Armenia’s authorities have not so far adequately responded to the

Azerbaijani village. Azerbaijanis took him hostage, clothed him in
a uniform, gave degrading treatment to him and finally killed him.

Armenia’s Ministry of Foreign Affairs must spare no effort to raise
the issue at international organizations and demand condemnation of
Azerbaijan. However, it remains utterly silent on the matter.

According to the Foreign Minister of the NKR Karen Mirzoyan the very
fact of holding a trilateral meeting between the Presidents of Armenia,
Azerbaijan, and Russia amid the unprecedented escalation of tensions
along the Line of Conflict and the Armenian-Azerbaijani border is
already a positive step that can help stabilize the situation in the
zone of conflict between Azerbaijan and Nagorno Karabakh.

As reports “Artsakhpress”, in reference to Karabakh-open.info, Mirzoyan
noted that the initiative of the Russian side as one of the Co-Chair
countries of the OSCE Minsk Group is a clear signal that there is
no alternative to the peaceful settlement of the conflict between
Azerbaijan and Nagorno Karabakh and that any attempts to undermine
the peace efforts are unacceptable. “It is important that this signal
reach the leadership of Azerbaijan, which on the eve of the meeting
threatened with resumption of the hostilities. Taking note of the
certain shift in the rhetoric of the Azerbaijani side demonstrated at
least during the public part of the meeting, we hope that this approach
will be kept upon the return of the President of Azerbaijan to Baku.

In their turn, the authorities of the Nagorno Karabakh Republic,
being committed to exclusively peaceful settlement of the conflict
with Azerbaijan, are ready to further contribute constructively
to ensuring appropriate conditions for continuing the negotiation
process and increasing the level of stability and predictability in
the conflict zone,” said Karen Mirzoyan. On August 10, a trilateral
meeting was held in Sochi between President of the Republic of Armenia
Serzh Sargsyan, President of the Russian Federation Vladimir Putin,
and President of Azerbaijan Ilham Aliyev.

At the course of the meeting the presidents discussed issues related
to the settlement of the Nagorno-Karabakh conflict, as well as the
situation on the Armenian-Azerbaijani border and the contact line,
resulting from the recent tension provoked by Azerbaijan.

Une ONG islamique turque a annonce lundi son intention d’affreter
une nouvelle flottille pour tenter de briser le blocus impose par
Israël a la bande de Gaza, quatre ans après une première tentative
qui s’etait soldee par la mort de dix activistes turcs.

Les organisateurs de l’expedition de 2010 se sont reunis le week-end
dernier a Istanbul et doivent annoncer mardi a la presse leur decision
de renouveler l’operation “a la lumière de la dernière agression
israelienne sur Gaza”, a indique la Fondation pour l’aide humanitaire
(IHH) dans un communique.

“La coalition de la flottille de la liberte va a nouveau voguer vers
Gaza pour defier le blocus israelien”, a precise IHH en estimant que
“la complicite de la plupart des pays” avec l’Etat hebreu “impose ce
devoir a la societe civile”.

IHH doit tenir une conference de presse mardi a Istanbul a 8h00 GMT.

En mai 2010, l’assaut des commandos israeliens contre le navire-amiral
de la première flottille, le Mavi Marmara, avait provoque la mort de
10 citoyens turcs et provoque une grave crise diplomatique entre les
gouvernements israelien et turc.

La justice turque a ouvert en 2012 un procès par contumace contre
quatre anciens responsables de l’armee israelienne, qui font depuis
le mois dernier l’objet d’une demande de mandat d’arret international.

Après les excuses officielles presentees par le Premier ministre
israelien Benjamin Netanyahu a la Turquie, des negociations ont debute
entre les deux pays pour l’indemnisation des victimes turques mais
elles n’ont pour l’heure pas abouti.

Elu dimanche president dès le premier tour de scrutin, le Premier
ministre islamo-conservateur turc Recep Tayyip Erdogan a multiplie
ces dernières semaines les violentes attaques contre la nouvelle
intervention militaire de l’Etat hebreu a Gaza, qui s’est deja soldee
par la mort de plus de 2.000 Palestiniens.

L’ONG IHH est consideree comme proche du gouvernement turc.

Yerevan /Mediamax/. The Defense Ministry of Azerbaijan stated that
“Armenian President Serzh Sargsyan will as soon as possible answer
to the Azerbaijani nation and international just court for its
bloody acts”.

As Interfax-Azerbaijan informs, the statement was published on the
website of the Azerbaijani Defense Ministry.

“This criminal whose hands are soaked in the blood of innocent
people as a result of crimes committed in Khojaly, other villages
and settlements in Nagorno-Karabakh including in inhabited localities
adjacent to the seven regions will as soon as possible answer to the
Azerbaijani nation and international just court”, the statement reads.

“As to ballistic missiles about which Serzh Sargsyan spoke, we firmly
state that the military equipment Armenian Armed Forces possess can
nowise be compared to the modern armament and equipment Azerbaijan
possesses. The defective, expired and outdated equipment Armenia has
since the Soviet era, including the “Scud” liquid-propellant missiles
are not only incapable of destroying an object but cannot even fly”,
the statement of the Azerbaijani Defense Ministry reads.

“If Armenia resorts to military operations against Azerbaijan,
then the Azerbaijani army armed with state-of-the-art, modern and
high-precision armament will destroy any military infrastructure and
strategic object in the territory of Armenia”, the statement notes.

It should be noted that on August 11, Armenian President Serzh Sargsyan
stated in an interview with ArmNews TV that he does not find rational
to respond to every statement made by the representatives of the
Azerbaijani party.

Rasim Musabekov: “Armenia is responsible for tensions in Karabakh”

On August 9 the Russian president met in Sochi with his Azerbaijani
and Armenian counterparts. During their meeting the presidents of
Azerbaijan and Russia focused on bilateral cooperation in various
fields, including the energy industry and investment. In the framework
of his meeting with the Armenian president President Putin discussed
mutual political and trade ties with his Armenian counterpart, as well
as bilateral cooperation in the humanitarian sphere. The parties also
focused on Armenia’s integration into the Eurasian Economic Union. It
is not clear whether the Azerbaijani and Armenian presidents will meet
with each other or not. The situation surrounding the Nagorno-Karabakh
conflict is aggravated by unprecedented tensions on the front line.
Vestnik Kavkaza discussed the issue with Azerbaijani political analyst
and lawmaker Rasim Musabekov.

– Why, in your opinion, has the conflict intensified?

– First of all, the escalation was not caused by some accidental
events. The skirmishes on the border have been taking place since the
beginning of the year. The Armenians are suffering unprecedented
losses. It is absolutely clear that the recent tensions were caused by
the Armenians. The fact that both the president and the prime minister
left the country at the time proves it. The Armenians have always said
that they will avenge the losses. However, in response to the attack
Azerbaijan has prepared its military machinery and drones. This has
showed that a new phase of an actual military operation is possible.
The Armenians panicked. President Sargsyan left for Belgium, where he
met with French President Francois Hollande. It seems like he was
looking for political support. The Armenian president also met with
foreign ambassadors. Still, it is evident that Armenia is responsible
for the recent tensions and I believe it should be punished.

– Why did the Armenians organize this act of sabotage?

– I think adventurers believed that they could send a group of
saboteurs, and, when Azerbaijan decides to launch a military
operation, persuade foreign powers to make Azerbaijan stop. Thus they
would punish Azerbaijan and look heroic to Armenian society, while
there would be no actual consequences. Moreover, I think Armenia is
trying to induce the international community to force Azerbaijan to
agree to maintain the status quo. Armenia wants foreign mediators to
make Azerbaijan promise that it will not use force, that a military
operation is impossible. This would secure the status quo, which is
favourable to Armenia.

– Do the recent tensions on the Azerbaijani-Armenian contact line have
something to do with the increasing confrontation between Russia and
western powers?

– I don’t think so. There is a conspiracy theory, according to which
Russia is interested in increasing tensions in Palestine, Iraq and
Karabakh so that the Ukrainian conflict is forgotten. I don’t believe
in that. The Russian Foreign Ministry reacted immediately as the
tensions increased in Karabakh. It was Russia who suggested separate
talks with the Azerbaijani and Armenian leaders. I believe if a
meeting of the two presidents is organized, it will decrease tensions
in the region.

– How is Russia interested in a resolution of the Nagorno-Karabakh
conflict, taking into consideration the worsening relations with the
West?

– Let us be clear. This conflict is not going to be resolved any time
soon. Even if the parties are indeed ready to come to an agreement,
the actual process of the conflict resolution will take 10 more years.
The thing is that the risk of a new war is increasing as the conflict
remains frozen for decades. So your question should be “how is Russia
interested in progress in the Karabakh talks?” I believe no one is
interested in an actual military conflict. I suppose the country which
secures progress in peace talks will be able to enjoy some additional
rights in the region.

– What should be expected from the Sochi meeting?

– I don’t know what to say. First of all, I’m not certain that any
successful discussion will take place so that the presidents of
Azerbaijan and Aremnia will be able to meet with each other. Such a
meeting may be organized only by President Putin himself. Let me
remind you that in late December the two presidents met, but the
agenda for the next meeting has not been agreed yet. Armenia insists
that Azerbaijan should agree to the secession of Karabakh and a part
of Azerbaijani territory. Only after that are the Armenians ready to
negotiate the liberation of occupied Azerbaijani districts. For
Azerbaijan, such an approach is unacceptable. The Madrid principles
say that Armenia should first liberate five occupied districts and
allow the return of refugees. Then the status of Karabakh can be
negotiated. However, the Armenians are sabotaging this process. They
claim that they agree to the plans suggested by the OSCE Minsk Group
co-chairs, but Azerbaijani does not. In fact, it’s absolutely vice
versa.

Entretien avec Laurent Leylekian, analyste politique, spécialiste de la Turquie.

Malgré l’usure du pouvoir, les scandales politico-financiers et les
critiques sur sa dérive autoritaire, le chef du gouvernement
islamo-conservateur Recep Tayyip Erdogan reste, de loin, le favori de
l’élection présidentielle turque, qui aura lieu les 10 et 24 août. Si
le Premier ministre turc peut compter sur l’électorat populaire très
pieux, ses deux concurrents, eux, peuvent tenter de capter le vote
kémaliste et celui des minorités kurde et alévie.

JOL Press : A quoi faut-il s’attendre lors de l’élection présidentielle turque ?

Laurent Leylekian : Tout d’abord, je pense que le taux d’abstention
sera plus élevé que lors des précédents scrutins, car les électeurs ne
savent plus vers qui se tourner. Par le passé, beaucoup de Turcs ont
voté en faveur d’Erdogan (AKP) – au pouvoir depuis 2001 – pour se
rapprocher de l’Europe et en finir avec un système corrompu. Or, ces
espoirs ont été déçus.

De plus, le tournant rigoriste du régime, illustré par les derniers
propos du vice-Premier ministre, Bulent Arinç, sur le fait que les
femmes devraient s’abstenir de rire fort en public, pourrait aussi
dissuader une partie de l’électorat féminin de voter en faveur
d’Erdogan.

Mais l’absence d’alternative crédible, tant au niveau des appareils
que des personnalités politiques, risque de faire du Premier ministre
turc un vainqueur par défaut. Du reste, ses deux concurrents,
Ekmeleddin Ihsanoglu et Selahattin Demirtas, n’ont aucune chance
d’être élus.
