YERKIR: ARTSAKH UNIVERSITY TO COOPERATE WITH UNIVERSITY OF CENTRAL EUROPE

The paper says it has learned from sources that the Artsakh
(Nagorno-Karabakh) State University has signed a cooperation agreement
with the University of Central Europe of Skalica (Slovakia).

The deal envisages implementation of joint academic and
scientific-educational programs, student exchange and mutual visit
of professors, says the paper.

In case of a 50% compatibility of academic programs, the Artsakh
State University students will also obtain degree from the partner
university upon graduation, the paper comments.

It further says that the projects will be financed by a special fund
set to assist academic programs in Slovakia, the Czech Republic,
Hungary and Poland.

A book-album depicting the history and cultural heritage of Ani,
the medieval Armenian capital, has been published in Yerevan upon
the initiative of the Ministry of Culture.

The edition, dedicated to the 1,050th anniversary of declaring Ani a
capital, is unique as it provides detailed information on constructions
never measured in the past.

Speaking at the presentation of the book, Samvel Karapetyan, the head
of the foundation Studying Cultural Monuments, thoroughly explained
the initiative.

He said that the most elaborate studies were conducted by Toros
Torosyan, who had introduced three constructions that had never been
measured before.

“We have also portrayed all the semi-ruined churches, explaining how
they might look now if they had been renovated. The book also has a
supplementary sheet, which features the city’s map,” he said.

The book-album comprises several sections, each featuring different
architectural monuments (churches, cross-stones etc.).

Several experts had joined Karapetyan to explore the sites of the
historical Armenian capital. Their studies lasted only a week.

The book contains 600 photographs and is designed for both
professionals and ordinary readers.

YEREVAN. – Armenia’s Education and Science Minister Armen Ashotyan
seems to be determined to bring to Armenia the pagan goddess Anahit’s
bronze head from the British Museum in London, Haykakan Zhamanak
daily writes.

“The Minister expressed such wish in his Facebook account. He
proposed to his [Facebook] friends to join him and to petition-with
corresponding signatures under a joint text-to the Great Britain’s
Embassy in Armenia, asking that the head and the hands of Goddess
Anahit’s statue be returned to Armenia. Through his spokesperson,
Ashotyan informed that his call had received a huge response,
especially from the youth and university students. And they launched
a signature campaign, and Minister Armen Ashotyan will likewise
join them at the end [of the campaign, and they will petition to
Great Britain’s Embassy. The latter responded to Ashotyan’s call,
likewise on its Facebook account. Ambassador Cathy Leach wrote:
“For long years the British Museum has provided its unique items for
worldwide display. It will be marvelous if such exchange program
be carried out between the British Museum and the State Museum of
History of Armenia.” In this way the Ambassador alluded not to the
possibility of returning of the statue, but, instead, to its sending

Secretary of the Armenian National Security Council Arthur Baghdasaryan
received the delegation headed by Klaas van der Tempel, Special
Representative for the Eastern Partnership at Ministry of Foreign
Affairs of the Netherlands.

The parties discussed the possibilities of joint programs and
initiatives within the framework of the process of implementation of
reforms in Armenia in accordance with EU standards.

According to Arthur Baghdasaryan, the rich agenda of Armenia-EU
cooperation is reflected in the new Action Plan for 2012-2013. The
Secretary of the National Security Council attached importance to
the necessity of implementing separate programs with EU member states
including the Netherlands and come forth with new initiatives.

Mr. Tempel appreciated the resoluteness of the Armenian authorities to
implement reforms in different spheres, which has been reiterated in
different spheres. He also emphasized the importance to the activity
of the EU Advisory Group and expressed willingness to get involved
in that process.

A broad framework of regional and international issues was discussed.

A present, ce qui est fait est fait et le resultat auquel on
s’attendait s’est produit. Un vase ancien a ete brise en morceaux.

La proposition de loi votee en France est entièrement de nature
politique. Independamment de la durete de la reaction que nous avons
pu montrer, de l’etendue de notre condamnation, et meme si nous les
traînons dans la boue, Sarkozy a eu ce qu’il voulait.

Il a tout a la fois empeche les votes armeniens de se reporter sur
les socialistes avant les elections, et il a egalement fait un clin
d’~il aux electeurs d’extreme droite comme le president qui se dresse
contre la Turquie. Et aussi, en meme temps, il a bloque encore plus
la route d’Ankara vers l’Union Europeenne. En d’autres termes, il a
atteint plus qu’un seul oiseau – dans le cadre de sa propre politique –
avec une seule pierre.

Je suis sûr que cela vous a frappe au cours des debats a l’Assemblee
Nationale Francaise et au Senat. Presque tous les orateurs ont convenu
qu’un “genocide” avait eu lieu et que la Turquie en est responsable.

Aucun d’entre eux n’a pris la parole et n’a rien dit contre cela.

C’est cette perception qui nous echappe. Pas seulement la France,
malheureusement, mais l’entière opinion publique internationale a
convenu que nous avons commis un “genocide”. Ce qui est discute a
present, ce sont les points inherents a la facon qu’il sera puni.

2015 est une annee très importante pour les Armeniens. Selon eux,
c’est le 100ème anniversaire du “genocide”, dès lors, il faut que le
monde entier accepte le “genocide”, la Turquie devrait etre blâmee
et punie. C’est donc aussi une echeance vraiment importante a notre
point de vue.

Les reactions que nous allons avoir aujourd’hui et les mesures que nous
allons prendre aujourd’hui devraient etre concues avec en tete l’annee
2015 ; nous devrions faire nos calculs sur cette base. Nos reactions
seront percues comme des indications sur nos reactions futures.

Sur-reagir nous isolera, nous fera apparaître injustes et infligera
a nous-memes des blessures.

Tâchons de ne pas oublier, demain, ce sera le tour des Etats-Unis.

Peut-etre le jour suivant l’Allemagne et l’Espagne se joindront-elles
au convoi. Nous devrions calculer aujourd’hui ce que nous ferons alors.

Tel que je vois cet etroit chemin devant nous, je pense que la reaction
d’hier du premier ministre Erdogan etait très saine. Je pense qu’il
convient beaucoup mieux de reagir calmement plutôt que de hurler et de
s’enerver, plutôt que de decider des embargos qui nous causeront du
tort. Il y aura bien sûr des reactions et des mesures seront prises,
mais l’attitude doit etre “europeenne”.

Les reactions inappropriees ne font que nous diminuer.

Mes plus grandes craintes, ce sont ces municipalites, ces partis
politiques, organisations non gouvernementales, associations, etc.,
qui ignoreraient l’attitude calme du premier ministre et n’en feraient
qu’a leur tete.

Nous avons vu de telles scènes precedemment ; ils descendent dans la
rue, il marche sur les representations francaises tenant drapeaux et
couronnes mortuaires dans les mains ; ils brûlent des drapeaux, les
pietinent frenetiquement, et profèrent des insultes grossières. Les
tanneurs, qui veulent eclipser l’association des bouchers, ensemble
avec tel ou tel syndicat envahissent la rue et une competition
est commencee. Lorsque les municipalites s’en melent, la situation
devient calamiteuse.

Le changement du nom des rues, meme si les Algeriens s’y opposent,
eriger des statues algeriennes… Plus etrange, de telles “reactions”
se sont traduites, comme cela s’est produit recemment, par l’envoi
d’inspecteurs dans les ecoles francaises.

Comme l’a dit Ylim Eralp hier sur CNN Turk, reagir en poussant des
hurlements, au-dela d’un certain point, nous rend moins credibles dans
l’opinion internationale. Nous n’avons jamais pense a cela auparavant.

Nous etions habitue a produire des spectacles pour nous-memes.

Pour toutes ces raisons, l’approche generale du premier ministre est
sans aucun doute correcte.

2015 est une annee critique et il faut que la Turquie s’y prepare. Si
on ne voit pas très bien où il veut en venir, on s’apercoit a la
lecture de cet article que les Turcs viennent seulement de decouvrir
ce qui est admis dans le monde entier : il y a eu un genocide en 1915.

Une pierre dans le jardin de ceux qui ont tout fait pour que cette
proposition de loi ne voit pas le jour.

PanARMENIAN.Net – Armenian Ministry of Nature Protection has proposed
to bring the number of killed wolves to 200 against 100 in 2011,
considering the outcomes of studies conducted in Armenia’s provinces
in 2011.

Ministry expects government to allocate USD 20 mln from its reserve
funds to provide AMD 100 thous. monetary awards for each wolf.

According to statistics, most wolves were hunted in Aragatsotn province
in 2011, the figure reaching 17. One wolf was also hunted in Yerevan.

However, it is still vague how the wolf appeared in the capital city.

Yerevan Zoo is to be contacted to shed light on the issue.

Ashotyan received Extraordinary and Plenipotentiary Ambassador of
Kuwait to the Republic of Armenia Bassam Mohammed Al-Qabandi.

The Minister and the Ambassador marked the importance of developing
joint programs in the sphere of education and science, as well as
expansion and development of bilateral ties, says the press office
of the Ministry of Education.

Armenian Minister mentioned traditional and historic interest towards
Arabic studies in Armenia saying they plan to establish a center for
Arabic and Islamic studies in Yerevan State University.

The Ambassador thanked the Minister for reception and noted that
Armenia and Kuwait have great perspectives for cooperation in different
fields, and the sphere of education can take a lead in this.

The parties also touched upon ratification of a memorandum of
cooperation in the education sphere between the two countries,
scholarship programs in the sphere of higher education, student
exchange and other issues.

of withdrawal of Soviet troops from Afghanistan took place in Yerevan’s
Victory Park on February 15.

Representatives of the Afghan war veterans union of Armenia headed
by the chairman, deputy of the National Assembly of Armenia, reserve
colonel A. Mkhitaryan, Afghan war veteran, Armenian armed forces
general staff chief Yuri Khachaturov were among the participants.

3762 people including 400 Armenian officers were sent to Afghanistan in
1979-89. 128 died in hostilities, no one is considered to be missing.

On February 14 delegation led by Armenian deputy Minister of Foreign
Affairs Shavarsh Qocharyan left for Iran to hold the next political
councils between Armenian and Iranian MFAs. The delegation had
meeting with the deputy of Iranian MFA on Asian and CIS countries
Seyed Abbas Araghchi. Press and information department of the RA
Ministry of foreign Affair informs about this.

Armenian and Iranian deputy MFAs rated the frequent meetings between
two Ministries of Foreign Affairs the importance to expand the legal
sphere of cooperation.

Both sides expressed their satisfactions about the developing
cooperation between two countries and underlined the importance of
bilateral visits of Armenian and Iranian Presidents and MFAs. Armenian
and Iranian officials also discussed the plan of the economical
programs’ fulfillment.

On the same day Shavarsh Qocharyan met Iranian MFA Ali Aqbar Salehi.

Armenian deputy MFA transferred warm greetings to the Iranian MFA
from his Armenian counterpart Edward Nalbandyan. Minister Salehi
underlined that Iran paid great importance to the relations with
Armenia and asked to transfer his warm greetings to Edward Nalbandyan.

Bernard Slade’s Romantic Comedy To Be Staged In Yerevan

BERNARD SLADE’S ROMANTIC COMEDY TO BE STAGED IN YEREVAN

PanARMENIAN.Net – Bernard Slade’s tragic comedy, Romantic Comedy,
will be for the first time staged at Yerevan’s Hrachya Ghaplanyan
Drama Theatre (artistic director Armen Khandikyan) on March 25.

Zhan Nshanyan will be the director of the performance; Guzh Manukyan,
people’s artist of Armenia and Evelina Shahiryan, honored artist
of Armenia will play the leading parts. Vahagn Tevanyan will be in
charge of stage designer.

The play was first staged on November 8, 1979 in Ethel Barrymore
Theatre, starring Mia Farrow, Anthony Perkins, Carole Cook and others.

Director Arthur Hiller produced a movie in 1983 in U.S. basing on
the play, with Dudley Moore, Mary Steenburgen and others.
