(4 Mar 08 – RV) Pope Benedict XVI has sent the Holy See’s Secretary
of State, Cardinal Tarcisio Bertone, to Armenia, for ecumenical
encounters and visits with the leaders and faithful of the Church in
full communion with Rome. The Cardinal-Secretary’s visit comes at a
politically tense moment in the country, after election disputes at
the week-end erupted into violence and the military was called in to
restore order. The Apostolic Nuncio to Armenia, Archbishop Claudio
Gugerotti spoke with us about the ongoing tension and the importance
of the Cardinal Secretary’s visit…

/PanARMENIAN.Net/ The Armenian opposition is planning to hold a rally
at Matenadaran today. According to Levon Ter-Petrosyan’s headquaters,
location of some Ter-Petrosyan’s team-mates is unknown.

Today, at 7 a.m. the RA Police dispersed the opposition rally
in Liberty Square in the center of Yerevan. Witnesses say several
thousand people were at the site during the operation. Policemen used
rubber batons.

/PanARMENIAN.Net/ The leader of Orinats Yerkir opposition party,
Artur Baghdassaryan signed an agreement on political cooperation
with the Armenian ruling coalition, OY spokesperson Susan Abrahamyan
said Friday.

At the moment, Artur Baghdassrayan is in the government premises
holding talks with Prime Minister and President-elect Serzh Sargsyan.

"We accepted Serzh Sargsyan’s proposal to join the coalition agreement
which supposed the post of Secretary of National Security Council
for Artur Baghdassaryan," she said, adding that no other posts for
OY party members were offered, Novosti Armenia reports.

Presently, the NSC is chaired by Armen Gevorgyan, head of the RA
presidential administration.

Yerevan, 29 February: Armenian President Robert Kocharyan described
today as "predictable" the actions of Ex-President Levon Ter-Petrosyan.

Mediamax reports that, holding a meeting today with the students
of Yerevan State University (YSU), Robert Kocharyan noted that "the
germ for this was already there two weeks prior to the elections –
already then one of the candidates declared his victory, and from
this point of view, his today’s actions are natural".

The Armenian president proposed four scenarios of the further
development of the situation:

a. massive events actively continue with an effort to attract new
people, however, the society undergoes strong disappointment and does
not forgive the guilty ones for its stressful state;

b. hopelessness brings the participants of the protest to the
repetition of 1996, when the participants of the protests tried to
seize state structures – in this case, the law-enforcement bodies
will suppress such actions;

c. leaders of the protests thank the people for support, preserving
their influence over those people and get prepared for the next
elections;

d. leaders of the protests thank the society for support, congratulate
the newly-elected president, ask to be well-disposed to the arrested
and "start writing another scientific work".

The Armenian president stated that the authorities are ready to any
of these scenarios.

Robert Kocharyan stated that the authorities continue waiting
patiently for the protest actions to decline themselves. Otherwise,
the authorities will be forces to defend the constitutional order,
and many people, now on the platforms of the rally, will be brought
to account, the president stated.

"Recognition of Kosovo’s independence may lead to defreeze of
conflicts on the post-Soviet area and unrecognized formations,
created on this basis".

The due announcement was made by member of the Russian State Duma
Committee for CIS affairs Konstantin Zatulin.

He said the recognition of formations on the post-Soviet area by
official Moscow, in particular, the so-called Nagorno-Karabakh
conflict, following Kosovo precedent is possible.

"This case will involve not only Russia. Unrecognized states have
their own friends. Armenia may undertake the step in case with Nagorno
Karabakh. Perhaps, not only Armenia. As for recognition of Nagorno
Karabakh’s independence, the outcome with be defined by the egoism
of participants".

He considers that it is necessary to recognize the unrecognized states
on the area of the former USSR to prevent bloodshed which may start
with conflict resumption.

"Each side "adopting resolutions" should base on the principle "don’t
violate" peace in the region".

YEREVAN, FEBRUARY 27, NOYAN TAPAN. The prices of gold, platinum and
palladium fixed by the "State Treasury of Precious Metals and Stones"
of the RA ministry of finance and economy are higher for February 25 –
March 2 than the prices for February 18-24, while the price of silver
has declined.

According to information on the ministry’s website, the purchase
price of a 1-gram ingot of chemically pure gold in line with state
standard was fixed at 8,394.73 drams (27.3 USD), sale price – at
9,124.71 drams this week – against 8,383.69 drams (0.13168% growth)
and 9,112.71 drams (0.13168% growth) respectively last week.

The purchase price of 1 gram of silver is fixed at 158.44 drams, sale
price – at 172.22 drams for Feruary 25 – March 2 – against 158.87 drams
(0.27066% fall) and 172.69 drams (0.27216% fall) last week.

The purchase price of 1 gram of platinum is fixed at 19,347.22 drams,
sale price – at 21,029.59 drams this week – against 18,030.37 drams
(7.30351% growth) and 19,598.23 drams (7.30352% growth) last week.

The purchase price of 1 gram of palladium was fixed at 4,368.55
drams, sale price – at 4,748.42 drams this week – against 4,040 drams
(9.20283% growth) and 4,348.26 drams (9.20276% growth) respectively
last week.

LONDON, Feb 27 (Reuters) – An alternative pipeline backed by the
European Union and United States to reduce European reliance on Russian
gas faces a challenge securing supplies, the chief executive of lead
consortium member OMV said.

Wolfgang Ruttenstorfer told Reuters on Wednesday that means the EU
may need to reconsider opposition to importing gas from Iran if it
wished to improve energy security.

Some analysts and industry executives doubt the Nabucco pipe linking
Turkey and OMV’s Austrian gas hub via Bulgaria, Romania and Hungary
will be built because Russian gas export monopoly Gazprom is proposing
a rival route which also aims to ship gas via southern Europe.

"We need around 10 bcm to take a final investment decision and it
should be feasible to raise this quantity but it’s not easy. It’s a
challenge, that’s for sure," Ruttenstorfer said.

Nabucco is designed to carry 30 billion cubic metres of gas per year.

Last week, Deputy Assistant Secretary of State Matthew Bryza affirmed
Washington’s support for the 5 billion euros project and Ruttenstorfer
said U.S. backing would help to secure gas.

"Azerbaijan is one of the candidates for supplying gas and the U.S. has
some presence there, and also in other areas from where the gas could
come, so it’s definitely helpful," he said.

But even if Azerbaijan agrees to supply Nabucco, it won’t be able
to fill the pipeline alone, so the project hinges on supplies from
other countries, Ruttenstorfer said.

The EU hopes Turkmenistan will supply the pipeline but Ruttenstorfer
said it was a long-term option at best.

"I can’t tell you that it is on the horizon .. because they have sold
a big part of their production increase to Russia already," he said.

Ruttenstorfer said Russia could supply the pipeline but analysts
think it unlikely that state-controlled Gazprom will help a project
which limits its control of Europe’s gas market.

HARD DECISIONS ON IRAN The CEO added Iran, with the world’s
second-largest gas reserves, would also make a good supplier despite
the EU saying in November that Iranian gas was not needed, or desired,
for the pipeline.

EU member countries and the U.S. oppose closer energy ties with Tehran
because of concerns about Iran’s nuclear programme, which has already
attracted United Nations sanctions.

Ruttenstorfer said the EU may have to re-examine its position.

"Europe needs gas from the Caspian area and the Middle East
.. therefore EU foreign policy should look at that situation very
carefully," he said.

Ruttenstorfer added that if the EU blocked imports of Iranian gas
via Nabucco, it may in future face a situation where Gazprom imports
gas from Iran and re-exports it to Europe, further increasing the
continent’s reliance on Russia.

Russia currently imports gas from Turkmenistan, Uzbekistan and
Kazakhstan, which it resells to Ukraine and uses for the Russian
market. Last week, Gazprom said it had agreed to develop more phases
of Iran’s giant South Pars gas field.

Ruttenstorfer added that he supported the entry of Gaz de France as
the seventh partner in Nabucco, although he said progress should not
be delayed to facilitate this.

Turkey has blocked the involvement of GDF because of the French
National Assembly’s approval of a bill making it a crime to deny that
Armenians suffered a genocide at the hands of Ottoman Turks during
World War I.

OMV reaffirmed some of the strongest growth targets in the industry
on Tuesday, projecting growth of 7.5 percent to 2010 but Citigroup
said a lack of new projects starting up after 2008 put in question
the longer term sustainability of upstream growth.

"We will grow at a much slower level, that’s for sure," Ruttenstorfer
acknowledged but added that drilling offshore Romania could support

assistance to Azerbaijan in the integration with European structures
important in its external policy".

Day.Az reports with reference to AzerTaj, that the due announcement was
made by President of Poland Lekh Kachinskiy during a press conference
in Poland.

He noted that the resolution of Nagorno-Karabakh conflict must base
on the norms of international law.

"Nagorno Karabakh is part of Azerbaijan under the international law and
we support this position though we maintain relations with Armenia,
as well. We had interesting discussions during which we touched upon
different topics. We spoke of energy policy, discussed situation
in friendly countries, which are of natural interest for Poland",
Kachinskiy noted.

He said he is aware that Azerbaijan has large oil and natural gas
reserves.

He announced that it is too important for Poland and they will further
develop discussions of this topic with President.

He said Azerbaijan attained freedom in the early 20th century and
the people of Azerbaijan have been struggling for sovereignty and
independence throughout the history.

progress in the negotiation process," Finnish Foreign Minister Ilkka
Kanerva told a news conference in Yerevan.

OSCE Minsk Group is the only structure dealing with the conflict and
it needs support and encouragement."

VATICAN CITY: The Vatican’s No. 2 official plans to visit Armenia and
Azerbaijan next month for meetings with Catholics and talks with
Orthodox Christian and Muslim leaders in the two former Soviet
republics, the Vatican said Tuesday.

Cardinal Tarcisio Bertone, the Vatican’s secretary of state, wants to
underline that Pope Benedict XVI feels close to the Catholic minority
in the two countries, according to a Vatican statement. The trip is
set for March 2-9.

Bertone, now making a visit to Cuba, will meet with Karekin II,
leader of the Armenian Apostolic Church, to stress the desire for
closer relations. He will also meet with a Muslim leader in
Azerbaijan to express the Catholic Church’s commitment to work
together for peace, the statement said.
