Le ministrre de l’Education et des Sciences Armen Ashotyan a suggere
que 16 mai pourrait marquer en Armenie la journee des etudiants.

Au cours de la session du gouvernement Armen Ashotyan a rappele qu’en
2010, le Conseil des Etudiants de l’Universite d’Etat d’Erevan (UEE)
a appele le gouvernement a adopter cette proposition. (Le conseil a
propose la date du 16 mai parce que l’UEE a ete fondee le 16 mai 1919.)

Le ministre a fait remarquer que si elle ast approuvee le 16 mai
sera une journee de travail, mais a ajoute qu’il servira neanmoins a
promouvoir la participation des etudiants dans les processus sociaux,
economiques, environnementaux et politiques dans le pays.

Au cours des discussions, le Premier ministre a declare qu’il
s’avererait qu’il y avait trop de vacances en mai, tandis que le
ministre des Transports et des Communications Gagik Beglaryan a
mentionne que les etudiants armeniens marquent traditionnellement la
Journee internationale des etudiants le 17 novembre.

LA COMMEMORATION DE LA MORT DE DINK EN TURQUIE INTERVIENT A UN MOMENT CRUCIAL

Des milliers de personnes se sont rassemblees sur la place Taksim
d’Istanbul le 19 Janvier pour marquer le septième anniversaire de
l’assassinat du journaliste turco-armenien Hrant Dink sur le seuil de
redaction du journal Agos, où il travaillait. Les participants de la
manifestation ont exige une enquete juste et que les commanditaires
de ce crime odieux soient trouves.

Le sujet des Armeniens en Turquie est de moins en moins tabou, et
beaucoup de ceux qui avaient avant cache leurs origines armeniennes
commencent maintenant a se montrer leur identite. Dans le meme temps,
la question armenienne est de plus en plus d’actualite en raison des
processus geopolitiques qui ont lieu dans et autour de la Turquie.

Le scandale de corruption qui a secoue la Turquie il y a un mois
et qui continue de secouer le pays aujourd’hui a ete lancee par
des forces exterieures. C’est l’opinion du Premier ministre Recep
Tayyip Erdogan. Il declare ouvertement que certaines forces tentent
d’affaiblir et de diviser le pays.

Le pouvoir turc considère la question armenienne parmi les facteurs
qui peuvent etre utilises a cette fin. Recemment Erdogan a declare
qu’avant 2015 (annee où les Armeniens du monde entier marqueront
le centenaire du genocide dans la Turquie ottomane) la diaspora
armenienne va essayer de ” fausser ” l’histoire et a exhorte les
ambassadeurs turcs a les contrer. Mais Erdogan semble avoir ete
jusqu’a present incapable de neutraliser la ” vague armenienne “,
meme dans son propre pays, et la grande manifestation a la memoire
de Hrant Dink est juste une autre preuve.

Il est remarquable que M. Erdogan regarde la diaspora armenienne et
non la Republique d’Armenie comme un adversaire ” historique ” de la
Turquie. L’Armenie n’a jamais declare ouvertement de revendications
territoriales a la Turquie, mais au printemps dernier lors de la
reunion des avocats le Procureur general d’Armenie Aghvan Hovsepyan
avait dit qu’il est necessaire de mettre en place une commission
qui rassemblerait un dossier juridique pour faire avancer les
revendications vis-a-vis de la Turquie. Mais les choses ne sont pas
alle au-dela.

Le plus remarquable, cependant, est que le ministre de l’Education
et des Sciences Armen Ashotyan, qui est vice-president du Parti
Republicain d’Armenie, en fin de semaine dernière a propose de renommer
la Republique d’Armenie en la Republique d’Armenie orientale, ce
qui demontrerait que le pays a clairement des revendications a faire
vis-a-vis de ce que l’histoire est connu comme l’Armenie occidentale,
qui fait partie de la Turquie d’aujourd’hui. Mais cette idee n’a pas
encore trouve un grand soutien dans l’opinion publique, probablement
parce que le public s’attend a ce que l’Etat armenien prenne des
mesures plus efficaces.

Les contours des relations armeno-kurdes dans les nouvelles conditions
de la Turquie sont, quant a elles, devenus plus perceptibles au
cours du dernier mois. L’un des membres du mouvement kurde en Syrie
a indirectement accuse les diasporas armeniennes, grecques et juives
de financer la crise morale et les troubles en Turquie. Très vite ces
declarations ont ete desavouees par les dirigeants des organisations
kurdes, mais il est devenu evident que si elle qu’en cas de grave
crise et de questions territoriales en Turquie, des differences
peuvent se produire entre les minorites ethniques d’aujourd’hui. Et
l’actuel gouvernement turc essaie de jouer sur ces differences de
toutes les manières possibles. Au moins ce n’est pas un hasard si le
leader kurde Abdullah Ocalan, qui purge une peine a perpetuite dans
une prison turque, a adresse une lettre aux Armeniens programmee pour
le jour de la commemoration de la mort de Hrant Dink.

L’équipe olympique du Belarus s’entrainera à Dzargatsor en Arménie
avant les J.O. de Sotchi

Aujourd’hui l’équipe olympique du Belarus (Biélorussie) arrivera à
Dzargatsor (Arménie) pour un séjour d’entrainement avant de rejoindre
les Jeux Olympiques de Sotchi (Russie). L’équipe du Belarus a choisi
la station de Dzargatsor pour ses infrastructures mais surtout pour le
site qui est à près de 1840 mètres et donc pauvre en oxygène. Ce qui
permettra aux sportifs d’améliorer leurs performances. L’arrivée du
Belarus en Arménie n’est pas le fruit d’un hasard. En mai 2013
Alexandre Loukachenko le président du Belarus était en visite en
Arménie. Loukachenko étant président du Comité national olympique du
Belarus. Son ami Gaguik Dzaroukian étant le président du Comité
national olympique d’Arménie, l’accord s’est rapidement effectué entre
les deux hommes. Par un accord entre les deux comités olympiques, les
deux pays s’aideront mutuellement pour l’accueil des délégations
sportives.

16-Year-Old Armenian Girl Wounded By Azeri Snipers

16-YEAR-OLD ARMENIAN GIRL WOUNDED BY AZERI SNIPERS

Azeri armed forces late Thursday launched sporadic attacks in the
direction of several villages in the Tavush Region, wounding a
16-year-old girl Lianna Anikyan.

Azeri forces rained fire on the villages of Nerkin Karmiraghbuyr,
Aygepar, Movses and Chinari.

Anikyan, who is a resident of Aygepar, sustained injuries to her
thigh and was transported to the hospital in nearby Bert.

Lianna has been successfully operated on, head of Aygepar community
Andranik Aydinyan said. He informed that the shots continued until
4 a.m. There is no shooting at this point, he said.

The representative office of the International Committee of the Red
Cross (ICRC) in Azerbaijan has today expressed regret at the frequent
violations of the ceasefire on the contact line between Azerbaijani
and Armenian troops, head of the ICRC representative office, Deniz
Duran told journalists on Friday in Baku.

“The representative office is closely monitoring the tense situation
in the region, and keeps in contact with local authorities and intends
to visit these areas after stabilization of the situation,” she said.

Azerbaijani Defense Ministry said that the Armenian armed forces
violated the ceasefire status in different positions 93 times per day.

An Armenian sabotage and intelligence group attempted to cross the
contact line of Azerbaijani and Armenian troops in the direction of
the Tartar region between the settlements of Qapali and Seysulan,
Friday at 6:00, according to the ministry’s message.

The Armenians’ attempt was suppressed due to the vigilance of the
Azerbaijani Armed Forces. After a fierce firefight, the Armenian
units were forced to retreat.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Azerbaijan’s military planes are flying over the contact line of
Azerbaijani and Armenian troops, press service of Azerbaijani Defense
Ministry told Trend on Friday.

The flights are being conducted due to an escalated situation on the
contact line between Azerbaijani and Armenian troops.

The situation on the contact line of Azerbaijani and Armenian troops
has been escalating for the past four days. Armenian armed forces
have violated the ceasefire status 380 times, Azerbaijani Defence
Ministry reported earlier.

Azerbaijani services destroyed an Armenian military vehicle by
thwarting an Armenian armed forces provocation on the frontline in the
Tovuz region, the Azerbaijani Ministry of Defence told Trend on Friday.

An Armenian sabotage and intelligence group attempted to cross the
contact line of Azerbaijani and Armenian troops in the direction of
the Tartar region between the settlements of Qapali and Seysulan today,
Friday at 6:00, according to Azerbaijani Defense Ministry’s message.

The Armenians’ attempt was suppressed due to the vigilance of the
Azerbaijani Armed Forces. After a fierce firefight, the Armenian
units were forced to retreat.

The orders and commands overheard during the Armenians’ retreat
were not only in the Armenian language, according to observations of
servicemen of the Azerbaijani Armed Forces on the frontline.

The Defence Ministry reported that the Armenian armed forces violated
the ceasefire status in different directions 93 times per day.

Earlier, the U.S. co-chair of the OSCE Minsk Group, James Warlick
expressed his concern on his Twitter page about the tensions on the

“Violence and tensions along the Line of Contact undermine efforts to
bring about a negotiated settlement,” Warlick noted on his Twitter
page.

It should be noted that French capital of Paris is hosting a meeting
of the foreign ministers of Azerbaijan and Armenia, Elmar Mammadyarov
and Edward Nalbandian, who are discussing ways to resolve the conflict.

Armenian President Among Health Tourists In Korea

Korea’s booming medical tourism industry has for the first time
attracted a foreign head of state as the Armenian president had
rejuvenation treatment here recently.

Armenian President Serzh Sargsyan was driven by a convoy of black
sedans to Chaum Center in Gangnam on Jan. 9 led by a police escort.

Chaum is a rejuvenation clinic run by CHA Health Systems.

Accompanying Sargsyan were the ex-president of a former Soviet
satellite nation and a Russian tycoon from Armenia. The tycoon had
also been part of Russian President Vladimir Putin’s entourage on his
state visit last year and experienced the clinic’s service at the time.

The group visited Chaum every day during their weeklong stay here and
had treatment including stem cell therapy, spa and anti-aging therapy,
body polishes and massages and weight-control programs.

Clinic staff say Sargsyan was escorted by police and the National
Intelligence Service during his stay. The group paid a total of W200
million (US$1=W1,076) for their treatment and left on Jan. 17.

Since opening in 2010, Chaum has drawn many rich people from around
the world who come to Seoul in their private jets. Among them were
Chinese and Canadian business tycoons, the prime minister of Kazakhstan
and Saudi and UAE royalty.

The reasons for medical tourism are diversifying. Recently, former
Korean national soccer coach Guus Hiddink visited a hospital in Seoul
to undergo knee surgery.

Last year, more than 200,000 foreigners are estimated to have visited
Korea for medical treatment. The Health Ministry expects the number
of medical tourists to reach 1 million in 2020.

The family of pro-European Union activist Sergei Nigoyan, who has
been killed during protests on Hrushevsky Street in Kyiv, moved to
Ukraine from Nagorno-Karabakh in 1992, escaping from the then war in
Azerbaijan’s disputed Armenian-speaking enclave.

Sergei’s father, Garegin Nigoyan, told reporters he had tried to
dissuade Sergei from going to Kyiv to join the protesters but his son
“had his own way.”

The activist’s family lives in the village of Bereznovativka,
Dnipropetrovsk region. Sergei was “a calm, well-bred, normal guy,”
a fellow villager said. “He’d always help you, would carry your bag
for you, he was friendly, courteous.”

Sergei was a student at a physical education college in
Dniprodzerzhynsk, Dnipropetrovsk region.

Law enforcement officials had a meeting with his family on Wednesday.

The Foreign Ministry of Armenia confirmed that Sergei, who was an
ethnic Armenian, was a Ukrainian citizen.

The world No2, Levon Aronian, looks poised to win at Tata Steel Wijk
this weekend. The Armenian has led all the way and is one and a half
points clear going into the final two rounds which will be shown free
and live online.

Aronian’s rival Hikaru Nakamura, the US No1, had a dreadful first half
at the Dutch elite event and struggled to reach an even score. He
has now dropped to No7 in the rankings while Aronian, though still
50 rating points behind Norway’s world champion, Magnus Carlsen,
has soared 40 rating points clear of the chasing pack.

Aronian, 31, is the favourite to win the eight-player world title
candidates, scheduled for Russia in March, which will decide who will
challenge Carlsen for the crown in a multi-million dollar series in
November this year.

The problem is that Aronian’s track record in the final stages of world
title competition is fragile enough to suggest that the pressure and
tension of the occasion get to him. He finished next to last in the
2006 world championship tournament in Mexico, was knocked out in the
candidates quarter-finals when favourite in 2011 and had a poor run in
the London 2013 candidates which left him unable to catch Carlsen. It
is starting to be reminiscent of Paul Keres, the Estonian who had near
misses in five successive candidates events and is now considered by
his admirers as the best player never to be world champion.

Aronian is a national hero in Armenia, where chess is taught
in schools and where the presidential jet brought its gold medal
Olympiad team back to Erevan. He is also a well-liked cosmopolitan,
speaking excellent English, with a home in Germany and an Australian
girlfriend. If he can overcome his candidates block, he can give
Carlsen a hard fight.

After winning this week’s game at Wijk Aronian said that White’s
opening is his favourite method to counter Black’s popular Grunfeld
Defence Nf6, Bg7 and d5. The stand-out feature of his system is that
White starts 1 c4, delays d2-d4 for a long time, then aims for a
small but nagging endgame edge.

The opening up to move 11 had been played earlier by his Armenian
team-mate Vlad Akopian, so Aronian knew it well. His young Filipino
opponent slipped by 17…Bxf3? (better bxc5! when 18 Rxc3? fails to
Rxb1!) after which White’s bishop pair dominated the board and Black’s
army got in a tangle. So lost a piece and resigned early rather than
play out a routine ending.

Armenia’s Former Premier: The Obligatory Accumulative Pension System

ARMENIA’S FORMER PREMIER: THE OBLIGATORY ACCUMULATIVE PENSION SYSTEM IS AS DANGEROUS AS THE WAR

The obligatory accumulative pension system is as dangerous as the war
or genocide or years long drought, Armenia’s former prime minister
and at present a member of the parliament from the opposition Armenian
National Congress, Hrant Bagratyan, wrote at his Facebook page.

He said that the Constitutional Court of Armenia will adopt a
decision on the reform on 25 January and it will be impossible to
correct anything. He said that the government and representatives of
the authorities said about Russia’s and Estonia’s experience in this
sphere, later about the experience of Chile. But this does not meet
reality. “Dear members of the Constitutional Court, I would like to
speak about the terms and “legality” of exporting money from Armenia.

This reform supposes export of 5% (and more) profit of workers for
45 years. Totally, $2,5-3,5 billion will be exported from the country.

The companies, which were allegedly selected as managing companies,
will become billionaires for that period of time. This is a treacherous
and corrupted decision. First, there are no such deposits for 45
years in the world (maximal term of the system – 45 years, minimal –
23 years and medium – 34 years. There may be no economic horizon 45
years long, as there is no indexation of inflation for such a long
period. The same is regarding 34 and 23 years. All the countries (the
USA, the Great Britain and Russia) which used to make similar reform,
have finally changed legislation and fixed only 10 years as a norm
of the obligatory accumulation. This means that a worker is obliged
to accumulate for 10 years, though he may go on accumulating if he
wants. As a rule, people choose 10 years of their labor biography.

Even in Chile they have come to such a conclusion”, – former premier
thinks.

According to him, if the system is compulsory, it must be controlled
by a state fund. “What can be higher than a state? What diversification
are they talking about if we have no state?” Bagratyan wonders.

“Some people abroad say that this ‘reform’ is good. Why should
it be bad if it is a chance to pump out of the country as much as
$50mln-100mln a year? When a fee is compulsory, it becomes a tax. In
Estonia, Norway or England they give people income tax preferences
in exchange. But we are not smart enough for such a thing. If the
Constitutional Court fails to stop this, the ‘legal’ cash export will
become inevitable. As a result, we will face a 0.4-0.5% annual drop
in our GDP,” Bagratyan says.

The voluntary accumulative pension system was introduced in Armenia
on Jan 1 2011. The system will become compulsory starting Jan 1 2014.

According to the bill, the minimal pension in the country will be
equal to the minimum wage, while the basic pension will total 150%
of the minimum wage. The compulsory accumulative pension system will
apply to the citizens born after Jan 1 1974 (the citizens below 40).

Starting Jan 1 2014, 5% of their salaries will be transferred to
their personal accumulative accounts. The government will transfer
a similar amount (but no more than 25,000 drams). It is noteworthy
that 6.6%-13% and not 5% of the monthly wages will be charged, as
the charges will be made from the so-called “brutto-salary.” On 15
November the Republican Party boycotted the extraordinary meeting
of the Parliament over the issue. Later on 21 November, an action of
protest was held in front of the Government against the pension reform.
