What’s In The Package For Serzh Sargsyan?

WHAT’S IN THE PACKAGE FOR SERZH SARGSYAN?

Europe is likely to propose something new to the Eastern Partnership
states, which will be called the “European package”. The essence of the
new package is not clear yet. The package will concern Armenia as well.

What is the EU going to offer Armenia? Judging by the logical
formalism of public grounds, Armenia must first of all get a proposal
on security. After all, security was said to be the reason why the
Armenian government replaced the Association Agreement with the
Customs Union.

The reality is a little different than what is visible. For example,
in July it became known that Armenia got Milan French-German anti-tank
systems which are one of the best in the world. In December the leader
of the National Self-Determination Union Paruir Hairikyan said those
systems with a value of 16 million dollars were a gift to Armenia.

In Armenia, this information was not followed up while it is publicly
repeated that Russia supplies free or cheap weapon to Armenia. By the
way, it is presented as the core of the Russian proposal on security.

At the same time, the circumstance of cheap or gift weapon is used as
a counterargument to dissatisfaction in Armenia with Russian supply
of offensive arms to Azerbaijan worth 4 billion dollars. They say it
is true that they supply weapon to Azerbaijan but they also give or
sell arms cheaply to Armenia.

It would be interesting to know what kind of arms Russia sells or
gives to Armenia and whether these arms are equal to the modern arms
that are sold to Azerbaijan. Well, of course, that could be a military
secret but, in any case, the well-informed sources assure that arms
produced earlier are sold cheaply or given as a gift whereas Russia
charges the market prices for the new ones.

In addition, this informal assurance was indirectly but officially
confirmed during the Russian president Putin’s visit to Armenia. After
the visit it was announced that an Armenian-Russian agreement
was signed according to which Armenia will buy Russian arms in a
preferential way.

In other words, Armenia does not have such a status. Meanwhile,
Armenia’s membership to CSTO supposes such a status.

Hence, it is obvious that the circumstance of security is relative,
also because in the process of negotiations with the EU no mechanism of
security had been proposed to Armenia. Or maybe it has? And maybe this
proposal was the reason why Russia was so sensitive to the Association
Agreement. After all, Moscow does not seem to have a reason for worry
in economic terms because it owns a huge part of the Armenian economy –
all the strategic spheres work for the Russian capital.

The main issue was, probably, that the EU had some security-related
proposals on Armenia in the context of the association talks but
could not set them down de jure because the Association Agreement
was an economic process.

Hence, the problem is whether the EU’s or rather the Euro-Atlantic
community’s new package will document the proposals on security
to Armenia.

Otherwise it will be difficult to break the ice unless the EU has
substantial offers on Armenia and Armenia is not included in the
European package on the protocol basis of participation of the
foreign ministry.

Or, along with the new package, the EU must set down more substantively
the issue of Serzh Sargsyan’s personal security. In other words,
instead of political proposals on state security it should discuss
Serzh Sargsyan’s personal security. In addition, Europe does not have
to make more reliable proposals than Russian ones but to demonstrate
why Russian proposals on Serzh Sargsyan’s personal security cannot
be reliable.

The “European package” will not have any objective relating to the
Armenian government.

The part concerning the society is a different issue. In terms
of cooperation with the society Europe has a lot to do but it is
another issue.

LA LOI ANTI-TABAC MODIFIEE PAR LE GOUVERNEMENT ARMENIEN

Le gouvernement armenien a approuve une serie de changements a la loi
sur le tabac durcissant de nouvelles restrictions sur la publicite
du tabac et des produits du tabac.

Le ministre de la Sante Derenik Dumanyan a dit la publicite sera
interdite a la television, la radio, les medias electroniques et
imprimes. Il a declare que les changements approuves interdisent la
publicite exterieure des produits du tabac ainsi que leur publicite
dans les magasins et les etablissements de restauration.

Il a dit que les produits du tabac peuvent etre annonces uniquement
dans des editions speciales, disponibles uniquement dans les magasins
de tabac qui devront egalement fournir des informations sur les
dangers du tabagisme.

Le Premier ministre Tigran Sarkissian a dit le tabagisme est
un problème grave en Armenie, tuant des centaines de personnes
chaque annee. Il a exhorte les ONG a intensifier leur voix contre
le tabagisme.

L’Armenie Va Cooperer Avec L’Uruguay Dans Le Secteur Du Tourisme

L’ARMENIE VA COOPERER AVEC L’URUGUAY DANS LE SECTEUR DU TOURISME

Le ministre armenien de l’economie Vahram Avanesyan et le ministre
uruguayen du tourisme et du sport Lilian Keshishyan ont signe un
accord sur la cooperation entre l’Armenie et l’Uruguay sur le tourisme
a Erevan.

Il y a une comprehension mutuelle de haut niveau dans les relations
politiques entre l’Armenie et l’Uruguay car l’Uruguay a ete le premier
pays a reconnaître officiellement le genocide armenien de 1915 a
declare le Premier ministre Tigran Sargsyan lors de sa rencontre avec
Mme Keshishyan.

Le premier ministre a dit qu’il y a un grand potentiel pour le
developpement du tourisme entre l’Armenie et l’Uruguay.

M.Sarkissian a exprime l’espoir de la visite de Keshishyan aidera a
elargir les liens dans les secteurs du sport et du tourisme.

Karabakh Soldier Commemorated In Tehran

KARABAKH SOLDIER COMMEMORATED IN TEHRAN

Artsakh junior sergeant Armen Hovhannisyan, who died on January
20 heroically defending his homeland, has been commemorated in
the Iranian capital Tehran, the press service of Armenian Foreign
Ministry reported.

On January 28, the Armenian Club of Tehran hosted a reception dedicated
to the 22nd anniversary of Armenian Army. The reception, organized by
the Armenian Embassy in Tehran, was attended by officers of Iranian
army, diplomats accredited to Iran, military attaches and journalists.

Leaders of Atrpatakan, Tehran and Isfahan Dioceses of Armenian
Apostolic Church, spiritual leader of Armenian Catholic community of
Iran, ethnic Armenian members of Iranian parliament were also among
the invitees.

Orinats Yerkir MP Levon Dokholyan has not yet submitted a declaration
about his income and property to the Ethics Commission for High
Ranking Officials, Zhoghovurd writes. Dokholyan became an MP from the
Orinats Yerkir Party proportional list on November 28.

“Moreover, Dokholyan’s name is not on the list of MPs on the Ethics
Commission’s website. However, he has already enjoyed the pleasure of
being an MP, and has already visited Brussels and Amsterdam,” the
newspaper writes.

stable, and durable Armenian-Turkish relations based upon the Republic
of Turkey’s full acknowledgment of the facts and ongoing consequences
of the Armenian Genocide, and a fair, just, and comprehensive
international resolution of this crime against humanity.

Mr. VALADAO (for himself, Mr. SCHIFF, Mr. PALLONE, and Mr. GRIMM)
submitted the following resolution; which was referred to the
Committee on Foreign Affairs

RESOLUTION

Calling on the President to work toward equitable, constructive,
stable, and durable Armenian-Turkish relations based upon the Republic
of Turkey’s full acknowledgment of the facts and ongoing consequences
of the Armenian Genocide, and a fair, just, and comprehensive
international resolution of this crime against humanity.

Whereas the Obama Administration has, since early 2009, sought to
improve Armenian-Turkish relations through diplomatic efforts to lift
the Republic of Turkey’s blockade of Armenia and facilitate an end to
Ankara’s refusal to establish diplomatic relations with Yerevan;

Whereas at the start of this process, President Barack Obama had, on
April 6, 2009, voiced the United States Government’s expectation that
Armenia-Turkey dialogue would `bear fruit very quickly’, but that,
since then, the Obama Administration has commended Armenia’s
participation in this dialogue while holding Turkey largely
responsible for the lack of results from this process, with the
Secretary of State noting, on June 4, 2012, that, on this matter, `the
ball remains in Turkey’s court.’;

Whereas on April 24, 2013, President Barack Obama stated, `A full,
frank, and just acknowledgment of the facts is in all of our
interests. Nations grow stronger by acknowledging and reckoning with
painful elements of the past, thereby building a foundation for a more
just and tolerant future.’;

Whereas the Republic of Turkey, rather than acknowledging and
reckoning with painful elements of the past, has escalated its
international campaign of Armenian Genocide denial, maintained its
blockade of Armenia, and increased its pressure on the small but
growing Turkish civil society movement acknowledging the Armenian
Genocide and seeking justice for this systematic campaign of
destruction of millions of Armenians, Greeks, Assyrians, Pontians,
Syriacs, and other Christians upon their biblical-era homelands;

Whereas the United States is on record as having officially recognized
the Armenian Genocide, in the United States Government’s May 28, 1951,
written statement to the International Court of Justice regarding the
Convention on the Prevention and Punishment of the Crime of Genocide,
through President Ronald Reagan’s April 22, 1981, Proclamation No.
4838, and by Congressional legislation, including House Joint
Resolution 148 adopted on April 8, 1975, and House Joint Resolution
247 adopted on September 10, 1984;

Whereas even prior to the Convention on the Prevention and Punishment
of the Crime of Genocide, the United States has a record of having
sought to justly and constructively address the consequences of the
Ottoman Empire’s intentional destruction of the Armenian people,
including through Senate Concurrent Resolution 12 adopted on February
9, 1916, Senate Resolution 359 adopted on May 11, 1920, and President
Woodrow Wilson’s Decision of the President of the United States of
America Respecting the Frontier between Turkey and Armenia, Access for
Armenia to the Sea, and the Demilitarization of Turkish Territory
Adjacent to the Armenian Frontier, dated November 22, 1920;

Whereas President Barack Obama entered office having stated his
`firmly held conviction that the Armenian Genocide is not an
allegation, a personal opinion, or a point of view, but rather a
widely documented fact supported by an overwhelming body of historical
evidence’, affirmed his record of `calling for Turkey’s acknowledgment
of the Armenian Genocide’, and pledged that `as President I will
recognize the Armenian Genocide’; and

Whereas the United States national interests in the establishment of
equitable, constructive, stable, and durable relations between
Armenians and Turks cannot be meaningfully advanced by circumventing
or otherwise seeking to avoid materially addressing the central
political, legal, security, and moral issue between these two nations,
Turkey’s denial of truth and justice for the Armenian Genocide: Now,
therefore, be it

Resolved, That the House of Representatives calls on the President to
work toward equitable, constructive, stable, and durable
Armenian-Turkish relations based upon the Republic of Turkey’s full
acknowledgment of the facts and ongoing consequences of the Armenian
Genocide, and a fair, just, and comprehensive international resolution
of this crime against humanity.

Cuisine in Sochi Olympics will be Armenian and Georgian – CNN

In a news story devoted to Sochi, the 2014 World Olympics capital, the
CNN addresses the local cuisine which it says will offer guests
predominantly Armenian and Georgian dishes.

“With Armenians accounting for 20% of the city’s population, and close
proximity to Georgia, Sochi offers an impressive sampling of cuisine
beyond the dill and sour cream of traditional Russian fare,” reads the
report.

It provides addresses of national food cuisines where visitors can
taste the traditional Armenian lavash (wood fired bread) and clay-pot
stews and the favorite Georgian chakhokhbili (chicken in garlic
sauce).

The report further refers to the Caucasian Biosphere Reserve, a UNESCO
World Heritage Site which partially overlaps with Sochi National Park
in the Western Caucasus.

Migration service official: It is not difficult for Armenians to get
work permit in Russia

YEREVAN. – It is not difficult for Armenian citizens to get a work
permit in Russia, head of the state migration service said.

Gagik Yeganyan explained that the current legislation limiting
presence in Russia to 90 days in a row within 180 days refers to those
having no contracts or work permits.

“It is very easy to get a work permit. You have to apply to the local
department of Federal Migration Service,” Yeganyan said during the
debates on migration issues. The quota set for migrant workers is 2-3
million people.

Yeganyan also said work permit can be extended without leaving Russia.

YEREVAN. – Emigration from Armenia has increased ever since 2008.

Armenian State Migration Agency Head Gagik Yeganyan noted the
aforesaid Saturday, at a discussion devoted to emigration.

In his words, this is evidenced by the results of a survey conducted
by the Armenian-Russian (Slavonic) University of capital city Yerevan.

In line with official statistics, the largest outflow of Armenia’s
residents was recorded between 1993 and 1994, when about 600,000
people left the country. From 1995 to 2001, this outflow amounted to
370,000. Between 2002 and 2007, the average annual emigration made up
25,000 people.

“From 2008 to 2013, the emigration totaled 30,000-35,000 people, per
year,” Yeganyan stated.

The state migration service chief added that the main cause for
emigration from Armenia is the socioeconomic problems.

Gagik Yeganyan also informed that the main country for emigration is
Russia, where 95-96 percent seasonal and 75-76 percent long-term
immigrants go.
