AGBU MARKS THE LOSS OF CHARLES AZNAVOUR, PRIDE OF THE ARMENIAN NATION
One of the most universally celebrated vocalists and lyricists of his times, 
94-year old Charles Aznavour passed away on October 1st at his home in 
Alpilles, France. While the world mourns the loss of this legendary entertainer 
whose love ballads captured the hearts of music lovers across the world, 
Aznavour, born Shahnour Varinag Aznavourian to Armenian genocide survivors, 
will remain a national treasure not only to his native France but also to the 
Armenian Nation. For many years, he stood apart as the quintessential Armenian 
success story, rising from humble beginnings to the pinnacle of international 
fame. Yet he never seemed to forget his ancestral ties and always found ways to 
give back to the Armenian people as both a cultural icon, humanitarian and 
diplomat. 
Considered a national hero in Armenia, Aznavour leveraged his international 
stature in its behalf, beginning with the 1988 earthquake and later serving as 
Armenia's ambassador to Switzerland. He further cemented his legacy by 
establishing the Aznavour Foundation, dedicated to social and cultural projects 
that inspire youth. Just last May, he stated his solidarity for Armenia's 
Velvet Revolution, signaling that he was still engaged and inspired, despite 
his failing health.  
Even in the last chapters of his life, Aznavour continued to dazzle the world 
with his original brand of romantic ballads and songs, playing to sold-out 
audiences well into his ninth decade. In 2017, he was honored with a star on 
the Hollywood Walk of Fame and, this year, was scheduled to perform live in 
Armenia at the 2018 Francophonie Summit, hosted in Erevan starting next week.

year, Aznavour insisted that he had no intention of retiring. "I will continue

KNIGHTS OF VARTAN MEET US AMBASSADOR
TO ARMENIA

– The Knights of Vartan ‘Back to the Homeland’ third mission trip to Armenia took
place September 16-22, 2018, during which the Grand Commander, Dr. Gary
Zamanigian, along with members in leadership positions met the United States
Ambassador to Armenia Richard M.
Mills, Jr. and USAID
Armenia Mission Director Ms. Deborah
Grieser on September 17th.

 

During the meeting Dr. Zamanigian presented the
history and mission of the Knights and Daughters of  Vartan in Armenia and the USA.

 

The organization has been involved with supporting
many projects in Armenia since its independence which include renovation and/or
building of schools, kindergartens, community centers and homes for low income
families; in addition grants are given to scholars which enable them to do
research. Also the Knights and Daughters of Vartan support orphans in
borderline regions.

 

The members expressed how most of their
families have been living in the United States of America for 2 or 3
generations, as a result of the Armenian Genocide in 1915, but their hearts
always belong to Armenia.

 

The US Ambassador informed the group of the
many projects the United States has been supporting in Armenia and that the current
emphasis is on: Agriculture, IT and Tourism. The Knights and Daughters of Vartan
thanked the US Embassy for the support they have provided to the Armenian
people and discussed possible future joint projects.

 

The Knights of Vartan Inc. is a fraternal
leadership and service organization of Armenian men dedicated to safeguarding
and perpetuating the Armenian heritage and cultural traditions. Its membership

Sports: Azerbaijani Judo Federation claim Armenia lied after pull out of World Championships in Baku over security concerns

The Azerbaijan Judo Federation (AJF) has accused Armenia of lying over the reason for their decision not to attend the 2018 International Judo Federation (IJF) World Championships here, having cited security concerns.

As reported by JAMnews, the question of the team’s safety was discussed not between Governments, but between the AJF and European Judo Union (EJU).

Fears were mainly expressed for the team’s trainer Armen Nazaryan and star athlete Ferdinand Karapetyan, who beat Azerbaijan’s Hidayat Heydarov to the men’s under-73 kilograms title at this year’s European Championships in Tel Aviv. 

The Armenians claimed they feared he would not be properly protected.

Commenting on the situation, the AJF told 1news.az: “This is yet another Armenian lie.

“Azerbaijan has always provided security measures at Government level.

“This is how it was during the first European Games [in 2015] and during other international competitions. 

“Moreover, we presented the [Armenian] Ministry of Sport with an official letter which confirms that Azerbaijan guarantees the security of all participants on a State level.”

Nazaryan claimed Azerbaijan did not provide any guarantees relating to security.

“We were told that the guarantee of security given to all other athletes would be enough for us, and that there was no need to take separate, ‘personal’ measures,” he said.

“This leaves room for doubt. 

“Thus, the Azerbaijani side, not having presented a guarantee of security, used the opportunity to deprive Ferdinand Karapetyan, who had a real shot at the medal, of participating in the World Championship. 

“In 2018, he was the European champion, having won against an Azerbaijani athlete.”

JAMnews reported that Nazaryan and Karapetyan were in Georgia’s capital Tbilisi while negotiations between the AJF and EJU were taking place.

They waited for news about a guarantee of security in order to leave for Baku, but ultimately returned home to Yerevan.

Tension has existed between Azerbaijan and Armenia ever since the two countries received independence in 1991 following the break-up of the Soviet Union over ownership of Nagorno-Karabakh, a landlocked region in the South Caucasus which lies within Azerbaijan’s internationally recognised borders.

More than 30,000 people were killed and 1.2 million displaced before Russia brokered a cease-fire in 1994.

Armenian athletes have participated in several sports events in Azerbaijan, including the European Games three years ago.

In the months leading up to the Games, Nagorno-Karabakh, inhabited predominantly by ethnic Armenians, provoked more tension after Azerbaijan shot down what it claimed was an Armenian military helicopter on their territory east of the mountainous region, killing three crew members.

It took much mediation to find a solution to allow Armenian participation at Baku 2015.

The 2018 World Judo Championships are scheduled to run until September 27.

Had Armenia been represented at the event, Karapetyan would have been competing today in the men’s under-73kg category.

Home favourite Heydarov was beaten in the semi-finals by Japan’s Soichi Hashimoto before going onto defeat Mongolia’s Tsogtbaatar Tsend-Ochir in their bronze medal match.

After meeting with Russian President Vladimir Putin in Moscow on September 9, an interesting debate took place between RA Prime Minister Nikol Pashinyan and co-founder of the “Initiatives for the Development of Armenia” (IDeA) Foundation, Ruben Vardanyan, during a discussion with Armenian businessmen. The latter urged Pashinyan to speak in numbers at the business meeting, not with appeals and slogans.


“Since we have a business meeting, not a rally, if possible, let’s talk with numbers, not with calls and slogans. We have already heard them a lot,” said Vardanya and asked the Prime Minister of Armenia several questions. “I have three questions: first. We can talk a lot about the need for investment, but business loves stability and predictability. As the Prime Minister of the Republic of Armenia, what steps are you taking to create a predictable environment and establish cooperation between different circles?” asked Vardanyan and reminded that Pashinyan is now in a country where a civil war started 100 years ago, as a result of which many people died and the country’s economy was destroyed. “God forbid, a period of instability begins in Armenia. The political risks in the country are primary from the point of view of business,” said Vrdanyan.



Vardanyan’s second brought the issue to taxes. He noted that in terms of taxes, Armenia is uncompetitive, even if we compare it with Georgia and Belarus. “You can say invest, there is no corruption, but besides corruption there is another important issue that I have addressed Tigran Sargsyan, Hovik Abrahamyan, Karen Karapetyan, now I want to ask a question to the RA Deputy Prime Minister Mher Grigoryan, because you are not an economist. What is the most profitable company in Armenia, what is the most profitable sector, how much does it earn? I urge your team to speak in the language of numbers when communicating with businessmen, because it is easier and more understandable,” Vardanyan said, reports Today.


According to him, it is necessary to explain how much investment needs to be made, how much the taxes and revenues will be. There are 18 tax types in Armenia, 6 in Georgia. “What are you planning to do so that there will be 6 types of taxes in Armenia, or are you not planning? You are the Prime Minister of Armenia, we are ready to support our country, but it would be good if the dialogue was in this format, and not in the format of “let’s go, everything will be fine”. Believe me, Karen Karapetyan also said: come, guys, everything will be fine, there will be no problem. Hovik Abrahamyan and Tigran Sargsyan said the same, each of them in his own way. in style. But it is important that these words become deeds. The disrespect towards investors and donors in Armenia is fantastic reaches size. The problem is that I shouldn’t come and say I have problems, when I invest money in another country, they come and tell me what can we do to make you invest more. What are the problems that might occur? What can RA give to the Armenian community of Russia? We are used to hearing that everyone “must give” to RA, but what will RA give to the Diaspora? Here, too, there are disrespectful relations. “Give us money, we’ll treat you well, host the format” is unviable. What will you do to improve relations with the diaspora?” said the Prime Minister.


Answering Ruben Vardanyan’s question: Nikol Pashinyan talked about changing the tax code. He presented the income tax reduction project, said that they are discussing the option of exempting small businesses from certain taxes, and that the goal is to simplify the tax code.


“The largest branch of the economy in Armenia is agriculture, but neither the government nor the peasants know the price of potatoes. …We haven’t had such a formula in 25 years. …They could say who will enter where and how much, but the cost calculation was not done. …in RA, the process of lowering credit interest rates has started, we will provide some young people with an unprecedentedly low 5.5% mortgage loan,” said Pashinyan and expressed his surprise about the businessman’s question of establishing stability in the country. “I don’t understand why the topic of stability comes up from time to time. A revolution took place in RA, during which stability was not disturbed for a single minute. Now different people, journalists, are constantly writing about instability in the press, talking about civil war. What is this about, can someone explain to me? Today, the power in RA belongs to the people and will always belong to the people. What kind of instability do you predict? Do you want me? Let me declare that there will be stability in Armenia, and whoever decides that he will be in power will be in power. If there are forces in Armenia that want to bring instability, they will get an unequivocal answer. Then, of course, they will say that we are political prisoners, but we don’t care about their cries, I guarantee you. By instability I mean lawlessness. Everyone is free to carry out political activities according to the law…” Pashinyan said.


“We will not allow corruption to shed crocodile tears, or to say that we are friends of Russia, don’t say anything to us, if you say something to us, you are saying something to Russia. Russia’s friend is RA and the Armenian people, let no one consider himself and his clan to be Russia’s exclusive friend in RA,” he said.



N. Pashinyan noted that the Armenian community is not divided into its own and foreigners. Everyone is their friend and this, according to Pashinyan, is the biggest support.


“If the RA government doesn’t say what is the most profitable business in RA, you can help in that matter, you tell me what is that profitable business in RA. After all, that calculation must be based on public figures. I am surprised that you had so much nerve to ask the same question to 5-6 Prime Ministers over and over, recording that they have no answer. You have a very good team, and tell your team to hold the government and me personally accountable. I will keep that paper in my pocket, the next time they ask me, I will proudly say, “income” is like this, thank you Mr. Vardanyan for helping me find the answer to that question,” said N. Pashinyan.


In response, Ruben Vardanyan stated: “We would gladly do so, but since you have decided to stop the operation of such a structure… we received a note last week and assumed that you decided to do it yourself.”


“Are we talking about the Center for Strategic Initiatives?” asked the Prime Minister and continued. “That center has been operating for two years, until now the answer to that question has not been received. If it was one of the most important questions, then what did that center do?”


“Ask that question to the former prime minister,” he said Ruben Vardanyan:


“I became the prime minister and I saw that parallel to the ministries in RA there are alternative state systems: PIGs, SNOCs and they perform the functions that the ministries should perform. And these people receive higher salaries than the prime minister and the president, but when they call us, we ask what have you done, it turns out nothing. Our state system has an elite and a non-elite part, and the two have one thing in common: both do nothing. It’s just that some get high wages for doing nothing, and some get low. I say we stop this,” said Pashinyan.

2nd President of Armenia Robert Kocharyan to participate in upcoming snap parliamentary elections

2nd President of Armenia Robert Kocharyan will participate in the upcoming snap parliamentary elections, he said in an interview to Sputnik Armenia.

The 2nd President said it’s still early to talk about with which format and political team he will participate in the elections, adding that there is still a lot of time, and the situation is changing dynamically and will change. “I don’t think now it’s right to talk about the formats. Now it is necessary to form the unit by organizational steps by which you have been presented in the political field, the targets your activity will be directed for, and the mass of voters who you think can be your future support. This is the main task at the moment”, he said.

He didn’t rule out that he can become the center of the opposition pole or one of that centers. “I first of all try to rely on myself and the mass voters uniting around me – the citizens. The stronger this force, the greater the possibility to form alliances”, the 2nd President said, but didn’t mention the political forces which will be members of the possible alliance.

The 2nd President said those citizens of Armenia, who remember the achievements during his tenure, are his political support.

Necessity of 2015 constitutional reforms will be proved by time, Republicans say
YEREVAN, AUGUST 29, ARMENPRESS. Republicans disagree with former
President Robert Kocharyan’s opinion whereby former President Serzh
Sargsyan failed because of the Constitutional reforms and the attempt
to take office as prime minister, Republican Party (HHK) spokesperson
Eduard Sharmazanov told reporters today in the parliament.
Sharmazanov, who also serves as Deputy Speaker of Parliament, said
that Kocharyan’s opinions about the Constitutional reforms aren’t new.
“Oppositionists of the constitutional reforms, including Robert
Kocharyan, have expressed their assessments. I can only reiterate my
opinion and our party’s opinion: there was a necessity for the
constitutional reforms and for transitioning into a parliamentary
system of administration, and I find it to be a very positive step in
terms of strengthening democracy and national security in Armenia.
Time will show that the complete transition into a parliamentary
system stemmed from priorities of state security and state interest,”
Sharmazanov said.
He also disagrees with Kocharyan over the latter’s opinion that Serzh
Sargsyan amended the Constitution to rule for a third term. According
to Sharmazanov, Serzh Sargsyan’s April 17 election stemmed out of
state interests of Armenia.
“At that time the HHK garnered political majority in the election and
according to the Constitution we had to decide whom to entrust the
office of prime minister. We in our team do not have a more prepared,
more wise, more experienced figure to realize national security and
protect Artsakh’s interest other than Serzh Sargsyan,” Sharmazanov
said.
However, Sharmazanov also did not rule out that Republicans might
cooperate with Robert Kocharyan despite the disagreements over the
abovementioned issues.
“We have our political agenda, we are ready to struggle for the
strengthening of the Republic of Armenia together with all those
figures who share our opinion. Our struggle isn’t against any
particular one, but rather for the strengthening of our homeland,” he
said.
Eduard Sharmazanov also noted that Kocharyan has still things to say
and do in politics.
In an interview to the Russian NTV, former President of Armenia Robert
Kocharyan had said that Sargsyan’s failure and the revolution of April
was caused by the Constitutional reforms initiated by Sargsyan himself
and his aspiration to maintain power for a third term.

The Southern Military District of the Armed Forces of the Russian Federation includes three military bases (MB) located outside the country. Two of them are in Abkhazia and South Ossetia (after the war in 2008, Moscow recognized the independence of both republics), fully integrated with the armed forces of the respective republics, under the Russian command. The 102nd military base of the Russian Armed Forces stationed in Armenia in Gyumri is in a completely different status.
 
Formally, the 102nd MB is not integrated into one grouping with the Armenian Armed Forces, but, of course, there is a close coordination between them, joint exercises are held regularly. Nevertheless, its status is extremely difficult for geopolitical reasons.
 
Armenia is cut off from Russia by Georgia, completely hostile to Russia, and Azerbaijan, completely hostile to Armenia.
 
Due to these circumstances, the 102nd MB has not so much military as political significance. It is located on the border with Turkey and acts as a guarantor against this country’s involvement on the side of Azerbaijan in a new war for Nagorno-Karabakh, if any. Of course, the Russian base, because of the incompatibility of the potentials, cannot resist the Turkish army, but an attack on it will mean aggression against Russia as a whole, in accordance with the norms of the international law, that is, it will guarantee that Russia will have to start a war against Turkey.
 
It is clear that the Russian army will in no case march against Ankara, but it should prevent occupation of Armenia by the Turks (even partial).

Karen Gasparyan, brother of former Police Chief of Armenia Vladimir Gasparyan, has been charged on August 17 for threatening to kill Avetik Sargsyan, a resident of Kotayk province, the Special Investigation Service reported.

Signature on not leaving has been selected as a precautionary measure for K. Gasparyan.

Azerbaijani press: Expert: Open confrontation started in Armenia between parliament speaker, PM

An open confrontation started in Armenia between parliament speaker and prime minister, Aydin Guliyev, an expert, editor-in-chief of the Baki Khabar newspaper, told Trend.

Guliyev noted that Armenian Prime Minister Nikol Pashinyan openly acknowledged the existence of a constitutional crisis in Armenia.

“However, the crisis is much sharper and is about to deepen,” Guliyev said. “The number one goal for Pashinyan is holding early parliamentary election on condition that he remains prime minister. Otherwise it is impossible to get a majority in the new parliament. If he doesn’t retain the post of prime minister, he won’t be able to win the election.”

Guliyev noted that early parliamentary election is possible in the conditions of the resignation of the prime minister, in case of failure of the two-time attempt of the current parliament to elect a new prime minister of Armenia.

The expert added that Pashinyan fully understands how dangerous these conditions are for him.

“He is trying to make the current parliament amend the constitution, so that the parliament would have the power to self-dissolve,” the Azerbaijani expert added. “Only in this case Pashinyan will retain the post of prime minister, and at the same time he will be able to hold early parliamentary election.”

The expert also noted that Pashinyan wants to bring hundreds of thousands of people to the streets again and force the parliament to amend the constitution under the pressure of “street protests.”

“This is his serious plan, there is no other way, and in the coming weeks we will see hundreds of thousands of people who came to peaceful protests in Yerevan,” Guliyev said.

He noted that two focuses of resistance arose regarding Pashinyan’s plan.

“Former Armenian President Robert Kocharyan called on all pro-Russian forces to unite against Pashinyan,” the expert said. “Commenting on Pashinyan’s statements, the former president noted that “Russia is not the country to be spoken about in this way,” and such an assessment by Kocharyan can be considered as a call. The Armenian parliament’s chairman Ara Babloyan opened the second front of resistance by his tough statement. The parliament headed by Babloyan is preparing to confront Pashinyan’s policy aimed at amending the constitution.”

Guliyev also quoted the chairman of the Armenian parliament as saying that the public solidarity in Armenia is under threat, and this makes it possible to say that the country is on the verge of civil confrontation.
