If Armenia continues working hard on the implementation of reforms,
this country will meet the EU Eastern Partnership policy – more
reforms, more support, EU Enlargement Commissioner Stefan Fule declared
in a meeting with Armenian PM Tigran Sargsyan in Brussels.

The more Armenia implements reforms, the more support will be provided
by the EU, said the commissioner. “More for more condition concerns
to all our neighbors,” Mr. Fule said.

The EU commissioner said Armenian PM has handed the reforms package of
Armenia, and that they have passed agreements towards their further
steps. “It’s very important that Armenian people are aware what is
being done is done for good,” said the diplomat.

As the co-chair of the OSCE Minsk Group, US is still committed to
assisting the parties to attain peaceful and fair solution to the
Karabakh conflict.

The statement came from spokesman for the US embassy in Azerbaijan
Keith Bean, while commenting on whether the United States supports
normalization of the Armenian-Turkish relations, regardless of progress
in Karabakh settlement.

US Secretary of State Hillary Clinton during the meeting with Turkish
President Ahmet Davutoglu reiterated her country’s interest in
normalizing relations between Armenia and Turkey.

YEREVAN. – As of September 1, 2011, the monetary benefits provided
to 5,300 families of military servicemen who died during Armenia’s
protection, or while carrying out military duties, has become 30,000
drams ($80 US), instead of the previous 10,000 drams ($27), for each
child in the given family, representatives from Armenia’s Social
Security State Service told Armenian News-NEWS.am.

In addition, the families will now receive these benefits as separate
monetary assistance, instead of family benefits, as before.These
benefits have considerably increased on the account of making
corrections in the lists of such families.

An international conference under heading “Crossroads of Psychology
and Law” will be held on 4-6 November in Yerevan.

According to , this international conference aims
to bring together scholars, practitioners and postgraduate students
from disciplines such as psychology, law, education, sociology and
other social sciences to initiate discussions on interconnections of
psychology and law.

Interrelations of psychology and law are apparent in contemporary
world. Psychologists contribute to legal process in all stages from
policy making to specific to implementation. This refers to every
area of psychology: forensic, legal, developmental and educational.

The topic invites presentations from different disciplines encouraging
discussions on current developments in law, psychology, sociology
and other social sciences.

This conference seeks to explore contemporary interdisciplinary
developments by encouraging greater communication among social
sciences. It will serve as a forum for scholars from a wide range of
disciplines such as psychology, law, sociology and other related social
sciences. It will not only serve as a platform to discuss traditional
areas of interrelations between psychology and law but will also
facilitate discussions on many of the recent developments in the field.

The objectives of the conference are: to foster collaboration among
psychologists and legal scholars in Armenia; to facilitate discussions
between scholars from abroad and Armenia; to explore deviant behavior
from the prospective of psychologists, lawyers and other related
scientists; to discuss the current implementation of developmental
and educational psychological knowledge into the legal system; to
emphasise the role of international collaboration and publications
in international peer reviewed journals; to help junior scholars and
post graduate students to understand the process of submitting papers
to international peer reviewed journals.

Materials of the conference will be published to help disseminate
outcomes to a wider academic audience.

A Russian-led military alliance has started exercises in Central
Asia partly aimed at defeating any popular uprisings inspired by the
Arab Spring.

Dealing with social unrest is a priority for the Collective Security
Treaty Organisation (CSTO), a security pact including Russia,
Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Armenia and Belarus.

Last week General Nikolai Makarov, head of the Russian army, told a
newspaper that training to deal with social uprisings similar to those
seen in North Africa and the Middle East and the increasing threat
from militant Islamists would be the focus of the military exercises.

“According to him, the exercises would be especially aimed at defeating
negative developments shown from the examples of Libya and Syria and
the export of destabilisation after NATO leaves Afghanistan in 2014,”
Russian newspaper Vedemosti reported on Sept 13.

The military exercise, running between Sept 19 – 27, is one of the
biggest in the CSTO’s nine year history. Around 12,000 soldiers,
100 tanks, 50 warplanes and 10 ships would take part in manoeuvres
in Russia, Kazakhstan, Kyrgyzstan and Tajikistan, Russian news agency
RIA Novosti reported.

Central Asia’s leaders have been watching as revolutions in North
Africa and the Middle East overthrew regimes which, like many of them,
have been in power for decades.

They have recently looked to the CSTO to maintain regional stability
and pledged to strengthen its military capability. They have also
said they will monitor social media websites which many people said
helped spread the uprisings across the Arab world.

Earlier this year the Kazakh political elite ditched plans to
make President Nursultan Nazarbayev, who has been in power since
independence in 1991, the country’s unelected leader until 2020.

Instead, after a popular revolution in Egypt, they organised a hasty
election to prove Mr Nazarbayev’s democratic credentials. He won
another term easily.

In Uzbekistan the state has filtered out images from the Arab
revolutions from the internet.

The CSTO military exercises assumed extra importance earlier this
month when a militant Islamic group released a video promising to
attack government forces and “non-believers” in Tajikistan.

The CSTO has said it is particularly worried about the spread
northwards of militant Islam once NATO leaves Afghanistan in 2014.

The Eastern Partnership Summit in Warsaw will give an opportunity
to outline the directions that will take to more close contacts and
relations, German ambassador to Armenia Hans-Yochan Shcmidt said,
voicing hope that a conclusive communique will be adopted in Warsaw
where points connected with the facilitation of visa regime will
be included.

The ambassador expressed hope that the European Union and Armenia
will start negotiations over the facilitation of entrance visa regime.

“The free mobility of people is an important issue. The EU is
interested in the economic development in the region and it may
also have its impact on the economic and social condition”, the
ambassador said.

Schmidt stressed that the EU member states are interested in
more close cooperation with the six states of Eastern Partnership
(Armenia, Georgia, Azerbaijan, Ukraine, Moldova, Belarus), but there
are accentuated differences between these states thus it is difficult
to apply same approaches toward them.

As part of events marking the 20th anniversary of Armenia’s
independence, an opening ceremony has been held for the new terminal
at an international airport near Yerevan. The new facility will double
the passenger service capacity, both arrivals and departures.

Modernization of Zvartnots Airport that was launched in 2002 is
nearing completion. Besides new construction it has also included the
development of infrastructure, efforts to raise the level of services
to international standards, etc.

The official opening of the new Zvartnots terminal on September 16
was attended by President Serzh Sargsyan, His Holiness Karekin II,
the Supreme Patriarch and Catholicos of All Armenians, Deputy Prime
Minister and Minister of Territorial Administration Armen Gevorgyan,
other officials.

According to Armenia’s vice-premier, the newly opened terminal is
Armenia’s new air gate.

“The main goal of the project is to double the airport’s existing
capacity and complete the new complex. Thus, Zvartnots Airport that has
operated since 1961 is being brought into conformity with international
class B, which is the highest class in the South Caucasus,” said
Gevorgyan at the opening ceremony, stressing that the new complex
offers all modern conditions for citizens and guests of Armenia.

The deputy prime minister added that the complex’s arrival and
departure halls will be the best in the region in terms of their
technical equipment.

“There is no doubt that the project will be a major boost to tourism
development, as well as for turning Armenia into a major center for
transit passengers in the region. Besides, the new complex and an
emerging new economic environment around it will have a significant
impact on Armenia’s economic progress,” Gevorgyan emphasized.

According to Argentinean-Armenian businessman Eduardo Eurnekian,
who heads the Corporacion America SA group that manages Zvartnots, a
well-equipped airport is a necessity for Armenia’s survival. “In 1991,
I could not even imagine my involvement in this program, which has a
unique national importance,” said the affluent Diaspora representative.

“My investments have been made all over the world, but I’ve never
felt the delight like I do in Armenia,” added Eurnekian, promising
to continue investments in Armenia and Nagorno-Karabakh.

The construction of the new terminal’s arrival and departure halls
and a car park took place in 2008-2011. The complex occupies a space
of 34,000 square meters, while the new parking area meant for 600
cars is situated on 20,000 square meters.

The Armenia International Airports company that took up the management
of Zvartnots in 2002 has already invested $480 million in the building
of the new complex and modernization of airport infrastructure. Due
to this investment the airport is capable of serving 3.5 million
passengers a year, more than double the number of passengers it could
serve in the past (1.6 million). Now it also can handle 2,800 baggage
pieces per hour.

The complex built according to the design of the international airport
in Vancouver, Canada, will be fully put into operation in October.

Inauguration du nouveau terminal de l’aeroport Zvartnots/ Le nouveau
terminal de l’aeroport Zvartnots sera mis en exploitation en octobre
prochain et pourra accueillir 3,5 millions de visiteurs par an. La
societe de l’Homme d’affaire armeno-argentin Edouardo Ernekian
“Aeroports international Zvartnots ” a investi 160 millions de dollars
pour la construction du nouveau terminal, les investissements totaux
pour la modernisation des equipements et des infrastructures s’elevant
a 320 millions de dollars, rapportent les medias.

Transport en commun de la capitale/Afin de moderniser et de coordonner
le secteur de transport en commun de la capitale, la Mairie d’Erevan
equipera les arrets de bus par des panneaux electroniques relies au
système GPS. Selon un communique du service de presse de la Mairie,
66 nouveaux bus seront importes en Armenie grâce a une subvention
chinoise. 170 bus supplementaires sont attendus de Chine au premier
trimestre 2012.

Nomination/ Les quotidiens rapportent que Tigran Moukoutchian est nomme
membre de la Commission electorale centrale (CEC). Sa nomination au
poste du President de la CEC serait une question de quelques jours,
estime Jamanak.

Avis de l’expert sur les prochaines elections/ Si les elections
se tenaient ce dimanche, les partis Republicain, Armenie Prospère,
Dachnak et le CNA se retrouveraient au parlement, estime le politologue
Alexandre Iskandarian, qui dit avoir du mal a pronostiquer si les
autres partis politiques pourraient atteindre le seuil de 5%.

les Dachnaks aient abandonne leur intention de boycotter le repas en
l’honneur du President Sarkissian lors de sa visite americaine.

Rapport du centre analytique Oxford Analytica/ Les quotidiens
commentent largement le rapport du centre analytique Oxford Analytica,
d’après lequel la reprise des hostilites au HK comporterait des
risques, tels que l’endommagement de l’oleoduc reliant Bakou-Tbilissi-
Ceyhan, ce qui conduirait a une hausse du prix du petrole sur le
marche international.

Deuxièmement, le corridor aerien assurant 70% de transport militaire
americain a destination de l’Afghanistan et empruntant l’espace
aerien de l’Azerbaïdjan, serait remis en cause. La troisième menace,
d’après le centre, serait l’implication de la Russie, de la Turquie ou
de l’Iran dans le conflit en cas de guerre. Selon Oxford Analytica,
ce qui retenait Bakou de declencher une attaque, ce n’est pas la
pression de la communaute internationale, mais l’inferiorite militaire
de l’Azerbaïdjan.
