A young Arab man was killed and two Armenians, Sh. Shahinian and A.

Solakian, were injured. Their condition is said to be not serious,
said the source.

La Russie achèvera la prestation de vente d’environ 100 chars T-90
a l’Azerbaïdjan debut de l’annee prochaine et est prete a moderniser
les anciens tanks utilises par l’armee azerbaïdjanaise, selon un haut
officiel russe de l’industrie de la defense.

L’agence de presse Itar-Tass a cite Esen Topoev, un proche
collaborateur du chef de la direction de Rosoboronexport, disant que
la Russie pourrait aussi vendre des missiles anti-navires a Bakou
et ouvrir des installations en Azerbaïdjan pour les reparations et
l’entretien du materiel militaire russe.

L’Azerbaïdjan a commence a recevoir les chars T-90 l’an dernier
dans le cadre de contrats russo-azerbaïdjanais de defense signes en
2010-2012. Selon Topoev, ces expeditions seront terminees >.

azerbaïdjanaise recevra l’ensemble de ces armes d’ici la fin de 2017.

Aleksandr Fomin, chef de l’agence gouvernementale russe en charge
des exportations d’armes, et Anatoly Isaykin, le directeur general
de Rosoboronexport, auraient discute avec le ministre de la Defense
de l’Azerbaïdjan Zakir Hasanov sur la possibilite de plusieurs de
ces offres quand ils ont visite Bakou en Juin. Le service de presse

La majorite pro-gouvernementale du Parlement a rejete hier le projet
de loi de l’opposition qui aurait retarde l’application de nouvelles
règles controversees d’imposition qui ont suscite des manifestations
de petits commercants.

L’Assemblee nationale n’a pas reussi a atteindre le quorum lors d’une
session extraordinaire demandee par l’opposition, mais boycotte par
les deputes du Parti republicain. Le boycott signifie que l’Assemblee
ne pouvait meme pas debattre des amendements a la loi fiscale.

La loi en question impose une taxe sur le chiffre d’affaires pour les
petites entreprises et les entrepreneurs individuels dont les revenus
annuels ne depassent pas 58 millions de drams ($ 140,000). Plus
tôt cette annee, le gouvernement a fait adopter les amendements du
Parlement qui coupent le taux de l’impôt sur le chiffre d’affaires
de 3,5 a 1 %.

Dans le meme temps, les amendements, a compter du 1er octobre,
obligent les entites a fournir aux autorites fiscales les documents
justificatifs de l’ensemble de leurs transactions avec les plus grands
fournisseurs. Ne pas le faire serait passible de lourdes amendes. Le
but officiel de la mesure est de lutter contre l’evasion fiscale.

Des centaines de proprietaires de petites entreprises ont organise
une serie de manifestations contre cette mesure au cours de la semaine
ecoulee. Ils disent qu’ils ne peuvent pas s’y conformer parce que les
commercants de gros refusent systematiquement de delivrer des recus
pour eux.

L’opposition a soutenu les commercants qui manifestaient devant le
bâtiment de l’Assemblee nationale a Erevan, hier et avant-hier. Les
representants des quatre factions minoritaires leur ont dit qu’ils
ont ouvert une session du parlement extraordinaire afin d’exiger que
l’entree en vigueur des nouvelles règles fiscales soit reportee a
janvier 2016.

Seuls 37 membres du Parlement sur 131 sièges, dont la quasi-totalite
d’entre eux des deputes de l’opposition, se sont presentes pour le
debat prevu plus tard dans la journee, ce qui signifie que la session
extraordinaire ne peut pas aller de l’avant.

Les manifestations se sont propagees hier a la deuxième plus grande
ville de l’Armenie, Gumri. Quelque 700 commercants locaux se sont
reunis pour exiger egalement l’abrogation de la mesure controversee.

LE GROUPE SUR LES REPARATIONS DU GENOCIDE ARMENIEN PUBLIE SON RAPPORT FINAL

L’Armenian Genocide Reparations Study Group (groupe sur les reparations
du Genocide armenien- AGRSG) vient de terminer son rapport final >. Le rapport propose une analyse globale sans precedent des
dimensions juridiques, historiques, politiques et ethiques de la
question des reparations pour le genocide armenien de 1915-1923,
y compris des recommandations specifiques pour les elements d’un
ensemble de reparations complètes.

Avant la formation de l’AGRSG en 2007, le discours limite sur les
reparations pour le genocide armenien de 1915 a 1923 comprenait des
notions abstraites de retour de territoroires, en consideration des
aspects particuliers tels que les poursuites contre les assurances,
des oeuvres universitaires et d’autres ont porte sur une partie
specifique de l’ensemble du sujet , et parfois de courtes oeuvres
precieuses traitant la question mais sans analyse globale ou detaillee.

L’AGRSG a ete forme en 2007 par quatre experts dans les differents
domaines de la theorie et de la pratique des reparations. Leur mission
etait de produire la première, systematique, globale, analyse en
profondeur des questions de reparation soulevees par le genocide
armenien. Finance initialement par une subvention de la Federation
Revolutionnaire Armenienne (FRA)(1) , les membres de l’AGRSG sont
Alfred de Zayas, Jermaine O. McCalpin, Ara Papian, et Henry C.

Theriault (president). George Aghjayan a servi de conseiller special.

Après un accord rapide qu’une certaine forme de reparation est une
reparation appropriee pour l’heritage du genocide armenien tel qu’il
est aujourd’hui, l’AGRSG a prepare un rapport preliminaire, qui a
ete publie pour une distribution limitee en 2009. L’achèvement du
projet a ete suivi par trois colloques. Le premier a ete une table
ronde avec trois des auteurs du rapport, qui s’est tenue le 15 mai
2010 a l’Universite George Mason aux Etats-Unis, en collaboration
avec l’Institut de l’universite pour l’analyse et la resolution
des conflits. Le second etait un important symposium d’une journee
avec les quatre co-auteurs et un certain nombre d’autres experts sur
les reparations pour le genocide armenien, menee a l’Universite de
Californie, Los Angeles (UCLA) School of Law a travers l’International
Human Rights Law Association le 23 Octobre 2010. Le troisième etait une
conference par deux des auteurs du rapport qui s’est tenue a Erevan,
en Armenie, le 11 Decembre 2010. L’AGRSG publie aujourd’hui une large
diffusion de son rapport final, une revision approfondie et mise a
jour de l’edition 2009 du rapport preliminaire.

Le rapport final de l’ AGRSG reste le seul qui englobe tout,
approche systematique et approfondie sur les reparations sur le
genocide armenien. Le rapport examine le cas des reparations via des
perspectives juridiques, historiques et ethiques (parties 4, 5 et 6,
respectivement), propose un plan pour un processus de reparation
en s’appuyant sur la theorie de la justice transitionnelle et la
pratique (partie 7), et propose un pack de mecanisme de reparation
(parties 3 et 8). Le rapport comprend egalement un fond sur le
genocide armenien (Partie 1) et les dommages causes par celui-ci et
leurs impacts aujourd’hui (Partie 2). Grâce a sa large diffusion,
ce rapport comble une lacune cruciale dans le travail scientifique
et le discours politique sur le genocide armenien. Il permettra aux
personnes turcs et armeniennes ainsi qu’a la societe civile et aux
institutions politiques des informations, des analyses et des outils
pour s’engager sur la question du genocide armenien d’une manière
systematique qui prend en charge sa resolution.

L’epoque actuelle est optimale pour la publication du rapport. L’annee
du 100e anniversaire du debut du genocide, 2015, verra un interet
grandement accrue international des politiques, des chercheurs,
des medias, des artistes et du public dans le genocide. En outre,
au cours des dernières annees, des reparations pour le genocide sont
passe d’une preoccupation marginale a un point central dans les milieux
populaires et academiques. Une grande partie de l’accent a ete mis sur
la reparation individuelle des cas juridiques au coup par coup. Ce
rapport represente une etape decisive vers un processus beaucoup
plus large et globale de la reparation qui est adequat pour resoudre
les vastes dommages du genocide. En outre, un veritable engagement,
non-negationniste vis-a-vis de l’heritage du genocide se developpe
en Turquie. Enfin, dans la dernière decennie, on a vu emerger un
mouvement mondial de reparations impliquant de nombreux groupes de
victimes a travers un ensemble de violations massives des droits de
l’homme. Le cas armenien a une place au sein de ce mouvement.

Troika Condemns Provincial Mayor’s Failure To Authorize Rally

The three political parties making up an informal parliamentary
minority coalition have condemned the decision by the mayor of Ararat
to essentially deny authorization of an upcoming gathering in the town
scheduled to be held ahead of the joint big rally in capital Yerevan.

The Prosperous Armenia Party, the Armenian National Congress and
Heritage issued a joint statement today, describing the rejection of
their bid for the October 3 rally in Ararat as a “political order”.

The three parties known as troika have been making trips to the
provinces since September 25 and plan to hold gatherings in eight towns
across Armenia. They say that their applications in all places, except
Ararat, had been granted, but the mayor of Ararat, according to them,
“first did not reply to those who presented the rally notification
in a manner stipulated by law, and explained the refusal by grounds
not provided by law.”

“At the municipality of Ararat there was no application for a rally
either for the day of the rally for which the notification document
was submitted or any other day ahead that would be displayed in a
place designated under law,” the statement reads, adding that the
actions of the mayor were appealed at a court, but the court did not
grant the suit, citing some “inaccuracies” in the bid.

“But according to the requirement of the law, in case of finding
inaccuracies in a notification application the Mayor’s Office was to
immediately inform the applicants about it and provide them with a
reasonable period for correcting the inaccuracy,” the troika says.

The three parties conclude: “Thus, the actions of the mayor of Ararat
and the decision of the court represent clear illegalities and a
political order. Based on this, we consider that our application
for holding a rally in V. Sargsyan Square in the town of Ararat on
October 3 is accepted.”

The world is in turmoil. The Middle East is once again a powder keg
and new alignments are taking shape.

The brutality of ISIS has captured the world attention and has
upset the political agenda in many countries. The emergence and the
advances of that evil force have pushed many of the world problems
to the back burner.

In this background, it would have been unrealistic to expect the world
to dedicate any capital to our 100-year-old wound, still festering and
to Armenia’s plight under Turkish-Azeri blockade, as well as the rising
militancy of our immediate neighbor, Azerbaijan. Armenia’s voice would
have been drowned out in this overcrowded political landscape. However,
it was the task and the mission of Armenia’s leaders to rise above
the complex and conflicting noises and to enunciate its agenda,
its mission and its message. That is what Armenia’s President Serge
Sargisian did at the recent General Assembly of the United Nations.

President Sargisian’s speech at the UN forum represented the most
comprehensive and assertive agenda that defines Armenia’s destiny
in a world of indifference. That speech brought to light Armenia’s
predicament and the factors exacerbating it.

On the eve of the Genocide Centennial, the president thanked all the
countries which in one form or another have recognized the Armenian
Genocide. By the same token, he blasted Turkey for its contrived denial
of that historic tragedy. It was also a built-in response about the
Zurich Protocols of 2009, which Turkey has failed to ratify, despite
international pressure. It was a little undiplomatic challenge to
Turkey but very appropriately phrased when he said: “To hell with
your ratification.”

Because of recent political developments in the Middle East, the
Genocide issue had become a relevant topic with the bombing of the
Martyrs’ Church in Deir Zor, reminding the world that ISIS not only
had startled the major powers by its beheadings but it had committed
a major crime by bombing the remains of the Genocide victims.

Azerbaijan, with the help of some Islamic nations, had been able to
pass three non-binding resolutions at the UN, prompting some critics
of Armenia’s government to portray these resolutions as the failure of
Armenia’s foreign policy. Azerbaijan, in its turn, had been trumpeting
that Armenia was ignoring that world body’s resolutions (UN Security
Council Resolutions 853, 874 and 884). That was providing Azerbaijan’s
apologists to hold Armenia in contempt of international law.

Therefore, it was the most appropriate forum to settle the scores
once and for all that Azerbaijan itself has not complied with those
resolutions by meeting its share of responsibility in those very
same resolutions.

President Sargisian once more reiterated that there is no alternative
to ending the Karabagh conflict than the peaceful settlement through
negotiations. And the proper vehicle remains the Minsk group of the
Organization for Security and Cooperation in Europe (OSCE), which
has a good command of the intricacies of the conflict.

All in all, it was a powerful message, which found a positive resonance
in the media and political circles because the two demons that are
threatening Armenia have their own problems with the international
community. To begin with, Turkey has not been responsive to President
Obama’s call to join the coalition to fight ISIS, which has been
threatening not only the regional countries, but also the interests
of world powers. President Obama’s appeal has fallen on deaf ears
in Ankara. While the civilized world is struggling to contain and
destroy ISIS, Turkey has been arming them and helping that group to
attain its selfish agenda, a top priority of which is to destroy the
Kurdish enclave in Syria, which may pose a potential threat to Turkey,
whose large Kurdish minority is agitating for more rights.

After being elected president, Recep Tayyip Erdogan, Turkey’s former
prime minister, he made his first foreign trip to the US and he was
expecting better treatment than what he was accorded. He received
a cold shoulder in diplomatic circles when the most he received was
a meeting with Vice President Joe Biden. It is also rumored that he
was infuriated at a reception when the protocol had been downgraded.

Despite its caviar diplomacy, Azerbaijan is in worst shape and it has
almost become a pariah state because of its human rights abuses. The
UN subcommittee on Prevention of Torture recently suspended its visit
to Baku because the latter was found to be uncooperative with that
world body.

Human rights groups and the international press have been extremely
critical of Azerbaijan’s repressive regime. Even President Obama,
in one his recent speeches, castigated the leaders in Baku for their
authoritarian rule.

Europe’s foremost human rights body came out with a very damning
statement, which says, “The Azeri government’s systematic crackdown
on human rights defenders and other perceived government critics shows
sheer contempt for its commitments to the Council of Europe. To let the
relentless repression go on unanswered threatens the very credibility
of the institution.” (Giorgio Gogia, senior South Caucasus researcher
at Human Rights Watch.)

Recently Armenia emerged ahead of Azerbaijan in the index of media
freedom in the Eastern Partnership countries.

Thomas De Waal, a senior associate in the Russian and Eurasian program
at the Carnegie Endowment for International Peace, is no friend of
Armenia by any measure. But he warns western countries about the
potential danger that Azerbaijan poses to the region and to the
interests of the Western powers.

In a paper released on September 26, here is how De Waal defines
Azerbaijan’s dangerous political trends: “In recent months,
Azerbaijan’s leaders have embarked upon the biggest human rights
crackdowns in wider Europe and have taken a more bellicose line on
their number-one domestic and foreign policy issue: the protracted
conflict with their country’s longtime foe, Armenia. Western
policymakers need to pay more attention and ask themselves what this
new hard line means to both Azerbaijan and its neighbors.

De Waal’s conclusion is even more alarming when he writes at the end
of his paper: “This is a dangerous dynamic. It seems only a matter
of time until a combination of Azerbaijan’s domestic insecurity, its
military build-up and the instability of the ceasefire live push Baku
to abandon peace talks and embark on a campaign to reconquer Karabagh
by force — a move that all outside experts on the conflict predict
would end in a catastrophe for all sides.”

When Armenia warns of the situation, many world leaders ascribe it
to self-interest. But when experts bring out the potential danger,
Armenia’s warning becomes more meaningful.

It is in this backdrop and context that President Sargisian raised
his voice, hopefully for a more attentive audience.

The irony of the situation is that after this gripping performance,
the president is heading home to face the opposition, which is asking
for his resignation. Armenians are living in an unreal world. When the
country is at war against poverty, against depopulation, against the
blockade while its destiny still hangs in limbo, between the European
Union and the Customs Union, it behooves all forces to rally to win
the war and then settle domestic scores. This position does not absolve
the government of its corruption, nor does it justify actions such as
the reappointment of a criminal kingpin Liska (Souren Khachatryan) as
the governor of Syunik province. All in the opposition ranks today,
however, have taken their turn at the helm of power and they have
not fared any better.

Historically, our petty quarrels have cost the loss of our homeland.

Let us win the war and then settle the scores.

On September 28, the Pontifical visit of His Holiness Karekin II,
Catholicos of All Armenians, was commenced.

During the visit a Divine Liturgy was held in the St. Gregory the
Illuminator church of Singapore, upon completion of which His Holiness
offered a Blessing service for the memorial to the victims of the
Armenian Genocide, that is placed in the courtyard of the church, as
well as the blessing service of two carved cross-stones (khachkars)
dedicated to the memory of His Eminence Archbishop Aghan Paleozian
of Blessed Memory, former Primate of the Diocese of Australia and
New Zealand.

The ceremony was attended by representatives of the local Armenian
community, students of the Singapore International School, clergy of
sister Christian churches and diplomats.

In the evening, a reception was held in the famous Raffles Hotel,
that was originally established by Armenians.

During the event, His Excellency Mr. Armen Sargsian, Ambassador of
Armenia to Singapore, delivered remarks. In his speech, the Ambassador
emphasized that the pastoral visit of Catholicos of All Armenians
to Singapore once again proves the concern of His Holiness in the
restoration and conservation of churches, and the special treatment
of Holy Etchmiadzin towards the local Armenian community.

The Catholicos of All Armenians offered His blessings to the attendees;
congratulating them on the successes of the previous years and urging
them to continue the noble mission of Armenian preservation.

On September 29, a concert was held in the St. Gregory the Illuminator
Church Hall; with performances by the talented local Armenian
musicians.

Tokmakjian Group Trading Company Shut Down In Cuba Over Corruption S

TOKMAKJIAN GROUP TRADING COMPANY SHUT DOWN IN CUBA OVER CORRUPTION SCANDAL

PanARMENIAN.Net – Cuba has shut down one of the most important western
trading companies in the country as an investigation into alleged
corrupt import-export practices broadened to a second Canadian firm,
foreign business sources said on Friday, September 16.

According to Reuters, state security agents on Friday watched
who entered the building in Havana’s Miramar Trade Center where
Ontario-based Tokmakjian Group, one of the top Canadian companies
doing business on the communist-run island, has its offices.

The company offices on the fourth floor were sealed with a notice
that it had been closed by Cuban State Security.

“We received notice on Monday from the foreign ministry and the Council
of State, which is the procedure in such cases, to stop all dealings
with the Tokmakjian Group,” said an employee of a Cuban company that
does business with the firm.

Tokmakjian Group is estimated to do around $80 million in business
annually with the Caribbean island, mainly selling transportation,
mining and construction equipment. The company is the exclusive Cuba
distributor of Hyundai, among other brands, and a partner in two joint
ventures replacing the motors of Soviet-era transportation equipment.

Company officials were not immediately available for comment.

Cuban authorities shut down Canadian firm Tri-Star Caribbean on July
15 and arrested company president Sarkis Yacoubian. The company,
considered a competitor of Tokmakjian Group, did around $30 million
in business with Cuba.

Cuban President Raul Castro has made fighting corruption a top priority
since taking over for his ailing brother Fidel in 2008, and in the
past year a number of Cuban officials and foreign businessmen have
been charged in graft cases.

Tri-Star Caribbean did business with around half of the 35 Cuban
state companies authorized to import, from tourism, transportation
and construction to the nickel and oil industries, communications
and public health.

The whereabouts of the man who founded the family business, Cy
Tokmakjian, of Armenian heritage, born in Syria and educated in Canada,
was not clear on Friday.

Tokmakjian, a former mechanic, is a self-made millionaire with
interests in Canada and other countries besides Cuba, where he is a
well known figure. He made his first deal with the Caribbean island
in 1988.

According to Mesrop Harutyunyan, there are 1 or 2 TV companies
that voice views different from the state. According to the “Media
Freedom Index in Eastern Partnership Countries” report, among the
Eastern Partnership countries, in the first half of 2014, Armenia
ranked the fourth. Georgia was on top of the list followed by Moldova
and Ukraine. Whereas Armenia is ahead of Azerbaijan and Belarus. In
this regard, Aravot.am talked to media expert Mesrop Harutyunyan. He
said that he agrees with the estimation given to Armenia. “It cannot
be due to legislation, because our legislation is highly provided:
there is a certain provision of freedom of expression both by the
Constitution and the laws.” In the nomination of “practice section”,
where the maximum score is 1110, Armenia gained 603. Mr. Harutyunyan
thinks that this score is in compliance with the current state of the
Armenian media. Mesrop Harutyunyan illustrates the cases of violence
against the journalists of “Chorrord Ishkhanutyun” and “A1+” media
or obstructing their work, noting that no criminal proceedings was
filed for both cases. “Year by year, we see exertion of pressures on
the media by the state and the authorities, and there are lawsuits
that lead to deterioration in the state of affairs of the freedom of
media.” Referring to nomination of “Internet and New Media” section
(in which, Armenia gained 117 points out of the maximum 150), Mesrop
Harutyunyan mentioned that explicit and sometimes hidden control
tendencies are observed recently. Mr. Harutyunyan agrees with the
scoring given to the Armenian television under the “Media Freedom
Index in Eastern Partnership Countries” report (Armenia gained 65
points out of the maximum 150), because he believes that the level
of freedom in broadcasting companies of Armenia is very low. “This
implies to both public broadcasters and the private broadcasters.

There are 1 or 2 channels that may voice views different from the
state.”

LA DESTRUCTION D’UNE EGLISE ARMENIENNE EN SYRIE EST UN GENOCIDE CULTUREL DECLARE LE VICE-PRESIDENT DU PARLEMENT ARMENIEN

Le vice-president du Parlement armenien Edward Sharmazanov a condamne
l’acte terroriste contre l’eglise armenienne Saint-Martyrs a Deir
ez-Zor, le qualifiant de genocide culturel alors qu’ il rencontrait
le vice-president du senat tchèque Miluse Horska a Prague.

Le Ministre des Affaires etrangères d’Armenie Edward Nalbandian a
publie une declaration plus tôt condamnant la destruction de l’eglise,
qui abritait les restes des victimes du genocide armenien. Il
l’a qualifie de “barbarie epouvantable”, exhortant la communaute
internationale a reduire les sources d’approvisionnement, le soutien

Lors de la reunion avec le fonctionnaire tchèque Edward Sharmazanov
aurait souligne que ce qui est arrive a l’eglise armenienne en Syrie
est la destruction non seulement des valeurs spirituelles armeniennes,
mais aussi des valeurs chretiennes communes et c’etait la continuation
de la destruction des monuments armeniens du Nakhitchevan et en
Turquie.

Le legislateur armenien a declare que la condamnation de la communaute
internationale de la destruction du patrimoine culturel armenien aurait
pu empecher l’explosion de la Sainte Eglise des Martyrs a Deir ez-Zor.
