ARMENIAN DISTRICT IN ALEPPO HAS BEEN BOMBED

YEREVAN, SEPTEMBER 26, ARMENPRESS: On Armenian Nor Gyugh district of
Aleppo have fallen several bombs on September 26.

“Armenpress” was informed about this from its source in Aleppo adding
that the bombs shocked the district spreading fear among the citizens:
fortunately, people were not suffered. What refers to situation in
general in the city the source mentioned that explosions sometimes
take place in different districts of Aleppo.

Reverberating to the problem of bread lack the source mentioned that
already 2-3 days bread producing companies began to work better and
there are not turns for bread any more. Already for several days one
kilo of bread costs 150-200 Syrian liras while a week ago it cost
300 liras.

Since March 2015, 2011 according to UN data because of clashes in Syria
the number of victims exceeds 100 000. Several tens of Armenians were
also killed because of clashes in Syria.

Nagorno-Karabakh Republic To Mark World Tourism Day For First Time

NAGORNO-KARABAKH REPUBLIC TO MARK WORLD TOURISM DAY FOR FIRST TIME

STEPANAKERT, September 26. /ARKA/. Nagorno-Karabakh Republic
will mark the World Tourism Day this year for the first time, the
government-affiliated agency for tourism and historical environment
protection reported today.

According to the report, a program of events is already composed. A
news conference of the agency, the presentation of 3D models of
Stepanakert and Shushi in Google Earth, the presentation of a new
footage of Artsakh (Karabakh) as a tourism destination are among
these events.

Presentations of printed and video ads and the announcement of an
open-door day in museums are included in the program as well.

The program will last from September 27 to 29.

The UN World Tourism Organization marks the World Tourism Day on

Armenian Women Take Abortion And Childbirth More Seriously – Health

ARMENIAN WOMEN TAKE ABORTION AND CHILDBIRTH MORE SERIOUSLY – HEALTH MINISTRY OFFICIAL

YEREVAN. – As compared with 15 to 20 years ago, the women in Armenia
today take the matters concerning abortion and childbirth more
seriously.

Gynecologist Gayane Avagyan, Head of the Maternal and Reproductive
Health Protection Department of the Health Ministry, stated the
aforesaid during a press conference on Thursday.

“They were treating abortion more lightly 15 to 20 years ago. [But]
our young women [today] take this matter more seriously. And if they
do not wish to have a child in a given period, they try to use modern
means of contraceptives,” the specialist said.

In her words, this trend is a new manifestation in Armenia with respect
to women’s demeanor toward reproduction, and it is the culture of
the Armenians’ domain of reproduction.

Avagyan also presented the data of the statistics which the ministry
had conducted. In line with these data, the absolute number of
abortions in Armenia is between 6,500 and 7,000 in recent years, in
the case when 43,000 to 44,000 childbirths are recorded in the country.

In Avagyan’s words, the abortion-birth ratio is 1/1 in numerous
countries, including Armenia.

Gayane Avagyan also spoke about the ages of women in Armenia that
give birth and that have an abortion. And the respective results show
that women in Armenia primarily have an abortion after their first
and second pregnancy.

Robert Kocharian, Armenia’s second president, has yet to express an
opinion regarding Armenia’s stated readiness to join the Russian-led
Customs Union.

Viktor Soghomonyan, who head’s Kocharyan’s office, told Hetq that,
“The former president will express an opinion within a reasonable
timeframe. But I can’t be specific.”

When asked if Kocharian’s frequent visits to Russia had anything to
do with the issue, Soghomonyan responded that the former president
travelled to Moscow to take part in Sistema company board meetings.

Kocharian is the director of the board. (Sistema JSFC is the largest
publicly-traded diversified holding company in Russia and the CIS)

“Robert Kocharian attends board meetings at least once per month,”
noted Soghomonyan.

He also stressed that Kocharian has held no discussions, l either in
Armenia or Russia, about Armenia joining the Customs Union.

According to Georgia’s presidential candidate Levan Chachua, joining CU
or initialing the EU Association Agreement is the sovereign decision
of RA authorities – On October 27, the presidential elections will be
held in Georgia. Georgia’s Central Election Commission has completed
the registration of presidential candidates, it is known that 23
candidates had a chance to fight for the post of the president of the
country. Mr. Chachua, what does the pre-election atmosphere look like
in Georgia? – Let me start with the fact that energy transformation
is awakening in Georgian society, the desire to get out of the pit
they were thrown into. Will the people be allowed to come out of this
ongoing political crisis, will the people have power to come out to a
new orbit, these are the questions that are of interest to the Georgian
public. After the parliamentary elections, the “Georgian Dream”
coalition, during the tough regime of Saakashvili, has failed within
a year to address the moral offenses caused to people. Unfortunately,
the “United National Movement” and the “Georgian Dream” merged in
cohabitation, coexistence. The society requires a fair punishment
for those causing misfortune to them, and, in return, they offer an
“elective cohabitation”, which means co-operation with the former and
current authorities, completely ignoring the interests of the society,
at large, and other political forces. I would like to emphasize
that not all presidential candidates have equal conditions with
regard to using free airtime. Based on today’s CEC statement, free
airtime it given to seven entities, which are the “Georgian Dream”,
“United National Movement” and their satellite parties candidates. –
How do you feel about Bidzina Ivanishvili’s intention to leave
the power, did he fulfilled his mission, and in your opinion, who
will take his place, are the names of prime minister’s candidates in
circulation? – Ivanishvili fulfilled his basic and important mission,
to win Saakashvili regime. As for his leaving from politics, it is his
personal choice. Although I think that the decision, to put it mildly,
will not benefit to preservation of stability in the management of
the state. As far the candidates of the new prime minister, it is
difficult to judge. Although based on the statement of Ivanishvili
to leave the office, he has moved to the public sector, he changes
the form of his participation in the politics, and choose a position
where, as he assures, may be more effective in influencing on the
government. As a result, the transition system, which is formed after
the 2012 elections, will be subjected to natural and quite serious
transformation not only by Bidzina Ivanishvili. It will depend on every
citizen of Georgia as to what extent this process will bring us closer
to the creation of a democratic and fair state. – After Serzh Sargsyan,
during his visit to Moscow, stated that Armenia is ready to join the
Customs Union, opinions were voiced that it was a loss not only for
Armenia, but also for Georgia. Armenia is not alone in getting ready
to initial the EU Association Agreement; among regional countries,
we are in the same boat with Georgia. Mr. Chachua, what developments
are expected in Armenian-Georgian relations? – I think the recent
events will not affect the friendly relations between Tbilisi and
Yerevan in any way.

Joining the Customs Union, or initialing the EU Association Agreement
is the sovereign decision of Armenia’s authorities. Now, much more
unites us rather than divide, and I do not think and I am strongly
against the viewpoints that Armenia’s joining the Customs Union
may have a negative impact on relations with Georgia, and that our
relationship will suffer from it. No. One does not bother the other.

As for the fact that Georgia can not initial the Association Agreement
without Armenia, it depends on the decision of the Georgian authorities
and the Georgian people, so, I can not say as to what may happen
tomorrow-the day after tomorrow. Let’s wait. – “Georgia will not be
in Eurasia, Georgia will be in Europe,” recently said the President
Saakashvili, presenting the difference between the directions of
the Eurasian Union and that of the European. He so described the
Eurasian society, pressures against minorities, prosecutions against
political opponents, corruption, oligarchy, and so on. Saakashvili
is sure that the policy of current government of Georgia towards the
RF brings harm to Georgia. On the other hand, a positive dynamics
is observed in relations between Russia and Georgia, and recently,
as a result, it was announced during the meeting with the Deputy
Minister of Foreign Affairs of Russia Grigory Karasin and Ivanishvili’s
personal representative on Russia Zurab Abashidze. What is the level
of Russian-Georgian relations, today? – Recently, something has been
changed in relations between Russia and Georgia.

First of all, this is due to the fact that parliamentary elections were
held in Georgia, and a new government was formed, the main objective
thereof became the incompatibility with the political legacy left
by the previous government. Both sides specify the issues around
which they can not reach an agreement. One of these important issues
is the status of Abkhazia and Ossetia. Since the times of the USSR,
the confidence that we know each other very well caused a lot of harm
to us. Being in one state over a long period of time really created
commonalities. But the fact how our states started developing after
the collapse of the Soviet Union, this trajectory remained outside
the attention of analysts. To understand each other, of course, is
possible. In many ways it is contributed by the commonalities around
understanding about belief and value system, and even the social
order. But, there are very serious issues that divide us. To be
repeated, the most important issue is Georgia’s territorial integrity.

As for the Eurasian Union, the issue does not receive much attention
in Georgia.

In an interview with the newspaper, Secretary of the Armenian National
Congress (ANC) parliamentary group Lyudmila Sargsyan commented on
the proposal by National Security party Chairman Garnik Isagulyan.

Mr Isagulyan intends to propose that all the three presidents of
Armenia hold a meeting to discuss Armenia’s accession to the Customs
Union and a number of other issues.

“There are rather serious obstacles to such a meeting. I do not think
Armenia’s first president Levon Ter-Petrosyan will agree to meet with
Armenia’s second president Robert Kocharyan and incumbent President
Serzh Sargsyan. He does not see they are concerned over the current
situation and ready to take steps to lead the country out of the
crisis. Also, if the authorities are not ready to punish criminals,
it means they are not ready for general meetings,” the MP said.

Refugees declined from interference into the matter of placement
of the Syrian refugees in the territory of the Nagorno Karabakh
Republic. As reported by Armenpress, quoting the Azerbaijani media,
on September 26 in Baku the representative of the Office of the High
Commissioner for Refugees Doug Sigurdson claimed that the Office of
the High Commissioner is informed about this process.

“We’ve received information on the placement of the Armenian refugees
in the territory of Nagorno Karabakh and a report on this process
has been sent to the UN headquarters in Geneva and the Ministry
of Foreign Affairs of Azerbaijan. However, I personally think that
this question should be resolved without UN’s interference, as the
organization has no relation to it,” Sigurdson said.

La comparaison des tarifs douaniers en Armenie et en Russie a mis en
evidence que l’Armenie devra ameliorer sa politique douanière a declare
Evgeny Vinokourov, directeur du Centre d’etudes sur l’integration a

” Un tarif moyen pour une importation en Armenie est parmi les tarifs
les plus bas dans les pays de l’OMC (le taux MFN est de 2,7%, et dans
l’Union douanière de 7,6%) ” a-t-il dit. ” D’ailleurs, l’Armenie
n’utilise pas son contingent tarifaire, et 73 lignes tarifaires ne
sont pas soumises aux droits de l’Etat, et presque toutes les lignes
restantes sont soumises a un droit de dix pour cent “.

Il a dit que dans de nombreuses regions l’Union douanière est encore
plus liberale que les engagements de l’Armenie envers l’OMC.

LE SYNODE DES EVEQUES S’OUVRE A ETCHMIADZINE

Le Synode des eveques de l’Eglise apostolique armenienne s’est
ouvert au Saint Siège d’Etchmiadzine avec plus de six douzaines de
representant du clerge du monde entier qui assistent a l’evenement.

Presidant le Synode qui se tiendra du 24 au 27 septembre seront
presents le Catholicos de tous les Armeniens, Sa Saintete Karekine
II et le Catholicos Aram I, de la Grande Maison de Cilicie.

L’ordre du jour du synode, qu’on croit etre le premier d’un tel
rassemblement de representant depuis de nombreux siècles, comprend
des questions concernant l’Eglise.

La ceremonie d’ouverture a ete suivie par le president armenien
Serge Sarkissian.

Dans son allocution, le chef de l’Etat, en particulier, a decrit
l’eglise-mère comme un ” fondement et pilier ” de l’Armenie et du
peuple armenien.

” Aujourd’hui, plus que jamais, nous devons renforcer les valeurs
spirituelles qui nous rapprochent et cela fera de nous une nation
unie armenienne ” a declare le President Sarkissian, selon son service
de presse.

Il a egalement exprime l’espoir que, desormais, ces synodes de l’Eglise
seront organisees regulièrement ” pour la gloire de nos fidèles “.

Les Radios Protestent Contre Ce Qu’elles Ressentent Comme Un Illegal

LES RADIOS PROTESTENT CONTRE CE QU’ELLES RESSENTENT COMME UN ILLEGAL AUDIT FISCAL

Le personnel de deux stations de radio armeniennes dirigees par un
ancien candidat a la presidentielle se sont mis en grève hier pour
protester contre ce qu’ils appelaient une ” inspection politiquement
motivee par les autorites fiscales “.

Les stations privees Radio Hay Hay et FM ont prevenu qu’elles vont
diffuser uniquement de la musique et suspendre les emissions en tout
genre pendant une heure lors des dix prochains jours, estimant que le
contrôle fiscal dont elles vont etre l’objet est illegal. Elles ont
ajoute qu’elles ne coopereront pas avec les responsables du Comite
national des impôts (SRC).

Andreas Ghoukasian, le directeur general et proprietaire des deux
stations, pointe cette inspection du SRC comme des represailles du
gouvernement contre ses activites politiques. Il a pretendu que lui
et son equipe ont toujours agi d’une manière transparente et n’ont
jamais fraude.

Ghoukasian, 42 ans, etait l’un des huit candidats qui se sont presentes
lors de l’election presidentielle du 18 fevrier dernier. Il a entame
une grève de la faim au cours de la campagne electorale, en exigeant
qu’il soit interdit au president sortant Serge Sarkissian d’etre
reelu a cause de fraude electorale presumee.

Tout comme le principal candidat d’opposition, Raffi Hovannisian,
Ghoukasian a fait appel a la Cour constitutionnelle pour annuler les
resultats officiels du vote qui a donne la victoire a Sarkissian. Le
tribunal a rejete ces allegations de fraude.

Annoncant la grève de ses employes, Ghoukasian a egalement rappele
sa participation aux dernières manifestations de rue contre la forte
hausse des prix du gaz naturel et des transports publics.

La SRC, quant a elle, a nie en bloc que des motivations politiques
soient derrière cette verification fiscale. L’agence de recouvrement
de l’impôt a insiste sur le fait qu’elle ” examine ” les dossiers
financiers des deux radios conformement a la legislation armenienne.

De plus, elle a mis en garde les diffuseurs contre toute obstruction
a cette inspection.

Les medias armeniens ont rarement ete inspectes par les agents du
fisc precedemment.

L’inspection a ete annoncee peu de temps après que l’administration
municipale d’Erevan ait exige que les deux stations de radio quittent
leurs locaux situes dans un immeuble appartenant a l’Etat social en
centre-ville. Les diffuseurs l’occupe gratuitement depuis le milieu
des annees 1990.
