Azerbaijan is using its army’s potential every day. Quite another
question is the result, Spokesman for Armenia’s Ministry of Defense
Artsrun Hovhannisyan said as he commented on Azerbaijani Defense
Minister Safar Abiyev’sstatement.

“They are using their army’s potential now as well, but nothing has
changed,” Hovhannisyan told Tert.am.

With respect to Azerbaijan’s threats, he said, “this is their style.”

“We do not like speaking. We like acting. But Azerbaijan’s army only
speaks – they spoke in 1988, 1990 and 1993.The Armenian solder was
and is setting his terms at the border.”

The Embassy of Russian Federation in Armenia disseminated a statement
that their employees have anything to do with the incident at the
Embassy on August 17, around 22:00 p.m. with the participation of
the activists. The Embassy was also denied the information that the
activists have made an attempt to illegally enter the Embassy premises,
or have thrown some items in that direction. To remind that, on that
day, the activists of “We Pay 100 AMD” movement Karen Harutyunyan,
Gor Arakelyan and Melik Daveyan were taken to the police station. The
police had explained that they had received an alarm that there is a
broil at the Embassy between the employees and the citizens. And the
police officers getting to the place of incident have found out that
on the same day, around 22:10 o’clock, a group of citizens tried to
enter protected area of the Embassy located in Gr.

Illuminator 13 Street, entering into a dispute with the employees
performing protection service, not obeying legal requirements thereof.

In a conversation with Aravot.am, the activist Karen Harutyunyan
expressed his surprise at where the police found out that they tried
to enter the Embassy premises, they were just at the fence of the
Embassy with bicycle, and made NSA employees nervous. “This kind of
thing really did not happen. The police, obviously, had presented
everything in a senseless form, according to them they were arrested
by the Article on hooliganism, although our status is not clear up
to now, we have no status. The case is with the investigator. The
police, so to say, came and kidnapped us, because he had to submit
the legal basis. They said that it was an act of hooliganism, that
as if we breached the order in a crude form, which was expressed
by disrespected attitude towards the Embassy staff. Such a thing is
absurd. They do something, then try to somehow justify.”

Since it’s been a year or so since the last of these mini-diatribes
about various matters that irk me-due to their shamelessness,
foolishness, or banality-I thought it was time for a few more
micro-rants against these people and practices.

Why is it that some of our compatriots, in this case, some who
own small businesses, feel that cheating their customer is a good
practice? Two of us were at a small restaurant recently, one that
you can just tell does most of its business through catering and
take-out orders. We ordered a dinner each, were still hungry, and
asked for one more plate to share. Next thing we know, two plates
materialized. We laughed it off as a misunderstanding, ate most of
the food, and boxed the rest to take home. When the bill arrived, it
seemed high. Looking closely, it turned out the plates we’d ordered
were charged a dollar more (each) than were priced on the menu. So,
we’ll never go back to that place again.

Moving from the personal to the collective, how about genocide
recognition? Why hasn’t Israel done it yet? How can they justify their
continued, state level, denial of what happened to Armenians when what
happened to Jews is what drives so many of the country’s policies,
behaviors, and mindsets? Conversely, the new Pope recognized the
Genocide mere months after taking office. Of course, this set off a
reaction from Turkey. What nerve! It’s bad enough the murderers (see
below) in Ankara insist on wasting their country’s time and resources
on denial, but it’s utterly intolerable that they seek accomplices and,
when rebuffed, get all huffy.

If you have any doubt about the murderous bent of the regime in Ankara,
you don’t even have to think back to its early days of attacking Kurds,
even bombing them outside Turkey’s borders, in Iraq.

You just have to observe their policies in Syria. Couple this with
the recent announcements of the number of Azeris fighting in Syria,
Azerbaijan’s bellicosity towards Armenia and Armenians, and its
intensified sniper activity along its borders with Armenia, and you
have a crystal clear view of the Turkish approach to non-Turkic
neighbors-kill them. For the icing on the cake: Read the news of
the arrests of three Lezghis-a small, stateless nation living in the
Caucasus Mountains-by Azerbaijani authorities. In Turkic practice,
we have seen that arrests are the precursors to killings.

While somewhat less murderous (think drone strikes in Afghanistan and
Pakistan), the Obama Administration has been extremely banal. Not
only did the president renege on his pledge to properly recognize
the genocide, he even co-opted others. Samantha Power whose book
(which addressed the Armenian case, among others) and positions got
her not just one, but two, ANCA awards, has been silenced by accepting
a position with this administration. The administration has been so
adept in this vile vein that it effectively even made the U.S. Supreme
Court its accomplice in denial when the latter went along with the
administration’s recommendation not to hear the appeal of a federal
court’s decision, which found that California’s law (extending the
statute of limitations on claims against insurance companies who never
paid the heirs of their covereds who were killed in the genocide) to
be unconstitutional. We’ve got to find a way to penetrate the walls
of denial and Turkey-favoring that surround the White House (since
all administrations have, for decades, exhibited similar behavior).

Since we’re on the topic of genocide-era life insurance, how about the
AXA case? That’s the one where the original team of lawyers fighting
for the claimants against French insurance company AXA ended up
fighting each other. They made some pretty remarkable and embarrassing
accusations against one another. But just a few weeks ago, we were
treated to a news release saying they had patched everything up. Huh?

I haven’t had a chance to read the 90-plus page agreement, so I’ll
refrain from commenting for now… More later.

Le coût mensuel de la vie en Armenie mesure en prix moyens, a augmente
de 6,3% au premier trimestre de cette annee par rapport au quatrième
trimestre de 2012 soit 55 347 drams a la fin de Mars, selon les
derniers chiffres publies par le service national de la statistique.

Le coût annuel de la vie s’elève a 664 167 drams.

Selon les chiffres officiels, le coût mensuel du panier alimentaire
pour le premier trimestre s’est eleve a 31 269 drams. Le panier de
subsistance comprend du pain (la consommation annuelle est de 91,3
kg, le coût est de 44 326 drams par personne), de la viande (36,5
kg – 92 356 drams), des pommes de terre (91,3 kg – 13421 drams),
des fruits (73 kg – 36 302 drams), du sucre (18,3 kg-7 651 drams),
des produits laitiers (75360 drams), des oeufs – (182 pièce – 11 826
drams), de l’huile vegetale (7,3 kg – 6 625,5 drams), des poissons
(11 kg – 23949 drams), de la margarine (3,7 kg – 4455 drams).

Some imports from Italia prohibited in Armenia

YEREVAN, August 24. /ARKA/. Armenia’s State Food Safety Service,
affiliated to the agriculture ministry, has temporarily banned
particular imports from Italy.

According to the information posted on the service’s official website,
the ban applies to live fowl, all the types of poultry products, eggs,
meat-an-bone flour, fodders, additives as well as polymeric and
cardboard boxes.

Aram Bakhchagulyan, the chief of the agency, imposed this temporary
ban to bar bird flu from penetrating into Armenia’s territory.

Earlier this year, in spring, the food safety agency prohibited
imports from China because of H7N9-caused outbreak there.

Another bird flu outbreak was reported on August 21 in Italia’s
Ostellato, Ferrara province, wh ere some 128,000 H7-infected hens were

“In view of the 23 August incident on the Armenian- Azerbaijan border
and on the basis of the available data, the Defense Ministry of
Armenia informs in a statement that Azerbaijani snipers wounded
Armenian soldiers from a distance of 700-800 meters.

The Ministry reports that that Azerbaijan tries to destabilize the
state border of Armenia via that tragic incident. “Azerbaijan tries to
destabilize the relatively peaceful Nakhijevani direction and ‘remind’
the voters in Nakhijevan ‘who they are obliged to for their life and
welfare.’ The Ministry reiterates that President of Azerbaijan and his
military-political regime is responsible for the life of an Armenian
or an Azerbaijani soldier. In the context of such developments, the
Ministry stresses the importance of final coordination and application
of the mechanisms of inquiry into the incidents on the border and
urges the OSCE MG co-chairs to use all available resources to overcome
the obstacles Azerbaijan creates to impede approval of the given
mechanisms,” the Ministry says in the statement.

The Investigation Service of the Defense Ministry initiated
proceedings on the basis of Article 104.2.6 and 104.2.13 (murder on
religious, racial and religious motives with a device or course of
action that would normally be hazardous to the lives of more).
Investigation is underway.

The Ministry shares the grief of the families of the killed soldier
Norayr Petrosyan, and wishes sooner recovery to the wounded soldier
Arthur Asoyan.

The Pan-Armenian Environmental Front has urged the Prosecutor
General’s Office to inquire into the illegal construction of a
processing factory in the village of Tashtoun, Syunik region.

The environmentalists say that the owner of the project, AT Metals
LLC, has no documents authorizing it to carry out earth moving and
concrete casting work in the area.

This fact has been proved by the Urban Development Ministry, which
urged the company on July 12 to stop the illegal construction and to
eliminate its consequences. Relevant materials were sent to the police
of Syunik region.

But the work is still underway.

“While our authorities are feigning efforts to stop the activity, the
project is being continued. On July 27 Hayastani Hanrapetutyun
newspaper published an ad saying that the prefect of Tashtoun Mr.
Gabrielyan was going to sell 2,155 h of public land for a factory to
be built in the area. This proves that instead of fulfilling the
authorities’ instruction to stop the project, Gabrielyan entered into
a criminal conspiracy with AT Metals and is trying to help the company
to get land for its illegal endeavor,” the environmentalists say.

Earlier Ecolur reported that AT Metals was planning to extract gold
and silver in Meghrasar complex deposit.

Elmar Mammadyarov informed Ban Ki-moon about Armenia’s efforts to
illegally change the demographic, cultural and physical character of
the occupied territories of Azerbaijan

Affairs Elmar Mammadyarov has sent a letter to Secretary General of
the United Nations Ban Ki-moon regarding the situation in the occupied
territories of Azerbaijan, APA reports. In the letter dated July 19,
I have already informed you that Armenia, taking advantage of the
ceasefire regime, continues to undertake efforts to illegally change
the demographic, cultural and physical character of the occupied
territories of Azerbaijan, including but not limited to establishing
new settlements, restoring the airport, building residential areas,
highways, etc: “Armenia falsifies and illegally changes the original
toponyms in the occupied territories of Azerbaijan. According to
mass media reports, Armenia also is about to start the construction
of a 150-apartment building in Qubadly (Azerbaijan), as well as the
Kalbajar (Azerbaijan) to Vardanis (Armenia) highway. Both Qubadly and
Kalbajar are occupied districts located beyond the Nagorno-Karabakh
region of Azerbaijan.”

Mammadyarov noted that Armenia continues its illegal policy of transfer
and resettlement of Syrian Armenians in the occupied territories
of Azerbaijan. Our reliable sources confirm that most recently 24
Armenian families have been resettled in Lachin, 7 in Zangilan, and 27
in Kalbajar (the list of resettled persons is enclosed). Additional
18 Armenian families from Syria will soon be transferred into the
occupied territories of Azerbaijan: “This demonstrates the real
intention of Armenia, which uses the humanitarian catastrophe in Syria
for consolidation of its occupation of Azerbaijani territories. By
abusing the negotiation process and carrying out illegal activities
in the occupied Azerbaijani territories, Armenia attempts to impose
a fait accompli, thus undermining the prospects of a negotiated
settlement of the conflict and restoration of peace and security in
the region. In the light of the lack of progress in the negotiation
process the illegal actions in the occupied territories of Azerbaijan
reveal Armenia’s destructive position aimed at annexation of these
territories.”

7 charity canteens which were not working about a month ago have
reopened in Yerevan, the Yerevan Municipality press service told
Panorama.am.

There are 16 charity canteens in Yerevan which work with the assistance
of Yerevan Municipality and a number of NGOs. People who register to
use their services can have a full meal there once a day on working
days. Besides, the canteens provide daytime entertainment for people,
organize special events for them, provide medical services and deliver
food to people with physical disabilities.

Zakaryan said that by the instruction of Yerevan mayor Taron Margaryan
negotiations are being carried out with a number of organizations to
broaden the list of beneficiaries.

29% of Azeris see the leader of Musavat Party Isa Gambar as their
President, says the “Democracy and the Presidential Elections in
Azerbaijan 2013” poll, conducted by the ADAM Sociological Service with
the financial support of the German Marshall Fund among 1,000 people in
Baku, Seki, Gence, Mingecevir, Lenkeran and Quba June 25-July 25 2013.

26% are ready to vote for incumbent President Ilham Aliyev, 16.5%
for the chairman of the National Council and single candidate Rustem
Ibrahimbeyov, 6.5% for the leader of the People’s Front Ali Karimli,
5.8% for the President of the Heydar Aliyev Foundation Mehriban
Aliyeva, 3.6% for the leader of the Liberal Party Lala Sovkat, 1.4%
for the leader of El Movement Eldar Nazamov. 8.6% have not decided
yet. According to Turan, 47.8% want to see their country democratic,
35.8% advocate “specifically national” democracy, 8.9% fear that
democracy may lead the country to chaos, 4.8% deny democracy as such.

57.5% believe that democracy level in Azerbaijan is low.

34.8% want Azerbaijan to move westward, 26.2% advocate an own path,
13.6% want the country to be like the oil exporting Arab nations,
13.4% want it to integrate with the former Soviet republics.

38.1% qualify Azerbaijan’s ruling regime as “pseudo democracy,” 26.3%
as semi democracy or limited democracy, 18.3% as wild capitalism or
anarchy, 9.9% as country transiting from the Soviet system to democracy
and freedom. Only 1.8% believe that Azerbaijan is truly democratic.

Meanwhile, the poll conducted earlier by the Ryay Monitoring Center
says that 81.2% of Azeris will vote for Ilham Aliyev, with only 2%
planning to vote for Isa Gambar.
