Azerbaijan regards Karabakh Armenians as its citizens and promises
them a prosperous life after the Armenian-Azeri conflict is settled.

“We accept Armenian residents of Karabakh as our citizens and we want
them to live a good life,” says an article by Azeri Foreign Minister
Elmar Mammadyarov published in the parliamentary newspaper Azerbaijan.

Yet the presence of Armenian armed units on the occupied Azeri lands
is the main impediment to peace, he said.

“Armenia should realize that its salvation depends on the soonest
possible settlement of the conflict and normalization of its relations
with its neighbors, especially Azerbaijan,” the minister stressed.

The Metropolitans of Aleppo in Syria, Mar Gregorios Yohanna Ibrahim
and Boulos (Paul) Yazigi were abducted April 22nd, 2013 by ‘unknown
persons’ and their fate is still in question.

This repulsive event is just one of many serious examples of the
increasing persecution that Christians are now experiencing in the
Middle East.

Over the past year I have been working with Cardinal Christoph
Schonborn, Archbishop of Vienna, and “Pro Oriente” in Vienna, Austria.

Today Cardinal Christoph Schonborn in his capacity as chairman of
the “Pro Oriente” Foundation’s board of trustees together with the
Patriarchs Youhanna X (Antiochan Orthodox), Ignatius Zakka I Iwas
(Syriac Orthodox), Gregorios III Laham (Melkite greek Catholic),
Louis Raphael I Sako (Chaldean Catholic), Mar Dinkha IV (Assyrian),
Nerses Bedros XIX (Armenian Catholic) published a joint declaration
on the situation of Christians in the Middle East.

The unprecedented nature of this collective statement of Patriarchs
and Cardinal is testimony to the extreme situations in which Christians
in the Middle East now find themselves.

The precise wording of the declaration is as follows:

In deep concern regarding the situation of the Christians – and of
all the people in the Middle Eastern countries where Christianity
originated – we turn to the governments of those countries, to the
leaders of religious communities, to international and regional
organisations, and to representatives of civil society, that they
may undertake everything in their power :

~ to obtain the immediate release of the kidnapped Metropolitans of
Aleppo – and beyond this of all those who have been kidnapped in Syria,

~ to refuse the logic of violence and adopt the logic of dialogue,

~ to respect the sovereignty and unity of the States and to reject
any illegal external military intervention,

~ to make it possible to return for all those who have been driven
out of their homes or have had to flee,

~ to bring the suffering of the peoples and the conflict in Syria –
which is also endangering the security and stability of the neighboring
countries – to an end as quickly as possible through negotiations
between all those involved,

~ to establish a political order in the Middle East which guarantees
full respect of all human rights and thereby also religious liberty
and freedom of conscience, but also full civil rights and equality
for all the inhabitants of these countries.

The Christians in the Middle East are an essential and indispensable
element of society. We are certain that in the future, too, they
will contribute to building up a society characterised by peace,
mutual respect and respect of human rights together with their fellow
citizens who belong to other religious communities or have different
political alignments.

With this in mind, we are united in prayer and in our efforts for
a humane and dignified future with all Christians and people of
good will.

I hope you will help me share this message with your friends and

Nine Employees Of Service Of Court Administrators Arrested

NINE EMPLOYEES OF SERVICE OF COURT ADMINISTRATORS ARRESTED

Charges were brought against a number of employees of the Service of
Court Administrators of the Judicial Department of Armenia based on
facts of official authority abuse and property stealing in particularly
large amounts.

The Armenian police said that charges were brought under the RA
Criminal Code’s Articles 179 (fraud), 308 (abuse of official authority)
and 314 (official forgery). The investigation is being conducted by
the Grave Crime Investigation Unit of the Main Investigation Department
of the Armenian Police.

Among the nine officials charged with these crimes are the head of
the Service of Court Administrators Armen Movsisian and the deputy
head of the Service Gagik Khachatrian.

The first deputy head of the Service of Court Administrators Gegham
Grigorian is an accused person in the case. He is wanted by police.

Arrest was chosen as a measure of restraint against him.

YEREVAN, SEPTEMBER 11, ARMENPRESS: Since January 2014 in Armenia
minimum wage will become 50 000 AMD instead of current 45 000 AMD.

minimum. If we increase minimum wage than we should also increase

it is a non-managing field except the minimum wage. “We regulate the
minimal border and the rest leave on employer-employee relations,”
he clarified.

Salaries in private sector are higher than in state system. In Hakob
Hakobyan’s words if state salaries are raised than private sector
immediately will react by doing the same in the companies. “It is the
nature of private. Nobody wants to lose employees int hat sector. The
state can afford itself to lose employees but in case of private
sector the same cannot be done,” he mentioned.

Since July 1, 2013 minimum wage in Armenia became 45 000 AMD instead
of previous 35 000 AMD.

Armenian President, Montenegrin Envoy Discuss Cooperation

PanARMENIAN.Net – Montenegro’s newly appointed ambassador to Armenia
Ljubomir Misurovic (residence in Podgorica) presented Tuesday, Sept
9, his credentials to President Serzh Sargsyan, wh congratulated
the envoy on assuming his diplomatic duties and expressed hope for
deepening and expansion of the Armenian-Montenegrin cooperation.

The two men agreed that the potential and political will to strengthen
friendship between the two states will help develop cooperation in
the political, economic, humanitarian and other fields.

They also stressed the importance of forming a legal field for
the multifaceted cooperation, enhancement of contacts between the
business communities of the two countries, as well as strengthening
of the interparliamentary ties and collaboration within international
organizations.

Ambassador Misurovic assured that he will spare no effort to strengthen
relations between the two countries.

In May, Armenian Foreign Minister Edward Nalbandian and Prime Minister
Tigran Sargsyan met with visiting Deputy Prime Minister and Minister of
Foreign Affairs and European Integration of Montenegro Igor LukÅ¡iÄ~G.

The discussions focused on cooperation in the fields of economy,
culture, education, tourism, intensification of a political dialogue
between the two countries, as well as creation of collaboration
mechanisms in international organizations. The Nagorno Karabakh
conflict settlement was also discussed.

Azerbaijan’s Deputy Foreign Minister Mahmud Mamediguliev, who is

will be offered security guarantees during his stay, a source close

A country hosting an international conference or workshop may be
required – under principles of international and interstate diplomacy
– to give security guarantees to a guest participant or delegation

Political scientist Yervand Bozoyan voiced his opinion of the strong
and weak points of Armenia’s decision at his meeting with journalists
on Wednesday.

Armenia is not ready to “marry” either the Customs Union or the
European Union (EU). “It is like two guys proposing to a girl, who
has to choose between them,” he said.

The problem arose when Armenia attempted to embark on the way to
Europe. However, bringing its norms to conformity with both the
Customs Union and the EU was in Armenia’s national interests.

“Armenia may act as an interesting bridge between the West and the
East,” Bozoyan said. Armenian society is not fully aware of the
situation developing in the country.

“Armenia’s authorities are living for the day and have failed to
implement a policy that would be acceptable to both the sides,”
the expert said.

A change of power poses a serious threat to Armenia. The country
needs system reforms.

Armenia has posted the highest inflation rates in years during the
past 12 months and this inflation that is well above its projected
level is seen by many experts as abnormal.

According to the Armenian National Statistical Service (NSS), in August
the 12-month inflation rate reached 9.3 percent, which is well beyond
the 4 (±1.5)-percent band projected by the Central Bank.

According to the NSS, food price increases have been 10 percent, prices
for alcohol and tobacco have increased by 5.9 percent, inflation on
non-food products has been 4.3 percent, while services have been
11.2 percent more costly. As compared to July prices increased by
0.3 percent, with food products prices falling by 1 percent, due to
lower prices for agricultural produce, sugar, oil and flour.

Still in August, the Board of the Central Bank decided to raise the
refinancing rate by 0.5 percentage points, setting it at 8.5 percent,
in an attempt to check inflation.

“The decision of the Central Bank is aimed at checking inflationary
expectations formed as a result of domestic developments and softening
the secondary effects of energy price growth. As a result of the
Central Bank’s policy we expect that inflation in the coming months
will fall gradually,” the Central Bank said in its statement.

Mikael Melkumyan, an MP with the Prosperous Armenia Party’s faction,
said on Tuesday that since 2010 the inflation has totaled to 20-30
percent, which, in his opinion, means that the poverty rate in Armenia
is higher than the officially stated 35.6 percent. The lawmaker also
says that in the second quarter of 2013 the GDP growth made only
0.6 percent.

“There is no GDP growth at all, which does not fit in the context
of the program declared by the government. It is impossible that
at the end of December we have a growth of 5-7 percent,” said
the MP affiliated with the party that has positioned itself as an
‘alternative’ to the current government.

Consumers Union Chairman Armen Poghosyan thinks that in reality the
inflation rate is much higher than officially presented by the NSS,
as the statistical body surveys 700 names of products, producing a
much lower general inflation index than, for example, a list of 20
essential goods, which account for the bulk of family budget expenses
in Armenia, would do.

“There is nominal inflation, when you see that prices for a certain
product have gone up, and there is criminal inflation, when the price
is the same but the product weighs less or the content of sugar in a
product has been reduced. An ordinary consumer will hardly notice that,
as there are competent bodies for that with all possibilities to check
it,” said Poghosyan, talking to ArmeniaNow. He added that recently
he has also received reports about increased prices of baby food.

Aware and Protected Consumer NGO founder and chairman Babken Pipoyan
told ArmeniaNow that due to the recently introduced excise tax on
beverages prices for these products have also gone up. Prices of
dairy products, bread, eggs have also increased, he said.

“The problem is that in Armenia, unlike other countries, price
increases baffle all logic, which is due to improper control by
competent bodies,” said Pipoyan, adding that no foundation has been
presented for price increases in the dairy products and eggs market,
for instance.

While many connect the recent price increases to the rise in the
tariffs for natural gas and electricity, Pipoyan says that the current
inflation is disproportionate to higher energy prices and in many cases
prices for some goods are raised 10 times as high as they should have
been if only higher energy costs were taken into account.

The battle between Russia and the West for Armenia is developing
more and more, as the geo-political role of Armenia is growing day
by day, the governance analyst Harutyun Mesropyan said at today’s
press conference.

“There is a border issue with the Customs Union, but there is a similar
issue with the European Union (EU), too. We have the Karabakh issue
with the Customs Union, but the same problem exists with the EU,
too. No matter what we say, we need neither one nor the other”, – he
said and added that the point is that both documents do not exist;
many questions arise. It is the degree of the loss of Armenia’s
sovereignty, he said.

“Armenia is located in a geopolitical center where it may play a
very significant part. They all attach great importance to us, but
we do not attach importance to ourselves; that is why we think about
where we should enter, and this is unacceptable,” – the analyst said
and added that “Armenia’s geopolitical role increases step by step;
this means we can objectively become a factor. But we toss the docile
submissive status, and become an object.

“It is wrong to join any union. We can become a subject, but by
choosing one union, we become an object,” Harutyun Mesropyan said.”One
should not forget that the wave of the “Arab war” is gradually coming
closer to Armenia, challenges are growing and if the country is not
strong, it will be simply used in the mayhem”, – he said and added
there is no sense to discuss the issue with representatives of the
ruling regime as the latter are indifferent to the destiny of the
country.

To note, as a result of the talks that were held on September 3 in
Moscow between Armenian and Russian Presidents Serzh Sargsyan and
Vladimir Putin, Sargsyan announced that Armenia plans to join the
Customs Union and subsequently engage in the formation of the Eurasian
Economic Union.

to Armenia was expected in the latter half of September, Azg daily
reports.

“A source close to the Kremlin, however, informs that this visit will
not take place.

“According to an assumption, the reason might be that Putin has
received what he wanted from Armenia and what he earlier expected to
receive during his visit to Armenia.

“For reasons known only to him, Putin accelerated the processes
and received what was to be received during [Armenian President]
Serzh Sargsyan’s visit to RF. So, there is no need for Putin’s visit
to Armenia.

“According to another assumption, Putin is very sensitive toward
discontent against him and he does not want to witness the expressions
of the current anti-Russian sentiments in Armenia, which [i.e., the
expressions] could especially be manifested during the days of his
visit,” Azg writes.

To note, as a result of the talks that were held on September 3
