Ter-Petrosian: The Sargsyan regime lacks awareness of national interest

Armenia’s entry into the Customs Union has already become an
irreversible process, while European integration of the country is
impossible in the foreseeable future, First Armenian President, leader
of the Armenian National Congress (HAK) Levon Ter-Petrosian said today
at the rally held in Liberty Square of Yerevan in memory of the
victims of the tragic events in Yerevan on March 1, 2008.

“Can the regime led by Serzh Sargsyan carry out this complex mission?
In order to carry out this mission, the Sargsyan regime lacks an
awareness of national interest, otherwise Armenia and Artsakh would
not be desolated, while the people and their opinion would not be
oppressed. The national interest and the regime’s interests are
incompatible and this is the greatest misfortune of the Armenian
people,” Levon Ter-Petrosian said.

In his words, due to the policy implemented by the authorities,
Armenia now has a reputation of an unreliable partner both in Russia
and the West and structural reforms are needed to restore the
country’s authority.

WASHINGTON, DC. – Braving sub-freezing temperatures, Greater
Washington area Armenian-Americans honored the memory of the victims
of Azerbaijani aggression and pledged ongoing solidarity with the
freedom-loving people of Artsakh, at a February 28th protest held in
front of the Azerbaijani Embassy, ANCA reported.

The demonstration, organized by the Washington Armenian Youth
Federation (AYF) Ani Chapter and St. Mary’s Armenian Church Youth
Organization (ACYO), coincided with the 26th anniversary of the
Azerbaijani pogroms against the Armenian population of Sumgait, which
set the stage for attacks in Baku in 1990 and a cycle of anti-Armenian
violence that continues to this day.

The demonstrators called special attention to the brutal axe-murder of
Armenian Lieutenant Gurgen Margaryan, as the nation marks the 10th
anniversary of his slaying by convicted Azerbaijani soldier Lt. Ramil
Safarov. In a move that stunned the international community,
Azerbaijani dictator Ilham Aliyev pardoned, promoted and praised
Safarov upon extradition to his homeland in 2012. The AYF global
social media awareness campaign last week, #Justice4Margaryan, called
attention to this travesty, attracting the participation of thousands,
including U.S. Representatives Adam Schiff (D-CA), David Cicilline
(D-RI) and Frank Pallone (D-NJ).

“Today, we gather at the Azerbaijani Embassy to remember those who
perished in the Sumgait, Kirovabad, and Baku massacres between
1988-1990,” explained AYF Ani Chapter Chairman Hagop Simonian. “If we
do not remember and spread awareness of these atrocities, events such
as the axe-murder of Lt. Gurgen Margaryan and the recent killing of
Jr. Sergeant Armen Hovhannisyan will continue to occur again and
again. Sadly, the dictatorial Aliyev regime celebrates the deaths of
these Armenian deaths, and rewards their murderers. We, as
Armenian-Americans, must use our first amendment right to educate the
world of these crimes.”

A small group of Azerbaijani counter-protesters jeered as St. Mary’s
Armenian Church pastor, Fr. Hovsep Karapetyan led Armenian community
members in prayer in memory of those who perished in the Azerbaijani
pogroms. Police were forced to escort one Azerbaijani provocateur,
after he approached Armenian protesters and struck one with a sign.
Many of the Azerbaijani protesters were making the iconic “Grey Wolf”
sign, signaling solidarity with the Turkish ultra-nationalist and
neo-fascist youth organization accused of political killings.

Le groupe russe Rosneft est prêt à investir 500 millions de dollars
dans la modernisation de l’usine chimique Naïrit d’Erevan, a annoncé
lundi aux journalistes le premier ministre arménien Tigran Sarkissian
à l’issue d’une rencontre avec son homologue russe Dmitri Medvedev.

“Nous avons entendu un rapport du président de Rosneft, Igor Setchine.
Le groupe entend investir environ 500 millions de dollars en Arménie.
Nous reprendrons prochainement les discussions pour préciser les
conditions requises pour attirer ces investissements au plus vite.
Cela concerne l’usine Naïrit, parce que la future coentreprise
emploiera principalement les ouvriers de Naïrit”, a indiqué
M.Sarkissian.

Fin décembre dernier, le groupe russe Rosneft, la société
Rosneft-Armenia et la société Pirelli Tyre Armenia ont signé un
mémorandum sur la mise en place d’une coentreprise de production de
caouthouc styrène-butadiène en Arménie.

Mise en service à l’époque de l’URSS, l’usine Naïrit a été l’un des
principaux sites chimiques arméniens jusqu’à son arrêt en avril 2010.
A l’époque soviétique, elle détenait le monopole de la production de
caoutchouc chloroprène. En 2006, l’Arménie a vendu 90% des parts de
l’usine au consortium britannique Rhinoville Property Limited pour 40
millions de dollars. Les 10% restants sont détenus par le gouvernement
arménien.

La Russie déploiera une escadrille d’hélicoptères en Arménie en 2014

Une escadrille russe comprenant des hélicoptères Mi-24P, Mi-8MT et
Mi-8SMV sera déployée dans la base aérienne russe en Arménie au
deuxième semestre de 2014, a annoncé lundi à Erevan le porte-parole de
la région militaire russe du Sud-est, Igor Gorboul.

“La livraison des hélicoptères est programmée pour les troisième et
quatrième trimestres de 2014. L’escadrille comprendra des hélicoptères
Mi-24P, Mi-8MT et Mi-8SMV”, a indiqué le colonel Gorboul.

Selon lui, les hélicoptères accompliront des missions variées allant
du transport d’effectifs au soutien aérien des troupes. Les travaux de
construction des sites militaires et spéciaux ont déjà commencé à la
base d’Erebouni, à 7,3 km de la capitale arménienne.

Ancien aérodrome civil, l’aérodrome militaire d’Erebouni abrite une
base aérienne russe depuis 1995. Relevant du commandement de la 4e
armée d’aviation de la région militaire russe du Sud, la base fait
partie du système unifié de défense antiaérienne de la Communauté des
Etats Indépendants (CEI).

La Géorgie enverra quelque 150 soldats en Centrafique avec l’UE

BRUXELLES – La Géorgie participera avec 150 militaires à la force
européenne (EUFOR) envoyée en Centrafrique, soit près d’un quart des
troupes actuellement mises à la disposition de l’opération, a indiqué
son ministre de la Défense, Irakli Alassania.

Nous participerons avec une compagnie, jusqu’à 150 hommes, a confirmé
M. Alassania lors d’un entretien avec l’AFP à Bruxelles.

La composition exacte du bataillon européen qui doit être dépêché
début mars à Bangui sera finalisée lors d’une réunion de représentants
des Etats mardi prochain, mais elle tourne dans l’immédiat autour de
600 hommes, a-t-il précisé.

Au final, un déploiement de l’ordre de 800 à 1000 personnes est une
appréciation raisonnable, a pour sa part indiqué le général français
Philippe Pontiès, commandant de l’opération EUFOR, lors d’un point de
presse.

L’Union européenne reste dans l’attente de la confirmation des Etats
qui choisiront de s’impliquer, a-t-il ajouté. Nous sommes sur les
rails pour tenir l’agenda de l’opération, avec un déploiement prévu
début mars des premiers éléments de réaction rapide sur l’aéroport de
Bangui, a-t-il ajouté.

Outre la France et la Géorgie, dont il s’agira du premier déploiement
en Afrique, les plus importantes contributions ont jusque-là été
offertes par des pays d’Europe orientale, a de son côté relevé le
ministre géorgien. La France a prévu d’engager une centaine de
militaires dans l’opération européenne.

La Pologne pourrait ainsi envoyer jusqu’à 140 hommes, tandis qu’une
autre compagnie (de 100 à 150 hommes) pourrait être formée de
militaires déployés par l’Estonie, la Lettonie, le Portugal et la
Roumanie.

Nous montrons l’exemple, a souligné M. Alassania.

La participation géorgienne, la première à une opération militaire de
l’UE, montre la volonté du peuple géorgien de faire partie de la
famille européenne, et atteste de la détermination du pays à intégrer
à terme l’UE et l’Otan, a-t-il relevé.

Tbilissi va aussi envoyer trois officiers pour participer à la mission
européenne de formation de l’armée malienne (EUTM), dont l’UE vient
d’annoncer la prolongation jusqu’en 2016.

Cela montre aussi que le Partenariat oriental marche, a estimé le
ministre géorgien, alors que cette politique initiée par l’UE pour
resserrer ses liens avec les pays de l’ex-bloc soviétique montre ses
limites avec la crise ukrainienne.

PRELATE TO PRESIDE OVER DIVINE LITURGY AT

Paregentan”.

GREAT LENT SUNRISE AND VESPER SERVICES

Monday, March 3rd is the start of Great Lent.
During the Lenten period, Sunrise and Vesper services take place in
Prelacy Churches on Wednesday morning and Friday evenings respectively.
Keeping with tradition, on Wednesday, March 5th, the Prelate will
preside over the first Sunrise service of the Lent season at Holy Martyrs
Church in Encino and will deliver his message. Ferrahian School students
who will be in attendance. The service begins at 10:00 a.m.
Following the service, the Prelate will attend the annual Great Lent
luncheon organized by the local ARS “Anahid” Chapter at “Dikranian” Hall,
during which His Eminence will convey his blessings and message.

WESTERN PRELACY VARTANANTS CELEBRATION AT
ST. SARKIS CHURCH IN PASADENA

On Thursday, February 27, 2014, the legacy of the Vartanants saints
was honored at St. Sarkis Church in Pasadena with Divine Liturgy presided
over by H.E. Archbishop Moushegh Mardirossian, Prelate, and with the
participation of Prelacy clergy members.
Rev. Fr. Boghos Tinkjian celebrated Divine Liturgy and delivered the
sermon with the theme, “Father, those who sacrificed their bodies for You,
became crucified for Your Son, Jesus Christ,” from the words of the
Vartanants hymn. Fr. Boghos briefly went over the historical account of the
battle from 451, stating that the heroes of Vartanants gave up their
physical bodies for their faith in God, to receive spiritual crowns through
their moral victory. Fr. Boghos urged the faithful to honor the memory and
sacrifice of the Vartanants saints by following in their example and
inspiration and defending our faith and identity from assimilation and
secularism. Far away from our ancestral homelands, our church, preserved
for centuries by the blood of St. Vartan, became a second homeland for us;
in return, we must all become Vartans for our church, as the guardians of
our faith, identity, and values, he concluded.
Prior to the sermon, hymns dedicated to Vartanants were sung by the
clergy, and Divine Liturgy concluded with the signing of nationalistic songs
specific to this feast.
After the service, the clergy were hosted to a reception by the
parish Board of Trustees and Ladies Guild. Host parish pastor Rev. Fr.
Boghos Baltayan welcomed the Prelate and his fellow clergymen. The Prelate
commended the clergy as well as the parish pastor, Board members, and Ladies
Guild.

PRELACY CLERGY CELEBRATE THE
FEAST OF ST. GHEVONTIANTS

On Tuesday, February 25, 2014, all Prelacy clergy members gathered
at Forty Martyrs Church in Orange County to collectively celebrate the Feast
of St. Ghevontiants.
The Prelate presided over all the day’s services and events.
The day began with morning service. At the end of the service the
Prelate delivered the spiritual meditation on 1 Peter 3:8-13.
Clergy then headed to Ghazarian Hall to convene the annual
Ghevontiants clergy conference.
In the afternoon clergy members gathered at Gugasian Hall for a
Vartanants program presented by Ari Guiragos Minassian School students, at
the conclusion on which the Prelate addressed the students.
The clergy conference reconvened with a lecture by Rev. Fr. Karekin
Bedourian on “Practical ministry in a pastor’s daily life”, followed by a
lecture by Archpriest Fr. Vicken Vassilian on “Renewal of clergymen’s vow
through self-improvement”.
The conference concluded with the reading and discussion of the
“Year of the Elder” Pontifical message.
In the evening, Divine Liturgy was celebrated by Archbishop Yeprem
Tabakian, who also delivered the sermon.
The celebration came to a close with a reception at Gugasian Hall.
In his address to the guests, the Prelate first introduced the
clergy members and commended their service and devotion. He recalled the
clergy who recently joined our Prelacy and also specifically remember the
two recent pastors of Forty Martyrs Church, Archpriest Fathers Hrant
Yeretzian and Nareg Pehlivanian, thanking them for their service on behalf
of the community. His Eminence commended the parish pastor, Board of
Trustees, and Ladies Guild for their dedicated service, and presented them
all with mementos. The Prelate also commended the day’s conference as
organized, successful, and productive, and called on the parishes to
exercise prudence and self-evaluation and improvement so that they fulfill
their mission in a more organized and efficient manner.
The day’s St. Ghevontiants celebration came to a close with the
Prelate’s benediction.

– REQUIEM FOR A.R.S. MEMBERS, LT. GURGEN MARGARYAN, AND SUMGAIT MASSACRE
VICTIMS

On Sunday, February 23rd, 2014, H.E. Archbishop Moushegh
Mardirossian, Prelate, presided over Divine Liturgy and delivered the sermon
at Holy Cross Cathedral in Montebello.
By the ordinance of the Prelate and in coordination with the
Armenian Relief Society Regional Executive, requiem was held in all Prelacy
Churches for departed ARS members and benefactors. Requiem was also offered
for the soul of Lt. Gurgen Margaryan on the 10th anniversary of his murder,
and for the victims of the Sumgait, Baku, and Maragha massacres.
The Prelate first greeted the faithful, among them Sunday School
students. At the start of his sermon His Eminence reflected on the day’s
somber occasions. The Prelate spoke of the ARS as one of the most vital and
beloved organizations in the life of the Armenian people and praised the
organization’s social, educational, health, welfare, and cultural mission
across over two dozen countries around the world. “Today we remember
departed ARS servants and benefactors who through their service and support
contributed to the fulfillment of this organization’s mission. We remember
also Lt. Gurgen Margaryan, who was brutally murdered just for being
Armenian, and the innocent victims of the Sumgait, Baku, Maragha, and other
massacres, who were also targeted simply because of their ethnicity. May
God grant peace to their souls and may their memory remain ever-blessed”.
The Prelate then turned to the day’s reading from John 7:37-52 in
which Jesus says, “If anyone thirsts, let him come to Me and drink. He who
believes in Me, as the Scripture has said, out of his heart will flow rivers
of living water”. Reflecting on the message of the passage, His Eminence
stated that centuries later Jesus is and will always remain the source of
true water, nourishing our souls and quenching a spiritual thirst that
cannot be satisfied by anyone or anything else.
His Eminence then spoke of the Ghevontiants and Vartanants feasts
the Armenian Church would be observing in the week ahead honoring the
indestructible faith, courage, dedication, patriotism, and sacrifice of our
heroes in the name of God and our nation, to preserve our Armenian identity
and religious freedom.
At the conclusion of Divine Liturgy, the Prelate presided over the
requiem service during which he noted the recent passing of benefactor
Eleanor Dickranian and offered a prayer for the repose of her soul. The
Prelate also contacted the benefactor’s daughter, Laurel Karabian, to
personally express condolences to her and family members on behalf of the
Prelacy.

PRELATE WELCOMES GOGUIKIAN FOUNDATION
EXECUTIVE DIRECTOR

On Wednesday, February 26, 2014, H.E. Archbishop Moushegh
Mardirossian, Prelate, welcomed the visit of Goguikian Foundation Executive
Director Mrs. Soheila Hayek, who is currently in the U.S. to promote the
Foundation’s mission.
Ms. Hayek reported that the Goguikian Foundation is a non-profit,
apolitical foundation established in 2008 in Lebanon by Michel Goguikian,
son of the late ambassador Jean Goguikian, with a mission to encourage young
Lebanese Armenians to participate in the public sector by offering
scholarships, financial aid, and classes. Lebanese citizens continue to
face daily struggles such as water shortages, electricity outages, and
general poverty, said Ms. Hayek, and so the Goguikian Foundation aims to
improve the daily lives and overall standard of living of Lebanese citizens
by encouraging the youth to enter the public sector and bring about positive
changes for the country.
The Prelate welcomed Ms. Hayek and conveyed his well wishes to Mr.
Goguikian, who was unable to participate in the visit. Acknowledging that
youth involvement is vital to a nation’s future, His Eminence commended the
Foundation’s endeavors and wished them success in their important mission.

other Azerbaijani territories.”

APA reports that it is reflected in 2013 Country Reports on Human
Rights Practices prepared by the U.S. Department of State and released
by Secretary of State John Kerry.

“The final status of Nagorno-Karabakh remained the subject of
international mediation by the OSCE Minsk Group, cochaired by Russia,
France, and the United States. During the year shooting incidents
continued along the militarized line of contact separating the two
sides in the Nagorno-Karabakh conflict and resulted in numerous
casualties on both sides. Figures for civilian casualties along the
line of contact were not available,” says the report.

PanARMENIAN.Net – International efforts to bail out Cyprus’ debt-laden
economy have been thrown into doubt after its parliament rejected a
key part of the plan, BBC News reported.

As part of the 10bn-euro ($13.7bn) deal with the EU and International
Monetary Fund, lawmakers have until 5 March to pass a bill allowing
state firms to be privatised.

But on Thursday, Feb 27 they threw it out, jeopardising the next
tranche of cash.

The government says it will re-submit the bill with some amendments.

The deal was agreed in March last year in an attempt to stave off
the collapse of Cyprus’s banking sector and the wider economy.

It included moves to restructure the banks, along with other measures
such as tax rises and privatisations.

Late on Thursday, the privatisation bill was narrowly defeated after
parliament split 25-25 on the vote, with five abstentions. This meant
the legislation failed to pass.

The vote took place as hundreds of people opposed to privatisation
staged a protest outside the parliament building.

A government spokesman, Christos Stylanides, said the bill would be
amended to reflect concerns over workers’ rights after privatisation.

He said the new version would be submitted to the House of
Representatives on Friday.

Participants of the First Pan-Armenian Winter Games visited the
Armenian Genocide Memorial today.

The delegation from different countries laid wreathes at the memorial
to the Armenian Genocide victims. The visitors laid flowers at the
eternal fire and paid tribute to the memory of the innocent victims
with a minute of silence.

The First Pan-Armenian Winter Games are held from February 28 to
March 2, 2014. The competition features 227 sportsmen from 22 cities.

Sumgait Victims Commemorated In Brussels

SUMGAIT VICTIMS COMMEMORATED IN BRUSSELS

An event commemorating the 26th anniversary of the Sumgait massacre
was held on February 26 at the cross-stone in one of the central
squares of Brussels erected in memory of the Armenian Genocide victims.

Attending the ceremony were Armenian Defense Minister Seyran Ohanyan,
Armenian Ambassador to the Kingdom of Belgium Avet Adonts, the Head
of Armenia’s Mission to NATO Armen Yedigaryan, representatives of
the Armenian community.

The participants laid a wreath at the monument in memory of the
innocent victims of this vicious crime.
