Second group of Armenian troops heads for rotation in Iraq

Armenia on Sunday sent a second contingent of troops to serve in the
U.S.-led coalition in Iraq, the Defense Ministry said.
The 46 servicemen, who were to spend two weeks in Kuwait before
assuming duty in Iraq, were to rotate in for a group deployed in
January, said ministry spokesman Seyran Shakhsuvarian.
They include a squad of 30 drivers, 10 sappers, three doctors, a
communications officer and two commanders, and will serve under Polish
command.

The US co-chairman of the OSCE Minsk Group, Steven Mann, arrived in
Baku a few minutes ago. Mann will participate in a meeting between
Azerbaijan’s political leadership and the Minsk Group co-chairs on the
Karabakh settlement. The Russian and French co-chairs are expected to
come to Baku tomorrow.
The report we received a while ago says that Mann has given an
interview to reporters at Heydar Aliyev international airport. He said
the co-chairs were coming to the region with very serious proposals.
The US diplomat did not elaborate on details of the proposals, but
said they would be submitted to the presidents.
The most interesting thing here is that the heads of state should
demonstrate political will while adopting these proposals. We have
come up with proposals, but their adoption will depend on the
presidents and their political will, end quote.
Mann said he was against comparing the Nagornyy Karabakh conflict with
that in Kosovo. He said every conflict had its own peculiarities.
The co-chairman reiterated that Armenia’s occupation of the
Azerbaijani territories was a fact. However, he said it is possible to
reach an agreement that satisfies both sides.

2005 assumes special importance for Azerbaijan.

The construction of the Baku-Tbilisi-Ceyhan main export oil pipeline
will complete and this will be a tear of parliamentary elections,
Azerbaijani President Ilham Aliyev said while his appeal to residents
of Agdash on Thursday.
According to Aliyev, it is necessary to hold fair and transparent
parliamentary elections, as well as providing equal conditions in
Baku and in the region in this connection. “The people of Azerbaijan
are wise and will make a right choice. I feel support of the nation,”
Aiyev underlined. He noted that the role of the youth in the
establishment of future Azerbaijan.
President assured that necessary facilities will be offered in the
country for receiving a qualified education.
Touching upon the Armenian-Azerbaijani conflict over Nagorno-Karabakh
the head of state said that noted that the talks on peaceable
resolution of the conflict continues and definite progress has been
achieved in this respect.
The President assured everyone that the territorial integrity of
Azerbaijan will be restored and refugees will return to their native
lands. “Our key objective to establish powerful country, strong
economy and strong army,” Aliyev stressed.

YEREVAN, July 8. /ARKA/. RA NA Speaker Arthur Baghdasaryan received
primate of Episcopal Church of the USA Frank Griwald. According to RA
NA Public Relations Department, in the course of the meeting RA NA
Speaker noted that good relations are established between RA NA and
Armenian Apostolic Church, and the representative of the Church has
the chance to participate in the discussions of draft laws in
parliamentary commissions, offering his suggestions on issues
referring to the Church. Baghdasaryan added that jointly with the
Catholicos of All Armenians Garegin the Second he opened centers for
computer training free of charge in 30 settlements in Armenia.
In his turn Griswald emphasized that the relations between Episcopal
and Armenian Apostolic Churches in the USA ascend to the 19th
century, and his visit to Armenia gives a good chance to strengthen

of the Georgian parliament Melik Raisyan, Hayk Meltonyan, Hamlet Movsesyan,
Henzel Mkoyan and Van Bayburt. The parties discussed the issues referring to
the Armenian-Georgian relations. They noted that according to the agreement
achieved during A. Baghdassaryan’s visit to Georgia, the Ministers of
Education of Georgia and Armenia met to discuss the compiling textbooks for
the Armenian schools and other problems of the system of education. The RA
NA Speaker noted that the problems of Armenians in Georgia are in the
limelight of the Armenian parliament. According to the agreement, Nino
Burjanadze and Artur Baghdassaryan will visit Samtskhe-Javakhetia to
familiarize with the situation at the scene. Chairman of the Armenian
parliament noted the importance of constant contacts between the RA NA and
the Georgian deputies of Armenian origin. The deputies said they have drawn
the attention of the Georgian leadership to the problems of the Armenian
community and to the necessity of working out special programs.

THE ACT OF COMPLAINT CONTINUES
«I wonder how many houses the high-ranked officials have while we are ousted
from our own houses as a result of their decision», said artist Satenik
Davtyan. She is one of the residents of the North Avenue and has been
complaining for year. Today Satenik Davtyan and those who suffered from the
Government decision organized an act of complaint opposite the RA
President’s Residence again.
They have been doing it for the last 20 days, but nobody from the
President’s staff has received them. Instead, a group of policemen protected
the residence from the ignored people.
«I am an artist and I have nowhere to paint and nowhere to put my paintings.
I am worried about their future after my death», said Mrs. Satenik.
«We are worthless people, otherwise they would hear our voice», said the
participants of the action.

CE Secretary General says country resuming hostilities will be
expelled

If either of the sides to the Armenia-Azerbaijan conflict over Upper
Garabagh starts military action, this country will be expelled from
the Council of Europe, the CE Secretary General Terry Davis has said.
Davis said both countries should honor the commitment they assumed to
settle the conflict in peace.
The CE Secretary General also pointed out that Armenia occupies
Azerbaijan’s land.
`Regardless of the approach of Armenian political figures to the
issue, the fact is that Armenia has occupied Azerbaijani territories
located between its borders and Upper Garabagh.’*

Yerevan, 30 June: The newly-elected chairman of the National
Assembly of the Nagornyy Karabakh Republic [NKR], Ashot Gulyan, told
Mediamax news agency today that there is “the necessary potential for
constructive cooperation between all the political forces represented
in parliament”.
Asked by Mediamax whether the lack of real opposition in the NKR
National Assembly will hinder the establishment of a truly independent
parliament, Ashot Gulyan said that he is interested in pluralism of
opinions and regards it as the necessary condition for the effective
work of the National Assembly.
Ashot Gulyan said that there are four political parties represented
in the National Assembly, as well as independent MPs. He believes that
this will ensure a wide range of opinions in the republic’s parliament.
Ashot Gulyan told Mediamax that his first steps in the new post will be
aimed at resolving organizational issues connected with the formation
of ruling bodies of the National Assembly and the establishment of
the necessary basis for ensuring the effective work of the parliament.

VAHAN HOVHANNISIAN: CONCEPTION OF REPORT ON KARABAKH PROBLEM TO BE SUBMITTED TO OSCE PA IS VERY SENSIBLE AND BALANCED
YEREVAN, JUNE 29, NOYAN TAPAN. On July 1-5, the annual session of the
OSCE Parliamentary Assembly will be convened in Washington, at the
end of which a final resolution will be adopted. A delegation headed
by RA NA Vice-Speaker Vahan Hovhannisian will participate in the
session, as well as in the work of Assembly’s standing committees in
this period. Artashes Geghamian, Head of the National Unity faction,
and Samvel Nikoyan, member of the RPA faction, are also members of
the delegation. The report of Goran Lenmarker, special representative
on Karabakh issue, is among the issues already fixed in the initial
variant of Assembly’s agenda. The report is the result of almost
2-year study of the problem. “In spite of some clauses that from
force of habit pass from one document to another, in particular,
displaced persons, occupied territories and others, the report’s
conception is right, sensible and balanced,” Vahan Hovhannisian, head
of the Armenian delegation in OSCE PA, mentioned in his interview
to Noyan Tapan’s correspondent. G.Lenmarker mentions in his report
that the problem’s solution is European integration. “I would highly
estimate the report in two respects. Firstly, in difference to similar
reports voiced earlier, G.Lenmarker also presents Nagorno Karabakh’s
viewpoint, i.e for him the conflict isn’t on the Armenia-Azerbaijan
plane but he recognizes Nagorno Karabakh as a conflict party
presenting the latter’s viewpoints and expectations concerning the
conflict’s settlement. Secondly, the reporter also considers Nagorno
Karabakh’s joining with Armenia as a possible variant of settlement
of the conflict,” V.Hovhannisian emphasized. NA Vice-Speaker also
attached importance to the reporter’s affirmation that the main
problem of the conflict is Nagorno Karabakh’s status. According
to him, G.Lenmarker “understood very well that issues on refugees,
occupied territories raised by Azerbaijan are derivative.” By the way,
Lenmarker is against Nagorno Karabakh’s status of an independent state,
he also questions the latter’s becoming subordinate to Azerbaijan,
considering this an “unbearable burden” for Azerbaijan. According to
the reporter, the international community isn’t ready to recognize
the possible independence of numerous unions with small population
making part of the South Caucasus considering the consequences
of region’s division to be dangerous. Analysing the anxiety of
conflict parties, Goran Lenmarker mentions the national security
for the Armenian party. According to him, as a result of the painful
historic experience of the the Ottoman and Russian empires and Soviet
period the sense of being endangered, defenceless took a deep root in
Armenians. The main anxiety of Azeri party is unfairness, the country’s
considerable part is occupied and there are 1 mln displaced persons. As
a result, the sense of being the victim of aggression took root in
Azerbaijan. Lenmarker suggests 2 parties creating a joint committee
of truth and reconciliation that will try to find solutions mutually
satisfying the parties.. The reporter lays an exact claim to open
all borders, including those with third countries, to start mutual
integration without risking the parties’ security, to provide a high
degree of democracy, as well as citizens’ free movement and economic
integration. According to Vahan Hovhannisian, the above-mentioned
report caused dissatisfaction among the Azeri party and Sattar Safarov,
head of the Azeri delegation in OSCE PA, “seeing no way out” submitted
an additional draft resolution on Karabakh conflict. It can be put
on the agenda in case of getting positive conclusion by the general
standing committee consisting of heads of all national delegations
in the Assembly and subject standing committee to be appointed a
profile. By the way, our neighbor Georgia submitted an additional
issue on Abkhazia to the Assembly. According to Vahan Hovhannisian, the
Armenian delegation is inclined not to participate in the discussion
of any draft resolution not favorable for Armenia in general outline,
declaring that this will have no legal consequences for it.

Church & society commission to meet in Armenia in 2007

YEREVAN, June 27. /ARKA/. The Church and Society Commission of the
Conference of European Churches is to hold its meeting in Armenia
in 2007. The Department for Interchurch Relations, holy Echmiadzin,
reports that this decision was made at an enlarged meeting of the
Commission in Dublane, Scotland. The Commission considered the trend
to intensification of relations with the Armenian Apostolic Church,
its important role in the ecumenic movement and its activities in the
post-Communist society as guarantor of spiritual and human values.
