ECONOMISTS: TRANSFER WILL DECREASE, DRAM WILL BE DEVALUATED

The Ukrainian economic crisis and devaluation of the Russian ruble
will affect Armenia negatively, said economist Vardan Bostanjyan in
an interview with Lragir.am.

“With devaluating ruble, we will have an undesirable situation with
remittances from Russia to Armenia, devaluation of the national
currency will be noticed in Armenia,” Bostanjyan said.

Note that devaluation of the Armenian dram was reported in February.

According to the National Statistics Service, in February the exchange
rate of the Armenian dram to dollar went up by 1%.

Although the economic cooperation between Armenia and Ukraine has
never achieved high levels, at this stage the economic relations
between Armenia and Ukraine are paralyzed.

Due to the developments in Ukraine the stocks of some Russian big
companies dropped recently. Vardan Bostanjyan says it will affect
the investment projects of Russian companies in Armenia.

“These ups and downs of the stock markets and investments, the same
process will take place in Armenia to the extent of devaluation in
that country. It is a very negative factor for the economy of Armenia,”
he said.

Nevertheless, Vardan Postanjyan says, this situation cannot be
considered a shock for the economy of Armenia but it will not be a
desirable development either.

The economist Vahagn Khachatryan also makes a pessimistic forecast.

“Our economy is based on remittances, 80% of that amount comes from
Russia therefore the developments in Russia will affect the Armenian
economy negatively,” Vahagn Khachatryan told Lragir.am.

“As to Ukraine, the huge impact of Ukraine developments on the world
economy was seen the day before when the stocks of Russian companies
dropped by 12%,” he said.

The developments in Ukraine will have a significant impact on Armenia
because Ukraine is Armenia’s fourth or fifth partner in foreign trade.

“There is no information whether imports from that country have been
disrupted but there are such concerns,” Vahagn Khachatryan said.

The economist thinks that investments in Armenia planned by Russian
companies for 2014 will be postponed due to decline of stocks of big
Russian companies.

“Attractiveness for investments has dropped essentially. There must
be peace for economic development. And in Ukraine there is no peace,
and peace in Ukraine affects the Russian economy, and if Russia has any
plans for Armenia, it will not consider investments after its stocks
plunge and the economy of Ukraine faces problems,” the economist says.

He thinks that the problems of the Russian economy are aggravating
day by day, and investors are leaving the Russian market due to the
policies of the Central Bank and government.

“And since we are now more attached to the Russian market, the impact
of the ongoing developments on our economy will be direct. Let’s
take any Russian company, whether in the sphere of energy or
telecommunication. Let’s look at the investment program of the South
Caucasian Railway for 2014. No essential investments that would change
the railway operation are found there,” Vahagn Khachatryan notes.

The economist cannot see positive developments in the foreign exchange
market either. According to him, decrease of remittances will cause
devaluation of the Armenian dram.

“Second, we must also look and see what the Central Bank and the
government want. There is no growth in our economy, therefore there
will be a growth of prices of imported goods, which will add pressure
on the pockets of consumers, our buying capacity will fall accordingly,
we will appear in a closed circle as long as the system is based on
this logic, a system where there is no competitiveness,” he noted.

Meanwhile, market competitiveness would enable using devaluation for
developing the internal economy.

Separation of the Crimea from Ukraine will become a precedent for
recognition of Nagornyy Karabakh, director of the “Sociometer” centre,
Aharon Adibekyan, said at today’s press-conference.

‘Further destiny of the Crimea is important to us, as if according
to the results of a referendum its residents decide to separate, this
will promote international recognition of Nagornyy Karabakh”, he said.

The expert is confident that one should not wait for a maidan in
Armenia, as the people of Armenia are not revolutionists by nature,
and when a situation arises which causes discomfort, they simply
prefer emigration. “Only 10% of the Armenian people may implement
revolutionary actions”, – he said.

He thinks that the present situation in Ukraine reminds of that
in Armenia in 1992 when the Karabakh movement came to power with a
purpose to ruin but not create. “The same is happening in Ukraine now.

The anti-Russian forces that captured the power first did not
understand that if Russia blocks Ukraine, its economy will collapse”,
– the expert said. However, at present the new authorities of Ukraine
have come to their senses and try to start negotiations with Russia
on several issues, he said and added that for its part Russia has
also mellowed its positions regarding the new Ukrainian power.

On March 4 a meeting was held between Secretary of the State Commission
on the Commemoration of the 100th Anniversary of the Armenian Genocide,
Director of Armenian Genocide Museum-Institute Hayk Demoyan and
Jacques Fredj, Director of the Shoah Memorial in Paris.

During the meeting Demoyan and Fredj discussed the ways of cooperation
between the two institutes in the fields of joint research, development
of educational programs and exchange of information.

The parties also agreed to develop a joint projects aimed at fighting
against genocide denial, and hold exhibitions in Armenian Genocide
and Holocaust in France and Armenia.

As a result of the meeting, the parties reached an agreement to sign
a memorandum of cooperation in the coming months.

Les Russes avaient egalement baisse l’intensite de leu jeu. Et le

ANKARA, 05 mars 2014 (AFP) – La Commission europeenne a lance une
enquete sur des soupcons de detournement de fonds au sein d’un
programme europeen d’education lie au ministère turc des Affaires
europeennes, a-t-on appris mercredi auprès de la Commission.

“La Commission europeenne a lance un audit au sujet du Centre des
programmes de jeunesse et d’education de l’Union europeenne a Ankara”,
a indique a l’AFP Dennis Abbott, son porte-parole pour les affaires
d’education. Cette enquete vise des “allegations d’irregularites liees
a un manque de transparence sur des recrutements de personnels” et
“un manque de respect aux règles nationales et europeennes concernant
les achats de l’Agence nationale” (Ulusal Ajans), a-t-il ajoute.

Cette decision intervient alors que le nom de l’ancien ministre des
Affaires europeennes Egemen Bagis est cite dans le cadre du scandale
de corruption qui eclabousse le gouvernement du Premier ministre turc
Recep Tayyip Erdogan.

M. Bagis a cede son maroquin lors du remaniement ministeriel provoque
par la demission, en decembre, de trois de ses collègues soupconnes
eux aussi d’avoir touche des pots-de-vin.

Le dossier de M. Bagis et des ex-ministres de l’Economie Zafer
Caglayan, de l’Interieur Muammer Guler et de l’Environnement Erdogan
Bayraktar a ete transmis au Parlement en vue d’une eventuelle levee
de leur immunite. Des dizaines de patrons, hommes d’affaires, elus et
hauts fonctionnaires proches du regime ont ete inculpes en decembre
dans le cadre de ces enquetes. Mais, a la faveur d’un changement des
procureurs en charge des dossiers, tous les suspects incarceres ont
ete remis en liberte la semaine dernière.

M. Erdogan, directement mis en cause par la diffusion d’ecoutes
telephoniques, accuse ses ex-allies de la confrerie du predicateur
musulman Fethullah Gulen d’etre a l’origine de ces accusations et
d’avoir ourdi un “complot” pour precipiter sa chute a la veille des
elections municipales du 30 mars et presidentielle prevue en août.

All Kurdish Schools To Be Completed In Diyarbekir In April

Residents of the Turkish village Diyarbakır have completed the
building of a school, which will start Kurdish education in April,
marking a first in Turkey, Hurriyet Daily News reported.

People of the Yalaza Village in the Lice district of the predominantly
Kurdish populated Diyarbakır, are close to completing the three-story
school building, in which Kurdish education will be held.

According to plans, the first floor will be used for pre-schools and
the other two floors will be used for Kurdish education until eighth
grade. Turkish and English will be optional lessons in the school.

The move came after the outlawed Kurdistan Workers’ Party (PKK) leader
Abdullah Ocalan sent out a message to Kurdish politicians, reading,
“Don’t just wait for the state to do something; do it yourself.”

The government has given a green light on education in mother tongues
in private schools as part of the democratization package announced
Sept. 30, 2013.

A teacher, Abdullah Pınar, confirmed that they have been following
Ocalan’s advice, who is conducting the peace talks with the state
despite being jailed in İmralı.

“We are not demanding something from the state, we are building it
ourselves,” Pınar said, adding this was the essence of Ocalan’s
‘democratic nation’ remarks, which he referred to in his “ceasefire”
speech on Nevruz, March 21, last year.

“Our demand of a Kurdish school and education in our mother tongue
are one of the main legs of the democratic nation paradigm,” Pınar
said, adding that is how the autonomy will start. “We don’t expect
anything from anybody. This school was built entirely by the people’s
will and gathering money among themselves.”

“There are hundreds of young women and men that have the capacity to
teach. They teach our native language with money. Here, we will do
it for free,” Pinar said.

Edgar Martirosyan thought pies were for Oscar staff. Then he found
himself onstage.

When Edgar Martirosyan showed up at the Dolby Theatre on Sunday with
a stack of pizza boxes in hand, he thought he was delivering a few
pies to some hardworking Oscar staffers.

But Martirosyan, co-owner of Big Mama’s and Papa’s Pizzeria on Sunset
Boulevard, soon found himself being led onto the Oscar stage by host
Ellen DeGeneres. With 43 million viewers watching at home, he was
instructed to hand out slices to some of Hollywood’s biggest stars,
including Julia Roberts and Jared Leto.

“I was shocked,” Martirosyan said in a phone interview Monday
afternoon. “When I realized I was onstage, I didn’t understand what
was going on. Like, ‘What am I doing here?’ ”

The 30-year-old’s journey to Hollywood & Highland began Saturday, he
said, when he received a call from an Oscar staffer asking whether he
would be able to handle a delivery to the Dolby the following day. He
was told he’d be getting the order after 5 p.m. Sunday.

When Sunday evening rolled around, Martirosyan was slammed. He doesn’t
usually deliver pizzas himself — that stopped five years ago, when
he went from an employee to co-owner of the Hollywood outpost of the
pizzeria. But because of how busy it was, he decided to help out and
drive over to the Dolby himself.

Even though he had to pass through a number of security barriers,
he never imagined that he would end up as part of the telecast.

“They told me it was going to be for the writers,” he said.

When he finally got backstage, he was told to wait, and suddenly
DeGeneres appeared. She introduced herself to him, and then the host
told Martirosyan to follow her, without saying where they were going.

She didn’t give him any instructions on how to behave or what to say,
and before he knew it he was in front of the Hollywood elite.

Born in Armenia, Martirosyan moved to Moscow at age 10; there, he grew
up watching some Hollywood films, including Roberts’ “Pretty Woman.”

Needless to say, he was star struck when he found himself handing her
a slice of cheese pizza. “She was actually more beautiful in person,”
he said with a laugh.

And then, just as quickly as he’d found himself in the spotlight, he
was back at work. When he walked into the pizza shop, his employees
greeted him with screams. Reporters from local news outlets and
paparazzi had also gathered outside the restaurant.

On Monday morning, Martirosyan filmed an interview with DeGeneres
for her talk show in Burbank, while his Facebook page was covered
with comments from friends congratulating him on the Oscars appearance.

Elsewhere on Facebook, Big Mama’s & Papa’s — which has 20 locations in
California — was touting the accomplishments of the franchise owner.

Referring to his journey as the “American Dream Come True!,” a post
described how Martirosyan went from delivery driver to franchise owner.

In fact, Martirosyan said, he started out even lower on the food
chain at Big Mama’s — handing out fliers on the street on behalf of
the business.

“I always loved to cook and had a real interest in learning to make
pizzas,” he recalled. “So I became a cook, and then a manager, and
then an owner. Business wasn’t that good — it wasn’t that clean when
we came, and I’m really picky. So I started to clean everything up
and grow the business.”

As for how all the attention from the Oscars would affect sales,
Martirosyan said he was trying not to get ahead of himself.

“Of course, extra orders are very good,” he said. “But I’m very calm.

I’m not going crazy now. I’m really chill. This is just another,
regular busy day.”

ANCC Urges Switzerland To Appeal The European Court’s Decision Regar

ANCC URGES SWITZERLAND TO APPEAL THE EUROPEAN COURT’S DECISION REGARDING ARMENIAN GENOCIDE DENIAL

On Thursday February 27, 2014 the Armenian National Committee of Canada
(ANCC) met with His Excellency, Mr. Ulrich Lehner, Switzerland’s
Ambassador to Canada. The meeting, by request of the ANCC, was to
convey to the Swiss ambassador the importance that the Swiss government
exercise its right to appeal the European Court of Human Rights’
(ECHR) verdict on genocide denial in Europe, stemming from a case
involving a Turkish politician, Dogu Perincek, Horizon Weekly reports.

ANCC voiced the serious concerns of Armenian-Canadians, and Armenians
worldwide, regarding the ECHR’s December 17, 2013 decision that
rejected the Swiss court’s 2007 decision to penalize, under Swiss
Penal Law, Dogu Perincek’s vehement denial of the Armenian genocide.

Turkish politician convicted by Swiss Court

In 2007, Turkish politician Dogu Perincek was convicted by the
Federal Court of Switzerland for publicly denying the Armenian
Genocide that included his public statement that “the genocide is
an international lie.” The ECHR subsequently ruled that it was not a
crime for Perincek to publicly deny the Armenian Genocide, contrary
to Swiss laws prohibiting denial and other European directives urging
states to take a stronger stance in fighting denial of genocide and
crimes against humanity.

Factual and legal errors abound

In an open and frank discussion with the Swiss Ambassador, the ANCC
highlighted the gravity of some of the key factual and legal errors
in the reasoning of the five to two majority decision of the ECHR
decision.

The ANCC urged Switzerland, a nation that has been at the forefront of
prohibiting denial of genocide and crimes against humanity in Europe,
to keep its principled stance on the matter. “There is ample scholarly
and expert opinion that would support Switzerland’s strong grounds
to appeal the decision” said ANCC president, Dr. Girair Basmadjian,
pointing to the dissenting opinions of two of the seven ECHR judges
who heard the case. “The message that Switzerland will be sending
to Europe and the world, if it chooses to accept this ECHR verdict
and not to appeal it, will not only cause a significant setback to
Turkey’s recognition of the Armenian genocide, but it will also be
a significant setback to fighting denial of other genocides, and to
the prevention of genocides from occurring in the future.”

The decision to request a revision of the ECHR’ decision rests
primarily on Switzerland’s Federal Department of Justice and Police
(FDJP), headed by Minister Simonetta Sommaruga. The ANCC anticipates
that the Swiss Federal Department of Foreign Affairs, and even the
Swiss Federal Council may weigh in on the decision, given the broader
legal and political repercussions that this ECHR verdict will have on
fighting genocide denial, racism and incitement to hatred in Europe
and possibly beyond.

continues to mislead the international community and Azerbaijani
people by falsifying the essence and the history of the Nagorno
Karabakh conflict and the facts about the Khojaly events in
particular. Armenpress reports that the Embassy of the Republic of
Armenia to the United States of America spread a statement about the
Khojaly events. By distorting the Khojaly events, Azerbaijani regime
attempts to escape the responsibility for the Armenian massacres in
Sumgait (February, 1988), Kirovabad (November, 1988), Baku (January,
1990), Maragha (April, 1992) and against its own population in
Khojaly. Azerbaijan strives to portray itself as a victim, thus trying
to prepare a moral ground both domestically and internationally to
unleash another war against Nagorno Karabakh.

“Azerbaijan continues to reject international appeals, including
by the European Court of Human Rights, to openly debate about the
events in Khojaly. In that regard one can only ask why all who have
expressed points of views differing from Azerbaijani official version
of the events have been either killed, like journalist Mustafayev,
or imprisoned like journalist Fatullayev, or politically persecuted
like Ayaz Mutalibov, the first president of Azerbaijan?” – says
the statement.

The Embassy reminded about the statements of the Azerbaijani figures on
Khojaly events. As Azerbaijani journalist Eynulla Fatullayev stated:
“And even several days prior to the attack, the Armenians had been
continuously warning the population about the planned operation
through loudspeakers and suggesting that the civilians abandon the
town and escape from the encirclement through a humanitarian corridor.

According to the Khojaly refugees’ own words, they had used this
corridor and, indeed, the Armenian soldiers positioned behind the
corridor had not opened fire on them”. However, goes on Fatullayev
“… part of the Khojaly inhabitants had been fired upon by our own
[Azerbaijani troops]… Whether it was done intentionally or not is
to be determined by investigators … They werekilled not by some
mysterious shooters”.

Ayaz Mutalibov, then the president of Azerbaijan blamed his political
opponents for killings in Khojaly. He stated in an interview that
“…the corridor, by which people could escape, had nonetheless been
left by the Armenians. So, why did they have to open fire? Especially
in the area around Aghdam, where there was sufficient force at that
time to get help to the people”.
