Les quotidiens rendent compte des entretiens des copresidents francais
et russe du Groupe de Minsk avec le President Sarkissian et le Ministre
des AE, Edward Nalbandian. L’etape actuelle des negociations et le
prochain sommet des Presidents d’Armenie et d’Azerbaïdjan a Paris
a l’invitation du President francais sont demeures au coeur des
entretiens. Le President Sarkissian a juge preoccupant la position > dont fait preuve Bakou a la veille de chaque sommet
bilateral. Il a reaffirme la disponibilite de l’Armenie a poursuivre
les efforts conjoints avec les copresidents du Groupe de Minsk au
profit d’un règlement pacifique du conflit.

Edward Nalbandian, quant a lui, a estime que tout en faisant semblant
d’etre pretes a l’elaboration d’un accord de paix, les autorites
azerbaïdjanaises tenteraient de transferer le dossier de règlement du
conflit dans d’autres instances et de faire echouer le processus mene
sous l’egide du Groupe de Minsk. Se faisant l’echo de la declaration de
son homologue azerbaïdjanais, qui avait fait part de la disponibilite
de son pays a commencer a travailler sur le texte d’un accord de
paix, M. Nalbandian a accuse Bakou de prendre ses reves pour la
realite. Selon lui, a la veille du sommet parisien, Bakou fait ainsi
montre de sa position non serieuse par rapport au règlement du conflit.

Au terme de leurs entretiens a Bakou et a Erevan, les mediateurs
ont diffuse une declaration, indiquant que dans les deux capitales,
ils ont discute des preparatifs du prochain sommet de haut niveau
a l’initiative du President de la Republique francaise. Ils ont
exhorte les parties a prendre des mesures pour reduire les tensions
et a eviter le recours a la force en particulier a l’encontre de la
population civile.

The sale of weapons to a government committing genocide is like the
sale of weapons to Nazi Germany during World War II.

In light of the increased manifestations of hatred in Azerbaijan
against the Armenians, Azerbaijan’s increasing military strength
and the rise in internal tensions there, it is feared that if war
breaks out again between Azerbaijan and the Armenians in the enclave
of Nagorno-Karabakh, there will be massacres against the Armenian
population in that contested region.

And yet, despite the handwriting on the wall, last month Defense
Minister Moshe Ya’alon flew to Azerbaijan to meet with the heads of
its military and state, including the president.

As far as the Armenians are concerned, the conflict with the Azeris
is a fight for survival, a fight for their right to live in the
Nagorno-Karabakh region. Next year will mark 100 years since the
genocide against the Armenian people. An Azeri assault, if one takes
place, could be a sorrowful reminder of the events of those days.

But perhaps it is not too late to prevent escalation. Israel has a
moral obligation in this matter, beyond its international obligations.

It would be very serious if it turned out that Azerbaijan’s security
forces committed war crimes and crimes against humanity using Israeli
weapons.

Study Revealed: Ancient Humans Innovated Stone Tools

Thousands of artifacts from the Paleolithic era recovered from a
325,000 years old place in Armenia, an archaeological study, published
in the journal, Science stated. These artifacts allow researchers to
collect data regarding how ancient advancements developed and spread
around the globe.

According to the researchers, ‘local innovation’ rather than
‘population expansion’ seems to be the major reason that drove
technological developments into the old world. Certainly, this means
our ancestors didn’t need to wait for the technology transfer.
Instead, they better develop new technologies on their own. This was
the way how technologies emerged in Eurasia around 325,000 years ago.

Group of researchers from all over the globe, including a group Royal
Holloway, University of London had basis to think that an ancient
technique named as ‘Levallois’ was used to create hunting weapons such
as stone tools. These weapons were actually originated in Africa and
transmitted to the other continents with the passage of time.
Moreover, this technology was in fact previously part of these
earliest Armenian groups, who flourished 325,000-335,000 years ago.
Another technique used in this region is known as ‘Bi-face’ which
could be believed as somewhat similar to Levallois. These instruments
were firstly analyzed by the researchers and told that the volcanic
material was used in them, which was discovered in Nor Geghi in Kotayk
Province, Armenia.

Israel must not sell arms to the Azeris

During my visit to Armenia last May, to receive a prize from the
Armenian president, I was told about the tension in Nagorno-Karabakh,
which is mostly populated by Armenians (as a result of the imperialist
policies of the Soviet Union).

This tension is the result of the six-year war in the region between
the Armenian inhabitants and Azerbaijan, during which some 30,000
people were killed and hundreds of thousands were forced to leave
their homes.

The Armenians, who were fighting for their homes, were able to
overcome the Azeri army, which was much stronger than they were, and
were able to maintain control of the region. In 1994, a fragile,
Russian-brokered cease-fire was arranged.

However, 20 years later, international efforts to urge the Armenians
and Azeris to an agreed-on solution have been unsuccessful. On my
visit to Armenia, I heard the Armenian complaints about escalation in
the region and about war crimes committed by Azerbaijan.

I was also told about breaches of the cease-fire agreement by
Azerbaijan just recently, and about Israel’s involvement in the
conflict. It seems that the Azeris are trying to goad the Armenians
into responding to breaches of the agreement, so the Azeris will have
an ostensible reason to take over the enclave.

In early August, Azerbaijan President Ilham Aliyev visited the front
and told the soldiers, “We have weapons we have purchased from foreign
sources, which meet the highest standards in the world.”

Russia and many other countries, among them the United States and
France, have condemned the escalation, and said that the only solution
to the conflict is diplomatic.

With the outbreak of the war, in 1992, the Organization for Security
and Co-operation in Europe asked its member states to ban export of
weapons to those involved in the conflict in Ngorno-Karabakh. Britain
and Germany prohibit the export of weapons to Azerbaijan and, as far
as we know, the United States does not permit the export of weapons to
that country over concerns that it could be used against Armenia.

According to reports in the foreign press, in recent years Israel is
one of the leading exporters of weapons to Azerbaijan – if not the
primary one.

Together with Russia, Israel is openly ignoring the weapons embargo.
In February 2012, foreign media outlets and Haaretz reported that
Israel signed an agreement to supply $1.6 billion-worth of weapons to
Azerbaijan. At least two Israeli drones have fallen in
Ngorno-Karabakh, the latest one this past August.

This is not the first time Israel has supplied weapons to a country
that is committing genocide. Israel sold weapons to the Serbs during
the Balkan war in the early 1990s, during which time the United
Nations had imposed an embargo.

The sale of weapons to a government committing genocide is like the
sale of weapons to Nazi Germany during World War II.

Israel must refrain from such acts also because we are a people of
Holocaust survivors. A tragic crime and humanitarian disaster could
take place in the centennial year of the Armenian genocide, which
continues to go unrecognized by most countries.

In mid-August, attorney Eitay Mack and I submitted an urgent request
to Dubi Lavi, the head of the department in the Defense Ministry that
monitors weapons exports, to stop Israel’s weapons sales to
Azerbaijan. We demanded that he use his authority to revoke or delay
permits that the Defense Ministry has given for such sales, at least
until the end of the current escalation.

We received an answer that hardly heralds change: “We have closely
examined the statements in your letter. Security export is carefully
examined … considerations of human rights and conflict zones worldwide
are seriously weighed.”

The writer and Eitay Mack are working to make public the sales of
Israeli weapons to countries who commit war crimes and crimes against
humanity.

Temptation to misuse terrorism laws ‘too strong’

Civil liberties Leading QC calls for judicial oversight of new
security legislation.

Human rights lawyer Geoffrey Robertson, QC, has warned that any new
terrorism legislation will be used in the future to prosecute everyone
from drug dealers to tax evaders.

The celebrity barrister, speaking from Sydney on Friday, told AFR
Weekend that the new terrorism laws would have unintended consequences
and result in an erosion of civil liberties.

“There is an increasing demand once you get away with using these
powers in relation to somewhat unlikely terrorist threats, then they
will be used for other reasons,” he said.

“And you will find … that these powers will be used to hunt down tax
avoiders, they will be used for drug smuggling. Once you open
Aladdin’s cave to law enforcement, there will be no stopping them.”

The comments from the British-based human rights lawyer came hours
after a suspected Islamic State sympathiser shot dead a soldier in
Ottawa, Canada, and then went on a firing spree inside Parliament.

It was the second killing in Canada within three days and came as the
Canadian government was due to table new anti-terrorism legislation.

The Australian government is attempting to pass the second tranche of
laws aimed at combating so-called freedom fighters, which creates a
new offence of advocating terrorism, as well as prohibiting travel to
particular countries.

Mr Robertson warned against the laws, saying any new terrorist threat
caused a knee-jerk reaction that more laws were needed.

“The extensive powers that the federal police and intelligence
agencies already have are probably sufficient,” Mr Robertson said,
adding that they have been used to foil a number of plots.Judicial
oversight key

The key to any new laws which further eroded civil liberties was that
there should be sufficient judicial oversight and an ability to
investigate whether such draconian powers had been properly exercised,
he said.

“There has to be vigilance over the misuse, because just history tells
us that give these powers unchecked and the temptation to misuse them
will be too strong.”

Mr Robertson also raised concerns over proposed laws that make it
illegal for anyone, including journalists, to disclose special
intelligence operations, which could carry a 10-year sentence.

“I do think the principle objection to the bill is the way it
constrains and chills free speech about an important area of
government activity,” he said. “There should at least be a public
interest defence.”

Mr Robertson was in Greece last week with the newly married Mrs
Clooney, Amal Alamuddin, advising the Greek government on its push to
have the Elgin Marbles returned to the Parthenon from the British
Museum.

He then flew to Australia to promote his new book, An Inconvenient
Genocide: Who Now Remembers the Armenians?, which details the mass
killing of the Armenian people by the Ottoman Turkish Empire during
the First World War.

Mr Robertson said a number of parallels could be drawn between the
events that began in 1915 and what was happening today in northern
Iraq and Syria. It was clear, he said, that IS was committing
fundamental war crimes by executing prisoners of war, but there had
also been killings of Christian and Shiite communities due to their
failure to convert.

“That is genocide that we are entitled to stop if either state – Iraq
or Syria – fails or cannot meet their responsibilities to protect
their own civilians,” he said.

the Witness” devoted to the 100th commemoration of the victims of the
Armenian genocide in 1915.
The Project is a result of the joint work of the creative team of the
Fund “People of the World” : including the author of the music and
lyrics Ellina Samarina, the performer Edward Mher, the author of the
idea and director of the video clip Serj Gabyan, producer Stefan

Exchange Visit to Turkey

24 October, 2014, YEREVAN Heifer Armenia’s partner from
Turkey-Gumushane National Educational Provincial Directorate hosted
around 30 representatives of travel agencies and tourism sector
service providers from Armenia, Bulgaria and Georgia on 18-22 October
2014 in the framework of the EU funded Promoting Innovative Rural
Tourism (PIRT) project. The project is implemented by Heifer Armenia
as a lead partner in cooperation with Heifer Georgia, VEDA (Varna
Economic Development Agency in Bulgaria) and Gumushane National
Educational Provincial Directorate from Turkey.
The regional group of tourism sector service providers and
representatives of travel agencies were in Turkey on exchange visit to
discover the flavor of Turkish rural tourism and learn from the best
practice of Turkish partners on how to promote rural tourism and
productively run their businesses serving the tourism sector in their
home countries. This exchange visit in addition to the exchange visits
to Armenia, Bulgaria and Georgia organized within the project provided
one more opportunity to the participants to cooperate with the
partners engaged in the regional network of tourism service providers
from 4 countries.
“The tour was very impressive and very productive too”, said Anahit
Ghazanchyan, Heifer Armenia Country Director. “We visited such
attractions of Turkey as Gumushane Karaca cave, Bayburt Baksi Museum,
Aydintepe underground city, Trabzon Uzungol, Sumela Monastery,
Ayasofya church, Rize ayder plateau, tea, nut and sucuk factories and
Bed and Breakfast businesses etc. all along or close to the Black Sea
coast”, noted Ms. Ghazanchyan. Ms. Ghazanchyan added that the exchange
visits to Armenia, Georgia and Turkey provided wonderful opportunity
to travel agencies and service providers from the region to share
their practice, gain from each other and identify how they can work
together to attract tourists for travelling to the Black Sea Basin
region within one single package (Single cross border visitor’s
package) developed within the project.
Ms. Medea Tsitskishvili, PIRT Project Coordinator from Georgia
stressed the importance of the visit in terms of strengthening the
network and cooperation between the service providers from partner
countries for future joint initiatives. “The service providers and
travel agents from Georgia, Armenia, Bulgaria and Turkey had one more
chance to meet, network and discuss opportunities of future
cooperation to foster rural tourism in the region”, said Ms.
Tsitskishvili.

The PIRT project is directed at supporting regional cooperation and
cross border partnerships for economic and social development in four
Black Sea Basin countries (Armenia, Bulgaria, Turkey, Georgia) based
on combined resources through creation of rural tourism networks in
order to promote joint tourism development initiatives and traditional
products.

In the framework of the project a network of trained and capable local
service providers in rural tourism and travel agencies will be
established which will develop and sell a unique touristic product
Single Cross-border Visitor package (SCBV package). The SCBV package
will increase the inter-flows of visitors on the regional level and
contribute to unprecedented cooperation between national authorities
in the region and intra-country, aimed ultimately to sustaining the
cross-border impacts of rural tourism.
PIRT is co-financed by the European Union in the amount of 472,923.43
EURO through the European Neighborhood and Partnership Instrument. The
project began in November 2013 and its duration is 18 months.
