Elkhan Suleymanov: Azerbaijan not to attend Euronest PA plenary
sessions in Armenia

Baku – APA. Bureau meeting of the Euronest PA will take place on
October 16, 2014. Among other issues, the question of holding next
plenary session of the institution in Armenia will be discussed, APA
reports.

Elkhan Suleymanov, Chairman of Azerbaijani Delegation to the Euronest
PA, addressed a letter of objection to Euronest PA Co-Chairs and
Bureau members regarding this issue. The letter reads as following:

“Dear Co-Chairs,

Dear colleagues,

The Azerbaijani Delegation constantly stated its resolute objection to
Armenian Chairmanship in the Euronest PA and holding the plenary
session of the Euronest PA in Armenia during Bureau meetings of 2011,
2012, and 2013. The Azerbaijani Delegation once again states that it
definitely objects to holding Euronest PA plenary sessions, Bureau and
committee meetings in Armenia and refuses to attend those sessions and
meetings until Nagorno Karabakh and surrounding 7 provinces of
Azerbaijan are set free, the threat to frontier regions of Azerbaijan
with 400 thousand inhabitants due to the occupation of Sarsang
reservoir for over 22 years is eliminated, and the blockade of
Nakhchevan is stopped.

“If the Customs Union gives us some privileges on some products, it
will be possible to maintain economic ties with Europe,”- said
economist, HAK Deputy Hrant Bagratyan while speaking about the
membership of Armenia in the CC after World Alliance of Religions for
Peace Summit in South Korea’s capital Seoul on September 16-19.

He says that we must try to get a good regime, and though now
negotiations are on process, it is more likely that after October 10
an agreement will be signed with the RA.

Mr. Bagratyan reminds that some days before Europe gave a big
privilege to Ukraine- it can export its products to the EU with new
customs duties until January 1st, 2016, but imports from Europe will
be with old customs duties. “It satisfies the RF. It is a good example
for Armenia and we must cling to it and while entering the CC we must
ask the union to trade with European partners like in the past for two
years. But I don’t know whether it will be done in Armenia or will be
discussed. We must prolong, as it is possible that in 2015 the CC and
the EU come to an agreement and we shouldn’t stay between them.”

He is also against having the checkpoint with the NKR after entering
the CC. What relates to the Armenian-Azerbaijani conflict, he says,
that it entered a new phase, “The phase when both the RA and
Azerbaijan can destroy each other. That’s why I attach great
importance to peace and agreement between Azerbaijan and the NKR.”

Mr. Ter-Tadevosyan, Azerbaijan would not withdraw its snipers from the
border. Has the relative peace somehow changed over the recent months?
What is the current situation at the border?

The president of Azerbaijan Ilham Aliyev intends to keep the tension
high. He will continue along this path. This is favorable for
Azerbaijan because, we can see, the defense capacity of the
Azerbaijani army is not high. Although Aliyev has created some
efficient detachments, those failed too and in order not to lose his
rating after such defeats, he launches the second stage of actions
aimed at boosting tension. In other words, Aliyev remains Aliyev and
is singing the same old song.

Recently Seiran Ohanyan has stated that violations by Azerbaijan pass
unheeded on the international arena. How do you assess the readiness
of our army, as well as our positions on the international arena?

I think we could have smashed them well. Our veterans have raised the
bar too high and the youth who know that their fathers, uncles and
grandfathers fought and won follow this benchmark. They are the
children of victory and though they are standing along the border and
feel fear and face difficulties, deep inside they have a winner’s
confidence. They know that we have won. They are facing the
Azerbaijani soldier whose uncle or grandfather has run away from the
battle.

The second important circumstance is that we are all Armenians whereas
there are a lot of peoples in Azerbaijan, such as Tats, Talish people
etc with language and cultural differences, as well as hostility among
themselves.

The U.S. CIA has forecast 15 years of life for the unified state of
Azerbaijan. The self-consciousness of the ethnic minorities of
Azerbaijan is growing, they want to speak their language, know their
past, preserve their customs and culture, so Aliyev is facing a big
issue. You know very well that reporters and NGOs undergo violence in
that country.

Believe me that Armenia with its army is well-protected. There are
shortcomings because if you work, you mke mistakes, if you work a lot,
you make many mistakes but we cannot refer to them and say that our
borders are not protected. Time showed that our defense capacity is
higher, and I agree that we should teach Azerbaijanis a good lesson.

Recently the U.S. co-chair of the OSCE Minsk Group James Warlick has
brought up the need for change of format of negotiations. What is your
opinion?

Warlick announced that Karabakh must take part in the negotiations.
Two months ago two important things happened in the United States.
First, the Armenian issue was discussed and voted down at the U.S.
Congress and one of the largest states of the United States,
California, recognized the independence of Karabakh. Now the race
between the United States and Russia for boosting their influence on
Karabakh will intensify. Karabakh is a Christian island amid Islamic
states which are borderless, and they also understand this because
they have to cope with the Islamic State.

At the CIA they say “we defeated Communism, now we need to defeat
Islamism”. Now Islamism is the most dangerous thing in the world.

In this race Karabakh is the center of the Christian world which must
be protected.

There was peace for some time after the tension in August, but two
days ago an Armenian soldier was killed by an Azerbaijani sniper. Was
it a temporary pause?

Azerbaijan will not give up on the thought of causing tension on the
border. The only way is to provoke tension artificially, from time to
time Azerbaijan tries to cause tension. Therefore, they take no step
towards tension. They do not withdraw snipers, participate in creation
of mechanisms for investigation of border incidents, they shoot during
the harvest season. They do not have water but they do not want to
accept water from Sarsang reservoir of Karabakh though the NKR
government is ready to give. They do not take any positive step
because they want to demonstrate that the Armenians are beasts. A lot
of people are disturbed by this but I am glad, let them be afraid of
us. It is the fear syndrome caused by the war, as the Turks, for
example, have always been afraid of the Russians. The Armenians also
had the syndrome of fear, I remember my grandfather say: “Behave
yourself or Turks will rip your ears off.” Now let the Azerbaijanis
frighten their children so. But on the other hand, as I talked to
people living in Azerbaijan, they believe it is not true. Many people
in Azerbaijan respect Armenians, they do not hate them. They cannot
hate the Armenian people because they know the Armenians have
developed their country.

relations with the EU and go as far, as the EU itself is ready for. The
Minister of Foreign Affairs of the Republic of Armenia Edward Nalbandian
stated this while answering a question to what extent Armenia’s accession
to the EEU will hamper in our country’s relations with the EU. The question
was put forward at the course of the meeting with the participants of the
5th Homeland-Diaspora conference.

As reports “Armenpress”, among other things, the Minister of Foreign
Affairs of the Republic of Armenia Edward Nalbandian underscored: “We have
always stated that we are ready to expand, develop, and strengthen our
relations with the EU and go as far as the EU itself is ready for.

Many investors from Diaspora, which are ready to invest in the economy
of Armenia, are scared off by the corruption in Armenia, a
representative of the social and democratic “Hnchakyan” party in
Lebanon, Aleksan Keshkeryan, told ArmInfo correspondent.

He said that unfortunately a businessman which makes investments in
the economy of Armenia is not confident that he will be able to work
within the frames of the law. “We are well aware that corruption is
spread in Armenia and this affects the decision of many businessmen
from Diaspora, which simply scare doing business in Armenia. Besides
the patriotic intentions, an investor should be sure that he will not
be deceived here and he will be able to work in normal competitive
conditions. I think that with such conditions Armenia still is not
ready to the flow of investments from Diaspora”, – Keshkeryan said.

Touching on effectiveness of the Armenia-Diaspora conference being
held in Yerevan, he said that the given event is a good opportunity to
discuss the accumulated problems, to listen to and understand each
other.

First of all, we should think how to help our compatriots in Syria. In
Lebanon we feel this problem every day, as it is very much close to us
in all senses. Our country directly suffers of the consequences of the
war in Syria. So, the adequate measures should be taken. In this
context, Armenia’s Foreign Ministry has to play a serious part. It is
necessary to find funds to show aid to the Syrian Armenians. I think
that the conference will let us find the mutually acceptable
solutions”,- he concluded.

PanARMENIAN.Net – Air Armenia’s Russian representation issued
necessary payments to the Russian Federal Air Transport Agency
(Rosaviation) to continue operating flights.

As Air Armenia marketing department chief Sirakan Hambartusmyan told
PanARMENIAN.Net the Agency assured that the flights will be operated
without restrictions.

Earlier, Russian Federal Air Transport Agency announced plans to
suspend air navigation services to Air Armenia over the airline’s
outstanding and current debts of $1.1 million staring from September
21.

According to the state-owned corporation, Air Armenia had repeatedly
been given postponement for the outstanding air navigation services
payments

As Air Armenia explained at the time, the payment problem was a
technical one: the payments were extended in U.S. dollars and didn’t
reach the addressee over banking sanctions. Further transactions will
be made onto a new bank account, leaving only the current debt of $700
thousand unpaid.

The joint rally of non-government parliamentary political forces of
Armenia will mark the start of a powerful stage in their struggle, the
secretary of Armenian National Congress (HAK) parliamentary faction
Aram Manukyan told reporters today.

“We take the pulse, the people are indignant, the authorities are
weak,” he said.

Commenting on the statements of Armenian Police Chief Vladimir
Gasparyan concerning the upcoming joint rally, Aram Manukyan said: “I
don’t care a damn. The insignificant remarks of the police chief will
not affect our rally and October 10th will mark the start of
something”.

According to the parliamentary deputy , domestic political issues will
be discussed at the rally, there are no foreign policy issues on its
agenda. “The change of power and new fair elections will be
discussed,” he noted.

As for the possible speech of HAK leader Levon Ter-Petrosyan at the
rally, Aram Manukyan said that everything will be decided
spontaneously during the rally.

As was reported earlier, the Chief of the Armenian police Vladimir
Gasparyan said in a briefing during police troops’ exercises at Arzni
airport that regardless of whether the political autumn in Armenia is
going to be hot or cold, it has to be within legal boundaries. “I will
give a flippant answer: there is a cold shower for a heated autumn,
but when it proves useless, we can organize a hotter autumn. I will
speak my mind: regardless of whether the autumn is going to be hot or
cold, everything has to be within legal boundaries,” the police chief
said in response to a question about the heated political autumn
promised by Armenia’s non-government political forces.

The events dedicated to the centennial anniversary of the Armenian
Genocide should be held at a high level so that they can make the
international community hear Armenians’ voice, Aram I, Head of the
Catholicosate of the Great House of Cilicia, said at V Armenia-Diaspora
Forum.

He stressed that the issue of the Armenian Genocide should be
tackled at the legal level. “Our goal should be not only recognition
and condemnation of the Genocide, but also compensation for its
consequences. Our vocabulary should have the terms “recognize”,
“condemn” and “compensate”, said Aram I. He emphasized that Turkey must
realize that it cannot violate an entire nation’s right with impunity.

Aram I believes that the centennial anniversary of the Armenian
Genocide should mark the beginning of a new stage of international
recognition of the Genocide, as well as its recognition and
compensation by Turkey.

He added that the Armenian Church will be taking consistent steps in
the matter of retrieving Armenians’ church property in Turkey. “We
will apply to international legal structures, but Armenia, as a state,
should support us”, he said.

He also expressed his concern over the gradual destruction of Armenian
communities in Syria, Iraq and Ukraine and stressed the need to provide
every possible help to the Armenian communities in these countries.

For his part, Catholicos of All Armenians Karekin II stressed the
importance to strengthen the Armenia- Diaspora-Artsakh relations even
more to achieve the important goals for the Armenians worldwide. One
of the priority goals is to gain recognition of the Armenian Genocide
in Ottoman Turkey, he said.

The Armenian state has numerous problems related to crimes, illegal
phenomena and shortage of justice, Aram I, Head of the Catholicosate
of the Great House of Cilicia, said at V Armenia-Diaspora Forum.

“However, it does not mean that we should turn our back on the
Motherland. We should help Armenia to gain fair settlement of
the Karabakh conflict and to achieve recognition of the Armenian
Genocide in Ottoman Turkey”, he said. Aram I also stressed the need
