will be solved till the end of this year," stated OSCE PA reporter
on Nagorno Karabakh Goran Lennmarker in Baku. He underlined it is
important to reach peace between Azerbaijan and Armenia as soon
as possible. "I think peace is possible between the sides after
parliamentary elections in Armenia scheduled for May 12 this year.

We are in favor of not allowing to increase the graves even by one
in the Avenue of Shahids," stressed the PA chairman. In his opinion,
"now the foreign ministers of both countries must solve the issue of
co-existence of people in Nagorno Karabakh." "We must take into account
the fact that Azerbaijan and Armenia are neighboring countries. I think
the two nations will realize the importance of reaching an agreement,"
told G. Lennmarker, Azeri Media reports.

A second video referring to Ogun Samast, detained on suspicion of
murdering Hrant Dink, has been revealed.

According to the Turkish "Miliet" daily, three different documents
revealed by Samsun security agency included CDs, the content of which
was revealed as a result of investigation. The films again picture
Dink murderer Ogun Samast and gendarmes.

When handing the Turkish flag to Samast one of the gendarmes called
him "my lion brother." Another one said: "I will put on my festive
uniform and then have pictures taken."

the daytime of February 6 and on February 7 and no precipitations
are forecast on February 8-10. As NT correspondent was informed by
Gagik Surenian, chief specialist of Meteorological Forecasts Unit
of Haypethydromet, air temperature will not essentially change until
February 7. And at night of February 8-9 it will fall by 5-7 degrees
and in the daytime will rise by 1-2 degrees.

On February 8-10 in mountainous regions at night air temperature
will be -15, in Ararat valley -6, and in the daytime -6 and +1,
respectively.

YEREVAN, FEBRUARY 6, NOYAN TAPAN. Yerevan Mayor’s Office will
sign cooperation agreements with various cities in 2007. As David
Gevorgian, Head of Foreign Relations Department of Yerevan Mayor’s
Office, reported at the February 5 press conference, in particular,
2008-2010 cooperation agreements will be signed with Mayor’s Offices
of Moscow and Tbilisi. It is also planned to establish cooperation
with Mayor’s Offices of Saint Petersburg, Kazan and Sofia.

D.Gevorgian also stated that Yerevan will be recognized sister
city of Los Angeles in March: this decision will be made by the
Municipal Council of Los Angeles. In his words, Yerevan Mayor’s
Office also tries to establish close contacts with Rio de Janeiro
Mayor’s Office. Currently Yerevan actively cooperates with sister city
Lyons. In particular, five units of sanitary cleaning equipment was
purchased from Lyons at rather low prices and two units were donated
to Yerevan Mayor’s Office. D.Gevorgian also said that Yerevan is a
sister city with 23 and a partner with 31 cities.

LATVIA’S NATIONAL TB/LNNK PARTY NOT TO REPEATEDLY PROPOSE CRIMINAL
PUNISHMENT FOR DENYING OCCUPATION FOR NOW

The Latvian nationalist alliance For Fatherland and Freedom/LNNK
(TB/LNNK) for the time being does not plan to repeatedly submit a
proposal for a criminal punishment for publicly denying the fact of
Latvia’s occupation.

TB/LNNK chairman and a member of the European Parliament, Roberts
Zile told BNS: "We wanted to prove that there should be such an idea,
but our colleagues rejected it, and we will not hit the wall
repeatedly, at least that is my opinion, and I think the party will
do the same," said Zile.

He believes that such an initiative "was nothing undemocratic" in
Europe, as other countries were achieving to criminalize denial of
the Holocaust and the Armenian genocide.

Zile said that punishments might be imposed for denying the fact of
occupation in public speeches only.

The politician underscored that there might not be a second thought
about the fact of occupation. "We have official documents passed by
the parliament… The argument is not possible. In the same way as
the German fascist regime was a crime," said Zile.

The Latvian parliament on Jan. 18 rejected the nationalist alliance
For Fatherland and Freedom/LNNK (TB/LNNK) proposal to declare the
denial of Latvia’s occupation a criminal offense.

TB/LNNK had worked out draft amendments to Latvia’s Penal Code that
would introduce criminal liability for publicly denying the fact that
the former Soviet Union had occupied Latvia. The party proposes to
set a jail term of up to three years or a fine of up to 60 minimum
wages for publicly denying the fact of Latvia’s occupation or a
public call to deny this fact.

‘Less than a fortnight after huge crowds thronged the streets of
Istanbul at the funeral of the murdered Armenian journalist Hrant
Dink, chanting, "We are all Armenian," Turkey yesterday showed
another, more sinister face,’ Peter Popham wrote in the February 3rd
issue of The Independent.

Turkish newspapers and television news programmes carried images of
the man accused of shooting Mr. Dink posing proudly behind a Turkish
flag with police officers. In the background was a poster bearing the
words of Mustafa Kemal Attaturk: "The nation’s land is sacred. It
cannot be left to fate."

Ismet Berkan, editor of the liberal newspaper Radikal, said that the
release of the video was like killing Mr. Dink a second time. It
proved, he claimed, "that the murderer and his associates are not
alone, that their supporters … have penetrated all segments of the
state."

mentioned that the Islamic Republic of Iran is 28 years old. 28 years
ago the Iranian people ruined after 10-day struggle the exploiters’
and oppressor’ usurpative power and keeps and develops the
achievements and reforms of the revolution till now. He is sure that
the Iranian revolution is the most democratic revolution in the world.

Congratulating those present, Hasmik Poghosian, the RA Minister of
Culture and Youth Issues mentioned that for every people its
independence has a special importance. The Iranian people conquered
with dignity its freedom 28 years ago and today builds a powerful and
independent country. In the words of Alireza Haghighian, the IRI
Ambassador Extraordinary and Plenipotentiary to Armenia, the Iranian
people’s victory made many countries angry. They attempted with all
means to damage and put out the fire of revolution. But the Iranian
people overcame it with the help of national and religious minorities
living in the country and built its independent state.

It was also mentioned that the cooperation started between Armenia and
Iran after the independence develops year by year, widening the
cooperation ways, and now the Armenian-Iranian friendship deepened
more, involving almost all the spheres of cooperation.

Service Tariffs Increase by 0.4% in Armenia in January

SERVICE TARIFFS INCREASE BY 0.4% IN ARMENIA IN JANUARY

services to the Armenian population in January 2007 was mainly
conditioned by the growth in tariffs of transport services (0.5%),
consumer (1.1%) and health care services (2.1%).

According to the RA National Statistical Service, there was a 0.1%
growth in tariffs of educational and public catering services.

There was a 0.1-1.8% decline in tariffs of housing-municipal services
(in connection with the 9.2% reduction of natural gas tariffs since
January 1, 2007), as well as tariffs of recreational services and
services of the cultural sphere, while tariffs of communication,
juridical and banking services remained at the level of the previous
month.

"The electronic war between Azerbaijan and Armenia appears
undesirable. Azerbaijan enjoys much more technical and financial
potential (levers), so this hostility is likely to harm Armenia
more," Azerbaijan’s Information and Technologies Minister, Ali
Abbasov, stated.

He said that the only solution to the problem is that Azerbaijan and
Armenia should join Convention on cyber-crime and honor this
agreement.

Recommending both Armenian and Azerbaijani hackers to avoid attacking
websites, the Minister said Azerbaijan has a legal base to ensure
security of its websites.

As per the Information Law, Internet providers are responsible for

AAM Board Member: Another Response Will Be Given To Electoal Fraud

AAM BOARD MEMBER STATES THAT THIS TIME ANOTHER RESPONSE WILL BE GIVEN
TO ELECTORAL RIGGINGS

YEREVAN, FEBRUARY 1, NOYAN TAPAN. In the current political sitiation
in Armenia, the opposition force not to go to elections is
criminal. Aram Manukian, member of the Armenian All-National Movement
(AAM) Board, made this statement at the February 1 press
conference. In his opinion, riggings are inevitable at the upcoming
elections bit this time another response will be given to
falsification.

In his words, the political force not to make use of discontent of 90%
of the population with the authorities is "stupid". A. Manukian noted
that there was also considerable discontent during the 2003 elections
but no organizing force emerged to direct a shift of power. According
to him, "today there is a desire to correct the mistake of the past."
At the same time he said that not so much votes received as the will
and courage to protect these votes and rule out riggings will be
decisive factors at the upcoming elections.

In response to the question about whether the AAM will participate in
the possible "colored" revolution, A. Manukian noted that the party is
against any bloodshed, but if the matter concerns forcing the
authorities to resign by means of holding demonstrations, the AAM
supports this.
