As is known, Turkish Prime Minister Recep Tayyip Erdogan is to visit
Moscow on 12 January at the invitation of his Russian counterpart
Vladimir Putin.

The Karabakh conflict is among important issues on the agenda.

Turkey sets the Karabakh issue as a provision in normalization of its
relations with Armenia. The Turkish side is taking diplomatic steps to
intensify the Karabakh conflict settlement.

Earlier, the Turkish Premier raised this problem while meeting US
President Barack Obama. This time Erdogan intends to discuss the issue
with Vladimir Putin.

Red Cross Baku Office asks counterparts in Yerevan about missing Azerbaijani

The Baku Office of the International Committee of the Red Cross (ICRC)
asked its counterparts in Yerevan about an Azerbaijani citizen who
went missing in the Tovuz region.

Resident of the Alibayli village in the Tovuz region Tagiyev Eldar
Heydar oglu (born in 1964) went missing Dec. 28. According to
unofficial information, he was captured by the Armenian side. Other
sources report that Tagiyev was shot on the Armenian-Azerbaijani
contact line.

The Azerbaijani State Commission on Hostages, POWs and Missing People
is likely to ask the ICRC to investigate his possible kidnapping, the
commission’s Secretary Shahin Sayilov told journalists today.

The Azerbaijani Defense Ministry has not confirmed this information yet.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. General Assembly’s
resolutions on the liberation of the Nagorno-Karabakh region and the
occupied territories.

Armenia, Georgia and Azerbaijan will create a joint "Caucasian bouquet"
brand name.

New wines under this name will appear in stores as early as next year.

Artoush Lazarian, executive director of the Gumri Development Fund,
head of Armenian office of the Caucasian business and development
network, said in his interview to Business Express that the project
under financial assistance of British International Alert and the US
Embassy in Armenia is being implemented within the framework of the
Business and conflict program. The direct executors of the project
in Armenia are the Gumri Development Fund and the Armenian office of
the Caucasus Business and Development Network.

According to him, the purpose of the project is to show that the South
Caucasus is not simply a geographical area and not just a territory
of conflict, but it is also a single economic space, where successful
cooperation is quite possible. The project involved six wineries and
companies from Armenia and Georgia and five from Azerbaijan. Armenia
is represented by the Yerevan factory of sparkling wines, Voskevaz,
Ijevan and Oshakansky wineries, Van 777 and Mara. Each of these
companies has presented tens of brands of their products, and wines
were selected for the "Caucasian bouquet" among them. 17 items of
different brands of white and red wines represented by Armenia, 13
brands of Georgian winemakers and 9 brand from Azerbaijan have been
selected in the result.

"Specialists from Italy, Britain, Turkey and other countries were
invited as experts. Although the Turkish wines are not included in the
"Caucasian bouquet", Turks are full participants in the project. The
Turkish side is ready to assist in the further promotion of a new
brand in overseas markets and I admit that this step is valuable. The
expert and tasting phases of the project has completed and the wines
are selected. Now designers are busy developing labels and packaging,
creating posters and promotional leaflets. At the beginning of the
next year there is a plan to launch a series of events to be held
in the capitals of all three participating countries, as well as in
Turkey. Presentations and promotions are planned in some European
countries", said Lazarian.

However, there are still some problems. "I think there will be no
problems with the sale of Azerbaijani wines in Yerevan. But I wonder
whether Azerbaijanis would want to invite our winemakers to their
country. The fact is that, as far as I know, this country has a law
under which they are prohibited advertising and selling Armenian
goods. But the idea of Caucasian bouquet becomes senseless without
participation of the production and representatives of one of the
parties involved into the project. Therefore, we have prepared a letter
to the Prime Minister of Azerbaijan for permission for participation
of Armenian wines and winemakers in presentation events in Baku. I hope
that the Azerbaijani authorities will treat this with understanding.

Meetings of scientists, technologists and professionals of the three
countries, organized mainly in Tbilisi, were held in an atmosphere
of ease and open communication. It turned out that many scientists
and winemakers from Armenia and Azerbaijan have known each other
for a long time, since the joint study in Moscow. They were happy
to communicate with each other, they were wondering what is going
on in the field of winemaking in Armenia and Azerbaijan, what are
the problems facing Georgia’s winemakers. In short, such contacts
are always fruitful and consistent with the goals of the project:
to resume the previous working relationships, to create conditions
for a dialogue between experts of different countries", said Lazarian.

Trois clichés authentiques, pris clandestinement par un sous-officier
allemand, ont été rendus publics cette semaine. Des images uniques
prises au Mont Valérien, le 21 février 1944.

Ils sont là. Cloarec, Alfonso, Ramjan, Salvadori et les autres. Mains
attachées aux poteaux, yeux bandés, au pied d’une falaise boisée, face
à leurs bourreaux. Ils viennent d’être exécutés ou vont l’être d’un
instant à l’autre.
Clemens Rüther, lui, est un sous-officier de la Wehrmacht. Ce jour-là,
le 21 février 1944, il les a convoyés ici, au Mont Valérien, devant le
peloton d’exécution. Puis s’est reculé en surplomb de la
clairière. Pour veiller à la sécurité du site, ou pour se
cacher. Seule l’histoire le sait. Une chose est sûre :
clandestinement, il a décidé de fixer son objectif vers les
condamnés. Des patriotes – la plupart étrangers – du célèbre réseau de
Missak Manouchian, l’une des composantes des Francs-tireurs et
partisans de la Main-d’oeuvre immigrée (FTP-MOI), d’obédience
communiste.

Ses photographies, Rüther les garde pour lui et pour lui seul jusqu’en
1985, avant de les transmettre au comité allemand Franz Stock, du nom
de l’aumônier militaire présent au côté des condamnés. En 2003, les
images sont transmises à l’Etablissement photographiques des archives
de la défense (Ecpad), où personne ne semble réaliser immédiatement la
valeur de ces documents. Mais il y a quelques mois, Serge Klarsfeld,
fondateur de l’association des fils et filles des déportés juifs de
France, apprend leur existence, dans le cadre de ses recherches sur
l’identification des quelque 1.000 fusillés du Mont Valérien entre
1941 et 1944.

Des photographies rendues publiques cette semaine par Serge Klarsfeld,
avant la célébration dimanche du 68e anniversaire de la première
exécution massive au Mont-Valérien, le 15 décembre 1941, au cours de
laquelle furent fusillés 70 résistants ou opposants à l’occupant
allemand, dont 52 juifs.

On 27 December President of the Nagorno Karabakh Republic Bako Sahakyan
met head of the "Mesrop Mashtots" expedition Zori Balayana and the
crew of "Armenia" sailing vessel and congratulated them on successful
completion of the first phase of the voyage.

The President noted that the undertaking has special importance for
the entire Armenian people and is another illustration of faith,
bravery, will and unity of Armenians.

Head coach of Armenia’s Greco-Roman Wrestling National team, Olympic
champion Levon Julfalakyan told a PanARMENIAN.Net reporter.

"In February, our team performed quite well in the" World Cup", and
only in the finals our team lost to Russia," Levon Julfalakyan said.

In April, the Armenian fighters returned from the European
Championships with two gold medals, gold medalists were Arsen
Julfalakyan (w/c 74) and Yuri Patrikeev (w/c 120).

At the World Championships in Denmark, Roman Amoyan (w/c 55) won a
silver medal. "I was expecting more medals from the World
Championships, but we will try to correct the mistakes in 2010,"
Julfalakyan said.

According to the head coach, 2010 will be very important for Armenian
fighters, as Yerevan will host "World Cup". "In addition, we prepare
for European and World Championships, " the head coach concluded.

The Azerbaijani mass media have once again lost their way in broad
daylight, trying to depict the Karabakh party in an unfavourable
light. During a day, the woman, who was killed on December 20, 2009
on the NKR and Azerbaijani armed forces’ contact-line first by an
"Armenian" serviceman, then, as it was found out, by an Azerbaijani
soldier, turned from an "Armenian woman" into an Azerbaijani one.

Moreover, a photo of a Georgian woman made in August 2008 during the
war in South Ossetia was attached to the information. The Azerbaijani
mass media have practiced forgeries in their anti-Armenian propaganda
for a long time. This was fixed not only by the Karabakh party. The
Moscow edition New Region notes that the Azerbaijani mass media have,
at least, three times used forgeries for the last three months,
applying photomaterials of various countries for "proving the facts
of the Armenian aggression". Besides the abovementioned forgery
of the Azerbaijani Agency Vesti.az related to the killed woman,
the edition notes as an example the distribution of a photo of a
Georgian soldier killed in August 2008 "to confirm" the Karabakh
party’s losses allegedly taken place as a result of the NKR Defense
Army units’ attacking the Azerbaijani positions. In fact, everything
was exactly the contrary. Besides, the Russian edition unmasked Trend
Azerbaijani information agency, which had informed of the completion
of a documentary about the Karabakh conflict, attaching a photo
of alleged "victims of the Armenian aggression", which, in fact,
turned out to be a photo of deceased citizens of Kosovo taken from
a Canadian francophone website. This forgery related to the tragic
events in Khojaly and placed at some Azerbaijani websites, including
the one of the basic anti-Armenian misinformation center of the Heydar
Aliyev Fund (), the leader of which is the Azerbaijani
President’s wife, was earlier diclosed by the NKR Foreign Ministry.

We have to state once more that against the background of the
proceeding meetings of the Armenian and Azerbaijani Presidents and
the optimistic statements of the international mediators on certain
progress in the Karabakh conflict settlement process, official Baku
and its improvised mass media continue their aggressive information
war against the RA and NKR, using all the means for introducing the
Armenian parties as the misdeeds’ actors and for injecting a new
portion of Armenian-hatred poison into the international community’s
and their own people’s mind. Unfortunately, this destructive policy of
official Baku isn’t properly assessed by corresponding international
structures, which is fraught with nullifying the multiyear peacemaking
efforts. "Democratic" Azerbaijan "integrating" into the West and its
"independent" mass media should finally realize that freedom of speech
is not freedom of misinformation. We hope that in the coming year,
the international community will take the counterproductive actions
of the Azerbaijani authorities more seriously.

Baku will not retreat from principal stance on Nagorno-Karabakh
conflict, that is "restoration of Azerbaijan’s territorial integrity
and withdrawal of Armenian occupants from captured lands", Azerbaijani
President Ilham Aliyev said Dec. 24 in the course of his visit to
Khirdalan city.

"Azerbaijan will not retreat from this principal position. Mobilizing
our whole potential, we will strive to early and just solution to the
problem in accordance with Azerbaijani interests and international
norms. Unfortunately, 2009 was not a decisive year, though high hopes
were put on Karabakh conflict settlement. However, due to Armenia’s
non-constructive position we failed to achieve results. Meanwhile,
presently all the sides to the conflict support the solution of the
issue in frames of country’s territorial integrity. Even Armenian side
was compelled to sign political document stipulating the settlement of
the conflict in the framework of territorial integrity," Aliyev stated.

Azerbaijani President also reiterated army’s readiness for the
resolution of the conflict by military means, adding that wishes to
tackle the issue "peacefully, through negotiations." "Azerbaijani army
and society should be ready to liberate our lands from occupants any
time in every possible way," Aliyev underlined.

According to him, distance between Armenia and Azerbaijan or "more
specifically gulf — either economy or other sectors is increasing
and deepening."

Agos: Despite Everything, Turkey Will Ratify Protocols, Say Turkish

With the aim of meeting and holding discussions with their Armenian
colleagues, two Turkish journalists — Verhat Boratav of CNN Turk
and Badri Gyursel of Milliyet — arrived in Armenia recently and took
the time to respond to Armenian journalists’ questions during a press
conference today.

Speaking about the ratification of the Armenian-Turkish
Protocols, Gyursel noted that if progress in the settlement of the
Nagorno-Karabakh conflict is not registered, Turkey’s Grand National
Assembly (the Millet Meclisi) won’t ratify the Protocols.

At the same time, he noted that he can’t say how events will unfold
over the next few months. "It was perhaps in May of this year that
Turkey’s Prime Minister Erdogan announced in Baku that if no progress
is recorded in the Karabakh issue, even though nothing is noted about
this in the Protocols, they [the Protocols] can’t be ratified. From
that time till today, Turkey’s standpoint on that issue hasn’t
changed," said the journalist from Turkey. Turkey is also concerned
that after Protocols ratification, Armenia will "feel free" and there
won’t be any progress in the Karabakh issue.

"I, personally, would rather that the Karabakh issue not get mixed up
with this issue, but Turkey’s government, being under pressure, felt
under obligation," stated Gyursel. Asked what pressure is Turkey’s
government being subjected to, the journalist said, "both foreign
and internal."

Boratav, in turn, noted that nobody in Turkey was expecting that
Azerbaijan would respond in such a way to this issue: "In this game,
it’s not Armenia and Turkey who are dancing the tango, but rather
this is a tango of 5 states, since participating in the process are
also the U.S, Russia, and Azerbaijan."

By the end of the press conference, the Turkish journalists assured
their Armenian colleagues that, despite everything, Turkey will
ratify the Protocols, and a third party can do nothing about that,
since "Turkey has decided it so."

YEREVAN, DECEMBER 24, NOYAN TAPAN. At the December 24 sitting,
the Armenian government delayed adoption of a decision on annual
awards for high-quality goods and services. On the instructions of
Prime Minister Tigran Sargsyan, henceforth Minister of Economy Nerses
Yeritsian will inform the public about who participates in the vote
and based on what criteria the selection is made. Besides, according
to the prime minister, it is necessary to examine the methodology
and create conditions, under which proposals of NGOs will be taken
into account so as to rule out any "unnecessary talks" and enable
the public to trust the organizations selected.

"When the list of selected companies was announced last year, I
attracted all criticism for the selection of this or that company. Now
we should know who selects and we should feel confident that the choice
is objective. The public should be informed about the commission
members. The public should know that we neither interfere nor put
pressure on the commission in the process of decision making,"
T. Sargsyan said.
