PRESENTATION OF "NKR ATLAS"

Today, the presentation of "NKR Atlas" which was participated by
the supreme authorities of the Republic took place in the big hall
of Artsakh State University. This complex work of historical and
geographical nature was prepared by 25 specialists of Armenia and
Artsakh. NKR President Bako Sahakyan awarded Manouk Vardanyan, the
chief editor of the atlas, with a "St. Mesrop Mashtots" medal. A
large group of authors of this work were awarded with a "Gratitude"
medal and a NKR Government diploma.

"NKR Atlas" has been issued in Armenian and Russian languages.

"The process of normalization of relations between Armenia and Turkey
started at the initiative of the Armenian President, who invited
his Turkish counterpart to watch the football match in Yerevan in
September 2008. There have been tens of meetings between the Foreign
Ministers of Armenia and Turkey from that moment on. In February the
negotiations on the two protocols were over and they were initialed
on April 2. On August 31 Armenia and Turkey declared they would hold
six-week internal consultations with a view of signing and ratifying
the protocols," Edward Nalbandian said in an interview with Kommersant
daily in response to the question whether the signing of the protocols
means final reconciliation between Yerevan and Ankara.

According to the Foreign Minister, the terms of ratification depend
on the Parliaments. "It’s up to them to decide. But we hope, they’ll
do it within a reasonable timeframe," he said.

Asked whether we’ll witness the opening of the Armenian-Turkish border
this year, Minister Nalbandian said: "Nothing can be ruled out. It
depends on how the sides will respect the agreements and move forward.

Armenians have always respected and continue to respect agreements
concluded with other countries."

Was there any prog ress registered in the Chisinau meeting of the
Armenian and Azerbaijani Presidents? "If we take into consideration the
fact that it was the 7th meetings of the leaders there is a dynamics,
and I would say this dynamics is positive. At present the Presidents
are discussing the principles of the Madrid document. Their attention
is fixed on two principles. The parties are trying to bring their
positions closer with the mediation of the OSCE Minsk Group," he
said, adding that the President are no negotiating the main issue –
the status of Nagorno Karabakh.

Minister Nalbandian refrained from mentioning any concrete dates
of signing of the final peace treaty. "I would not like to state
that there will be a breakthrough tomorrow, in a month or three. The
negotiations on the basis of the Madrid Principles have moved forward
over the past months. The dynamics is positive," the Armenian Foreign
Minister stated.

President Serzh Sargsyan’s pan-Armenian tour has from the very
beginning been a show, without any purpose of coming to terms on the
Armenian-Turkish protocols with the Armenian Diaspora. From this point
of view, the President has achieved his aim – Armenian TV channels
provided wide coverage of his visits "to his best advantage," Armen
Martirosyan, Board Chairman, Heritage Party, told NEWS.am.

"I am sure that, despite the opinion voiced by the Diaspora and
by the Armenian people as a whole, the Armenian-Turkish protocols
will eventually be signed," Martirosyan said. He stressed that
the 12 parties will continue their cooperation in opposing the
Armenian-Turkish protocols. "I do not think it is a new political
alliance, but -" Martirosyan said. He expressed a wish that the
Armenian National Congress (ANC) joins the 12.

Martirosyan voiced concern that the protocols, if signed, will drive
a wedge between Armenia and the Armenian Diaspora. "Unfortunately,
this process is under way, and some of President Sargsyan’s
incautious statements concerning the Diaspora are only exacerbating
the situation. Many of Armenia’s achievements are the result of
its cooperation with the Diaspora, aren’t they? The Diaspora also
made a great contribution to the struggle for Nagorno-Karabakh,"
Martirosyan said.

conventions on cultural sphere are implemented to maximum, Culture
Minister Hasmik Poghosyan told Parliament’s Q&A session, answering
ARFD MP Lilit Galstyan’s question on whether Ministry carried
out activities towards maintenance of Armenian cultural heritage,
particularly on territories of Turkey, Georgia and Azerbaijan.

At that she noted that it’s the second year Ministry has been
collaborating with partner organizations to register and issue
passports to Armenian cultural values, especially those situated in

The press speaker of the Republic Party Edward Sharmazanov answered
to all the requests made by the oppositional forces related to the
ongoing processes of normalizing Armenian-Turkish ties.

"Neither Batumi, nor Alexandrapol, neither Kars nor Moscow agreements
have been signed either by the Republican Party or Serzh Sargyan
himself. Serzh Sargsyan has only signed Karabakh ceasefire document of
1994, which states the perfect victory in Artsakh war," Sharmazanov
said hinting that all the documents from 1918 to 1920 were signed
by ARF.

"Many advise Serzh Sargsyan to learn from the history. Dears, we have
learnt from history and we are not going to repeat the shortcomings
made in the beginning of the 20th century," the politician says.

suggested the necessity of recognition of the Nagorno Karabakh Republic
the by UN.

"The delegation also put forward a suggestion to include Artsakh in UN
humanitarian programs," said Hermine Naghdalyan, member of Republican
Party of Armenia.

She also said that the Armenian side drew attention to Azerbaijan’s
inadequate behavior in PACE.

For her part, Prosperous Armenia party member Naira Zohrabyan said
that the Armenian delegation repulsed the Azeri propaganda aimed
at distortion of Nagorno Karabakh history. According to her, PACE
members changed opinion about the Karabakh problem and confessed
"they had erroneous idea about the conflict before."

She also suggested that special funds should be allocated for
explanatory work in PACE in 2010.

IN THIS column on Thursday we published Thomas Friedman’s New York
Times article that stirred up a heated debate in the US because it
equated the atmosphere of hate being built up around President Obama
by his right wing opponents with the bitter atmosphere created by
extreme right wing settlers and politicians against Israeli Prime
Minister Yitzhak Rabin that ended in his assassination in 1995.

Friedman, an authority on the Middle East, who at the time of Rabin’s
assassination was in Israel interviewing him, warned of the dangers
now being fomented in the United States by irresponsible smear
campaigns being spread by politicians, chat show hosts, blogs and
the ill-informed — all under the guise of freedom of speech.

Some brainless American wag protested that Americans can talk the
violent talk, but would never commit the unthinkable sin — they
weren’t like the firebrands in the Middle East, or so he claimed. He
forgets that Man –no matter his colour or culture –will, under
certain conditions, commit the unthinkable. What makes Americans
so different? Don’t they live in a country that in the course of
its relatively short history assassinated four presidents and made
unsuccessful attempts on 11 others?

In Israel in the early nineties Prime Minister Rabin faced the same
vicious taunts from the extreme right when he made history by starting
the first official Israeli negotiations with the PLO.

The incitement started with the politicians in parliament calling
Rabin a "friend of terrorists." It was picked up in the streets
and mushroomed into images of Rabin, a Jew, in Arab dress, and in
Nazi uniform.

Now let’s turn to the US. During the presidential campaign Sarah
Palin, for example, called Obama a "pal of terrorists." And what’s
wrong with that? What is wrong is that not only is it not true, but
as America is now waging a global war on terrorists, anyone who is
a friend of a terrorist is a traitor to his country, and sho n our
country such an accusation would be defamation — an accusation that
exposes a man to hatred, ridicule or contempt by his peers.

But Americans, many of whom in our opinion don’t know the difference
between freedom and licence, cannot see the dangers in what they
are doing. They say they are protected by their First Amendment —
freedom of speech. Unfortunately, too many of them have not yet
learned how to use this freedom responsibly.

Early last month an elderly American of Armenian background was
arrested because he tried to grab and destroy a flier being passed
out by supporters of a politician that likened Obama’s health
care proposals to the Nazi extermination of the Jews and other
"undesirables."

Those handing out the fliers called police, accused the old man of
assault, and had him arrested. He explained that his was an emotional
reaction on seeing the fliers to what he and his family had suffered
under the Nazis. As a child in Armenia he had witnessed the horrors
of Nazi Germany — two of his uncles killed, his father wounded and
his brother starved to death. And so when he saw these Nazi posters of
the president he admits that his reaction was "personal and emotional."

He complained of being taken to court because of an attempt by
"an old man who says that you cannot insult the president with this
outrageous campaign."

These posters are being displayed everywhere — whether sensible
Americans like them or not — they show Obama as Hitler with the
Fuehrer’s silly little moustache painted under his nose. It is indeed
offensive.

As the Armenian said: "I saw Hitler’s soldiers. I saw swastikas every
day. To call Obama stupid, even criminal — okay, that’s politics. But
Hitler? It’s hurting to anyone no matter who is president."

Here in the Bahamas anyone whose propaganda would stir up such anger
and hatred that violence would erupt would be locked up in Fox Hill
prison accused of incitement to riot or violence.

But not so in America — they abuse their First Amendment right and
get away with it.

constructive arguments to the table, but to try to defeat a plan that
they do not like or understand by lies and propaganda illustrates
the depth of their ignorance.

We often thought that if we lived in the US we would be a Republican,
but the irresponsible behaviour now on display with so-called
responsible Republicans sitting in the background with smirky smiles
instead of condemning the behaviour of their supporters, leaves us
with nothing but contempt for the lot of them.

In the meantime, while Americans are scrapping among themselves,
the Chinese put on a magnificent display on Wednesday to celebrate
the strides they have made in their 60 years as a Communist nation.

This is a country that has achieved much through hard work,
determination and discipline.

Meanwhile, Americans should stop their petty bickering, consider what
is happening in the world and give their future in that world some
serious thought.

opening ceremony of the 30th Assembly of International Association
of Francophone Mayors.

When in Paris, he also held a number of bilateral meetings. "Armenia
is interested in establishment of relations with French-speaking
countries and cities," the Mayor said.

He also informed that the Armenian government and Francophone
university agency (AUF) will sign an agreement on granting premises to
the digital database center, which is currently located in Yerevan
Linguistic University, the city administration’s press service
reported.
