The Foreign Ministers of Armenia and Georgia Edward Nalbandian and
Grigol Vashadze agreed on possible mutual visits between the Presidents
of the two countries during a meeting in Salzburg, apsny.ge reported
citing the Georgian Foreign Ministry.

The Ministers met in Salzburg on the sidelines of a forum titled
“New Bases for Global Economy and Global Management.”

During the meeting, the two sides also discussed a wide range of
issues concerning the bilateral relations. The Georgian Foreign
Ministry reports that the Ministers also focused on the situation in
the South Caucasus, as well as security and stability issues.

La situation des médias arméniens s’est relativement stabilisée depuis
2008. Mais les plaintes judiciaires abusives contre les titres
indépendants restent un facteur d’intimidation majeur. Par ailleurs,
la couverture médiatique de certains sujets, tels que les
manifestations de l’opposition ou le conflit du Haut-Karabagh, reste
sensible.

En 2008, suite à une élection présidentielle contestée qui avait
violemment dégénéré, l’Arménie avait connu un pic de tension politique
dont les professionnels des médias avaient pti. Malgré un regain de
tension récent marqué par des manifestations régulières de
l’opposition emmenée par l’ancien président (1991-1996) Levon
Ter-Petrossian, la situation politique est globalement stabilisée. Cet
apaisement a profité aux médias indépendants, qui font l’objet
d’attaques moins virulentes que par le passé. Les agressions physiques
contre les journalistes sont nettement plus rares et même le contrôle
des médias, par l’attribution des licences et des accréditations,
s’est atténué. Les journaux d’opposition comme Haïkakan Jamanak ou
Hraparak, les programmes de Radio Azatutyun (le service arménien de
Radio Free Europe/ Radio Liberty) ou de la chaîne de télévision A1+,
régulièrement attaqués par l’ancien président Robert Katcharian,
disposent désormais d’une relative liberté d’exercer leur activité.
Mais le pluralisme des médias reste fragile.

Sous des aspects plus policés, les tentatives de censure se
poursuivent, notamment à travers l’acharnement judiciaire visant les
médias indépendants et d’opposition. La multiplication des procès en
2011 contribue à maintenir la pression sur les journalistes critiquant
le personnel politique, enquêtant sur l’activité de grands groupes
économiques ou touchant à la corruption. Les sommes réclamées sont le
plus souvent hors de toute proportion avec le dommage allégué, et vont
jusqu’à mettre en péril la survie financière des titres mis en cause.
Les plaignants sont pour la plupart des hommes politiques, inquiets de
voir leur image `ternie’ dans les médias, avec à leur tête l’ancien
président Kotcharian et sa famille.

Sortir de cette logique judiciaire pour parvenir à une plus grande
autorégulation de la profession est un enjeu majeur, qui doit
s’accompagner d’une sensibilisation des magistrats et du personnel
politique, tout comme de progrès dans l’éthique journalistique. Un pas
dans cette direction a été fait avec la création, promue par
l’ombudsman de la République d’Arménie et encouragée par Reporters
sans frontières, d’un Conseil d’arbitrage des différends liés à
l’information. Cet organisme consultatif, né le 1er mai 2011,
rassemble des journalistes et des membres de la société civile chargés
d’émettre une opinion d’experts quant aux plaintes intentées dans des
affaires de presse.

Les relations avec la Turquie et l’Azerbaïdjan, gangrénées par les
discussions autour de la reconnaissance du génocide arménien d’une
part, et par le conflit du Haut-Karabagh (région rattachée à
l’Azerbaïdjan mais habitée par une majorité d’Arméniens,
auto-proclamée indépendante en 1991) d’autre part, sont sources de
conflits médiatico-politiques dans lesquels les journalistes se
retrouvent pris en otage. Le regain de tension diplomatique autour du
Haut-Karabagh, en particulier, s’est accompagné d’un raidissement
d’Erevan et de Bakou quant à la couverture de ce conflit, qui
n’épargne pas les journalistes étrangers.

Armenian robber arrested in California when tried to pay bail for his
Mexican girlfriend

GLENDALE. – Armenian suspected in robbing a pharmacy fled the scene
but was later arrested by his own fault.

The police of Obispo San Luis district of Glendale suspected
33-year-old Armond Abrahamyan and his 24-year-old girlfriend Derny
Romero of robbing CVS drugstore chain located all over Los Angeles.

In the event of police operations Romero was arrested and transferred
to the prison San Luis Obispo, while the other member of the gang
managed to escape.

Later, Abrahamyan, thinking he remained unrecognized, came to the
prison to pay bail for his apprehended girlfriend and was immediately
arrested by the police. Law enforcement authorities have both robbers
charged.

An MP of the ruling Republican Party of Armenia has said detained
young opposition activists are not political prisoners as some call
them.

Speaking about the arrest of the young activists of the opposition
Armenian National Congress (or HAK) in an interview with Tert.am,
Hovhannes Sahakyan said that the term “political prisoner” is a
general one.

“We had political prisoners from our party – Ashot Navasardyan, Razmik
Zohrabyan, and many other political prisoners, who fought for ideas,”
said Sahakyan.

“The term ‘political prisoner’ is a general one, and if HAK
representatives have breached the law and have in that sense had to
deal with [the police], they cannot be called political prisoners as
there is no political idea for which they expressed themselves,”
explained he.

According to him, the young HAK activists have been held responsible
not for expressing their ideas but rather for violating the law.

Thanks To Armenian Prosecutor Office’s Efforts

YEREVAN, August 19. /ARKA/. Over AMD 469.26 million was voluntarily
returned to the government budget in Jan-June 2011 thanks to Armenian
Prosecutor Office’s efforts, Deputy Prosecutor General Aram Tamazyan
said Friday at a session presided by Prosecutor General Aghvan
Hovsepyan.

`Another 38.9 million was returned to the budget as a result of court
trials,’ he said.

Some 288 offences threatening state interests were found out in
Jan-June, 57 criminal cases were opened and 134 suits filed to seize
AMD 789.9 million.

Some 67 suits for a total amount of AMD 406.4 million were won, and
four suits lost.

Fourteen cases were dropped, and investigations into other cases are
still under way.

In his speech Tamazyan singled out Gegharkunik, Lori and Kotayk
provinces’ prosecutor offices for their successful job.

Gegharkunik’s prosecutor office won 17 suits for AMD 7.6 million,
Lori’s 12 suits for AMD 24.8 million and Kotayk’s four suits for AMD
23.9 million.

Results of other provincial prosecutor offices were not so impressive.

20-year-old Vardan Sevanyan has deadly wounded himself on August 19.
According to preliminary data, the death was caused by a gun wound.

A criminal case was initiated. Investigation is under way, reported
the press office of the RA Ministry of Defense.

The opposition Armenian National Congress (ANC) had a pre-arranged
deal with the ruling authorities to prevent members of the Heritage
party to be represented in district electoral committees, a member of
the party has said.

Speaking at a news conference on Saturday, Armen Martirosyan of the
opposition Heritage party faction in parliament, characterized the
Central Election Commission’s (CEC) recent voting unfair, saying that
his party’s members should have been elected to district electoral
committees.

Asked by Tert.am about the possibility of video-recording the voting
process, he said cameras would not have ensured transparency as the
CEC members previously knew who they were going to elect.

Martirosyan further argued the CEC’s allegations such outcome of the
voting was unintentional.

“How come that the Heritage members, who have been struggling for such
a long time and met all the criteria became unfit all of a sudden?” he
said, considering such allegations unfounded.

Asked weather the procedures set out in the amended Electoral Code
contain corruption risks he gave a positive answer.

“The independent committees are the same committees representing
parties, the only exception being the fact that Heritage, a political
party exercising control, is not represented there. Only a person
having no idea about politics, and life in general can speak about
coincidence,” he said.

Multiple champion du monde et d’Europe, l’ex-haltérophile Youri
Sarkissian a fêté ses 50 ans dimanche 14 août au complexe «
Continental » à Erévan. Y. Sarkissian était venu en tenue de sport et
devant ses invités il souleva une barre relativement lourde pour
évoquer ses exploits. Etait présent dans la salle, l’un des plus
grands champions de l’Histoire, l’haltérophile Youri Vardanian,
champion Olympique à Moscou (1980) multiple champion du monde et
d’Europe et détenteur de 43 records du monde. Youri Vardanian (55 ans)
qui eut une année très difficile avec un accident de la circulation et
une grave maladie, semblait être remis de ses épreuves. Youri
Sarkissian qui vit depuis 1994 en Australie revient régulièrement en
Arménie et envisage même de se fixer définitivement en Arménie. Il
reçut à l’occasion de son anniversaire un mot du président arménien
Serge Sarkissian. De son côté Youri Sarkissian avait envoyé à S.
Sarkissian, une médaille commémorative émise par l’Australie sur
laquelle figurait l’effigie du champion arménien.

Iranian Ambassador to Armenia Seyed Ali Saghayan received
Iranian-Armenian sportsmen participating in the Fifth Pan-Armenian
Games, Fars News Agency said.

The Ambassador noted that the Iranian and Armenian peoples have many
historical and cultural similarities and have peacefully co-existed
for ages.

Seyed Ali Saghayan highly appreciated the role of the Armenian
community of Iran and informed those present that Iranian President
Mahmoud Ahmadinejad has provided financial aid to Tehran’s Ararat
Sport Complex.

Around 450 sportsmen have arrived in Armenia from the Iranian cities of
Tehran, Isfahan, Urmia, Shahin, Tabriz, and Salmas for the Pan-Armenian
Games.
