LE PARTI DE GAGIK TSARUKIAN MET EN GARDE CONTRE TOUTE FRAUDE LORS DE L’ELECTION MUNICIPALE A EREVAN

Le Parti Armenie prospère de Gagik Tsarukian (BHK) a menace de
boycotter la nouvelle assemblee municipale d’Erevan si elle est formee
a la suite d’elections frauduleuses le mois prochain.

Le BHK, qui possède le deuxième groupe au Parlement armenien, sera
parmi les pretendants cles lors des elections municipales prevues
le 5 mai. Il ne fait pas mystère de ses espoirs de remporter le plus
grand nombre de sièges au Conseil des Anciens et ainsi etre en mesure
de nommer le prochain maire d’Erevan.

” Cela serait très naïf si je disais que maintenant que nous avons
confiance dans les assurances donnees par les autorites ” a declare
Naira Zohrabian, une representante du BHK. ” Les autorites vont
certainement faire usage de leurs leviers. Nous avons deja recu de
nombreux rapports [sur des irregularites liees aux elections], qui
sont etudies par nos responsables de campagne “.

” Si les elections ne sont pas libres et equitables, Armenie Prospère
ne participera pas aux travaux d’un conseil d’Erevan forme de facon
illegitime ” a declare Naira Zohrabian au service armenien de RFE /
RL (Azatutyun.am).

Le BHK a termine en deuxième position lors des elections precedentes
qui se sont tenues a Erevan en mai 2009 et remportees par le Parti
republicain du president Serge Sarkissian (HHK). Il faisait parti
du gouvernement de coalition de Sarkissian a l’epoque. Le principal
parti d’opposition le Congrès national armenien (HAK) etait arrive
en troisième position, mais a refuse de prendre ses sièges au conseil
en raison allegeant une fraude generalisee.

” Nous ne boycotterons pas cette fois-ci. Un boycott n’aurait pas de
sens ” a declare Levon Zurabian, un des principaux membres du HAK.

Les deux autres principaux groupes de l’opposition, la Federation
revolutionnaire armenienne (FRA) et le parti Zharangutyun (Heritage)
ont egalement indique qu’ils ne boycotteront pas le conseil d’Erevan
au cas ou ils remporteraient des sièges.

Les quatre forces qui s’opposent au HHK ont appele a des efforts
conjoints pour eviter les tentatives gouvernementales de frauder le
scrutin a venir. Selon naira Zohrabian, les cellules de jeunesse du
BHK, du HAK et du Dashnaktsutyun tentent maintenant de former des
equipes mixtes chargees de superviser le processus de vote.

Le parti Zharangutyun semble rester mefiant quant a l’interet declare
du BHK d’une election libre le 5 mai. Il a precedemment accuse le
parti de Tsarukian d’acheter des votes par le travail de bienfaisance
finance par le chef du BHK.

” Le parti ne se livre pas a la bienveillance ” a insiste Naira
Zohrabian. ” Les programmes sociaux sont mis en ~uvre par le Fonds de
bienfaisance de Gagik Tsarukian et non dans la periode pre-electorale.

Nous ne violons pas la loi “. Elle a dit que l’ONG de charite de Gagik
Tsarukian va suspendre ses activites très mediatisees au cours de la
campagne electorale.

A secretary of the opposition Heritage party says their April 9
public gathering, expected to mark their leader’s “inauguration”,
was not properly understood by most of the society.

“Yesterday we planned the inauguration, which was something like a
festivity for us. And for 18:00 pm, we were planning a rally. Some
of the people decided later to simply tour Yerevan’s blocked streets
together with Raffi Hovhannisian. But with the whole crowd cordoned
off, different groups remained blocked in their places. No rally
was held at 18:00 pm because the people called for a procession, but
some of them were held in a blind alley,” Stepan Safaryan reporters
on Wednesday.

The politician said April 9 had not been originally intended to be a
revolution day that would mark the seizure of the presidential palace.

“Yesterday, in Liberty Square, provokers pushed through the crowd,
trying to incite people wishing reforms to resort to bloodsheds. Those
people had been evidently sent in order to give guidance to different
groups,” Safaryan said.

The Heritage secretary said those steps were an attempt to suppress
the popular movement.

Asked about the objectives behind Hovhannisian’s measures before
and after April 9, the politician answered, “Before April 9,
Hovhannisian would do everything possible to unite the people and
solve the problems through bilateral talks. After his hunger-strike,
he attempted to address his last call to Sargsyan, but after April 9,
we see polarization by the authorities. With two inaugurations and two
realities, we are now coming to face a new period, so the developments
are still ahead,” he added.

Armenia is the only country in the South Caucasus region capable
of preventing Turkey’s growing influence, according to a Ukrainian
politician.

In recent comments to Analitika.ua, Dmitry Snegiryov said such policies
contributed to the late 1990 Armenian pogroms in Baku. He described
the tragedy as the continuation of the Armenian Genocide.

“With its Panturkist policies, Azerbaijan has always relied on Turkey’s
assistance for resolving domestic and foreign problems.

Turkish nationalists from the Grey Wolves [movement] had direct
participation in the armed conflicts in Nagorno-Karabakh, thus
underlining Turkey’s policies to those regions’ ethnic population,
namely, the Armenians. Turkey, to which Armenia has territorial and
political claims, is not interested in the existence of an Armenian
state within its historical boundaries. The Kingdom of Armenia is the
only state in the Caucasus region that can take real steps to halt
the growth of the Turkish influence. And that caused the pogroms as a
recurring phenomenon not condemned by the ethnocide policies,” he said.

Committee of Foreign Affairs Artak Zakaryan hosted the Spanish
Ambassador in the countries of the South Caucasus Maria Victoria Scola
Pliego and the Honorary Consul of Spain in the Republic of Armenia
Armine Adamyan.

As Armenpress was informed at the PR and Information Department of the
Armenian National Assembly, welcoming the guests, Artak Zakaryan
considered important the development and deepening of the relations
between Armenia and Spain.

Expressing her gratitude for the warm reception, the Spanish
Ambassador in the countries of the South Caucasus informed that she
had come to Armenia to take part in the Inauguration Ceremony of the
President of the Republic of Armenia. Maria Victoria Scola Pliego
stated that Spain was quite interested in the South Caucasus
countries, Armenia, in particular and would like to deepen the
relations with the country.

During the meeting the interlocutors also touched upon the Armenia’s
foreign policy and Nagorno Karabakh conflict issue.

YEREVAN. – Armenia’s National Assembly (NA) Speaker Hovik Abrahamyan on
Wednesday received a delegation led by Speaker Vladimir Andreichenko of
the House of Representatives of the National Assembly of Belarus, who
had arrived in capital city Yerevan to attend Tuesday’s inauguration
of the President of Armenia.

NA Speaker gave a high evaluation to the level of Armenian-Belarusian
relations, and underscored the need to expand cooperation, NA press
service informs. In his words, interparliamentary ties likewise are
developing well.

Abrahamyan also highlighted cooperation in the international arena.

The Armenian parliament leader, however, noted that the economic
interaction between the two countries should reach the level of
political cooperation.

In his turn, Andreichenko congratulated Armenian President Serzh
Sargsyan’s convincing victory in the recent presidential vote
and for being reelected into office. He also gave emphasis to
interparliamentary collaboration and exchange of legislative knowhow.

In addition, the activities of the Interparliamentary Cooperation
Commission were highly evaluated.

Vladimir Andreichenko drew attention to cooperation, and noted that
Armenia and Belarus possess an unused potential for developing trade
and economic ties.

Cleanh2o Water Quality Analyzer Developers Say It Can Be Produced In

CLEANH2O WATER QUALITY ANALYZER DEVELOPERS SAY IT CAN BE PRODUCED IN ARMENIA

Serial production of handy water quality analyzers CleanH2O developed
by mLab young specialists is possible in Armenia, Technical Manager
of the mLab team, Narek Hayrapetyan told ArmInfo.

He said that it will not be difficult to launch production of the
analyzer as the components for the core module are on the open market
worldwide.

Hayrapetyan said that the final prototype of the analyzer is currently
being developed, with mLab developing hardware and software.

“We are currently working to develop the idea through creation of
new prototypes of CleanH2O device for measuring maximum big quantity
of physical and chemical parameters of water and to reduce the cost
value of the device,” Hayrapetyan explained.

By preliminary calculations, the analyzer will cost some $200. Similar
devices are produced abroad, which allow measuring less quantity of
physical and chemical parameters of water irrespective of whether it
is inexpensive devices, the ones cost $300-$400, or laboratory big
devices cost up to $5000.

The developer-engineer said that the final prototype of the analyzer
will be completed within the current year. The existing prototypes
have already been offered to the Armenian and foreign organizations
engaged in water management and most of them have already displayed
an interest in the device.

He recalled that mLab won the competition among young developers
Imagine Cup of Microsoft Corporation in the country with its project
of handy water analyzer and participated in the final in 2012.

Afterwards, mLab received a US$15,000 grant from CRDF (U.S. Civilian
Research and Development Foundation) for further development of
the project. Microsoft Innovation Center Armenia contributes to
implementation of CleanH2O project.

Rock Festival To Take Place In Yerevan

ROCK FESTIVAL TO TAKE PLACE IN YEREVAN

YEREVAN, APRIL 11, ARMENPRESS: On the occasion of the Rock World Day a
Rock Festival will take place in Yerevan on April 13 in the framework
of the Rock Con Fest musical project. As Armenpress was informed by
the Representative of the Rock Promotion Organization Alika Davtyan,
the Festival would provide with the opportunity to hear the live voice
of the rock groups, performing with different styles on one stage.

The Co-Organizer stated that with the assistance of the Ministry of
Culture of the Republic of Armenia, the Festival would take place at
the State Song Theater of Armenia, the hall of which provided for
the presence of about 200 spectators. 12 rock groups from Yerevan
and Vanadzor will take part in the forthcoming Festival.

The Event is assisted as well by the French Bazar Organization. As the
Festival is held by the voluntary financing principle, the entrance
is free. At the end of the Rock Festival the participants will release
a joint audio CD.

The Concert will be attended by the rock groups, well-known in the
Armenian musical world, like The Beautified Project.

YEREVAN, APRIL 11, ARMENPRESS: The Institute of Archeology and
Ethnography of the National Academy of Sciences of the Republic of
Armenia will launch the new stage of the excavations in a month. As
Armenpress was reported by the researcher and archeologist Boris
Gasparyan, at present the preliminary works were being carried out.

“Currently we sum up the works, implemented during the last year,
and prepare reports to be submitted to the Ministry of Culture of the
Republic of Armenia”, – said the researcher. According to him, soon
the list of the territories would be ready, to carry out excavations
in May-June 2013.

In 2012 archaeological excavations of more than 47 different monuments
were completed. Last year the Institute of Archeology and Ethnography
of the National Academy of Sciences of Armenia for the first time
carried out works in the hill sites of Masis nearby Yerevan, which was
a monument of the New Stone Age. Strengthening works were implemented
in the Areni’s Cave. The archaeological excavations continued as well
in the former capitals of Armenia – Yervandashat, Armavir, Artashat
and Dvin.

la cathedrale Sainte-Sophie de Constantinople.
