** Feast of the Transfiguration of Our Lord Jesus Christ
————————————————————
On Sunday, July 27, the Armenian Church will observe one of its five
major feasts: the Feast of the Transfiguration of our Lord Jesus
Christ.

The observance recalls Christ’s ascent up Mount Tabor, accompanied by
his disciples John, James, and Peter. At the mountain’s summit, to the
disciple’s frightened amazement, Christ was transfigured in a blinding
white light; the Old Testament figures Moses and Elijah emerged from
the mists of time to confer with the Lord; and the voice of God boomed
from out of the heavens to affirm Jesus as his Son.

Jesus was characteristically reticent about the episode: he urged the
disciples not to speak of it. But the gospels recorded it for
posterity, and his church-including local Armenian parishes across the
Diocese-celebrates it every year.

Karekin I
His Holiness Karekin I, the 131st Catholicos of All Armenians, began
his pontificate in 1995, at a critical moment in Armenian history.

** A Requiem for His Holiness Karekin I (1932-1999)
————————————————————
As the 131st Catholicos of All Armenians, His Holiness Karekin I had
the distinction of being the first catholicos elected in the free
Republic of Armenia. That fact alone would have secured his place in
our history.

But it was not in his character to be a mere by-stander in the parade
of events. `Let us be makers of history,’ was his credo=80’which he
recited in countless sermons and public speeches. More importantly, he
exemplified that advice throughout his life.

That life came to an untimely end in the summer of 1999-15 years
ago. At the Mother See of Holy Etchmiadzin this month, a solemn
requiem service was held to mark this sad milestone, presided over by
his successor, the 132nd Supreme Patriarch and Catholicos of All
Armenians, His Holiness Karekin II. (Click here

Karekin I began his pontificate in 1995, at a critical moment in
Armenian history. His blessed predecessor, Catholicos Vasken I, had
led the church for almost 40 years, and had been a beacon of light in
the darkness of Armenia’s Soviet period. Our homeland was taking its
first steps into a new era of independence. Armenians around the world
needed to be reminded of their heritage, and the church itself needed
renewal.

At this fragile moment of transition, Catholicos Karekin was called to
lead the Mother See of Holy Etchmiadzin. It was a heavy burden; but he
did not bear it alone. His Holiness was always aware that there is a
greater hand at work in the affairs of men; and he had faith that this
Hand would guide our people through all afflictions, to a better
place.

That faith endures, even 15 years after his death. Those of us who
knew Catholicos Karekin I will never forget his great strength and
courage. Even during his final, painful days as he battled cancer, he
never grew dismayed or fearful. His faith, his sense of duty, his
awareness of God’s hand in his own life-and in the life of the
Armenian people-gave Vehapar powerful spiritual reserves, which even
the approach of death could not exhaust.

His spirit will endure in all of us who were inspired by his
example. May God grant light to his soul.

Diocesan Council member Tom Ashbahian reviews a report at today’s
meeting.

** Diocesan Council Meets in New York

Meeting at the Diocesan Center on Thursday, July 24, members of the
Diocesan Council received and discussed reports pertaining to the
National Sunday School Superintendents Summit held last weekend in New
England (see story below), the activities and projects of the ACYOA
and Women’s Guild Central Council, as well as the events planned for
the commemoration of the 100th anniversary of the Armenian Genocide of
1915.

The Council also discussed the requests and concerns received from the
various Diocesan parishes.

Other items on the agenda included reports from the Primate and Vicar,
updates from the Diocesan summer camp programs, proposals to renovate
the Diocese’s Haik and Alice Kavookjian Auditorium, and preparations
for the upcoming National Representative Assembly at Holy Etchmiadzin.

Armenian Genocide Centenial

** Genocide Centennial Commemoration Announced
————————————————————
The National Centennial Committee to Commemorate the Armenian Genocide
has issued its first official announcement of the events planned for
2015.

Commemorating the passage of 100 years since the start of the first
genocide of the 20th century, a schedule of events including an
ecumenical prayer service at the National Cathedral, a memorial
concert, public exhibitions and a Pontifical Divine Liturgy will take
place from May 7 to 10, 2015, in Washington, DC.

His Holiness Karekin II, Supreme Patriarch and Catholicos of All
Armenians, and His Holiness Aram I, Catholicos of the Great House of
Cilicia, will both journey to the United States to lead and
participate in the commemorative events.

Sunday School Teachers Meet
National Sunday School Superintendents Summit participants pose for a

** Sunday School Superintendents Summit

Sunday School superintendents from parishes across the Eastern Diocese
gathered for the first-ever National Sunday School Superintendents
Summit held last weekend in New England.

The goal of the three-day event was to develop new approaches to the
way educators teach, worship, and witness the church in today’s
world. Session addressed perceptions of the Armenian Church, the
difference between managing and leading, and visioning exercises.

Interspersed throughout the weekend-which was sponsored by the
Diocese’s Department of Christian Education-were reflections,
faith-building activities, and prayer experiences. The proposals that
emerged will influence local programming, as well as the priorities of
the Department of Christian Education and the Diocese overall.

The weekend concluded at the Holy Translators Church of Framingham,
Mass., with the celebration of the Divine Liturgy by parish pastor
Rev. Fr. Krikor Sabounjian. Superintendents offered the Kiss of Peace,
read Scripture, delivered a message, and shared prayers that the group
had composed during its meetings.

Residents of Berd look on as the town’s new tractor is put to use.

** A New Tractor for Farmers in Berd, Armenia

A new tractor has been purchased for farmers in Berd, Armenia, through
the Fund for Armenian Relief’s `Breaking the Cycle of Poverty Program’
(BCPP)

, the non-profit Care International in the Caucasus
()
, and the Berd municipality.

The modern tractor-the first of its kind in Armenia-will help local
farmers restore more than 700 acres of formerly abandoned
farmland. `We will see the initial results this fall,’ said Berd mayor
Harutyun Manucharyan, adding that the new tractor is helping fulfill
the region’s larger goal of supporting farming and creating jobs in
Berd.

Armenian Church in Kansas City
Fr. Abdalian anoints parishioner Anita Zakarian as part of the
ceremony of holy confirmation.

** A Confirmation Ceremony in Kansas City
————————————————————
St. Garabed Mission Parish of Kansas City, MO, received a visit this
past weekend from the Rev. Fr. Tateos Abdalian. The director of
Diocesan Mission Parishes met with parish leaders, and led services in
the community.

In a meeting with Parish Council members he heard their plans for an
upcoming visit from the Diocesan Primate, Archbishop Khajag
Barsamian. The parish is planning to welcome Archbishop Khajag with a
family picnic, where he will be able to meet and interact directly
with the people of the community. The Primate will celebrate the
Divine Liturgy, during which a new baptismal font will be consecrated
and anointed.

Fr. Abdalian met with the craftsman manufacturing the font last
weekend, to advise him on the proper Armenian stylings for church
vessels. He also conferred the sacrament of holy confirmation on
parishioner Anita Zakarian, wife of church organist John Zakarian.

`Anita has been attending services and participating in the life of
the community,’ said Fr. Abdalian, `but she felt that there was
something incomplete in her participation, and expressed a desire to
become a confirmed member of the Armenian Church.’

Fr. Abdalian had spent time instructing Anita in matters of faith, and
provided her with resources to help her understand and accept
confirmation into the Armenian Church. Last Sunday she humbly and
joyfully stood before the altar of God alongside her godfather and
sponsor, Gary Hatutian, St. Garabed’s Parish Council chair. In the
presence of family, parishioners, and friends, Anita was anointed and
received her first Holy Communion during badarak. The entire community
celebrated the occasion at a reception after services.

** Holy Martyrs ACYOA Members Receive Recognition

Members of the ACYOA Seniors Sports Weekend Planning Committee at Holy
Martyrs Church of Bayside, NY, were recognized earlier this month for
their efforts in planning and executing the successful ACYOA Seniors
General Assembly and Sports Weekend last May.

Rev. Fr. Abraham Malkhasyan, parish pastor, and the Parish Council
presented committee members with certificates of appreciation during
fellowship hour on Sunday, July 13. Diocesan Primate Archbishop Khajag
Barsamian, who was visiting the parish to bless its new elevator that
day, congratulated the ACYOA committee and commended them on their
vision and leadership.

Sarine Atamian, a member of the ACYOA Central Council and chair of the
Holy Martyrs ACYOA Seniors, was also recognized for her recent
participation in the meeting of the international Pan-ACYO governing
board at Holy Etchmiadzin. Sarine was chosen by Archbishop Barsamian
to represent the Eastern Diocese at the meeting from July 2 to 4.

St. Nersess Summer Conference
St. Nersess High School “A” Conference participants with clergy.

** High School Conferences Underway at St. Nersess

On Wednesday, July 16, Diocesan Primate Archbishop Khajag Barsamian
visited the High School “A” Conference at St. Nersess Armenian
Seminary in New Rochelle, NY. He was accompanied by Diocesan Vicar
Very Rev. Fr. Simeon Odabashian, and Very Rev. Fr. Mesrob Parsamyan,
the Pontifical Legate of the Armenian Diocese of France, who is
visiting the Eastern Diocese this month.

The Primate spoke with the summer conference participants about
preserving the Armenian identity. He also shared his impressions from
the recent Youth Pilgrimage to the Holy Land, and answered questions
about the Armenian presence in Jerusalem.

On Saturday, July 19, the High School “A” group welcomed Jonathan
Pelaez, vice chair of the ACYOA Central Council. Jonathan spoke about
the activities of the ACYOA Central Council, and answered questions
from participants about their local ACYOA chapters. He also assisted
during the day’s Bible study session, and joined the group for dance
instruction and the evening service.

The High School `A’ Conference was held from July 14 to 23. It was led

The High School `B’ Conference will be held from July 26 to August
4. The summer conferences offer young people Bible study sessions,
daily worship, lectures from clergy and lay leaders, Armenian language
instruction, as well as sports and outings.

** A Perfect Day at Camp

On Monday, July 21, the St. Vartan Camp family welcomed Diocesan
Primate Archbishop Khajag Barsamian.The Primate observed campers
during a day filled with classes, sports, swim, and other activities.

He spoke about the importance of remaining involved in the life of the
Armenian Church and presented campers with Armenian crosses from
Bethlehem.

Additional visiting clergy and instructors for session `B’ over the
past week have included the Rev. Fr. Mardiros Chevian, dean of
St. Nersess Armenian Seminary in New Rochelle, NY; Rev. Fr. Krikor
Sabounjian, pastor of Holy Translators Church of Framingham, MA;
Maestro Khoren Mekanejian, director of Music Ministry at the Eastern
Diocese; and Stepan Piligian, a parishioner of Holy Translators Church
of Framingham.

Session `B’ was led by the Rev. Fr. Vart Gyozalyan, pastor of Hye
Pointe Church of Haverhill, MA. The camp is now preparing for the
start of session `C,’ which will be directed by the Rev. Fr. Vasken
Kouzouian, pastor of Holy Trinity Church of Cambridge, MA.

Azerbaijani sportsmen feel safe in Armenia

The Armenian side treats well Azerbaijan’s team participating in the
European Archery Championship held in Etchmiadzin and ensures its
security, Samaya Mamedova, the head the press service of Azerbaijani
Sports and Youth Ministry, was quoted as saying by minval.az.

In her words, “the overall situation is very good”.

According to the website, the Azerbaijani delegation is composed of 6
sportsmen, a coach, and a representative.

Defense lawyer Samvel Karakhanyan will henceforth represent
businessman Levon Hayrapetyan in Moscow court, Aysor.am learned from
L. Hayrapetyan’s former lawyer Ruben Markaryan.

“I informed Levon Hayrapetyan that the court hearing in the case of
another client, Hrachia Harutyunyan, is due on the same day as charges
are expected to be brought against L. Hayrapetyan. Besides, because of
my busy schedule – I earlier agreed to defend Rybinsk mayor Yuri
Lastochkin – I cannot participate properly in the trial of L.
Hayrapetyan and for this reason Samvel Karakhanyan will henceforth be
his defense lawyer,” Markaryan said.

As was reported earlier, today Moscow investigators will bring charges
against Armenian businessman Levon Hayrapetyan suspected of
embezzlement and money laundering.

Commenting on the recent statement by the co-chairs OSCE Minsk Group
(in which the mediators expressed concerns over the intensified
ceasefire violations across the Armenian-Azerbaijani borderline), a
former member of the Karabakh committee said he believes that the
mission itself is interested in border tensions.

“They might abate the border tensions just within a fraction of a
second, but no expectations at all,” Ashot Manucharyan told Tert.am,
expressing skepticism over a positive outcome of proposed talks
between the Armenian and Azerbaijani presidents in Paris.

Asked why he thinks the mission could be behind the border attacks,
Manucharyan pointed out to the diverging interests of the West and
Russia.

“And what’s the purpose of creating groups in Ukraine and later
sponsoring their deadly acts against one another? That’s Russia on the
one hand and the consolidated West – on the other. The war which
Russia wages is in the financial-economic sector, and the world beyond
the West, is, as a matter of fact, consolidated with Russia to a
greater or lesser extent; but not as part of a military confrontation.
The main war is in the financial-economic domain. As for the other
countries, they are trying to break down Russia through warfare,
creating problems in countries close to Russia. So Armenia,
Azerbaijan, Georgia and Ukraine are the right states for provoking
such problems,” he added.

Commenting on possible steps to resist the violence, Manucharyan
called for consolidating the nation’s intellectual potential.

“We are obliged to find intellectual and spiritual potential which we
undoubtedly have and managed to demonstrate [during the
national-liberation campaign] in 1988. We are no weaker today, so
those who remained outside can very effectively join [such a
campaign]. The Armenians, on the whole, have a great potential to
combine desires with real objectives, but we do not kind of feel like
doing that,” he added.

Asked to comment on the mediators’ proposal for mutual dialogues,
Manucharyan replied, “That was what we were busy with when the
superpowers meddled with our affairs. We maintained very close
contacts with many people in Azerbaijan; we would often meet and talk.
When the ‘great’ powers came and said, ‘you have to hate and kill each
other’, we started killing each other on the border.”

The Armenian Government has decided to establish a Komitas
Museum-Institute to create favorable conditions for collecting
information about the life and work of the great Armenian composer,
for studying, preserving and popularizing his legacy. It will also
serve to protect the traditions of the Armenian religious and folk
music, promote the development of creative abilities of young people
in the field of national, folk, classical and modern music.

Despite the invaluable role of Komitas, his legacy and personal
belongings are kept in different organizations today – the Literature
and Art Museum after Yeghishe Charents, the archives of the Art
Institute of the Armenian National Academy of Sciences.

The Armenian President suggested the idea of creating Komitas
Museum-Institute at the sitting of the Hayastan All-Armenian Fund on
May 30, 2013. The museum will be built in the park named after
Komitas, “Pyunik” All Armenian Relief Fund will cover the expenses
with the support of Syrian Armenian benefactor Gabriel Zemberjyan.
Construction works are expected to be completed by the end of the
current year.

The initiative is a priority this year, considering that 2014 has been
proclaimed Komitas year on the 145thbirth anniversary of the great
composer.

The end of Christianity in the Middle East could mean the demise of
Arab secularism

In a Middle East rebuilt on intolerant ideologies, there is likely to
be little place for beleaguered minorities

The past decade has been catastrophic for the Arab world’sbeleaguered
12 million strong Christian minority. In Egypt revolution and
counter-revolution have been accompanied by a series of anti-Copt
riots, killings and church burnings. In Gaza and the West Bank
Palestinian Christians are emigrating en masse as they find themselves
uncomfortably caught between Netanyahu’s pro-settler government and
their increasingly radicalised Sunni neighbours.

In Syria most of the violence is along the Sunni-Alawite fault line,
but stories of rape and murder directed at the Christian minority, who
used to make up around 10% of the population, have emerged. Many have
already fled to camps in Lebanon, Turkey or Jordan; the ancient
Armenian community of Aleppo is reported to be moving en masse to
Yerevan.

The worst affected areas of Syria are of course those controlled by
Isis. Last weekend it issued a decree offering the dwindling Christian
population of eastern Syria and northern Iraq a choice: convert to
Islam or pay a special religious levy – the jizya. If they did not
comply, “there is nothing to give them but the sword”. The passing of
the deadline led to possibly the largest exodus of Middle Eastern
Christians since theArmenian massacres during the first world war,
with the entire Christian community of Mosul heading off towards
Kirkuk and the relative religious tolerance of the Kurdish zone.

Even before this latest exodus, at least two-thirds of Iraqi
Christians had fled since the fall of Saddam. Christians were
concentrated in Mosul, Basra and, especially, Baghdad – which before
the US invasion had the largest Christian population in the Middle
East. Although Iraq’s 750,000 Christians made up only 7% of the
pre-war population, they were a prosperous minority under the
Ba’athists, as symbolised by the high profile of Tariq Aziz, Saddam’s
foreign minister, who used to disarm visiting foreign dignitaries by
breaking into Onward, Christian Soldiers in Aramaic, the language of
Jesus.

According to tradition it was St Thomas and his cousin Addai who
brought Christianity to Iraq in the first century. At the Council of
Nicea, where the Christian creed was thrashed out in AD325, there were
more bishops from Mesopotamia than western Europe. The region became a
refuge for those persecuted by the Orthodox Byzantines, such as
theMandeans – the last Gnostics, who follow what they believe to be
the teachings of John the Baptist. Then there was the Church of the
East, which brought the philosophy of Aristotle and Plato, as well as
Greek science and medicine, to the Islamic world – and hence, via
Cordoba, to the new universities of medieval Europe.

Now almost everywhere Arab Christians are leaving. In the past decade
maybe a quarter have made new lives in Europe, Australia and America.
According to Professor Kamal Salibi, they are simply exhausted: “There
is a feeling of fin de race among Christians all over the Middle East.
Now they just want to go somewhere else, make some money and relax.
Each time a Christian goes, no other Christian comes to fill his place
and that is a very bad thing for the Arab world. It is Christian Arabs
who keep the Arab world ‘Arab’ rather than ‘Muslim’.”

Certainly since the 19th century Christian Arabs have played a vital
role in defining a secular Arab cultural identity. It is no
coincidence that most of the founders of secular Arab nationalism were
men like Michel Aflaq – the Greek Orthodox Christian from Damascus
who, with other Syrian students freshly returned from the Sorbonne,
founded the Ba’ath party in the 1940s – or Faris al-Khoury, Syria’s
only Christian prime minister. Then there were intellectuals like the
Palestinian George Antonius, who in 1938 wrote in The Arab Awakening
of the crucial role Christians played in reviving Arab literature and
the arts after their long slumber under Ottoman rule.

If the Islamic state proclaimed by Isis turns into a permanent,
Christian-free zone, it could signal the demise not just of an
important part of the Arab Christian realm but also of the secular
Arab nationalism Christians helped create. The 20th century after
1918, which saw the creation of the different Arab national states,
may well prove to be a blip in Middle Eastern history, as the old
primary identifiers of Arab identity, religion and qabila – tribe –
resurface.

It is as if, after a century of flirting with imported ideas of the
secular nation state, the region is reverting to the Ottoman Millet
system (from the Arabic millah, literally “nation”), which represented
a view of the world that made religion the ultimate marker of
identity, and classified Ottoman subjects by their various sectarian
religious “nations”.

Despite sizeable Christian populations holding on in Lebanon, Jordan
and Egypt, there is likely to be little place for Christian Arabs in a
Middle East rebuilt on intolerant ideologies like those of Isis. Their
future is more likely to resemble that of the most influential
Christian Arab intellectual of our day, Edward Said. Born in Jerusalem
at the height of Arab nationalism in 1935, Said died far from the
turmoil of the Middle East in New York in 2003. His last collection of
essays was appropriately entitledReflections On Exile.

Israel and Armenia plan to sign an agreement of visa-free regime. At
what stage are the negotiations now? What is the goal of the
agreement?

Agreements for exemption of visas are meant primarily to encourage
mutual tourism and business in the sense that they enable the citizens
of the two countries to enjoy an exemption on the visa fee and
facilitate the entry to the country which is a signatory of the
agreement. This is also a kind of an expression of friendship between
the countries.

Israel and Armenia are about to sign an agreement for exemption of
official visas for bearers of diplomatic passports only .The next
stage, so we hope, will be an agreement for exemption of visas for
bearers of national passports as well, the kind of agreement that
Israel has with most of the CIS countries.

You have recently mentioned that the people of Israel are very
sensitive to the issue of the Armenian Genocide. Will the Israelis,
the people that survived Holocaust, help bringing the Armenian-Turkish
relations out of the current stalemate, if an appropriate discussion
is launched?

Indeed, as you mentioned, Israelis and Jews in general have a special
sensitivity to the tragedy that struck the Armenian People. Israel and
Turkey had in the past a friendly and warm relationship compatible
with the interests of both sides. In present days these relations are
colder and both states are represented in each other by diplomats who
are not ambassadors. So that it is doubtful that Israel can influence
Turkey’s policy. We hope that these relations will improve in the near
future and then Israel will undoubtedly be in a better position to
contribute to the betterment of the relations between Turkey and
Armenia if it is asked to do so.

Given Armenia’s high-level relations with its partner Iran, in Israel
they are rather cautious about the idea of the North-South
communications. Will that attitude change with the positive shifts
that are currently observed in the relations of Iran and the U.S.?

As long as Iran does not change its policy, and stops supporting
international terror (such as Hezbollah, Hamas and other terrorist
movements) through armaments and money, stops incitement against
Israel and threatening to destroy it and try to attack its citizens
over the world and as long as it continues its nuclear program, then
Israel cannot change its policy. The smiling campaign of President
Rouhani is not enough. As long as we don’t have a qualitative change
of its policy, we ought to keep the sanctions against Iran and even
tighten them significantly.

Israel supports the idea of independent Iraqi Kurdistan. At first
sight, it is rather a contradictory stand, given the continuous
Arab-Israeli conflict and Palestine’s aspiration for independence.
Would you explain such stand of Israel?

I wouldn’t draw a parallel between the two things. The Independence of
Kurdistan is not on the table. But as far as the Israeli-Palestinian
conflict is concerned, you ought to know that Israel supports the
creation of an independent and sovereign Palestinian State, but the
conditions that the Palestinians put before Israel are not acceptable
and even more so after the Palestinian Authority signed a pact of
reconciliation with the Hamas terror movement which openly declares
its aim of annihilating Israel and launches missiles almost on a daily
basis on Israeli villages and towns.

What is the reason of such low level of the Armenian-Israeli economic
and trade relations? Some experts say Israel’s economic model can be
applied also in Armenia. However, there is no information on any
serious consultations between the two countries in the field. Neither
there is exchange of experience, specialists, technologies or others.
Are there any plans to foster the economic cooperation?

Israel is willing to contribute of its experience in the field of
economy and finances but it cannot force Israeli business people to
invest in Armenia in the same way that Armenia cannot oblige Armenian
business people to make business with Israel. To make business there
has to be a mutual interest which can be promoted by signing economic
agreements (such as, customs agreements, prevention of double taxation
etc…) Negotiations are going on between the two countries to sign an
agreement on the prevention of double taxation and we already have a
civil aviation agreement. Soon we will have in Armenia a special day
on innovation aimed at exposing the Israeli experience in the matter.
All of this supposed to increase the motivation of business people on
both sides.

By the way, in the last two years, there was a sizable increase in the
number of Israeli tourists visiting Armenia and this is in large part
due to the invitation of Israeli journalists (initiated by Israel) to
visit the wonderful tourism sites of Armenia. When back to Israel,
they wrote several articles on the beauty of the country and this had
a big in fluence on Israelis to come and visit Armenia. The direct air
route between the two countries has also contributed to that.

We hope to see a similar increase in the number of Armenian tourists in Israel.

AECP and Orange Foundation complete large-scale eye care project con

Armenian Eye Care Project and Orange Foundation complete large-scale
eye care project conducted in Gegharqunik region

Around 2800 inhabitants of Gegharqunik region have benefitted from
Orange Foundation and Armenian Eye Care Project (AECP) joint project,
which aimed on conducting free eye screenings for inhabitants of the
region and provide medical treatment to socially vulnerable people.

Eye screenings have been conducted by AECP ophthalmological groups.
470 from 2800 screened inhabitants have been sent to Mobile eye care
hospital (MEH) for in-depth medical examinations. Surgeries or laser
treatments have already been provided to 195 people in Mobile eye care
hospitals stationed in Martuni and Vardenis. At the moment the
surgeries are being conducted in Chambarak as well. At the end of the
project the number of such surgeries will reach 50.

“It is already the fourth year we are cooperating with Armenian Eye
Care Project. We have visited to all regions of Armenia and some
regions were visited even twice. Orange Foundation proudly supports
implementation of this large-scale project, which brings concrete and
tangible changes in inhabitants of the regions of Armenia and their
families’ lives. With excitement and great relish we see the people,
who regained their eye sight and return to their normal life.” said
Lilit Martirosyan, General Secretary of Orange Foundation.

“It is the second time we are working in Gegharqunik region, despite
the fact that starting from 2003 we make our sixth tour in Armenia. We
are glad that this time the inhabitants of the most vulnerable areas
of Gegharqunik region have benefitted from our services and that
medical services suggested by us to inhabitants of all the rest
regions of the RA were available for them as well. According to our
surgeon Asatur Hovsepyan, who works in mobile hospital, the flow of
patients exceeded all forecasts and the eye diseases severity level
was high enough.”said AECP Armenian office director Nune Yeghiazaryan.

The project in Gegharqunik region has been arranged considering the
special request of the Ministry of Health of the RA by including the
most indigent settlements of Gegharkunik region. It is the part of a
2014 large-scale joint project between Armenian Eye Care project and
Orange Foundation. Within the frames of this project overall in 5
regions of Armenia medical examinations of 11 300 adults and 4 600
children and provision of around 2000 eye glasses are foreseen. Mobile
hospital is ready to perform more than 1000 surgeries and laser
treatments. At the same time the comprehensive special classes on eye
care will be organized in regions’ schools.

C’est ainsi que les choses fonctionnent dans ce pays. Une chose est
faite non pas parce qu’elle est la bonne chose à faire ou parce que
quelqu’un est en droit de le faire ou parce que cela doit être fait.
Les choses qui peuvent être faites ou des mesures qui doivent être
prises sont effectuées ou prises en réponse à un besoin ou des
affaires émergentes. Habituellement, une chose est faite à la suite
d’une nécessité, mais non pas en raison de nos principes ou
attachement aux valeurs morales ou éthiques ou notre respect ou notre
capacité Ã avoir de l’empathie pour les autres ou parce que nous
sommes de vrais démocrates. Et plus souvent qu’autrement, ce qui doit
être fait est fait à la onzième heure. En outre, et pire encore,
parfois, ce qui doit être fait n’est pas fait avec sincérité, mais
avec le prétexte de la sincérité.

Cette tradition n’a pas changé en ce qui concerne les événements
tragiques qui ont eu lieu au cours de la Première Guerre mondiale et
surtout en 1915. La Turquie a toujours cherché Ã sauver la face au
lieu de venir avec une approche humanitaire basée sur les droits
humains, les lois, la morale et la civilité, et avec un solution
permanente qui satisferait les deux parties dans une mesure
raisonnable. Et pour sauver la face, nous avons toujours agi à la
onzième heure. Le message de condoléances émis par le bureau du
Premier ministre de la République turque, le 23 Avril, adressé aux
enfants et petits-enfants des Arméniens qui ont perdu leur vie au
cours de la réinstallation forcée et des massacres de 1915, s’inscrit
dans cette catégorie même si elle affirme que la Turquie comprend et
partage leurs peines.

Pourtant, nous devons reconnaître que cette déclaration historique,
publié en neuf langues dont le turc et deux dialectes arméniens et
soussigné par le Premier ministre Recep Tayyip ErdoÄ?an, est une étape
très audacieuse dans la bonne direction. Mais ce n’est pas la sauve
pas d’être un mouvement tactique dans une analyse finale.

C’est parce que ce message ne vise pas à résoudre le problème et
assurer une confrontation avec le passé et porter à la lumière du jour
la vérité, même si nous ne pouvons pas l’aimer. Au contraire, il
cherche à obtenir temporairement à se débarrasser d’un grand et
imminent problème et gagner du temps. Le fait que la déclaration a été
publiée le 23 Avril, c’est à dire, un jour avant le jour du génocide
arménien de commémoration le 24 Avril, accrédite cette thèse.

Le 24 Avril, non seulement le président américain Barack Obama, mais
aussi de nombreux présidents, les gouvernements et les parlements Ã
travers le monde ont tendance à faire des déclarations au sujet de la
tragédie de 1915. Tout le monde sait que, dans leur conscience, ils
sont près de voir cette tragédie – qui a eu lieu dans le contexte de
la Première Guerre mondiale – comme un « génocide », même si elles
peuvent ne pas le reconnaître officiellement comme « génocide » en
raison de leur politique, diplomatie ou intérêts économiques. Ici, je
dois noter que ceux qui sont proches de l’approche `génocide`
comprennent également les pays, les administrations et les pouvoirs
qui cherchent à instrumentaliser cette douleur pour atteindre certains
objectifs pragmatiques ou qui cherchent à régler des comptes avec la
Turquie via la grande douleur des Arméniens.

En fait, le 24 Avril de cette année n’est pas la pire expérience que
nous aurons. C’est juste une petite répétition pour le vrai test pour
la Turquie en 2015, qui sera marquée comme « Centenaire du génocide
arménien » auquel la Turquie ne peut pas échapper ou ignorer. La
déclaration du premier ministre peut aider à atténuer les ondes de
choc préliminaires de cet événement imminent, mais elle ne peut guère
être une solution complète à ce rendez-vous incontournable, qui sera
ici dans 365 jours.

D’un autre point de vue, la déclaration de condoléances, soussigné par
le Premier ministre ErdoÄ?an, est un texte soigneusement préparé. Elle
est telle que nous n’aurions jamais cru nous attendre à ce qu’ErdoÄ?an
émette une telle déclaration. En effet, il est si indifférent à la
douleur qu’il cause ou est responsable, et il a récemment été
tellement occupé Ã semer les graines de la haine entre les divers
segments de la société que nous n’aurions jamais cru qu’il nourrit de
l’empathie pour ceux qui ont été compromis dans une tragédie qui s’est
produite il y a 99 ans. En fait, il est vraiment difficile de nous
amener à croire que la personne qui était totalement indifférent et
insensible à la tragédie d’Uludere – où 34 civils ont été pris pour
des terroristes et tués dans des frappes aériennes militaires dans
Uludere le quartier de Ã…?ırnak en raison de faux renseignements – ou
pour les manifestants qui sont morts pendant les manifestations parc
Gezi est la même personne qui soussigné, la présente déclaration.

Cependant, il est tout à fait naturel pour nous de nous attendre à un
premier ministre qui élabore des stratégies de longue date basées sur
des valeurs et des principes moraux, que ce soit au nom de l’intérêt
national ou de plans politiques personnels. Mais cela ne s’applique
pas à notre cas. Plutôt, ErdoÄ?an donne l’impression d’être un homme de
coups tactiques à courte vue visant à sauver la face. Par conséquent,
nous avons besoin d’analyser en profondeur les véritables intentions
d’Erdogan avec cette déclaration. Il convient de noter que ce message
vise à rétablir la détérioration de l’image de la Turquie sur la scène
internationale plutôt que de partager les chagrins des Arméniens. Avec
ce mouvement, qui peut être décrit comme un effort de relations
publiques, nous pouvons dire qu’ErdoÄ?an a lancé une offensive de
charme a la Turca.

Même s’il se veut une offensive de charme, ce mouvement historique
n’est pas dépouillé de sa valeur spirituelle conjoncturelle et
contextuelle. Mais dans le même temps, cela met le manque de sincérité
au grand jour. Bien sûr, nous devons remettre en question la sincérité
et les intentions derrière un geste positif isolé par une personne
ayant une mentalité despotique, qui ne prête aucune attention en ce
qui concerne les droits et libertés des divers groupes sociaux dans le
pays et est dans un effort pour établir un règne arbitraire avec un
total contrôle sur les institutions démocratiques et est prêt Ã
écraser toute dissidence ou groupe adverse.

En fait, il s’agit d’un acte grave de naïveté de penser que le leader
répressif – qui utilise toute sa puissance pour écarter les droits
fondamentaux et des libertés, de la démocratie et de la primauté du
droit et les transforment en un instrument d’oppression, créant ainsi
un problème socio-politique enraciné dont les effets dureront pendant
des décennies à venir – prendra des mesures bien intentionnées pour
résoudre un problème résultant d’une tragédie qui s’est produite il y
a 100 ans.

Ayant émergé comme une figure politique qui n’est plus tenu de
respecter les droits et libertés et qui n’aura jamais agi comme un
vrai démocrate, M. ErdoÄ?an a fait des attitudes anti-démocratiques une
partie de sa nature, ce qui a le potentiel de rendre sa déclaration au
sujet de la peine des Arméniens comme insignifiante. Compte tenu de
tous les tests de sincérité auxquels ErdoÄ?an a échoué jusqu’Ã présent,
il est difficile de dire s’il est sincère avec ce mouvement.

Si nous devons nous attendre à toute la sincérité de M. ErdoÄ?an, son
degré de sincérité maintenant pourrait être égal à pas davantage de
sincérité qu’il montre à l’égard de la question kurde, dans laquelle
il prend des mesures uniquement dans la mesure où elles sont
bénéfiques à sa carrière politique. Alternativement, nous pouvons voir
comment il a promis de rédiger une nouvelle constitution civile avant
les élections générales, mais il a tout fait pour se construire une
règle stricte et sans foi ni loi après les élections. Nous devrions
peut-être attendre de cette dernière initiative à la fin comme
l’initiative dite des alévis, pour lequel de nombreux ateliers ont été
organisés, mais qui a finalement été abandonnée après avoir réalisé
qu’elle ne serait pas politiquement bénéfique pour son parti. Ou nous
pouvons nous attendre à la même sincérité que celle de sa décision de
faire de la réouverture du séminaire d’Halki, sur l’île de Heybeliada,
près d’Istanbul une question de négociation avec la Grèce, bien qu’il
ait promis à plusieurs reprises de l’ouvrir.

Ce que j’essaie de dire, c’est que nos attentes pour un leader qui a
développé une personnalité anti-démocratique sans foi ni loi, qui vise
au développement du lynchage socio-culturel et économique de certains
groupes sociaux sélectionnés qui l’ont contrarié et qui provoque de
grands problèmes sociaux en faisant jaillir plus de haine alors
qu’elle devrait être maintenue à un niveau bas. En effet, toute la
désillusion de s’attendre à une personne qui est la source de grandes
tragédies aujourd’hui pour résoudre une tragédie historique ne fera
que conduire à de graves déceptions.

Guilty: War vet convicted of fraud in controversial trial

The Heritage Party has condemned the Armenian judiciary for carrying
out a political order in handing down a six-year prison term for a
Karabakh war veteran whom it views as a political prisoner.

In a statement issued on Wednesday the opposition party described the
verdict and sentence of the court against Retired Colonel Volodya
Avetisyan as another act of revenge following a political order “from
above”.

Heritage believes the decision infringes upon the principle of freedom
of expression.

“Violations of this kind in the post-Soviet space, particularly in the
Republic of Armenia and the Russian Federation, are the survivals of
the Chekist manner of action that must be overcome as soon as
possible. The persecution of political prisoners Volodya Avetisyan,
Shant Harutyunyan, Vardan Petrosyan and other dissidents, which has
been ordered by the incumbent authorities acting on behalf of the
state, is nothing else but a hostile act of violence against the
Armenian people and its interests,” Heritage said.

“Regardless of the country where our compatriots are prosecuted and
convicted for political or other reasons, we ought to protect the
rights of Hambik Sasunian in the United States, Hrant Dink, Sevan
Nshanyan and Sevak Balkchi in Turkey, Vahagn Chakhalyan in Georgia,
Levon Hayrapetyan in Russia as a commitment stemming from our national
interests.

“The Heritage Party believes that the persecution of the
above-mentioned citizens of other states of Armenian origin is
evidence that there is no state power in Armenia and calls on the sons
of our people to carry out the sacred mission of creating a free and
legitimate state by uniting under the national banner.”

Volodya Avetisyan was arrested last September, a few months after he
began a lone protest in Yerevan’s Liberty Square, demanding better
social conditions for thousands of war veterans.

Last week he was found guilty of committing fraud and bribery and
