ARMENIA’S EMIGRATION STATISTICS ARE TERRIFYING – NEWSPAPER

YEREVAN. – The Armenian National Statistical Service issued the
official statistics on the Armenian citizens’ departure from and
arrival in Armenia during the first six months of this year, Haykakan
Zhamanak daily reports.

“During the noted time period, 1,017,000 Armenian citizens left from
and 922,000 arrived inArmenia. The difference made up over 123,000;
this surpasses last year’s same indicator by 30 percent.

“Given these statistics, it can be argued that the number of citizens
that emigrate from Armenia in 2013 will be about 80,000 people.

“It is apparent that emigration from Armenia grows at terrible rates.

According to official data, close to 200,000 people emigrated from
Armenia over the course of the past three years alone,” Haykakan
Zhamanak writes.

The Armenia-Azerbaijan Nagorno-Karabakh conflict should be resolved in
the shortest time possible, Iranian Ambassador to Azerbaijan Mohsen
Pakayin said at a press conference on the occasion of Quds Day on
July 31.

“The conflict has been ongoing for a long time. We have already stated
that we are willing to resolve the conflict and we have a project in
this regard. But, of course, the project will be made public in due
time,” Pakayin said.

The Iranian ambassador also said he will visit the Fizuli region and
examine the Horadiz border checkpoint.

According to Pakayin, Azerbaijan and Iran have positively assessed the
opening of the “Aslanduz-Horadiz” border checkpoint and discussions
on the issue are underway.

Pakayin noted that he will visit Horadiz with his Azerbaijani
colleagues after the month of Ramadan.

Water transfer to Lake Urmia

Pakayin also said Iran and Azerbaijan have cooperated in the use of
water from Araz River for 42 years, and there is a specific agreement
to that end.

He said Iran is using part of its territory to transfer water from
Araz River into Lake Urmia.

The ambassador said further, “Azerbaijan’s cautious approach to the
issue relating to Lake Urmia is understandable. The basis of this
project was laid not long ago, and two to three years are necessary for
its implementation. Excessive water from Araz River will be transferred
to Lake Urmia, because as a result of precipitation the water level
in Araz River rises and floods occur. Thanks to a special mechanism,
excessive water will be transferred to Lake Urmia.”

On July 27, the opening ceremony of the project on water transfer
from Araz River to Lake Urmia and the Marand plain was held with
the participation of Iranian Vice President Mohammad Reza Rahimi and
Energy Minister Majid Namjoo.

An investment agreement has been signed with a foreign investor in the
amount of 875 million euros for the implementation of the project. The
project envisions the transfer of water from Araz River to Julfa,
Marand, Shabestar and Tabriz plains. Within the project, the issue
of drinking water in eight towns and 81 villages will be solved.

The area of Lake Urmia is about 6,000 square kilometers. The lake’s
drying up has an impact on the flora and fauna of the region. Experts
on environmental issues say that the measures taken by the Iranian
government are not enough to save the lake.

The project on directing 600 million cubic meters of water from Araz
River into Lake Urmia was launched during a visit by Iranian President
Mahmoud Ahmadinejad and government officials to Tabriz in 2010. Some
$1.2 billion is to be allocated to implement the project.

The Iranian government allocated $900 million for the prevention of
Lake Urmia’s drying up in September 2011.

Also, the United Nations Environment Program (UNEP) has allocated
$135 million to Iran to resolve environmental problems with shoaling
of the lake.

Armenia’s Minister of Defense Seyran Ohanyan convened a meeting on
Wednesday to discuss measures to improve the social conditions of
freedom-fighters and reserved officers.

Participating in the meeting were First Deputy Minister of Defense
David Tonoyan, Deputy Minister of Defense Ara Nazaryan, Vice-Chief
of the Joint Staff, General Levon Mnatsakanyan and other officials.

The meeting formed a working group headed by David Tonoyan.

Minister Ohanyan stressed the need for coordinated solutions to
freedom-fighters’ problems and instructed the working group to ensure
active involvement of the Ministry of Defense in drafting relevant
bills to find effective solutions to social problems.

On the other hand, the Ministry of Defense disapproves of such
extreme measures as hunger-strikes and sit-down protests and calls
on freedom-fighters to conduct a constructive dialogue and jointly
find the ways of resolving the current problems.

TEHRAN (FNA)- US, Saudi and Israeli top security officials have agreed
in their secret meetings to strike several targets in Lebanon and
Syria, media reports disclosed on Wednesday.

Prince Bandar Bin Sultan, the Saudi National Security Council Secretary
and Head of the Saudi Intelligence who is Riyadh’s man for forming,
arming and orchestrating terrorist groups in the region, had a
meeting with top US security officials in Washington a few weeks ago,
Palestinian weekly al-Manar quoted informed sources as saying.

The sources told al-Manar that Bandar Bin Sultan held talks with US
vice-presidents during his visit to Washington asking them to let
Saudi Arabia supervise operations in Syria and Lebanon.

Bandar Bin Sultan also voiced Riyadh’s readiness to continue support
and arms shipments to the terrorist groups in Syria.

The sources added that Prince Bandar has also met with Israel’s
top security officials in Tel Aviv where they have devised plans for
bombing certain targets inside Syria and Lebanon as well as conducting
sabotage activities by terrorist groups in both these countries.

Last week, the Syrian Dam Press news website reported that Bandar
Bin Sultan has been forming terrorist groups in Lebanon.

It noted that Bin Sultan has created several terrorist groups in
cooperation with Lebanese politicians, including Head of the Lebanese
Al-Mustaqbal party Saad al-Hariri and Samir Jaja.

“Prince Bandar has sent a number of its mercenaries to Lebanon via
Syria,” Dam Press quoted informed sources as saying.

The sources noted that Bandar’s mercenaries have had special terrorist
trainings in camps of the al-Nusra Front terrorist group and the
so-called Free Syrian Army in Syria.

The sources also revealed that the Lebanese Resistance Movement
Hezbollah is the main target of Prince Bandar’s terrorists.

Saad al-Hariri and Bandar Bin Sultan had a meeting in the Saudi city
of Jeddah in October after a terrorist bomb blast in Beirut which
led to the killing of the Lebanese Internal Security Forces Chief,
General Wissam al-Hassan.

“At the meeting, the two sides conferred on ways of intensifying
tensions in Lebanon through terrorist operations by extremist groups
who are supported by the al-Saud regime,” Palestinian weekly al-Manar
reported in October.

“Prince Bandar coordinates terrorist operations and blasts in Lebanon
with Israel and he occasionally makes secret visits to Tel Aviv,”
the weekly quoted informed sources as saying.

“The Jeddah meeting presided by (Saad) al-Hariri was held with the aim
of creating chaos in Lebanon, and supporting and expanding terrorism
in Syria with the coordination and cooperation of their international
and regional allies,” the sources told Al-Manar.

The weekly assessed the meeting as part of the US-Israeli plots in
the region aimed at spreading violence in Syria and Lebanon through
their regional proxy allies, i.e. Saudi Arabia and Qatar.

Borussia Dortmund midfielder Henrikh Mkhitaryan has resumed training
following an ankle injury which he picked up during Dortmund’s 4-1
friendly win over FC Luzern on July 16.

The 24-year-old had been ruled out for four weeks, but he has recovered
from injury earlier than expected, and is already training with the
squad, Kicher reported.

Mkhitaryan is expected to return for the game against Augsburg on
August 10.

First Phase Of Struggle Was Successful, New Phase Is Underway

FIRST PHASE OF STRUGGLE WAS SUCCESSFUL, NEW PHASE IS UNDERWAY

Interview with Gor Hakobyan, Vice-President of Institute for Democracy
and Human Rights (IDHR)

Q: Gor, the increase in public transportation fare resulted in a great
public outcry, which forced the municipality to relent and reverse
their decision. What do you believe should be the next step? Is the
struggle over or is it just beginning?

A: The targeted first phase of struggle is over, the first objective
achieved and a new phase is underway. Indeed, the process was
participatory, inclusive and uniting. The participants were creating
freely and developing their method of protest and at the same time they
were self-organized; there was a lot of spontaneity in the actions;
there was a great positive energy that was joyful and that for its
part created sympathy among all the layers of the society. The Mayor
relented on his illegal decision in order to stop this unprecedented
wave of social mobilization, so that it would not spread widely
because such self-organized civic movements have the ability to
create among the masses a momentum for fundamental structural and
cultural change that are dangerous and threatening for an unjust,
unfair, closed, oppressive, violence based and bullying systems,
such as the criminal-oligarchic system ruling in Armenia.

Besides, this civic struggle gradually developed from a basic emotional
outburst into a more in-depth outcry to resolve systemic issues,
became self-organized to make room to include new targets for positive
societal change in order to resolve them which the ruling system would
be forced to make additional big concessions. If in the beginning the
talk was merely limited to fare-hike, it step-by-step began to include
the topics of reforming the entire transportation system, including
de-privatization of the network. The demands were based on rule of law
from which spring corresponding liabilities and obligations, democratic
governance and other issues. The continuation of struggle would have
the potential that these issues would become equally important in
public agenda as the demand to pay 100 dram that creates fear among,
and threatens the public authorities. All of this forced the Mayor
of Yerevan to suspend his decision. This phase of the struggle ended
in favor of the public that is led by civic and legal principles and
is its victory. The objective to pay 100 dram has been achieved.

Q: Gor, Every victory brings a state of apathy and passiveness,
what should be done in the second phase of the struggle?

A: Yes, I agree with you. In order for this not to happen, it is
important to be guided by rights based and fundamental principles of
civic struggles from the beginning of the struggle. A rights-based
civic struggle begins with measurable, specific and achievable
objectives based on a vision, and on smart, proactive, principled,
empowering and solidarity/cooperation-based strategies (roadmaps). And
when there is an uneven power relationship between the two sides,
the pre-requisite for the success is to develop the struggle with a
perseverant, determined and intensive tempo, that remains relevant
to its vision, objectives and strategies.

Until we move onto the next phase, I think it is important to make
an assessment and evaluation to understand what has happened, where
we are and where we can go from here. However, in order to continue
the civic struggle it is imperative to respect the above-mentioned
principles, and to shape from this initial wave such sustainable
basic issues that when they become objectives, they are realizable
and can be achieved, and most importantly, those who shape and
participate to realize them, have relevant abilities and skills
and sufficient resources to continue to the end. It is vital that
well though-out strategies are developed and implemented based on
the above fundamentals, that to always systematically evaluate and
learn lessons from the past and base demonstrations and actions on the
outlined strategy. In this process self-consciousness of the involved
societal groups and individuals and formulation of their interests,
their self-organization, as well as the formation of an inclusive
social platform is important. We must understand that in order to
continue with demonstrative outbursts it is imperative to have a well
smart, thought-out, perseverant, determined, principled hard work
that often seems boring, hard and the results are to be seen in long
term. If we can develop such a targeted, strategic road map and thus
mobilize people, we can diminish the risk of apathy and passiveness.

Additionally, when I refer to participants, I don’t mean only the civic
activists; people from all social and societal groups of different
interests and abilities, institutions, groups and so on should also
be included. There is such an opportunity now.

Q: How can this momentum be maintained?

A: I think we can do that through systematic work, freedom of
creativity, mutual respect and empowerment and being guided
by the principal of inclusiveness. The struggle should not be
narrowly-controlled or monopolized in any way; as much as it may
be efficient for some specific actions, in the long-run it creates
self-centered groups that weaken the civic struggle from within.

Q: What was the difference between this struggle and the fight for
Mashtots Park?

A: First let me say that this struggle is the continuation of the civic
struggle of Mashtots Park in 2012 that remained unfinished, did not
continue into further stages. The struggle of those wishing to live in
a society based on rule of law and civic order reached a new quality
with Mashtots Park and continued here. There are many parallels,
but for me the following are the important points: overcoming the
atmosphere of fear and realizing that everything depends on us and
that each of us can and must do all we can to change our lives; the
understanding among individuals and various groups that sovereign
citizens are the source of power and authority and that they dictate
the rules of the game under the constitution. The formulation of
the prevalence of the rule of law and human rights, in this case,
is protection of social rights and its tangible application and
implementation; peaceful, non-violent actions based on civic and
legal principles and civil disobedience; inclusion of various groups
of the society and individuals; struggle based on co-operation and
solidarity; and of course the positive and creative energy. One more
important point; unlike the 2012 struggle for Mashtots Park, this time
in this phase it was an achievement that the public officials did not
cross the line of their authorities stated in the Constitution, and
publicly announced that they do not have the authority to interfere
in matters that are within the competence of the mayor’s office. This
is an achievement; and a very important step, the continuation of
which, from the cultural and structural point of view, will bring
about positive change. The public was able to impose its will that
no one is above the Constitution of the Republic of Armenia.

Q: Gor, do you think we should concentrate on a single issue or
should we also struggle against increase of electricity and natural
gas fees because many people assume this to be an action against
Mayor Taron Margaryan?

A: As I said earlier, the struggle can develop in different directions,
depending on how various groups of the society can formulate achievable
and realistic objectives and what their priorities are and based on
those objectives and relevant strategies the struggle will take a
different direction.

For me personally, as a citizen and a civic activist and the
Vice-President of IDHR, it is a priority that finally we as citizens
and civil society, through our smart and well-thought civic struggle
successfully meet the challenge of making REALLY functional the culture
and mechanisms of accountability and responsibility of those in charge,
both public and private, individual and/or institutions to comply with
their obligations in accordance with the constitution and human rights;
and I will use all my energy to contribute to the implementation of
that objective.

Second Agricultural Fair 2013 To Open In Yerevan On 4 August

SECOND AGRICULTURAL FAIR 2013 TO OPEN IN YEREVAN ON 4 AUGUST

YEREVAN, July 31./ARKA/. The second seasonal agricultural fair
2013 will open in Yerevan on August 4, spokeswoman for minister of
agriculture Ani Smbatyan said yesterday.

In 2011, an agricultural fair opened in Arabkir district on the square
adjacent to Kasyan street. The second analogical fair was held on
Movses Khorenatsi street in Yerevan downtown in 2012, and the third
one -on the territory of Malibu cafe Yerevan downtown on the eve of
New Year.

“Primarily, some 150 stalls will be installed nearby Kasyan street,
however, the number will furthermore grow,” she said.

Smbatyan also noted the third fair may open on Movses Khorenatsi
street this year.

“Currently, Ministry of Agriculture and Yerevan City Hall discuss
the issues related to increasing the number of agricultural fairs,”
she said.

The first seasonal agricultural fair 2013 opened Yerevan on June 8

Son Killed His Own Mother

SON KILLED HIS OWN MOTHER

On July 30 at 04:45 Armavir Police Department received a call from
the hospital informing that a woman diagnosed with that “severe
closed craniocerebral injury, skull hematoma, comatose condition’
is taken there.

Police Public Relations Department informed that the operative group
that left for the scene revealed that the woman was the resident of
Hatsik village Vergush Sargsyan, 1936, who received the injuries from
her son Vardan Stepanyan, 1976.

The incident took place as a result of a dispute in the family at
around 03.00. The doctors said that the woman was unable to report
the incident. At 09.50 am the woman died in the hospital. A criminal
case is filed on the grounds of part 14 of the second paragraph
of article 112 of RA Criminal Code. Steps are taken for detecting
Vardan Stepanyan.

Investigation continues.

YEREVAN, JULY 31, ARMENPRESS: The Republic of Armenia intends to
send Armenian peacekeepers to Lebanon under the UN peacekeeping
mission during the next year. This was reported to Armenpress by the
Spokesperson of the Ministry of Defense of the Republic of Armenia
Artsrun Hovhannisyan. “At this moment the negotiations are still in
the process. It is intended to send the Armenian troops to Lebanon
in 2014”, – said Artsrun Hovhannisyan.

The Defense Ministry of the Republic of Armenia has been discussing
the issue of including the Armenian peacekeeping detachment in
the UN peacekeeping mission in Lebanon. Currently the negotiations
on including the Armenian detachment in the United Nations Interim
Force in Lebanon (UNIFIL) are held with the Italian Defense Ministry
and the UN on the structure of the detachment, location, issues,
technical supply and other issues.

Since 2012 one officer of the Armed Forces of the Republic of Armenia
has been included in the UN observation mission in Lebanon.

The Armed Forces of the Republic of Armenia have been participating
in the international peacekeeping missions since 2004. Earlier
they served under the Greek command, but when Greece withdrew its
contingent from Kosovo, a memorandum of understanding was signed
with the American party in 2012 on the re-launch of the Armenian
peacekeepers’ mission. Currently the Armenian peacekeepers serve in
Kosovo in the American unit and in Afghanistan – in the German unit.

a word insulting the journalists”, said chief of Socio-Political
Department of Presidential Administration Ali Hasanov delivering a
speech at the specialized courses on election law for the chairpersons
of Constituency Election Commissions (DEC), APA reports.

He said that media must be unbiased: “It’s impossible to imagine any
democratic society without free press or political pluralism. But,
the press must show its neutral position not only in elections, but
always. Press influences formation of choice and general outlook of
the people. Press paves the way for assessment of both authorities
and their opponents”.

According to Ali Hasanov, fully free media has been formed in
Azerbaijan. “Continuous measures have been taken by the state for
the development of media. Orders were issued in various years,
support was shown to strengthen material-technical basis of media,
solve social problems of journalists. Much has been done and it is
impossible to observe it in other parts of the world. Apartments given
to 156 journalists prove it. The Azerbaijani authorities have nothing
to hide from media. Azerbaijan is one of the democratic, free states
of the world. Free media is one of the factors improving democratic
development of Azerbaijan. You remember how much pressure was once
exerted on journalists. Journalists were beaten, underwent pressure.
