“BECAUSE OF THE INCOMPETENT DIPLOMACY OF THE REPUBLIC OF ARMENIA, THE NAGORNO-KARABAKH CONFLICT BEGAN TO BE PERCEIVED AS A TERRITORIAL DISPUTE,” L. ZURABYAN SAYS

May 31 2013

Today Andres Herkel, the chairman of the PACE Monitoring Committee,
asked Eduard Nalbandyan, the Minister of Foreign Affairs of the
Republic of Armenia, during the meeting of the PACE Standing Committee,
which was held within the framework of Armenia’s presidency in the
Committee of Ministers, whether the Republic of Armenia was ready to
make concessions in the Nagorno-Karabakh conflict.

inquired during a conversation with Levon Zurabyan, a
member of the Armenian delegation to the PACE, whether the fact that
the PACE delegates raised the issue of Armenia’s making concessions
in the Nagorno-Karabakh issue was the result of an error made in
Armenia’s foreign policy, or there was a different problem. Mr.

Zurabyan replied: “I wouldn’t think that this was some specific
mistake made by the Armenian side. It is just that since the Republic
of Armenia has taken over the presidency of the PACE Committee of
Ministers, this is an opportunity for the members of the Standing
Committee to ask the Armenian Minister of Foreign Affairs what
concessions the Republic of Armenia is ready to make.” L. Zurabyan
thinks the problem is in a different domain and goes into detail:
“Because of the incompetent diplomacy of the Republic of Armenia since
1998, the perception of the conflict’s format by the international
community has evolved. Before that, the conflict had been perceived as
a conflict between the right of the Nagorno-Karabakh Republic (NKR) to
self-determination and Azerbaijan’s longing for territorial integrity,
whereas after the Republic of Armenia agreed to change the format of
negotiations, putting aside the fact that the NKR had been recognized
by the OSCE as a negotiating and conflicting party, the perception of
the conflict’s format by the international community has changed. It
began to be perceived as a territorial dispute between the Republic
of Armenia and Azerbaijan. This was the main strategic mistake that
the government of the Republic of Armenia made after 1998; we are
suffering from its consequences now.” Tatev HARUTYUNYAN

Turquie : Un Projet D’Amenagement Urbain Enflamme Istanbul, De Nombr

BAKU: Russia Said To Be Pressing Azerbaijan For Money Ahead Of Presi

RUSSIA SAID TO BE PRESSING AZERBAIJAN FOR MONEY AHEAD OF PRESIDENTIAL VOTE

Yeni Musavat, Azerbaijan
May 25 2013

Russia is demanding that Azerbaijan pay 40bn dollars and concede
half of its energy revenues in exchange for Moscow’s provision of
stability and support for the Baku government in the October 2013
presidential election.

The report said that the two countries have already discussed terms of
the demands unofficially on a number of occasions. The paper noted,
however, that Azerbaijan had refused to pay any fees to Russia,
something that has allegedly caused Moscow’s greater anger. The
source said that “pressure on Baku has increased in visible and
invisible forms”.

The paper stressed that different sources confirmed the rumours about
Russia’s continuing pressure on Azerbaijan.

“There were speculations that the government was considering paying the
money. The latest of these reports came from a completely different
source. Therefore, we can say confidently that the reports about
Russia demanding money in exchange for supporting the government in
the election are widespread. If Baku is desperate and if it fails
to receive support from the West, it will have to ‘pay the fee’,”
the paper said.

The report argued that Azerbaijani Foreign Minister Elmar Mammadyarov’s
recent visit to Russia aimed at normalizing the relations but the
18 May Eurovision scandal, when Azerbaijan gave nil points to the
Russian entry and later admitted a miscalculation of votes, further
exacerbated the tensions.

The paper went on to say that Azerbaijan is not the only country Russia
is pressurizing at the moment. It added that Moscow is unhappy about
Armenian President Serzh Sargsyan’s reluctance to back the Eurasian
Union proposed by Putin and the country’s European Union bid.

“As a result, [Russia’s] Gazprom has announced a 64-per-cent increase
in fees for gas sold to the Armenian population. This alone has
sufficed to cause chaos among Armenians. Political analysts who are
familiar with Russian foreign policy believe that pressure by Moscow
will increase further,” Yeni Musavat said.

Armenia Should Contribute To Settlement Of Nagorno-Karabakh Dispute:

ARMENIA SHOULD CONTRIBUTE TO SETTLEMENT OF NAGORNO-KARABAKH DISPUTE: PACE CHIEF

Shanghai Daily, China
May 31 2013

YEREVAN, May 31 (Xinhua) — Armenia should use its chairmanship of the
Committee of Ministers of the Parliamentary Assembly of the Council of
Europe (PACE) to contribute to the settlement of the Nagorno-Karabakh
dispute, said the PACE president.

In an interview with Armenia’s Armenpress, Jean Claude Mignon said
that PACE does not side with any of the parties of the conflict but
supports the efforts of the Organization for Security and Cooperation
in Europe (OSCE) Minsk Group through parliamentary diplomacy.

“This is what we have been doing for a while. The OSCE Minsk Group
is the only format competent for providing the parties with options
of peaceful solutions to the Nagorno-Karabakh conflict,” Mignon was
quoted as saying.

On May 16, Armenia assumed the presidency of the Committee of
Ministers of PACE for six months, which Mignon referred to as a unique
opportunity to seek to resolve the conflict.

Armenia and Azerbaijan have been locked in a bitter territorial
dispute over the mountainous Nagorno-Karabakh region since the 1990s.

No final peace deal has been signed after a 1994 ceasefire.

Armenia Insists On Peaceful Settlement Of Karabakh Conflict – Speake

ARMENIA INSISTS ON PEACEFUL SETTLEMENT OF KARABAKH CONFLICT – SPEAKER

Interfax, Russia
May 30, 2013 Thursday 4:19 PM MSK

Armenia will make active efforts to have the conflict over
Nagorno-Karabakh settled peacefully, parliamentary speaker Hovik
Abrahamian said.

“Azerbaijan is leading the process to a deadlock by its militant
rhetoric, and this is why there is no progress. Nevertheless, the
Armenian authorities are determined and will make every effort to
resolve the problem peacefully,” Abrahamian said at a meeting with
PACE President Jean-Claude Mignon.

Armenia considers the resolution of the problem of Nagorno-Karabakh
only through negotiations within the OSCE Minsk Group and based on
principles of self-determination of nations, territorial integrity,
and non-use of force, Abrahamian said.

Mignon noted that the problem of Nagorno-Karabakh can be settled only
within the OSCE Minsk Group, through peaceful negotiations and based
on the Madrid Principles.

Mignon is visiting Armenia within the framework of meetings of the
PACE Bureau and Standing Committee in Yerevan.
