The interim president of Ukraine, Alexander Turchinov, thinks that
Russia’s activity in Crimea won’t lead to a loss of the peninsula by
Ukraine. Turchinov stated that “Russia has focused a great amount
of troops on our border, and our state is threatened by a war. The
parliament decides to increase military expenditures.” Turchinov
urges the Ukrainians “to unite in the face of a possible aggression”
and “adhere to the general line against the aggressor.”

Russia is defending its national interests not from Ukraine, but from
the USA, according to experts. “Washington’s interests fundamentally
contradict Russian ones,” the Director General of the Russian Institute
for Foreign Policy Studies and Initiatives, Veronika Krasheninnikova,
thinks. “Even though Ukraine or the Caucasus are in ten thousand
miles from the USA, these states are declared to be a territory of
strategic interests of the USA. The current events were directed
against independent Ukraine, against Russia, against integration
processes in the post-Soviet space.”

According to Krasheninnikova, the USA will continue the policy: “We
will see the full spectrum from political means to terrorist attacks
to make Ukraine stay with the West. The approach is aimed at Russia,
it is being tested. Mechanisms of shifting a similar situation to
Russian territory are being discussed. The current methodology differs
from color revolutions of 2003-2005 by presence of a forceful radical
element. And some elements of Arab spring are present in Ukraine as
well. While previous overthrows were peaceful, now it is internecine.

The West, headed by the USA, supports both the liberal part and
ultra-right-wing Nazi part; each of them is playing their own roles.

Maidan began with peaceful protests of pro-Western opposition. When
it didn’t work, militants were involved. The scenario was implemented
in the post-Soviet space for the first time.”

Krasheninnikova reminded that “Western Ukraine is the south border
of Belarus. The West has been dreaming about changing the regime of
Lukashenko for a long time, and now there are favorable conditions
for this. As the activity will be directed against the Customs Union,
we can expect similar attempts against Kazakhstan. Moreover, Armenia
decided to sign and has already signed the agreement on accession
to the CU; however, the agreement must be ratified by the Armenian
parliament. There is big probability that some activities in Armenia
will be organized over the ratification.”

“When President Putin decided to run for president for the third time
and stated that his main foreign political program is establishing of
Eurasian Union, Obama’s administration stated that its final goal is
to prevent Russia’s activity in all directions, prevent establishing of
the Eurasian Union,” Alexei Fenenko, senior scientist of the Institute
of International Security Problems of the RAS, recalls. “The foundation
of the crisis was laid in autumn 2011. We have seen attempts to prevent
it during two years of Putin’s new term, including attempts to prevent
Russian-Uzbek negotiations, attempts to influence Azerbaijan, while
Ukraine became a general scenario.”

According to Fenenko, “the only salvation for Ukraine was a neutral
status of nonalignment policy and rejection of any sharp swing
to this or that side. Too different nations, too different ethnic
groups, too different cultures are united in Ukraine… As Crimea
becomes a constituent of the Russian Federation, there is only one
theoretical salvation for Ukraine – quick federalization. Ukraine
will unlikely exist as a unitary state. All ethnic minorities, all
ethnic borderlands want the only thing – guarantees from Kiev. Thus,
theoretically Ukraine could move toward an enlarged federation which
includes: southeast regions (the Kharkov, Lugansk, Donetsk regions and
probably Kherson region), Central Ukraine, and the Transcarpathian
region. Such Ukraine could be more balanced and more guaranteed by
international agreements. If it doesn’t happen, a scenario of an
uncontrollable dissolution of Ukraine will begin.”

The new leadership in Azerbaijan’s Ministry of Defense has been
undertaking a thorough housecleaning of the ministry in the months
since the new minister, Zakir Hasanov, took over.

Earlier this month, it was reported that several senior officers were
“sent to reserve,” meaning they were removed from active duty service.

Among those number were former Defense Minister Safar Abiyev and at
least seven other high-ranking officers. Jasur Mammadov Sumerinli,
a Baku-based defense analyst, told The Bug Pit that the way this
usually works is that because many high-ranking officers formally
serve only in a temporary capacity, they are not formally fired. In
the case of these several generals, they were all removed from their
posts in November and December 2013, and just now moved to the reserve.

Separately, President Ilham Aliyev dismissed the commander of
Azerbaijan’s navy, Vice Admiral Shahin Sultanov and replaced him with
Captain 1st Rank Yunus Mammadov, who had been serving as Chief of
Naval Operations. (Not long before, interestingly, there were media
reports that Sultanov had been arrested, though the MoD denied them)

And on a visit to the exclave of Nakhcivan in January, Hasanov made
a number of personnel changes to the armed forces units there, and
reporting about those changes apparently annoyed the Ministry of
Defense. “Replacements are being carried out in accordance with the
requirements of Regulation ‘On military service’ and aimed at increase
of the efficiency of service,” the ministry said in a statement. “The
Defense Ministry recommends people and media representatives to be more
sensitive in protecting state secrets while disseminating information
about reforms, structural changes, appointments, replacements and
promotions carried out in the Armed Forces.”

The changes are mostly connected with an internal power struggle,
Sumerinli said: most of the dismissed generals were close to Abiyev.

The other power center within the ministry is led by Najmaddin Sadigov,
the chief of general staff of the Azerbaijani Armed Forces.

“These two groups were constantly in conflict,” Sumerinli said.

Sadigov remains in his position and to reduce conflict, Hasanov is
removing Abiyev’s men, he said.

Emil Sanamyan, a U.S.-based editor of the newspaper Armenian Reporter
who follows defense developments in Baku closely, agreed with
Sumerinli’s take on the power struggle. He also pointed to another
power struggle within the security forces, that overall control of
the military is, he says, in the hands of the chief of the KGB Vahid
Aliyev and police general and presidential security adviser Maherram
Aliyev. Sanamyan notes that Vahid Aliyev’s former deputy was recently
appointed as the chief of the air force. “So Hassanov is more of a
figurehead than even Abiyev was.”

Another factor in the new appointments could be an effort to root
out corruption, Sumerinli said, noting that some media reports have
focused on that angle. But he said that there was no reason to believe
that the Sadigov-associated generals were any less corrupt than the
Abiyev allies.

RECEPTION WILL HELP RAISE FUNDING FOR PASADENA ARMENIAN GENOCIDE MEMORIAL

A benefit reception Saturday, April 5, at 7 p.m. for the Pasadena Armenian
Genocide Memorial will feature a special guest performance by Martin
Lazarian and a keynote address by Congressman Adam Schiff.

The event at Dream Palace Banquet Hall, 510 E. Broadway in Glendale, will
help raise funding for the memorial, which will be paid for and maintained
entirely by donations. The event is being organized by the Pasadena
Armenian Genocide Memorial Committee, a nonprofit organization.

The memorial is scheduled to be completed and dedicated in April 2015 to
mark the 100th anniversary of the killing of 1.5 million Armenians ordered
by the government of the Ottoman Empire over a three-year period beginning
in 1915.

Art Center of Design student Catherine Menard’s winning proposal for the
memorial was chosen from 17 submissions in a 2012 competition. The design
features a drop of water, representing a tear, falling every 21 seconds
over a sculptural tripod 28 feet in diameter and 16 feet tall, surrounded
by stone paving, benches and a circular hedge. Every year approximately 1.5
million drops will fall over the tripod and into the basin below.

“The Pasadena Armenian Genocide Memorial will be a testament to the 1.5
million people who were lost and a reminder to those of us who are their
descendants,” said Bernard Melekian, a member of the committee and former
Pasadena police chief. “It will also serve as an educational opportunity
for people from all walks of life for generations to come so the Armenian
genocide will never be forgotten.”

The Pasadena City Council unanimously approved the proposal for the
memorial in September 2013 following testimony by dozens of supporters from
the local Armenian community.

Armenian Environmentalists Ask President Sargsyan To Ban Constructio

ARMENIAN ENVIRONMENTALISTS ASK PRESIDENT SARGSYAN TO BAN CONSTRUCTION OF FISH FARMS ON LAKE SEVAN

YEREVAN, March 17. / ARKA /. Armenian environmentalists will send
an open letter to President Serzh Sargsyan asking him to ban planned
increased water releases from Lake Sevan, Gagik Tadevosyan, a former
chairman of a parliament committee on social, health and environment
issues and a co-author of the law on Lake Sevan, said to a news
conference today.

On January 30 the Armenian government approved an increase in the
release of irrigation water from the lake from the current 170 million
to 240 million cubic meters per year until 2019. The parliament will
hold hearings on this issue on March 19.

According to Tadevosyan, the increased water release can cause
considerable damage to the lake. He said the letter will be signed
by several environmental organizations, including the Environmental
Public Union and the Environmental Information Centre (Aarhus centers)
of Gegharkunik region and Yerevan.

Tadevosyan said he did not believe that the annual water release
would not exceed 240 million cubic meters. According to him, the
government may exceed the target in a bid to stop desertification of
the Ararat valley resulting from ruthless use of underground water
by local fish farms.

He said government’s plans to build 74 fish farms on Lake Sevan which
are expected to use 50,000 tons of artificial feeds in the form of
nitrogen, phosphorus and other chemical mixtures for small fish would
pollute the lake and make it a swamp.

He said the environmentalists demand that the president bans the
construction of these fish farms because it is a breach of the law
on Lake Sevan that forbids any kind of economic activity that would
have a detrimental impact on its ecosystem.

Lake Sevan is the largest lake in Armenia and the South Caucasus
region and one of the largest fresh-water high-altitude lakes in the
world. The lake is situated in the central part of the Republic of
Armenia, at the altitude of over 1,900m above sea level. It is fed
by 28 rivers and streams. -0-

The bill “On state support in IT sector” envisaging tax privileges for
IT enterprises will cover start-up companies, not the incumbent ones,
Karen Vardanyan, CEO of the Union of Information Technology Enterprises
(UITE), said at today’s press conference in Yerevan.

He said that the IT sector in Armenia is developing slowly due
to poor financing. Nevertheless, he added that the IT sector can
increase its average annual growth from 22% to 30% even without any
tangible investment.

He stressed the need to conduct reforms in the education system,
develop business in the IT sector and create a single state structure
to protect the rights of innovation activities. “For the moment the
innovation activity is under control of various ministries and each
of them is hogging the cover”, said Vardanyan. He recalled that all
those proposals have been submitted to the Armenian Government 4
years before.

Vazgen Safaryan, Head of the Union of Armenian Manufacturers, thinks
that the bill will support the small business in the IT sector. He
recalled that at the moment the share of the IT sector in Armenia’s
GDP is 2-3%. The bill will give an opportunity to considerably increase
that share. In particular, the bill envisages creation of new 40-50 IT
companies, which will employ 15-20 specialists each. “I think that the
Government should provide tax privileges not only to the IT sector,
but also to other sectors of small and medium business by increasing
the annual VAT tax- exempt amount from 58.7 mln AMD to 100 mln AMD.

Economist Vardan Bostanjyan, in turn, said, “In 2010-2011 the Armenian
Government provided the IT sector with as much money as singer Nune
Yesayan raises during each of her concerts – 80 mln AMD”.

To recall, the average monthly revenue of the IT sector in Armenia is
20 mln USD. 500 IT companies of Armenia employ 12 thsd specialists,
with 10 thsd of them being engineers.

To note, the UITE was founded in 2000. It unifies a number of companies
to protect their economic interests, stimulate the IT sector, etc. The
founders of the UITE are Migma, Algorithm, Link, ArmSoft, Arminco,
and Sedit.

Employees of the National Academy of Sciences of Armenia today took
to the street in protest against the controversial pension reform
in Armenia.

Sergey Abrahamyan, a junior research fellow at the Institute of
Informatics, says he received 116 000 drams after the deductions.

The young scientists today gathered outside the NAS building and handed
a letter to NAS President Radik Martirosyan. They demand that the NAS
wait till the ruling of the Constitutional Court which is scheduled
to start hearing on the issue on March 28.

The group was received by Svetlana Mnoyan who said Radik Martirosyan
was not in the building and promised to give him the letter personally.

However, the protesters later learnt that Mr. Martirosyan was in the
NAS building and was aware of the protest.

“Who are those staffers and why did they come here? I do not know
any of them,” said the NAS President.

Asked why he avoided meeting journalists and NAS employees, Mr.

Martirosyan said, “There is an order, I have numerous tasks to
perform…”

Asked whether he was pressurized to make deductions from employees’
wages and transfer to the special funds, the NAS President said,
“No pressure was exerted on us. We do the same thing as other agencies
and institutions do.”

He promised to forward the copy of the letter to the Constitutional
Court.

on Monday dismissed Azerbaijani media reports, saying they have no
relation to a death of a soldier.

“NKR Defense Army is committed to respecting ceasefire regime, and
all reports about “involvement” of the NKR Armed Forces in the death
of Azerbaijani soldier are misinformation spread by the Azerbaijani
side,” spokesperson Senor Hasratyan told Armenian News-NEWS.am.

Azerbaijani media reported about the death of 20-year-old Elvin
Hasanov.

La Suisse recourt devant la Grande Chambre à Strasbourg

La Suisse refuse le jugement de la Cour européenne des droits l’homme
(CEDH) donnant raison au nationaliste turc Dogu Perinçek. Elle recourt
devant la Grande Chambre de la CEDH à Strasbourg, a indiqué mardi
l’Office fédéral de la justice (OFJ). Dogu Perinçek a été condamné en
Suisse pour discrimination raciale après avoir qualifié le génocide
arménien de “mensonge international”.

Le réexamen du cas vise à préciser la marge de manoeuvre dont
disposent les autorités suisses. L’affaire concerne l’application de
la norme antiraciste inscrite à l’article 261 bis du code pénal,
précise l’office.

La Suisse a créé cette norme pour combler une lacune de son droit
pénal, dans le but d’adhérer à la Convention de l’ONU sur
l’élimination de toutes les formes de discrimination raciale.
L’article 261 bis sanctionne notamment celui qui niera, minimisera
grossièrement ou cherchera à justifier un génocide ou d’autres crimes
contre l’humanité.

Discrimination raciale

En décembre dernier, Dogu Perinçek a obtenu gain de cause à
Strasbourg. La Cour européenne a jugé que la Suisse avait violé son
droit à la liberté d’expression en le condamnant pour discrimination
raciale.

Le président du Parti des travailleurs de Turquie avait nié
publiquement à plusieurs reprises l’existence du génocide arménien. Il
avait été condamné en mars 2007 par le Tribunal de police de Lausanne
à 90 jours-amendes avec sursis et 3000 francs d’amende. Le verdict
avait été confirmé aux niveaux cantonal et fédéral, puis Dogu Perinçek
avait recouru à Strasbourg.

Forte pression

Depuis le verdict de la cour, la Suisse s’est retrouvée sous une forte
pression pour qu’elle fasse appel devant la Grande Chambre. Des
pétitions internationales, des pages d’opinion achetées dans les
journaux ont enjoint les autorités helvétiques à ne pas accepter cette
décision.

Selon le jugement du 17 décembre, Dogu Perinçek n’a pas commis d’abus
de droit en qualifiant de “mensonge international” l’idée d’un
génocide arménien. “Le libre exercice du droit de débattre ouvertement
de questions sensibles et susceptibles de déplaire est l’un des
aspects fondamentaux de la liberté d’expression”, écrivait Strasbourg.

Liberté démocratique

Ce droit “distingue une société démocratique, tolérante et pluraliste
d’un régime totalitaire ou dictatorial”, selon la Cour. Elle
distinguait clairement l’affaire Perinçek de celles qui portent sur la
négation des crimes de l’Holocauste. Dans ces dernières, les personnes
ont nié des faits historiques parfois très concrets comme l’existence
des chambres à gaz.

Pour Strasbourg, les motifs avancés par la Suisse pour condamner le
nationaliste turc étaient donc “insuffisants”. La condamnation ne
répondait pas “à un besoin social impérieux” et n’était pas nécessaire
pour la protection de l’honneur et les sentiments des descendants des
victimes des massacres de 1915.

Argumentation rejetée

L’Association Suisse-Arménie (ASA) s’est félicitée mardi de la
décision de la Confédération. Elle espère que le recours de l’Office
fédéral de la justice (OFJ) aura “toute la solidité nécessaire” pour
réfuter les arguments de la décision de décembre.

Selon l’ASA, le verdict de Strasbourg comporte “des inexactitudes
historiques et conceptuelles”. Les preuves du génocide arménien sont
“irréfutables” et la “hiérarchisation” des génocides est inacceptable.
Ne pas recourir aurait en outre fait “régresser” le dispositif
juridique helvétique.
