A spokesperson for the Nagorno-Karabakh leader has described
Azerbaijani President Ilham Aliyev’s recent statement about the NK
conflict as a “political trick characteristic of a Santa Claus”,

“I think they have prolonged New Year a little bit. So he plays the
role of a Santa Claus on the political arena. I mean, if Santa Claus
brings presents, this [person] only gives promises,” David Babayan
told Tert.am.

The Armenian service of RFE/RL (Azatutyun.am) quoted earlier today the
Azerbaijani leader as saying that a progress in the Karabakh peace
talks may be achieved within very short timeframes in case Armenia
is constructively disposed to the process.

Aliyev emphasized that the conflict must be resolved without any
violation of Azerbaijan’s territorial integrity.

Commenting on the statement, the NK presidential spokesperson said
it is yet another proof demonstrating Azerbaijan’s interests in the
continuing status quo over Karabakh.

“After such approaches, it is simply impossible to expect a positive
development. And statements of the kind should be a serious signal
also to the co-chairs of the [OSCE] Minsk Group and its co-chairing
countries, so that they could know and understand better what is
going on and take appropriate measures,” Babayan explained.

Asked whether the statement can be considered a message for only the
domestic audience (as the Armenian political circles are commonly
inclined to think), the spokesperson said such kind of messages are
normally voiced in pre-election periods, with New Year being yet
another occasion for that.

Director of the Armenian Center for National and International Studies
Manvel Sargsyan also agreed to the fact that the Azerbaijani leader’s
statement might be just a New Year gesture.

“It’s New Year, so the statement is for the [Minsk Group] co-chairs
and Russia. For Armenia, it is a message giving food for thought,”
he commented.

The expert said he doesn’t see anything new about Aliyev’s statement.

“That fully reflects his understanding, and intentions,” he noted.

Focused on bringing a medal home to Armenia, Hovhanisyan at the
International Tour de Mazandaran in Iran

YEREVAN-Hovhannes Hovhannisyan, a 19 year-old Armenian cycler has won
medals in every international competition of his age group that he has
participates in. Born and raised in Yerevan, Armenia, Hovhannisyan
trains with master trainers Albert Soloyan and Armen Gyozalian at
the Olympic Cycling School in Yerevan.

I first met Hovik, as his friends call him, and his fellow cyclists
when they joined the final few miles of our bike-a-thon in Armenia
to raise awareness and funds for the scientists of the Cosmic Ray
Division of Yerevan Physics Institute. Until then, I had no idea
that a cycling school even existed in Armenia, let alone that they
produced internationally recognized champions.

Hovhannisyan is a quiet and humble person, but when he gets on his
bike, it’s the eye of the tiger. I had the privilege of watching him
and other Armenian cyclists race at the velodrome in Yerevan in the
All-Armenia races in June of 2013. There were many different kinds of
races collectively called an Omnium: individual races of different
lengths, team races, junior races, senior races, and one really
interesting one called the elimination race. In the elimination race,
just about every cyclist in the competition gets on the track and
after the first round around the track the competition starts. The
last person in the pack gets eliminated every two rounds. Last man
still riding wins the race. In principle the last man will have
ridden about 60 to 80 rounds depending on the number of the original
competitors. So there are many different kinds of races and different
athletes participate in different ones. Winners from the All Armenia
races then represent Armenia in various international competitions.

Hovhannes Hovhannisyan’s collection of accomplishments include:
first place at the European Track Championships in Anadia Portugal,
July 2013; second place at the Warsaw Grand Prix, Poland, June
2013; three first place medal at the All Armenia Races, June 2013;
first place at the Freedom Fighter Samvel Gevorgyan Memorial Race,
Armenia, June 2013; second and third places at the Cup of Poland,
May 2013; third place at the International Tour de Mazandaran race in
Iran, September 2013 and second place in 2012; second place at the
International Friendship Races in Donetsk, Ukraine, September 2011;
and second place at the European Olympic Festival, Trabzon Turkey,
July 2011.

Hovhanisyan also participated in the senior competitions in the Cup
of Russia international races in Saint Petersburg this summer, where
he competed against athletes several years older than him and took
an impressive 8th place out of 300 participants.

The Armenian Olympic Cycling School is home to some 230 athletes from
the ages of 10 to 30 who take the sport of cycling seriously. Its
founder, Mr. Albert Soloyan, is an internationally respected trainer
who has trained champions in Soviet Armenia and later in Hong Kong,
Malaysia, and Iran. In 2008 he returned home to Armenia to found
the Armenian Olympic Cycling School and is training champions in his
homeland. He, his capable staff, and hard-working talented athletes
have revived the sport of cycling in Armenia with very limited
resources. Not only have they revived it, they have caused Armenia
to excel in it. Mr. Soloyan, the coaching staff, the team doctor,
the team mechanic, and the administrative staff treat the athletes
as their own. Besides training them as cyclists, they mentor them in
life-skills. This school is another of the hidden gems in Armenia that
deserves to be revealed to the world and supported by the Armenian
government and by philanthropists in Armenia and the Diaspora.

2013 was full of foreign political events for Armenia, with the most
important of them happening at the end of the year.

We cannot say that there were serious events in negotiations on
settlement of the Nagorno-Karabakh conflict in 2013. The reason for
this was the electoral cycle in both countries, which came to an end.

That’s why presidents Sargsyan and Aliyev met in November, when all
elections had ended. The meeting after a long break (the last meeting
took place in January 2012) was a positive phenomenon, but in general
there was no progress in the process in 2013.

The main direction was talks between Armenia and the EU on signing
the association and deep and overall free trade zone agreement. The
talks continued for 3 and a half years. In the summer it was announced
that they were completed. It was expected that in late November the
President of Armenia would sign both documents, but it didn’t happen.

On September 3rd President Serge Sargsyan made an unexpected statement
on Armenia’s joining the Customs Union. According to some experts,
the reason for this was misinterpretation or even misunderstanding of
“complementarity” by the current authorities of the country.

In 1997 Armenia and Russia signed the agreement on friendship and
cooperation. Therefore, Yerevan made the Russian direction a priority;
all other foreign political directions should have been complementary.

The foreign political course of the first president Levon Ter-Petrosyan
fully accorded with the ideology of complementarity.

Robert Kocharyan followed the same course with slight fluctuations.

But under the current leadership official Yerevan stated that the
European direction became a priority. Russia considered the statement
and corresponding steps by Yerevan within the talks with the EU as
an attack on its geopolitical positions. Even though officials from
Yerevan say that the statement of September 3rd was made free-will, the
logics of events which preceded it points out an influence on Yerevan.

The unexpected turn in the process which continued for three years and
a half meant that the talks with the EU were started by the Armenian
side without consideration of possible consequences, first of all
in the security sphere. It is real failure of the European foreign
political project. Some supporters of the president state that an
agreement on Armenia’s joining the CU was achieved long ago. But it
means that the Armenian side cheated on Europe for three years and
a half.

Today all decisions on the CU are made hastily by Armenia, and it
can lead to serious problems, first of all, a growth of prices for
certain goods. The staggering of the Armenian authorities resulted
in the fact that official Yerevan has no image of a reliable partner
either in Russia or in the West today.

According to Global Financial Integrity, $1.163 billion, about 49.4% of
the budget, were illegally moved from Armenia in 2011, Tert.am reports.

The organization said that about $6.2 billion had been moved from
Armenia in the past 10 years, about $623 million every year. Armenia is
on the 71st position among 144 states in the list of Global Financial
Integrity.

ANCA TOWN HALL MEETING SLATED FOR HOUSTON, TEXAS

HOUSTON, TX – The Armenian National Committee of America – Western Region
(ANCA-WR) announced today that its next Town Hall meeting will take place

`The 50 year old Armenian community in Houston houses an estimated 300
families which in past have been quite active on issues pertaining to the

The ANCA-WR Town Hall series is an effort to reactivate and engage Armenian

Egyptian academic lecturer Dr. Ahmed Magdy Al-Soukkary titled Between
Recognition and Denial – the Genocide Question and Turkish-Armenian
Relations.

According to the article, the Turkish-Armenian reconciliation
process is now almost completely stalled, with Turkey continuing to
vehemently oppose the Armenian-inspired international campaign to
secure recognition of the Armenian Genocide.

As the author notes, the Armenian question or the Armenian Genocide
has for decades strained relations between Turkey and Armenia. “With
the one-hundredth anniversary of the Armenian Genocide taking place in
2015, some observers think it could provide a major breakthrough in the
Genocide recognition and Armenian-Turkish dialogue. Others, however,
insist that Turkey won’t recognize the Genocide, arguing that the
killings were in self-defence during World War One,” the article says.

“Relations between Turkey and Armenia are burdened by a number of
inter-connected problems. Turks and Armenians have, for instance,
disagreed about how to describe the Ottoman-era massacres committed
against Armenians in the First World War (1914-1918),” the article
says.

“Since assuming power in November 2002, the Islamist Justice and
Development Party (AKP) was preparing to start negotiations with the
European Union. However, the AKP government has realized that solely
political and economic criteria are not enough to become a full member,
consequently it began to invest in Turkey’s regional competencies,”
the author notes.

According to the author, the Genocide issue and closed borders have
played a big role in directing the course of Turkey-EU relations.

“Armenians believe that the AKP government is ready to blackmail –
when it can – any government that moves towards recognizing the
Genocide. Turkey should take concrete steps in normalizing its
bilateral relations with Armenia, on the one hand, and trying to
reach a political compromise to the intractable Genocide issue,
on the other,” the article concludes.

Combat capabilities of Azerbaijani Armed Forces’ frontline units examined

A group of officers led by Azerbaijani Deputy Minister of Defence and
Chief of General Staff, Colonel General Najmeddin Sadihov, is visiting
military units located on the frontline, the Defence Ministry said on
Monday.

According to the report, the purpose of the visit is to check the
readiness of troops for the New Year, the combat potential, logistics,
provision with weapons and military equipment, as well as discipline
on the frontline.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

Armenian armed forces have occupied 20 per cent of Azerbaijan since
1992, including the Nagorno-Karabakh region and seven surrounding
districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

YEREVAN. – The delegation of the International Committee of the Red
Cross (ICRC) is implementing a number or programs in the villages of
Tavush Region bordering with Azerbaijan, Sarah Epprecht, Head of the
ICRC Delegation in Armenia, toldArmenian News-NEWS.am.

She said the most vulnerable villages were selected as they are
located near the border and villagers have less access to
infrastructure and land.

`In 2013 we implemented projects on supplying drinking and irrigation
water, distributed wheat seeds, fruit tree saplings,’ she said.

Other activities that are carried out both on the Armenian and
Azerbaijani side concern the incidents involving or directed against
the civilian population.

`In the event of an incident, we visit the area, collect information
about the incident as far as it is possible, and then turn to the
responsible authorities,’ Epprecht said.

Then, ICRC experts present information on their view and
recommendations in terms of the violation of the International
Humanitarian Law in connection with this incident.

compatriotes cèdent au chantage de l’islamisation pour préserver leurs
vies. C’est ce que nous montre la vidéo ci-dessous, publiée le 4
janvier 2013, dans laquelle il est aisé de voir le peu de ferveur de
la personne islamisée par le Cheikh en présence des familles.

Selon un site syrien, les 9 familles arméniennes vivant à Kafr Hamra,
au Nord-Ouest d’Alep, n’auraient pas été inquiétées ou forcées à se
convertir à l’Islam, alors qu’une faction islamiste radicale règne
depuis assez longtemps dans la cité. Mais selon une autre source,
elles se seraient converties par force lors de la libération de la
ville. Un funeste constat qui rappelle les heures sanglantes qu’ont
vécu des milliers d’Arméniens dès 1894 en Turquie ottomane.

Armenian Church Head Bemoans Decline Of `Traditional Values’

Catholicos Garegin II, the supreme head of the Armenian Apostolic
Church, has urged Armenians to stay loyal to the basic tenets of
Christianity in the face of what he called a decline in `traditional
family values’ resulting from excessive freedom.

In a sermon read out during the Christmas Mass celebrated at the main
Armenian cathedral in Echmiadzin on Monday, Garegin said freedom of
expression is increasingly abused by people in Armenia and around the
world to the detriment of `the truth’ embodied by Jesus Christ.

`Traditional family values are in retreat, and so is, in the face of
difficulties, the spirit of conscientiousness,’ he said mid-way
through the liturgy broadcast live by leading Armenian TV
channels. `Unreserved behavior and insult are regarded as courageous;
responsibility is subordinated to rights. Frequently, the right to
express one’s personal opinion is wrongly utilized to distort the
truth, in order to spread subjective or biased opinions.

`It is in this mentality that falsehood is veiled with a mask of
truth, debate becomes argument, discussion transforms into scorn and
condemnation, from which the Spirit of God’s truth and the wisdom of
God move away; and we have difficulty – yes, even cease – to see the
good and the just; and faith and trust in one another, as well as hope
and optimism for the future, all weaken in our lives.’

Garegin also deplored aggressive human rights advocacy in and outside
Armenia, saying that it sometimes forces conservative societies to
`adopt behaviors that are contradictory with societal thinking and
value structures.’ He did not specify those behaviors.

`It is in this manner that morality in the world cedes ground to
immorality, freedom of speech is transformed to licentiousness of
speech, and testimony becomes the distortion of truth,’ added the
Catholicos. `The world shall be liberated of these life-agitating
realities when men accept the truth of Christ, when they witness the
presence of the Lord through their faithful works, and like the
Apostle, proclaim, `…the truth of Christ is in me!”

Although Garegin named no names, his critical remarks appeared to be,
at least in part, a broadside aimed at opposition and civic figures
increasingly critical of his leadership one of one of the world’s
oldest churches. The critics are especially unhappy with his
reluctance to speak out against human rights abuses, government
corruption and injustice in the country. Some of them have also
denounced the pontiff for effectively siding with the current and
former Armenian governments in their standoffs with opposition forces.

In particular, Garegin came under opposition fire after endorsing the
official results of Armenia’s February 2013 presidential election that
gave victory to the incumbent President Serzh Sarkisian. He personally
delivered a congratulatory message to Sarkisian together with several
other high-ranking clergymen the day after the disputed ballot. `Your
victory in the elections testifies to the fact that our people trust
your programs of reformation,’ read the message.

The church leadership went on to criticize post-election street
protests organized in Yerevan by Raffi Hovannisian, the main
opposition presidential candidate who claimed to be the rightful
election winner. Hovannisian reacted angrily to the criticism. He
accused Garegin of `desecrating the Bible’ by attending and blessing
Sarkisian’s inauguration for a second term.

President Serzh Sarkisian underscored his subservience to Russia with
his New Year’s message to the nation that touted Armenia’s impending
accession to a Russian-led customs union, pro-Western opposition
leaders claimed on Tuesday.

Sarkisian began the televised address by mentioning and stressing the
importance of his unexpected decision last August to join the union at
the expense of closer ties with the European Union. He expressed
confidence that Yerevan will complete ongoing accession talks with the
trade bloc comprising Russia, Belarus and Kazakhstan in 2014.

Alexander Arzumanian, a leader of the recently revived Armenian
Pan-National Movement (HHSh), said the New Year’s message was
primarily addressed to the Kremlin, rather than Armenians, comparing
Sarkisian to a `naughty student who wants to somehow please his
teacher.’ Arzumanian suggested that Russian President Vladimir Putin
still distrusts his Armenian counterpart despite the latter’s foreign
policy U-turn.

`These are attempts to restore trust,’ Arzumanian told RFE/RL’s
Armenian service (Azatutyun.am). He said Sarkisian’s previous policy
of European integration had caused a serious crisis in
Russian-Armenian relations.

`This is further proof that the decision to join the customs union was
foisted on Armenia. The Armenian authorities are now constantly forced
to reaffirm their loyalty to Russia,’ he said, accusing Moscow of
treating Yerevan `like a slave.’

Armen Martirosian, the deputy chairman of Zharangutyun (Heritage),
another opposition party favoring Armenia’s European integration, also
deplored the key emphasis of Sarkisian’s speech. He reiterated
Zharangutyun claims that Sarkisian had no popular mandate to make
Armenia part of a trade bloc which is due to be transformed into a
Russian-dominated Eurasian Economic Union by January 2015.

Martirosian also claimed, `This means that the value system espoused
by the Armenian authorities totally corresponds to the value systems
of the Customs Union’s member states. Putin, [Belarusian President
Aleksandr] Lukashenko and [Kazakhstan’s Nursultan] Nazarbayev lead
authoritarian regimes.’

Hovannes Sahakian, a senior lawmaker from the ruling Republican Party
of Armenia (HHK), rejected the opposition attacks. Sahakian said
Sarkisian could not have failed to mention the Customs Union in his
yearend remarks. He argued that the president also commented on other
major developments of the past year.
