Russia caught bomb suspect on wiretap

WASHINGTON
(AP) – Russian authorities secretly recorded a telephone conversation
in 2011 in which one of the Boston bombing suspects vaguely discussed
jihad with his mother, officials said Saturday, days after the
U.S. government finally received details about the call.

In another conversation, the mother of now-dead bombing suspect
Tamerlan Tsarnaev was recorded talking to someone in southern Russia
who is under FBI investigation in an unrelated case, officials said.

The conversations are significant because, had they been revealed
earlier, they might have been enough evidence for the FBI to initiate
a more thorough investigation of the Tsarnaev family.

As it was, Russian authorities told the FBI only that they had
concerns that Tamerlan and his mother were religious extremists. With
no additional information, the FBI conducted a limited inquiry and
closed the case in June 2011.

Two years later, authorities say Tamerlan and his brother, Dzhohkar,
detonated two homemade bombs near the finish line of the Boston
Marathon, killing three and injuring more than 260. Tamerlan was
killed in a police shootout and Dzhohkar is under arrest.

In the past week, Russian authorities turned over to the United States
information it had on Tamerlan and his mother, Zubeidat Tsarnaeva. The
Tsarnaevs are ethnic Chechens who emigrated from southern Russia to
the Boston area over the past 11 years.

Even had the FBI received the information from the Russian wiretaps
earlier, it’s not clear that the government could have prevented the
attack.

In early 2011, the Russian FSB internal security service intercepted a
conversation between Tamerlan and his mother vaguely discussing jihad,
according to U.S. officials who spoke on condition of anonymity
because they were not authorized to discuss the investigation with
reporters.

The two discussed the possibility of Tamerlan going to Palestine, but
he told his mother he didn’t speak the language there, according to
the officials, who reviewed the information Russia shared with the
U.S.

In a second call, Zubeidat Tsarnaeva spoke with a man in the Caucasus
region of Russia who was under FBI investigation. Jacqueline Maguire,
a spokeswoman for the FBI’s Washington Field Office, where that
investigation was based, declined to comment.

There was no information in the conversation that suggested a plot
inside the United States, officials said.

It was not immediately clear why Russian authorities didn’t share more
information at the time. It is not unusual for countries, including
the U.S., to be cagey with foreign authorities about what intelligence
is being collected.

The FSB said Sunday that it would not comment.

Jim Treacy, the FBI’s legal attache in Moscow between 2007 and 2009,
said the Russians long asked for U.S. assistance regarding Chechen
activity in the United States that might be related to terrorism.

“On any given day, you can get some very good cooperation,” Treacy
said. “The next you might find yourself totally shut out.”

Zubeidat Tsarnaeva has denied that she or her sons were involved in
terrorism. She has said she believed her sons have been framed by
U.S. authorities.

But Ruslan Tsarni, an uncle of the Tsarnaev brothers and Zubeidat’s
former brother-in-law, said Saturday he believes the mother had a
“big-time influence” as her older son increasingly embraced his Muslim
faith and decided to quit boxing and school.

After receiving the narrow tip from Russia in March 2011, the FBI
opened a preliminary investigation into Tamerlan and his mother. But
the scope was extremely limited under the FBI’s internal procedures.

After a few months, they found no evidence Tamerlan or his mother were
involved in terrorism.

The FBI asked Russia for more information. After hearing nothing, it
closed the case in June 2011.

In the fall of 2011, the FSB contacted the CIA with the same
information. Again the FBI asked Russia for more details and never
heard back.

At that time, however, the CIA asked that Tamerlan’s and his mother’s
name be entered into a massive U.S. terrorism database.

The CIA declined to comment Saturday.

Authorities have said they’ve seen no connection between the brothers
and a foreign terrorist group. Dzhohkar told FBI interrogators that he
and his brother were angry over wars in Afghanistan and Iraq and the
deaths of Muslim civilians there.

Family members have said Tamerlan was religiously apathetic until 2008
or 2009, when he met a conservative Muslim convert known only to the
family as Misha. Misha, they said, steered Tamerlan toward a stricter
version of Islam.

Two U.S. officials say investigators believe they have identified
Misha. While it was not clear whether the FBI had spoken to him, the
officials said they have not found a connection between Misha and the
Boston attack or terrorism in general.

WASHINGTON — U.S. officials say investigators have found no evidence
that a conservative Muslim friend of Tamerlan Tsarnaev had any
connection to the Boston Marathon bombing.

Tsarnaev is one of two suspects in the bombing. He died in a shootout
with police.

Family members have said he grew up religiously apathetic but hardened
his Islamic views in 2008 or 2009 under the influence of a Muslim
convert, known to the family as Misha.

Two U.S. officials close to the investigation say the FBI has
identified an individual believed to be Misha. The officials would not
say whether the FBI has spoken to him but say they’ve found no ties to
the attack or terrorism in general.

The officials spoke on condition of anonymity because they were not
authorized to discuss the case.

Mr. HOLT. Mr. Speaker, as a member of the Armenian Caucus, I am
pleased to continue to lend my support to the Armenian-American
community and the people of Armenia in any way that I can. I support
strongly the work that all the members of the Armenian American
community do to foster strong ties between America and Armenia.

This month we mark a somber and important anniversary.

Ninety-eight years ago, the Ottoman empire committed one of the
largest crimes against humanity in world history. The systematic
annihilation of over a million Armenian men, women and children is a
crime that cannot be forgotten. We will not allow it to be forgotten.

I know that many will say that the Armenian deaths occurred in the
midst of war and social disruption and so we cannot call it genocidal
killing, or that we cannot even say accurately how many people died
and how they died. Such arguments avoid the evidence. The evidence
shows that more than a million Armenians died at the hands of the
Ottoman empire.

Further, some will complain that these statements unfairly besmirch
the dignity and reputation of today’s Turks. I would say that
recognizing genocide from nearly a century ago need not sully the
reputation of modern-day Turks any more than accounts of disreputable,
brutal or atrocious behavior of early settlers in the Americas, or of
Germans in the 1930s and 1940s, or South Africa under apartheid, or
other historical regimes reflect badly on those nations today, unless
those nations refuse to acknowledge and learn from past evils and
mistakes.

I’m also pleased that so many of my colleagues have joined me in
supporting continued U.S. government aid and support for Armenia and
the people of Nagorno Karabakh. These remain challenging times for the
people of Armenia and Nagorno-Karabakh, and I hope our colleagues on
the Appropriations Committees in the House and Senate honor our
request for that aid to continue.

On this anniversary of the genocide against the Armenian people, let
us recommit ourselves to ensuring that the truth about this heinous
event is acknowledged by every country in the world.

Colorado U.S. Senator Michael Bennet issued the following statement
regarding the April 24 Remembrance Day of the Armenian Genocide. The
genocide took place between 1915 and 1923 at the end of the Ottoman
Empire:

“Nearly a century after the tragedy that befell the Armenian people in
the waning days of the Ottoman Empire, we pause to reflect on the
catastrophic loss of life and systematic killing and displacement of
an unthinkable number of innocent civilians,” said Bennet. “We stand
with the Armenian people in remembrance of this genocide and reaffirm
our commitment to ensuring that such a tragedy will never happen
again.”

Saturday was a real holiday for the residents of the Tatev village
(Syunik region) as they were offered a unique chance to watch the film
about Garegin Nzhdeh, the 20th century Armenian national hero, who was
famed for his liberation struggle for Syunik.

The film, which has been produced quite recently, had attracted both
the young and the elderly in the village. Its presentation on a big
screen was organized by the Tatev Renaissance foundation and the
company managing the Tatever ropeway. The day wasn’t chosen randomly;
on April 26, 1921 the Republic of Mountainous Armenia was proclaimed
in the Monastery of Tatev.
`We came up with the idea of screening the movie here after it was
premiered in January. But that wasn’t possible due to bad weather
conditions. And its presentation today, on the anniversary of
Mountainous Armenia’s proclamation, was logical and sensible,’ the
foundation’s director, Artak Melkonyan, told reporters.

Before the film’s screening, the ethnographic musical ensemble Maratuk
performed national songs and dances for the villagers, most of whom
felt enthusiastic enough to join them. Speaking to Tert.am, Anahit
Sargsyan, a member of the ensemble, said they perform concerts in
different places this year this year which marks a jubilee anniversary
for them (the ensemble celebrates its 30th birthday this year).

Actor Shant Hovhannisyan, who portrayed the young Garegin Nzhdeh, told
reporters that the film has been already screened in different cities
and towns of Armenia, as well as Russia. But he said its presentation
in Syunik is especially exciting.

`For me, the film’s screening for the Syunik people is important
because they are the unbiased audience. I tried to maximum approximate
myself to the character and not to disappoint the audience,’ he said.

Anti-Russian and anti-Iranian statements were voiced during the
meeting of Foreign Minister of Azerbaijan Elmar Mammadyarov and
Israeli President Shimon Peres. The newspaper “Azadlig” referring to
the `Associated Press’ writes that Peres has stated that Azerbaijan,
which has borders with Iran, differs by its attitude towards war and
terrorism. “It is Azerbaijan that plays a major role in suppression of
Iran’s influence over the Middle East,” said the president of Israel.

Even in times of deteriorating relations between Israel and Turkey,
Azerbaijani-Israeli relations have continued to be strong. Turkish
newspaper `Hurriyet’ referred to the topic of Iran and noted that
Peres had stated that Azerbaijan’s position on peace, friendship and
independence is known. “Azerbaijan, that has a unique geographical
position, will continue to speak out against terrorism and war. Iran
is a serious threat to security and stability in the world. This
country casts a shadow over the Middle East by financing the terrorism
and having nuclear weapons,” Turkish newspaper quotes Peres.

Mammadyarov, in its turn, stated that Azerbaijan has managed to
maintain its independence in such a sensitive region. Israel is also
located in such complex region and tries to establish relationship
with its neighbors. “Thus you understand our problems. I believe that
this is a serious reason for developing relations between two
nations,” said the head of the Foreign Ministry of Azerbaijan.

`Livan Daily Star’ newspaper, referring to Mammadyarov – Peres meeting
writes about the statement of the President of Israel, according to
which Azerbaijan is located between Iran and Russia, and it is “a hard
neighborhood.”

Public interest in Yerevan’s Council of Elders elections has not
reduced as compared with 2009, say political analysts. The fact that
the first leaders of the political forces participating in the May 5
election are passive is a tactical maneuver.

Hardly had the passions following the presidential election faded
away, when the campaign for municipal elections was announced, that is
why some political parties perceived it as the continuation of the
struggle for the presidential chair, say the analysts.

Political scientist Andranik Tevanyan objects the authorities’ claims
that the upcoming municipal elections should not be seen as a way of
pursuing political goals.
“They say it is better to have a single system in order to have a
better capital… This is bluff, there is no such thing,” he said.

Henrikh Mkhitaryan became a champion of Ukraine for the third time
after a Sunday hosting match against Metalist.

At the 84th minute Shakhtar’s Ilsinho evened the score, ensuring a
positive result for the Donetsk team.

Mkhitaryan, who played throughout the game, was particularly active in
the first half and had a good chance to seize the rival’s fence. After
his goal at the last minute, Metalist’s Gorianov managed to save his
team.

Following this match, Skhakhtar have 71 points. Metalist, with 56
pints, share the 2nd-3rd positions with Dinamo. With four rounds still
left till the tournament’s end, Shakhtar declared themselves champion
of the Ukrainian Cup, running far ahead of the rival teams.

L’Azerbaïdjan lancera cette année la production en série de fusils de
précision conformes aux normes de l’OTAN, a annoncé mardi l’agence
AzerTadj se référant au ministre azerbaïdjanais de l’industrie de
défense Iaver Djamalov.

`Cette année, nous terminerons les travaux visant à lancer la
production en série des fusils de précision de calibre 7,62×51 mm
conformes aux normes de l’OTAN`, a indiqué le ministre lors d’une
réunion élargie du gouvernement présidée par le chef de l’Etat Ilham
Aliev.

L’Azerbaïdjan compte également entamer cette année la construction de
trois usines qui produiront des explosifs (poudre, TNT et hexogène).
`L’achat et l’importation de ces matériaux prennent du temps, leur
acquisition pose des problèmes`, a expliqué le responsable.

Le ministre a en outre annoncé que l’Azerbaïdjan organiserait pour la
première fois un salon international d’armement. Baptisé ADEX-2014, le
salon aura lieu en septembre 2014 à Bakou.

Une nouvelle attaque de loups en Arménie. Cette fois-ci les loups ont
sévi dans le village de Debed (région de Lori au nord de l’Arménie) la
nuit du 27 avril. Les loups ont attaqué une bergerie la nuit et dévoré
ou tué une vingtaine de moutons. Certaines de ces bêtes gravement
blessées ont été abattues. Cette exploitation appartient à Arminé
Petrossian et le préjudice est estimé à près d’un million de drams.
Les éleveurs sont en colère contre ces attaques des loups et demandent
au gouvernement d’agir pour limiter le nombre des loups dans la
région. Une colère compréhensible car l’attaque de Debed était la
troisième en une semaine…
