in the country, the future of
Armenia does not bode well.

The only way out of this situation may be changes in our country, which
will prevent migration, which grows day by day, destroying our country.

Thus, it appears that the authorities are neglected, and the citizens
migrate mainly without return, leaving the country at the mercy
of fate. It is definitely a matter of national security, which was
discussed at the presidential level, but, as it is already known, the
authorities do not feel guilty for a mass migration of the population.

Let us hope that as a result of the fundamental changes that pejorative
process will eventually be prevented, and the level of awareness of
the authorities still increase, and in addition to this the authorities
will notice and respond to similar processes in our country.

Andrias Ghukasian”, former rector of the Yerevan State Linguistic
University Suren Zolian said at the press conference in Liberty
Square today.

He expressed an opinion that Raffi Hovannisian acts correctly,
but “will not be able to gain a victory” without the people’s
self-organization. “We must help Raffi to succeed,” S. Zolian stated.

PanARMENIAN.Net – Armenian Minister of Diaspora Hranush Hakobyan met
with heads of NGOs and religious organizations.

Minister Hakobyan briefed the guests on the current state of the
Syria’s Armenian community and the programs aiming to support Syrian
Armenians having moved to the homeland. She further expressed
gratitude to the NGO that contributed to the solution of the
community’s problems.

By Prime Minister Tigran Sargsyan’s decree, an interdepartmental
committee on the coordination of Syrian Armenian issues was set up.

Committee secretary L. Stepanyan briefed the participants on the joint
activates of state and non-governmental organizations, measures taken
to facilitate visa and residence status provision, as well as the
legislative reforms aiming to solve education and health problems.

Minister Hakobyan said the program aiming to provide Syrians Armenians
with housing opportunities in Yerevan suburbs is being developed, with
USD 100 000 monthly assistance to be extended to social vulnerable
groups of Syria-based Armenians for the coming months.
