L’ensemble de la presse relève que le Tribunal de première instance
a partiellement satisfait la requete du depute Tigran Arzakhantsian
contre l’hebdomadaire du parti Dachnak ” Yerkir “, qu’il accusait
de diffamation. L’hebdomadaire devra payer au depute 288 000 drams,
tandis que celui-ci reclamait 3 millions de drams. L’hebdomadaire Hetq
consacre sa ” une ” a ce depute controverse connu par son absenteisme a
l’AN qu’il explique par des ” raisons medicales “. D’après ce journal,
il passerait plus de temps a Paris où il possederait une villa luxueuse
qu’a Erevan…

La Banque centrale armenienne a annonce, mardi 14 juin, que l’inflation
des prix a la consommation en Armenie devrait sensiblement baisser
d’ici la fin de l’annee grâce a la relance de la production agricole.

” D’ici la fin de l’annee, nous atteindrons un taux d’inflation
d’environ 5-6% “, a declare Artur Javadian, gouverneur de la banque
centrale. ” Mais je peux vous assurer que son niveau sera meme
peut-etre inferieur a celui-ci. ”

Le Service statistique national (SSN) a enregistre un taux d’inflation
annuel de 9% en mai. Il s’elevait a 11,5% en mars et a 12,4%
en fevrier.

Comme ce fut le cas l’annee dernière, le taux d’inflation est, en
2011, principalement lie a la hausse des prix des denrees alimentaires
sur les marches mondiaux qui a durement touche le secteur agricole
armenien.

avoir un impact positif sur l’inflation. ” En juillet et août, nous
connaîtrons une deflation assez importante. ”

Les autorites ont annonce cette annee que le secteur va enregistrer
une hausse de 10% en 2011. Toutefois, ces previsions ont ete remises
en question en mai suite a une serie de violentes tempetes de grele
qui ont mis en peril plusieurs cultures agricoles a travers le pays.

La production agricole est devenue l’une des priorites de la politique
economique du gouvernement armenien cette annee. Les autorites ont
notamment facilite l’attribution de prets aux agriculteurs armeniens
via trois banques. Ces dernières ont accepte d’abaisser leurs taux
d’interet de plus de 20% a 14,8%.

A. Javadian a indique que dans le cadre de ce programme de pret,
quelque 12 000 agriculteurs ont deja recu ces prets representant près
de 7,5 milliards de drams (20 millions de dollars). Le montant moyen
d’un pret s’elève a 620 000 drams.

Selon le gouverneur de la Banque centrale, d’autres agriculteurs
devraient beneficier de ces credits. ” La deuxième phase de ce
programme doit etre initiee fin août ou debut septembre. ”

La mise en ~uvre du programme est neanmoins loin d’etre facilitee. Les
agriculteurs de plusieurs villages pauvres dans les provinces de
Shirak et Lori, interroges par RFE / RL, ont fait valoir qu’ils sont
incapables d’obtenir ces credits en raison des exigences strictes de
pret fixees par les banques.

Des dizaines de milliers d’agriculteurs ont deja du mal a rembourser
les prets a taux variables qui ont ete accordes par les banques avant
le lancement du plan de sauvetage. Beaucoup d’entre eux risqueraient
de perdre leurs terres et meme leurs proprietes.

YEREVAN. – Dramatic and positive breakthroughs are unlikely in
the Karabkh conflict resolution unless Nagorno-Karabakh joins the
negotiating table, Director of Oriental Studies Institute of Armenian
National Academy of Sciences, expert in Turkic studies Ruben Safrastyan
told a press conference in Yerevan on Wednesday.

“Currently Karabakh is not a party to the negotiations and no dramatic
changes are expected in the negotiation process,” Safrastyan noted.

The expert emphasized that the sides are likely to sign another
document, which will create more favorable conditions for further
talks.

“It is not ruled out Azerbaijan’s belligerence will be reflected in
the document,” he said.

Presidents of Armenia, Azerbaijan and Russia will meet in Tatarstan’s
capital, Kazan on June 25.

Journalist and academic Baskın Oran received his fourth death threat
signed by the Turkish Revenge Brigade. The message was sent to the
Armenian Agos newspaper and read “your time has come to die”.

Wednesday Minority rights defender Prof. Baskın Oran received his
fourth threat of the Turkish Revenge Brigade (TİT) on 2 June. The
threatening message was sent by e-mail to the Armenian Agos newspaper
where Oran is working as a columnist.

While the TİT threatened Oran four times in total so far, the
lecturer at the Ankara University Faculty of Political Sciences
received countless threats from so-called “sensitive citizens”. Also
after the latest threat, Oran applied to the prosecution and filed
a criminal complaint.

“If the judiciary proceeds this way, the threats will go on” In an
interview with bianet Oran, fromer member of the Prime Ministry’s
Human Rights Advisory Board (BİHDK), held the judiciary responsible
for the death threats he received because, in his opinion, the courts
did not fulfil their duty accordingly.

“If the supreme Turkish judiciary proceeds this way, these people
will continue threatening me”, Oran stated and continued: “I will
file a criminal complaint every time they are threatening me. Yet,
as long as the judiciary continues not fulfilling their duty, these
people will continue threatening me and this process is going to
carry on that way”.

Oran told bianet that he was under personal protection ever since
the murder of Turkish-Armenian journalist Hrant Dink in January 2007.

However, this protection does not serve its purpose while facing a
judiciary that is working this way, Oran thinks.

Threatening message sent to Baskın Oran The threatening letter
contained a death list including Turkish-Armenian journalist Etyen
Mahcupyan and leading Kurdish politicians Osman Baydemir, Sebahat
Tuncel and Akın Birdal. The letter was signed by the TİT and read
as follows:

“He leads a dishonourable life by currying favour with the Armenians.

Baskın Oran, you still cannot put up with the word ‘Turk’ on Turkish
soil. (…) Take your dogs and go to Armenia. Otherwise, death will be
the inevitable end for you. (…) Your time has come to die. (…) We
hereby announce as the Turkish Revenge Brigade that we will close
this account. On 17 June, we will remove the bastard called Baskın
Oran and we will show the power of the Turkish reputation”.

The long journey of the case file Oran received the first death threat
from the TİT on 30 May 2008. He received two further threats in the
same year saying “You will not gain anything by complaining about us
to the state”.

Oran lodged a criminal complaint to the Special Authority Ankara
Prosecution about the sender of the first threatening message which
was signed “What do you care what do I care”. The Ankara authorities
decided for “lack of jurisdiction” since the message had apparently
been sent from an internet café in Istanbul. The file was transferred
to Istanbul. The file was forwarded to a court in Adana when the sender
of the message was determined as a person called Bilal Å~^ekerlisoy
resident in Mersin. Since the mail had been sent to a recipient in
Istanbul, the file was again returned there. However, the Istanbul
court decided for lack of jurisdiction because Oran lived in Ankara. So
eventually, the file was sent back to Ankara.

Baskın Oran wrote in an article published on 12 June 2011 in his
column in ‘Radikal Iki’, a supplement of the Radikal newspaper :
“This carries a maximum penalty of six months, if a sentence will be
handed down at all, and the pronouncement of judgement is going to be
postponed. (…) Regarding two other threats, the Ankara 4th Criminal
Court of First Instance and the Ankara 9th Magistrate Criminal Court
decided for acquittals. The sender was determined as well as the time
and the computer it was sent from. But the supreme judiciary sent
the file to an expert. The report that came from there stated that
‘everybody can enter somebody else’s account and send a message from
there’. The file is currently pending at the court of appeals”.

“We think the fundamental principles’ current version, which is being
negotiated, is fair and balanced. We would like the parties to adopt
it during the upcoming meeting in Kazan,” OSCE Minsk Group Co-Chair
of US Robert Bradtke stated today at the European Parliament’s hearing
on the Nagorno Karabakh issue.

Robert Bradtke said the fundamental principles are not a final
agreement: they just outline the way of resolution. Minsk Group
Co-Chairs Robert Bradtke and Bernard Fassier said they hope some
progress in the NK issue will be recorded during the Armenian and
Azerbaijani presidents’ meeting in Kazan.

“In various stages of the talks Armenia or Azerbaijan were against
the presented principles, however during the recent meeting in Sochi
we managed to record some progress and get a so-called oral agreement
from the parties. We hope the oral agreement will be recorded in the
near future,” Bernard Fassier said.

PanARMENIAN.Net – Hayazn youth organization launched collection of
signatures in support of granting Armenian citizenship to ex-commander
of Shushi battalion, hero of Karabakh war, citizen of Lebanon Zhirayr
Sefilyan.

Hayazn representative Armen Lazarian told journalists on June 15 that
Zirayr Sefilyan repeatedly appealed to the authorities of Armenia and
Artsakh to grant him citizenship, however they refused. Lazarian also
said that on June 10 Zhirayr Sefilyan turned 44, and Hayazn movement
activists are going to hold a procession to the President’s residence
and hand over the appeal with signatures. He added that they have
already collected 4000 signatures.

Lazarian reminded that their organization, which is not affiliated
to any political force, was set up in 2009 with a purpose to bring
up patriotic young generation.

Zhirayr Sefilyan is an Armenian military man and a politician. Colonel
lieutenant Sefilyan is the ex-commander of Shushi battalion, hero of
Karabakh war, holder of the order “Fighting Cross of the 1st degree”.

He also coordinates a public initiative called “In protection of
liberated territories” and Armenian Volunteers Union NGO.

Zhirayr Sefilyan was born to an Armenian family in Beirut. During the
civil war in Lebanon, he partook in defense of the Armenian community,
was an activist of the Lebanese office of Dashnaktsutyun Party. In
1990, the Party commissioned him to Armenia as a military instructor
to train volunteers. In 1991, it was the first time he arrived in
Nagorno Karabakh and joined the liberation war. In 1992, he headed
a numerous detachment which had a great contribution to liberation
of Shushi and which fought till the end of Karabakh war on the most
vital segments of the front.

After the war, he left to Lebanon for two years, and then returned
to take leading positions in Defense Army of Nagorno Karabakh. He
demobilized in the position of commander of the sixth defense segment.

Since 2000, he has been engaged in political activity in Armenia as
an oppositionist. On December 10, 2006, he was arrested along with
his companion-in-arms Vardan Malkhasyan on accusation of public calls
to forced change of the Constitutional Order, and was sentenced to a
year and a half in prison for illegal possession of weapon. In June
2008, after serving his term and being set free, he announced plans
to continue his political struggle.

The first “Armenia” train of the South Caucasian Railway (SCR) left
Yerevan for Batumi at 3 p.m. today. The train will reach Batumi in
16 hours 37 minutes. Last year the same train passing the same way
in 18 hours.

The reduction of the duration of the trip is connected with the
modernization of rails and the train, Chief of the SCR Passenger
Transportation Directorate Gagik Movsisyan told reporters today. The
quality of services has also been improved, he added.

Fifty-five passengers took the first train to Batumi this year. The
train will start from Yerevan every day at 3 p.m. It will return from
Batumi every day at 13:25 and will reach Yerevan at 7:20 a.m. Besides,
additional Yerevan-Batumi-Yerevan trains will work on Mondays and
Fridays. Its tickets will cost 10% cheaper.

In the next phase of the NK conflict Artsakh will become an important
player and decision maker, political analyst Sergey Shakaryants said
at a news conference today, adding that Artsakh’s remarks, suggestions,
and observations must be taken into consideration.

According to him, the Deauville statement of the heads of the OSCE
Minsk group co-chairing countries mentioned about it.

As to the expectations from the meeting of the presidents of Armenia,
Russia and Azerbaijan in Kazan, the political analyst said Ilham
Alyev may be obliged to sign a document that clearly excludes the
usage of force. “The Azerbaijani side is always trying to speak with
Armenia and Artsakh from the position of force”, the analyst said,
adding that the Deauville statement warned Azerbaijan that the NK
issue must be settled in peaceful way.

Military expert Artsrun Hovhannisian noted that the bellicose
statements of the Azerbaijani side are made for the inner consumption.

According to him, the Azerbaijani president is making different
statements depending in what territory of the country he is.
